Abstract

A comprehensive analysis of the directions hindering effective development of innovative entrepreneurship in the Russian regions has been carried out. Both internal and external factors limiting the implementation of innovations and modern digital technologies into production processes, as well as into management and organizational activities of enterprises have bene considered. Special attention has been paid to institutional barriers, lack of support infrastructure, low investment activity, and weak integration of science and business. Innovative entrepreneurship plays a key role in ensuring sustainable economic growth, increasing competitiveness of the regional economies and shaping a modern development model. The main issues that hinder forming an effective mechanism for realizing the innovative potential necessary for dynamic development of the business environment have been identified. The presented results have high practical significance and can be used when forming regional and federal programs to support the innovation sector. Recommendations have been given on how to eliminate structural constraints and improve innovation efficiency in business activities. Measures aimed at stimulating cooperation among scientific institutions, business, and the state, as well as creating a favorable environment for the growth of high-tech startups and small innovative businesses in the regions have been considered particularly relevant.
