Specifics of implementing import substitution strategy in the construction industry

Abstract

The analysis and systematization of measures taken within the framework of the sectoral import substitution management system in the investment and construction sector are carried out. The main focus is on identifying critical import positions and assessing the current state of production localization. The relevance of the research topic is dictated by the need to reduce the technological dependence of the construction industry on foreign supplies, aggravated by sanctions pressure, as well as the need to ensure Russia’s economic independence and stimulate innovative progress. 

The purpose of the study is to analyze the specifics of implementing an import substitution strategy in the construction industry. The object of the research is the construction industry, the subject is the process of import substitution in this sector. Research objectives include assessing the state of the industry, examining the current replacement situation, and exploring future opportunities. The research methodology includes theoretical methods (for analyzing the current economic situation and systematizing regulatory measures) and empirical methods (based on comparing the management indicators of the construction industry with the general economic situation, including an analysis of the dynamics of housing commissioning and building materials production). 

The analysis of the material shows an increase in domestic building materials production and successful replacement of basic components. However, high dependence remains in high-tech segments. The authors note that the successful functioning of the import substitution management system depends on the coordination of actions of the state, enterprises, and research institutes, as well as on the creation of infrastructure for testing and certification.
