Development of proposals to rejuvenate the structure of national project management in accordance with I. Adizes’ life cycle model

Abstract

The relevance of the topic is determined by the conditions of modern economic realities caused by the introduction of international sanctions. The Government of the Russian Federation (hereinafter referred to as RF) has to revise and adapt its approaches to the management of both national projects and linear processes. These changes are taking place against the background of rapid changes in the external environment, which, in turn, requires the government to react quickly to new challenges. The purposes of this article are to develop and methodologically substantiate proposals for rejuvenating the structure of national project management in accordance with the life cycle model of I. Adizes. The object of the study is the system of national projects management. The subject of the study is a set of management tools responsible for the organisation of processes in the national projects management system. The greatest interest in this article is shown to the study of the influenceof bureaucratic structures on modern management systems, their development in updated economic conditions as well as the processes of attracting innovative ideas in the structure of national projects management. Also, special attention is paid to the development of the mechanism of rejuvenation of the current organisational structure, based on the mechanism of rotation of managerial personnel. The article analyses the current state of the organisational structure of national projects and programmes management in accordance with the stages of I. Adizes’ life cycle. The comparative analysis of staffing of public administration in the Soviet Union and modern RF is conducted. Conclusions and proposals for the formation of the mechanism of personnel rotation in order to rejuvenate the organisational structure are made.
