Проведены анализ и систематизация мер, предпринимаемых в рамках отраслевой системы управления импортозамещением в инвестиционно-строительном секторе. Основное внимание уделено выявлению критически важных импортных позиций и оценке текущего состояния локализации производства. Актуальность темы исследования продиктована необходимостью снижения технологической зависимости строительной индустрии от зарубежных поставок, усугубленной санкционным давлением, а также необходимостью обеспечения экономической независимости страны и стимулирования инновационного прогресса.
Цель настоящего исследования заключается в изучении специфики внедрения стратегии импортозамещения в строительной индустрии. Объектом исследования выступает строительная отрасль, предметом — процесс импортозамещения в этом секторе. Задачи исследования включают оценку состояния индустрии, изучение текущей ситуации с замещением и исследование будущих возможностей. Методология исследования включает теоретические методы (для анализа текущей экономической ситуации и систематизации мер регулирования) и эмпирические методы (основанные на сравнении показателей управления строительной индустрией с общей экономической конъюнктурой, включая анализ динамики ввода жилья и объемов производства строительных материалов).
Анализ материала показал рост производства отечественных строительных материалов и успешное замещение базовых комплектующих. Однако сохраняется высокая зависимость в высокотехнологичных сегментах. Отмечено, что успешное функционирование системы управления импортозамещением зависит от согласованности действий государства, предприятий и научно-исследовательских институтов, а также от создания инфраструктуры для тестирования и сертификации.
The analysis and systematization of measures taken within the framework of the sectoral import substitution management system in the investment and construction sector are carried out. The main focus is on identifying critical import positions and assessing the current state of production localization. The relevance of the research topic is dictated by the need to reduce the technological dependence of the construction industry on foreign supplies, aggravated by sanctions pressure, as well as the need to ensure Russia’s economic independence and stimulate innovative progress.
The purpose of the study is to analyze the specifics of implementing an import substitution strategy in the construction industry. The object of the research is the construction industry, the subject is the process of import substitution in this sector. Research objectives include assessing the state of the industry, examining the current replacement situation, and exploring future opportunities. The research methodology includes theoretical methods (for analyzing the current economic situation and systematizing regulatory measures) and empirical methods (based on comparing the management indicators of the construction industry with the general economic situation, including an analysis of the dynamics of housing commissioning and building materials production).
The analysis of the material shows an increase in domestic building materials production and successful replacement of basic components. However, high dependence remains in high-tech segments. The authors note that the successful functioning of the import substitution management system depends on the coordination of actions of the state, enterprises, and research institutes, as well as on the creation of infrastructure for testing and certification.
