Directions for improving Russian state policy in the digital economy sphere

Abstract

In modern conditions, information and communication technologies and the Internet are of particular importance for economy development. Traditional science and technology management tools are becoming less equipped to capture the pace at which innovation is changing society. The relevance of the research topic lies in the fact that in the context of the Russian economy digitalization, a new approach to technology management is needed, as well as an effective state strategy development in the digital economy sphere. Given all the obstacles to new technologies implementation, digital economy policy should be aimed at creating favorable economic conditions necessary for development and growth of digital industrial companies and small innovative enterprises. The role of digital technologies in the modern dynamically developing economy has been determined. The Russian telecommunications market development at the present stage has been assessed. The features of e-commerce development in Russia have been investigated. The Russian market dynamics in the artificial intelligence sphere has been analyzed, and the positive and negative factors influencing its development have been highlighted. The features of digital transformation of large industrial companies have been considered. The issues faced by small and medium-sized enterprises in digital technologies implementation have been highlighted. The factors and obstacles affecting the digital ecosystem development in Russia have been identified. The main components of an effective state strategy in the digital economy sphere, as well as the directions for state policy in the sphere of digital transformation of the Russian industry have been developed. Recommendations on innovative small and medium-sized enterprises activation have been proposed.
