Abstract
In the article the process approach to increase of operational efficiency in management is considered. A brief overview of the concepts on this topic from various literature is presented. Factors affecting operational efficiency in the company are considered, and a general method for implementing the task of increasing operational efficiency is presented. The specified method is decomposed into several stages, specific recommendations for their implementation are given and the meaning of each step is described to achieve the task.

Abstract
The analysis of the existing approaches to understanding of the involvement of personnel is presented in article. The model of the irresistible organization of the consulting company of «Deloitte» is considered. Developing the concept of a horizontal control system, the author offers the model of formation of the involvement, which is based on two groups of methods: structuring business on processes and formation of organizational culture, as result of participation style of leadership. The integrating element of model is feedback which has to be implemented both in the form of emotional support of employees, and in the formal system of assessment of their activity.

Abstract
The article presents the results of 47 mergers and acquisitions research. In the scope of the research the author analyzed the life cycle stages of the reorganized companies, the goals of mergers and acquisitions, changes of profit, stock price and dividends of the reorganized companies before and after integration. The results of the research allow to conclude that the most appropriate stages for integration are «youth» and «maturity». When planning the integration process it is necessary to consider life cycle stages of the participating companies, as they have a significant impact on the result of the integration.

Abstract
The urgency of using personal and organizational mechanisms for activating the personnel initiative for the effective functioning and development of the company is determined. The essence of the potential of proactive employee as a source of individual initiative is revealed, the characteristic of its basic elements and forms of manifestation is given. The goals and principles of managing the initiative of personnel are formulated, and the main elements of the organizational environment that facilitate the mobilization of personnel initiatives are identified. The model of personnel initiative management based on mobilization mechanisms, concentrated in the organization management system, human resource management system, as well as specific infrastructural mechanisms, purposefully and consistently providing a positive impact on the potential of proactive employee is presented.

Abstract
This article explores drivers of innovative territorial clusters .The approaches of such scientists as M Porter, J. Bagvel, J. J. Cortright, A Bosquet, S. Mothe were studied. The paper outline that existing academic literature offers a static view of cluster drivers that does not adequately capture the effect of complex interrelationships which exist between cluster drivers. The author suggested own classification of drivers of innovative territorial clusters. The author singeled such drivers as global competition, government, exchange of risks and information on expenses, supply chain changes, anticipation of increased workload, project management.

Abstract
In the article, it is shown that the present stage most important problem of economic development of Russia can be formulated as a complex problem of import substitution and modernization of the economy. The plan of transition to the new technological way based on use of the domestic and available import equipment is developed by means of mathematical modeling. In the article, it is shown that natural monopolies of the country can be an effective tool of indirect state regulation at the solution of a complex task of import substitution and modernization of the economy.

Abstract
Small business, contributing to the creation of new jobs, and performs a number of important socio-economic tasks, therefore, for its development and support in economically developed countries used different systems of tax exemptions, simplification of accounting and filing of tax reports. The article examines changes from 2017 in special tax regimes for small business entities related to the conditions of their application. The features of taxation of insurance contributions for compulsory pension, social and medical insurance for small businesses. Special attention is paid to analysis of problems encountered by taxpayers in connection with the innovations.

Abstract
The development of joint programs has become one of the main directions of international cooperation between universities of different countries. Planning international educational programs is a very complex process, as they are closely linked with the economies of countries where universities are situated, with their political, cultural, social and public life. The implementation of such joint programmes contributes to the solution of a number of strategic objectives not only of educational institutions, but of the education sector as a whole. However, it is accompanied by many problems.In this article, the author has identified some conditions that contribute to the formation of mutually beneficial cooperation between educational institutions of Russia and foreign countries, and have detailed the factors that lead to solving current legal problems and strategic challenges in the planning and implementation of joint programs.

Abstract
In the article, authors considered value of information resource as bases of high-quality comparison of public-private partnership at development of transport infrastructure at different social and economic stages of development of Russia. On concrete examples, comparison of use of the mechanism of public-private partnership in the sphere of transport is carried out. The article describes the main approaches to the informal management of services and providing housing and communal services in the regions, the analysis of the current practices of management of informal groups with no legally fixed status and other formally regulated signs, and suggestions to approaches to attracting such groups to the management of residential facilities, the improvement of relations with informal groups, based on the allocation of leader, enjoys the greatest authority and respect members of the group regardless of its official status and official powers.

Abstract
As an object of research in this article trade and investment cooperation of Russia and China at the present stage is chosen. The purpose of article is the analysis of priorities of this cooperation in crisis conditions of development of the world economy. A conclusion that Russia and China traditionally are significant foreign trade and investment partners for each other became the main result of article. At the beginning of the XXI century cooperation of two countries in the economic sphere develops under the influence of various factors. Abstract
Annotation The article examines the consequences of implementing the policy of import substitution in providing technological equipment for the Russian extractive industry sector. An illustrative example of a corporate confrontation between JSC «Kopeysk Machine-Building Plant» and PJSC «Uralkali», generated by a galloping increase in the prices of supplied mining equipment and unsatisfactory conditions for its maintenance, is given. The conclusion is made about mutual threats to the economic security of cooperating industrial organizations of the situation of artificial restriction of competition between equipment manufacturers.

Abstract
The article discusses the position of Russia and Russian universities on the world market of educational services. The analysis of the basic methods of Russian universities on the foreign markets. Strategies of Russian universities, in addition to the participation in exchange programs and joint educational programs include the establishment of foreign branches and the formation of the joint universities abroad. Little-used Russian universities the potential of distance education to attract foreign students, and other strategies, for example, the franchising of education, are not used abroad.

Abstract
The statistics applied in the international practice have universal character and, according to authors of article, can be applied in relation to individual terrorism. Authors come to a conclusion that in this case not only the number of individually conducted terrorist attacks in a year will be taken into consideration (or for any other period of time), but also that damage which was caused (a death toll and the wounded and cumulative damages of material property as a result of individual terrorist attacks). The research conducted by authors showed that similar approach allows to receive a general characteristic of scales and consequences of individual terrorism in society.

Abstract
The article deals with actual problems of workers' adaptation in the conditions of modern network business organizations as one of the elements of the application of a scientific approach for the growth of labor productivity. The article is considering from the standpoint of interdisciplinary theoretical analysis and consideration of the results of empirical research aimed at studying this phenomenon, the features of labor adaptation of employees of the Russian network business and the factors that determine them are analyzed. The content of the structure of social- psychological adaptation is given in the article, the types of social-psychological adaptation of employees employed in the network business as part of the process of labor adaptation are identified and the main factors that form these types are identified. In addition, the substantive dependence of the quality of work activity and the daily vital activity of the employee on the level of his labor adaptation has been reasonably demonstrated.
