 В современных условиях система социального обслуживания населения находится на этапе инновационного реформирования и модернизации, которое обусловлено реализацией нового федерального закона «Об основах социального обслуживания гражданв Российской Федерации». Это целый комплекс новшеств в сфере философии, психологии, идеологии социального обслуживания, мотивации и стимулировании кадров, активизации информационных и социальных технологий, организационно-правового регулирования процессов предоставления услуг. Важные нововведения состоят в  законодательных требованиях к организации социальной  службы, параметрам оценки нуждающихся граждан,  определению подушевых показателей для финансирования  социальных услуг. Все подразделения и функции социальной защиты основаны на использовании новых  технологий и управленческих решений, апробированных в  региональных организациях. Унификация и модернизация  всей системы социальных услуг привела к возникновению  единых базовых понятий. Все это способствует эффективному взаимодействию поставщиков и получателей услуг, оперативной обратной связи, необходимой для  повышения качества обслуживания.  

 The system of social services for the population in modern conditions is at the stage of innovative reform and modernization, which is due to the implementation of the new Federal Law “On the basics of social services for citizens in the Russian Federation”. This is a whole complex of innovations in the field of philosophy, psychology, ideology of social services, motivation and stimulation of personnel, activation of information and social technologies, organizational and legal regulation of the processes of providing services. Important innovations are in the legal requirements for the organization of social services, the parameters for assessing citizens in need, and the determination of per capita indicators for financing social services. All units and functions of social protection are based on the use of new technologies and management solutions, tested in regional  organizations. The unification and modernization of the entire system of social services has led to the emergence of common basic concepts. All this contributes to effective interaction between providers and recipients of services, prompt feedback required to improve the quality of service.
