SYSTEM OF CONTRACT RELATIONS IN RUSSIA: ANALYSIS OF THE PROBLEMS OF APPLICATION OF THE FEDERAL LAW

Abstract
The main problems of direct application of Federal Law № 44-FZ dated on 21.07.2005 «On the contract system in the sphere of procurement of goods, works and services to ensure state and municipal needs» are analyzed in the article. A set of key measures that can eliminate or reduce the shortcomings of the new order of legislative regulation of the system of state contractual relations has been developed and proposed. A comprehensive assessment of the effectiveness and effectiveness of the proposed activities has been carried out. A conclusion on the need for a comprehensive solution to the problem of public procurement is made.
