Некоторые европейские страны выработали и представили национальные стратегии борьбы с теневой экономикой. Одними из самых действенных мер, предпринятых в целях сокращения масштабов теневой экономики, фактически являются косвенные меры. На первом месте среди них находится модернизация налоговой и системы социального обеспечения. Долгосрочные инициативы в области создания «электронного правительства», в частности, электронные платежи в процессе деятельности государственного сектора, являются одним из важнейших элементов в изменении «старых привычек» по использованию наличных денег.</p></abstract><trans-abstract xml:lang="en"><p>The economic crisis gave a powerful impulse to the European governments to fight against the shadow economy. Some European countries have developed and presented national strategies for combating the shadow economy. In fact, one of the most effective measures taken to reduce the size of the shadow economy is indirect measurement. In the first place among them is the modernization of the tax and social security systems.
