The impact of the policy of technological sovereignty on the development of socio-economic development territories

Abstract
The article examines the complex impact of the technological sovereignty policy on the development of territories of advanced socio-economic development (hereinafter referred to as TASED). The relevance of the study is determined by the need to find new drivers of regional growth in the context of economic restructuring and sanctions pressure. The work aims to assess the impact of technological sovereignty measures on key indicators of the socio-economic development of the TASEDs. The methodological basis of the study includes comparative analysis, statistical methods, and the analysis of regulatory documents. The research has revealed the dual nature of the impact of this policy. On the one hand, there has been a significant influx of investments into technologically specialized TASEDs, as well as a structural transformation of their economies towards an increase in the share of hightech industries. On the other hand, systemic limitations have been identified, such as continued dependence on imported components, a shortage of qualified engineering and technical personnel, and insufficient coordination between federal and regional development institutions. Based on the analysis, practical recommendations have been formulated for the differentiation of state support measures, the development of educational infrastructure, and the formation of inter-territorial cooperative networks. The results of the study can be used by authorities in adjusting regional and industrial policies, as well as in developing programs for the development of specific TASEDs.
