Целью исследования является анализ на примере Республики Башкортостан (далее – РБ) современного состояния, проблем и перспектив индустрии халяль в регионах Российской Федерации (далее – РФ, Россия). Сделан обзор современных тенденций развития производства и потребления халяльных продуктов и услуг в мире и в России, выделены проблемы их сертификации в субъектах по стандартам Российской системы качества и международным стандартам халяль. Обоснована необходимость разработки на федеральном уровне стратегии развития халяль-индустрии в регионах РФ до 2050 г. и отдельной региональной целевой программы по развитию производства и экспорта продукции халяль в РБ на период до 2035 г., что будет способствовать более полному удовлетворению спроса населения на экологически чистые продукты и здоровое функциональное питание, а также всесторонней поддержке местных производителей халяльной продукции и услуг, повышению их доходов. В современных сложных геополитических и экономических условиях, учитывая ежегодный, стабильный (5–15 % в год) рост спроса в мире и в России на халяльные продукты как экологически чистые, комплексное развитие индустрии халяль, в частности за счет интеграции и кооперации производителей, объединения их в агропродуктовые кластеры на муниципальном, региональном и федеральном уровнях, рассматрива ется как одна из перспективных в стратегическом плане точек роста экономики многонациональных регионов страны.Ф
The purpose of this article is to analyse the current state, problems, and prospects of the halal industry in Russian regions using the example of the Republic of Bashkortostan (hereinafter referred to as RB). The authors provide an overview of current trends in the development of production and consumption of halal products and services in the world and in Russia, and highlight the problems of their certification in the subjects according to Russian Quality System standards and international halal standards. The article substantiates the need to realise at the federal level the strategy for the halal industry development in the Russian regions until 2050 and a separate regional target programme for the development of production and export of halal products in the RB for the period up to 2035, which will contribute to full satisfaction of the population’s demand for environmentally friendly products and healthy functional nutrition as well as comprehensive support for local producers of halal products and services, and increase in their income. In today’s difficult geopolitical and economic conditions, taking into account the annual, stable (5–15% per year) growth in demand in the world and in Russia for halal products as environmentally friendly, the comprehensive development of the halal industry, in particular, through integrating and cooperating of producers, combining them into agricultural clusters at the municipal, regional and federal levels, is considered as one of the strategically promising growth points of the economy of multinational regions of the country.
