Digital ecosystem as a driver of Russia’s technological leadership: conceptual approaches and implementation mechanisms

Abstract
A comprehensive analysis of digital ecosystem as a key factor in achieving technological leadership of Russia in the context of global competition has been carried out. The conceptual foundations of forming digital ecosystems, their key characteristics, and properties, including integrativity, network effect, scalability, and cross-industriality, have been considered. Based on a comparative analysis of the models of the United States of America, China, and the European Union, institutional and organizational approaches applicable to domestic practice have been identified. Special attention has been paid to the Digital Economy national program, as well as cases of large corporations and projects such as Sberindex, Avtodata, Roselektronika, Yandex, Ozon, Wildberries, and VK. The issues of personnel shortages, infrastructural barriers, cybersecurity issues, and legal restrictions have been studied. Digital ecosystem formation can ensure not only the economy modernization, but also the strengthening of the technological sovereignty of Russia. It has been concluded that the further development of digital ecosystem in the country will be determined by the ability of the state and business to overcome these challenges, reduce dependence on imported technologies, and form a sustainable model of digital sovereignty under sanctions pressure.
