Theoretical foundations for the analysis of urban transport systems within the smart city concept

Abstract
A theoretical and methodological understanding of approaches to the urban transport system analysis in the context of forming and developing the smart city concept is carried out. The urban transport system is considered as a complex socio-technical subsystem of the urban environment, the functioning of which is determined by a combination of infrastructural, managerial, digital, and behavioral factors. The relevance of the research topic is determined by the need for a comprehensive theoretical understanding of urban mobility transformation in the context of digitalization and intelligent transport solutions implementation.
Based on the scientific literature analysis, the key theoretical approaches to the study of the urban transport system are systematized, including systemic, functional, spatial, institutional, behavioral, cybernetic, and innovative approaches. The author shows that each of the approaches focuses on individual aspects of transport functioning and has both analytical capabilities and certain limitations. It is revealed that the application of individual theoretical approaches does not allow to fully cover the multilevel nature of the functioning of the urban transport system, necessitating their integrated use. A structured classification of indicators is proposed to assess the urban transport system development in the context of implementing the smart city concept.
The results obtained form the methodological basis for further research and can be used when developing programs and strategies for urban transport modernization.
