Проведен анализ проблем и поиска путей активизации инновационного развития Российской Федерации. Несмотря на провозглашенный национальный приоритет и системные усилия государства, с середины 2000-х гг. инновационная сфера страны находится в состоянии стагнации. Это подтверждается негативной динамикой ключевых показателей: доли организаций, осуществляющих инновации, и удельного веса инновационных товаров и услуг. Ключевой проблемой обозначено постоянное падение результативности инновационного процесса, измеряемого как соотношение объема выпуска инновационной продукции к затратам на нее. Несмотря на внешнюю стабильность в номинальных значениях, с учетом инфляции этот показатель демонстрирует устойчивую негативную тенденцию, что снижает экономическую привлекательность инноваций для бизнеса. В качестве решения предложен комплекс мер государственной поддержки с разделением их на четыре группы: экономические, организационно-структурные, нормативно-правовые и информационные. Сделан вывод о том, что в текущих российских условиях наиболее действенными являются прямые экономические методы (бюджетное финансирование, субсидии, льготы), однако перспективными направлениями признаны развитие кластерных объединений по образцу международного опыта (в частности, Китая), а также совершенствование патентной системы и правовой защиты интеллектуальной собственности для стимулирования инновационной активности на региональном уровне и среди малых предприятий.

The issues and the search for ways to enhance the innovative development of Russia have been analyzed. Despite the proclaimed national priority and systematic efforts of the state, since the mid-2000s, the country’s innovation sector has been in a state of stagnation. This is confirmed by the negative dynamics of key indicators: the share of organizations implementing innovations and the share of innovative goods and services. The key issue is the constant decline in the innovation process effectiveness, measured as the ratio of the innovative products output volume to their costs. Despite the external stability in nominal values, considering inflation, this indicator shows a steady negative trend, which reduces the economic attractiveness of innovations for businesses. As a solution, a set of state support measures has been proposed, dividing them into four groups: economic, organizational and structural, regulatory, and informational. It has been concluded that in the current Russian conditions, direct economic methods (budget financing, subsidies, and benefits) are the most effective, but the development of cluster associations modeled on international experience (in particular, China), as well as the patent system improvement and legal protection of intellectual property to stimulate innovation activity at the regional level and among small businesses have been recognized as promising areas.
