From hierarchy to network: assessing the transformation of tourism policy management models in Russian regions

Abstract
This article provides a comprehensive assessment of the current transformation of regional tourism policy management models in the Russian Federation. The aim of the study is to identify and analyze the forms of interaction that arise during the transition from hierarchical to network-based governance mechanisms.
It is determined that these governance models are not “transitional” forms of modern polycentric models and network-based governance technologies commonly implemented today, but rather represent an independent concept of “hybrid institutional sustainability.” The research methodology includes institutional and comparative analysis, as well as the development of an analytical tool—a factor analysis matrix for the institutional-network transformation of regional tourism policy. Based on empirical data from regions with varying tourism potential, it is shown that network interaction is realized primarily in hybrid forms, where the state is the architect of the strategic-level network, while horizontal connections are activated to address tactical challenges.
The study’s results demonstrate a differentiation in governance models: in high-potential regions, corporate-state coordination predominates; in medium-potential regions, managed hybridization with project-based, targeted engagement of businesses and local communities is dominant; and in low-potential regions, network interaction is declarative in nature. The study emphasizes that hybrid models do not blur hierarchy but rather enhance its adaptability, creating sustainable institutional configurations. Theoretically, it expands network governance theory, offering a framework for analyzing complex, hybrid, and asymmetric forms of governance. Future research opportunities lie in the development of adaptive regulatory frameworks and digital platforms for ongoing communication and management interactions between participants.
