Исследование направлено на выявление положительной динамики показателей МСП в приоритетных отраслях по результатам получения мер государственной поддержки, что позволяет оспорить законодательно закрепленные критерии перехода из одной категории в другую. Методологическая основа исследования построена на развитии теорий предпринимательства и стратегического управления и направлена на определение целевого вектора управления масштабированием субъектов МСП. В качестве методов исследования применялись методы статистического анализа, дедукции, хронологии, синтеза, анализа больших данных. Информационную базу исследования составили показатели деятельности 780 субъектов МСП Свердловской области, осуществляющих деятельность в приоритетных отраслях национальной экономики, получивших государственную поддержку в рамках профильного национального проекта в 2019–2023 гг. На основе полученных результатов исследования обоснована критериальная шкала оценки уровня масштабирования субъектов МСП, уточнены категории масштабирования и критерии их перехода, что послужило структурной основой разработки модели управления масштабированием субъектов МСП. Произведен расчет интегрального показателя оценки потенциала масштабирования МСП. Результаты исследования вносят вклад в возможные направления корректировки стратегических приоритетов в сфере поддержки предпринимательства, что будет стимулировать прорывное развитие приоритетных отраслей национальной экономики.</p></abstract><trans-abstract xml:lang="en"><p>The need to shift the vector of state support for small and medium-sized enterprises (hereinafter referred to as SMEs) from quantitative values in the direction of focusing on qualitative transformations in their performance indicators, forming an impulse to scale, is an unresolved scientific, theoretical, and practical issue. The study is aimed at identifying the positive dynamics of SMEs indicators in priority sectors based on the government support measures results, which makes it possible to challenge the legally established criteria for the transition from one category to another. The methodological basis of the research is based on developing entrepreneurship and strategic management theories and is aimed at determining the target vector of scaling management for SMEs. The methods of statistical analysis, deduction, chronology, synthesis, and big data analysis were used as research methods. The information base of the study was made up of the performance indicators of 780 SMEs in the Sverdlovsk Region operating in priority sectors of the national economy that received state support under a core national project in 2019–2023. Based on the study results, a criterion scale for assessing the SMEs scaling level has been substantiated, and scaling categories and criteria for their transition have been clarified, which served as the structural basis for developing a scaling management model for SMEs. The calculation of the integral indicator for assessing the scaling potential of SMEs has been carried out.
