Problems of preparation of execution and control of execution of administrative decisions in the conditions of the changing practice of public administration are considered. The changes are caused by growth of activity of civil society, digitalization in the sphere of public administration. For the purpose of increase in efficiency of the decisions made at the regional level it is necessary to build political networks with the actors interested in result of these decisions putting their resourcefulness as one of the main selection conditions of effectiveness. At growth of the political networks increasing quality of acceptance and execution of the state decisions at the regional level it is necessary to consider their restrictions. For the purpose of maintenance of their working capacity it is necessary to provide rotation of actors.

The existing urban agglomerations require solving the issue of management of the development of urban agglomerations as a special form of territorial management of such urban formations, based on the need for coordinated development of all municipalities within the framework of the unity of the urban agglomeration. At the same time, at the level of Federal legislation, there are no Federal laws, nor any normative legal acts designed to streamline the processes of coordinated development of municipalities included in the urban agglomeration. From this point of view, the organizational forms of management of the urban agglomeration found in domestic practice are considered, and it is proposed to reflect them in the current legislation. It is proved that the search for various solutions is aimed at improving the integrity of the urban agglomeration and approaches to it as a single object of management.

At present time, the importance of small enterprises in the economic development of the Comoros is undeniable. The dynamism of small enterprises is an impetus for the economic development of the country and a factor in improving the life of the population of the Comoros Islands. To support this sector of the economy and its active growth, the State of Comoros has to develop strategies aimed at the development of small enterprises. The article covers the problems of the current economic situation in the Comoros and possible options for improving the business climate in the region. The influence of state policy on the development of entrepreneurship was studied. Also, the relationship between the implementation of laws and the dynamics of sustainable development in the economic sector is analyzed; which in turn gives an understanding of what kind of policy is worth pursuing for the welfare of the population.

To define the direction of modernization the article covers the assessment of the current level of existing electronic services. Based on the public opinion research, the analysis of the main problems making getting services difficult is carried out. The main characteristics that qualitative service should possess, are defined, among which are availability and relevance. The work also focuses on the need to study the current level of digitalization, which helps to create an emergent view of the existing system and to generate ideas for reorganization and optimization in order to maximize the benefits to society.

The main competitiveness factors aviation industry in Russia within the framework of the competitive diamond model proposed by Michael Porter have been considered. Aviation industry in Russia has the potential for further growth, but for its implementation it is necessary to modernize production, form the mechanisms for promotion, sales and after sales services of aviation products on the international and domestic markets, and to increase the priority of civil aircraft construction in comparison with military programs.

The problems, threats and opportunities of development of domestic high-tech industries (on the example of the aviation industry) are investigated. The main ways of development of market instruments in the provision of educational services in the higher education system, the analysis of the current practice of providing educational services are described. It is noted that the General outline of the multi-channel system of information support of management goals is associated with the development of organizational and functional mechanism for the system management of educational organization. Analyzing the results of the study, the author comes to the conclusions that should be taken into account when carrying out activities for the development of the market of educational services in Russia, such as conservatism, the formation of a unified education system, the unity of education goals and goals, the state, society and the individual, the creation of a multi-dimensional educational space, the combination of moral and professional education.

Globalization and the development of information technologies have dramatically changed the space in which economic entities function and carry out their activities. However, despite all the advantages of modern technology and the fact that they allow to save transaction costs, many enterprises are still prone to the use of cash in the implementation of various types of transactions. Transactions served in cash are easy to hide and not to declare, thus generating one of the most destructive phenomena in the society - the shadow economy, which includes activities deliberately concealed from the state authorities. The study of problems of the shadow economy growth and the identification of major reasons for it in the European Union countries is presented.

The the information potential of reporting as a collection of information that has already been recorded on information media and on the basis of which users form their own view of the economic sustainability of the reporting economic entity, which are formed on a generally accepted conceptual basis at the international level is disclosed. The article considers the options for the valuation of assets and liabilities that are allowed by international financial reporting standards (IFRS), information support of management decisions. Conclusions are drawn that the structure of corporate reporting has changed significantly, has become branched in composition and information is heterogeneous in content, offers suggestions for its filling in digitalization, digitalization, the use of which will increase the level of information support for management decisions.

This one of the most important problems of the Russian Federation - marriage and divorce of the population article considered. The dynamics of these phenomena for the period from 2010 to 2016 is investigated; the characteristics of the average age of men and women entering into marriage are given. Special attention is paid to the assessment of regional differences in marriage and divorce of the population. The multidimensional classification of the subjects of the Russian Federation on the indicators affecting the marriage of the population is carried out, and regression models are constructed for the Russian Federation as a whole, as well as for the largest groups of regions.

