The genesis of the content of the theory of human capital in the context of educational system reform

A study of the formation and development of the CHEKA has been conducted, the prerequisites for the development of the concept of CHEKA in the context of the formation and subsequent transformation of the higher education system have been identified. The economic concepts of the XVII – XXI centuries, the methodological foundations and the principal directions of the development of the theory of the Cheka are analyzed. The distinctive features of the formation of the education system in the context of the development of CHEKA concepts are considered. The role of higher education as an important element of capital accumulation is substantiated. The influence of the level of education on the amount of wages has been established. The value of education in the context of the reorganization of the economy and the development of industries for increasing entrepreneurial activity and the transition to innovative technologies is emphasized. The features of the development of the models “University 1.0”, “University 2.0”, “University 3.0.” and “University 4.0” are highlighted. 

The purpose of this study is to analyze the transformation of the CHEKA content in the process of developing the theory of CHEKA, considering the reform of the higher education system. The scientific assumption is put forward that the foundation of the formation and development of the national Cheka is the system of higher education, on the effectiveness of which the quality of the national CHEKA depends. The methodological basis is based on classical and modern concepts of CHEKA, the results of scientific research and practical developments of domestic and foreign scientists in the field of CHEKA. 

The scientific significance of the research lies in the actualization of the problem of the development of the national CHEKA through higher education, as well as the task of adapting universities to the real needs of the economy in order to meet the needs of business, industry and society as a whole.
