Issues of implementing the EAEU Digital Agenda until 2025

Abstract
The target indicators of the EAEU Digital Agenda and the degree of their implementation in different countries of the organization are studied. The change in the e-Government Development Index in the EAEU countries, which is directly related to the implementation of the Digital Agenda, is assessed. The measures that have been implemented until 2025 to achieve the targets of the Digital Agenda and digitalization of the countries’ railways are reviewed.
Despite the implementation of several items on the Digital agenda, the main issues of digitalization have not been solved for various reasons such as “black swans” in the form of COVID-19 and other events, as well as bureaucracy in each individual country, which hinders the integration of digital spaces. An important point is the focus of digital transformation leaders on the unusual, non-standard model of digital integration of the countries, unlike the EU, which also hinders the successful implementation of the conditions of the Digital Agenda.
An increase in employment in the information and communication technologies sphere was also not achieved due to the massive outflow of information technology specialists from Russia and Belarus in 2022. Training specialists to work in the digital economy is carried out non-systematically and only in Russia and Belarus, there are no unified programs for the EAEU.