The international practice of organization of cargo transportation by inland waterways within the city has been analysed. The ways of including inland water transport into the city logistics schemes of cargo delivery in European countries have been described. The key success factors of such projects and the role of local public authorities in their implementation have been defined. Attempts at effective using of water transport as a remedy for traffic congestion in Russian riverside cities have been complemented by the progressive experience of the European Union leading countries.

Power consumption is one of the most important indicators of the region’s development. For the forecast of power consumption, the trend methods - econometric and normative - is usually used. Each of the methods has its drawbacks and peculiarities. In the article the forecast of power consumption of the economy and population of the Altai Territory is calculated by various methods. The most significant factors and their influence on the region’s energy consumption are determined: gross regional product, investment volume and industrial production index, population wages, electricity tariffs. A high degree of convergence of the results of forecasts is determined.

The study of the issues of the formation of systemically integrated accounting and the mechanism of its implementation in the quality management system of business processes is presented. It is determined that for efficient business management systems not only need to have highly qualified managers and technical base (expensive operating system), but also two information systems that interact on the basis of the principle of convergence and economic viability (growth strategy of the business value) of accounting and analytical control-regulatory system for business management purposes. According to the results of the study, it is concluded that the practical use of this system involves the passage of three stages of action: the choice of basic accounting indicators, transformation, the design of an accounting and analytical and control and regulatory system for business management purposes.

The study of the formation of an accounting and control system for information and analytical support of management objectives is presented. The principles and foundations of its formation for the tactical and strategic objectives of business management are defined. When forming strategically oriented financial indicators, the cost of the company’s capital takes the basic place. Based on the results of the study, it is concluded that the developed accounting and control system of information and analytical support of the company’s market value management goals and its business processes is integrated with other management systems in the mode of their parallel automation. The interconnections of all formalized systems are reduced to the creation of an organizational and functional management structure a company whose information basis is integrated accounting and quality management of business processes.

The practice of investing in Russian projects by Chinese entrepreneurs is considered. The main key areas of investment, gives examples and statistics on this issue are identified. The information on direct and portfolio investments, on the investment activity of the Russian Federation, on Chinese investments of private investors and the results of investment agreements at the government level is provided. The measures undertaken by governments of the Arabic Persian Gulf countries for the purposes of accelerating construction in the infrastructure are covered. Such measures include the issuance of sukuk, which investors view with optimism. For instance, «The green energy» is one of such promising islamic undertakings. Institutional investors from the Arabic Persian Gulf countries have the aptitude to comingle with the sukuk issuance, resulting in the improvements of the market situation. The author concludes that Muslim pension and insurance funds have good prospects for becoming part of the sukuk trade. It will consequently improve the liquidity of Islamic banks.

Economic-mathematical method applied in the study made it possible to analyzes the structure and efficiency of investments in pension funds assets investment portfolios. The analysis of the market value of the investment portfolio of the GMC VEB, their structure and profitability. Threats to financial safety of the market of insurance services and methods of it's providing are considered. The article gives a definition of a concept of a threat to financial safety of the market of insurance services as real or potential possibility of manifestation of the destructive impact of various factors on a financial state and development of objects of financial safety giving this object to certain economic, financial and social psychologically damage. The description of standard and legal, financial and economic, production and technological, infrastructure and social and psychological methods of ensuring financial safety in relation to the corporate market of insurance services in Russia and abroad is provided.

The article covers the issues of institutional changes in the African mechanism for attraction of foreign direct investments (FDI). African nations are trying to attract FDI in greater volume and to assure that such capital serves the purposes of economic development, including creation of jobs, reduction of poverty and mobilization of local capital and other factors of production. As the results of the research state, that it is productive for foreign enterprises, including Russian entities, to apply consensual approach in epistemology studies of African investments codes. Such methodology can concurrently assure the profitability of business and improvements of economic situation in host African economies.

Domestic and world experience in managing the economy and the social sphere confirms the applicability of targeted programs to the solution of the problems of the development of education and the improvement of educational work with youth. The experience of developing and implementing federal targeted and state programs for the development of education in the Russian Federation in terms of their performance of the functions of educating children, adolescents, and young people has been article analyzed. The need for a more complete reflection of educational principles in educational programs is shown, for which purpose it is necessary to single out the category of targeted programs for managing the education of decent behavior of young people.

The article describes research of the emotional burnout by social workers. Burnout defines as a syndrome of emotional and physical fatigue, tired and exhausted. It is a serious problem for the person and his mental health, so the authors reveal various ways how to fight this syndrome. One of the ways to effectively prevent burnout can be different types of training exercises, seminars that will help social workers to acquire skills of self-regulation. The study shows that the creation of socio-psychological conditions has a positive impact on the emotional and social health of the specialist.
