Abstract
The aim of this work is to research the influence of industry’s specificity to the process of strategical planning of «Russian Highways» State Company. Methodologically researching consists in illustration of seven processes of strategic management on the example of «Russian Highways» State Company. The system of strategical planning documents of State Company was analyzed. The distinctive feature of strategical panning process of road building was discovered. It is in the necessity of consideration of federal and regional programs of social and economic development, schemes of territorial planning and other documents of spatial development of Russia in the process of planning of road building.

It formulated the need for new guidelines that take into account the possibility of formalization and analysis of processes in the discharge of public functions by public servants. Abstract
The situation in the Russian automotive industry in the past few years can be characterized as a high degree of uncertainty. Since the global economic crisis began, the automotive industry of the Russian Federation has been one of the most «affected» industries. The article deals with the dynamics the automotive industry development of the rate in the Russian Federation from 2011 to 2015. According to analysis results, the degree of the automotive industry concentration was evaluated, as well as the stage of industry consolidation was determined in 2015 respectively. The author believes that the structural changes in the automotive industry are encouraging TOP-management to seek strategic solutions in order to achieve competitive advantages in the industry.

Discusses stages of the system formation of state regulation of AIC, given their characteristics. Shows the limits of state rule regulation with legal, budgetary, tax, social, environmental parameters. It is noted that the regulation involving the state is divided into direct and indirect or economic and administrative tools. The article represents different analysis methods of small and medium capitalization being applied in a process of investor portfolio formation. The author analyzes behavior and characteristics of small and medium capitalization, and demonstrate insufficient efficiency of technical indicators based on historical price data. The article discusses the role of accounting information, the basic organizational and functional issues accounting and valuation of environmental damage with the implementation of the principle of payment for the exploitation of the natural wealth of the country and implementation of the principles of ecologically certified environmental management. Analyzes the provisions of the draft Environmental code, the adoption of which will be the panacea for all problems in the field of ecology. Author concludes that the existing system of information support of environmental management projects neither the quality nor the amount and detail of the indicators does not meet the requirements of specialists of state bodies of management and corporate management. Suggestions are given on how relatively accurate identification of costs, expenses, income, assets, liabilities in the total array of economic life facts recorded in the accounting system, the development of the practice of formation of accounting policies used and the optimization methods of analytical accounts for the accounting and valuation of environmental damage in accordance with the needs of the business management system.

In contemporary environment effective management of education process, including financial management, is one the most important tasks at government level. In the article the problems of improvement of modern control systems (CS) are considered. Specific examples are analyzed «bottlenecks» of the CS and ways of «debottlenecking». For the system of local self-government (LSG) and measures the «debottlenecking» in the Russian program «Development of mechanisms for the formation and establishment of a network of working groups promoting and monitoring the activities of Executive bodies in the Russian Federation» preliminary implementation of a pilot project on the territory of Moscow and Sevastopol. Also are considered problems of optimization of information support for the CS. Abstract
The social networks existing for centuries as social communities in family and companionship, achieved new opportunities of self-updating and public expression with the emergence of the Internet and formation social networks in it. To reveal features of each of these phenomena authors give two definitions of social network. One of them characterizes the social network as a special social community, another emphasizes specifics of social networks of the Internet. By consideration of network interaction in the Internet as a social system authors are guided by the concept of an autopoiesis of N. Luman. Within the social networks of the Internet, according to authors, there is an autopoesis, spontaneous and self-making system which depends on information transfer in the course of interaction between members of network. The system of social networks of the Internet unlike mass media exists due to interpersonal communications. Privacy, personal information is its language and a cultural code.
