A program-targeted approach to managing development in mountainous areas

Abstract
The features of social and economic development in Russian mountainous territories are studied, and the expediency of a program-oriented approach to their management is substantiated. The current regulatory legal acts and practices are reviewed: federal legislation on strategic planning, the model law of the Interparliamentary Assembly of the CIS, regional laws and government programs, and implementation cases in the Republic of Dagestan and the Chechen Republic.
Using the Republic of Dagestan case, the research paper shows the mountainous territories scale, the population proportion, industry indicators, and priority support measures, including subsidies and investment projects, as well as infrastructure initiatives in road construction, gasification, and energy supply. Key issues are identified: power grids deterioration, insufficient gasification, low level of the road network, population outflow, and limited investment attractiveness.
The definition of mountain territories and their status consolidation at the legislative level of Russia, the creation of a federal state program for the social and economic development of the country, strengthening the role of regional and municipal authorities, as well as expanding the participation of local communities in addressing issues of mountain development and monitoring systems implementation for the effectiveness of mountain development programs are proposed as strategic directions.
