Abstract

The presented research examines the problem of improving the management mechanism of the federal budget funds of the Russian Federation (hereinafter referred to as Russia). In the context of an unstable economic situation and increasing demands for the efficiency of public spending, it is necessary to reconsider existing approaches to the management of budgetary funds. The purpose of the study is to develop proposals for optimizing the federal budget funds management system, aimed at enhancing the transparency, rationality, and effectiveness of the use of budget resources. To achieve this goal, the current state of federal budget funds management has been analyzed, and the shortcomings and limitations of the existing mechanisms have been identified. Particular attention has been paid to such aspects as budget expenditure planning, control over the execution of the federal budget, and management of the single treasury account liquidity. Based on the analysis conducted in the article, proposals have been formulated for improving the mechanism of federal budget funds management. These proposals include the introduction of modern information systems, strengthening control over the targeted use of budgetary funds, and optimizing budget planning and execution procedures. The research results can be used to develop practical recommendations for improving the efficiency of federal budget funds management in Russia.

Abstract

The article examines the theoretical foundations of conflict management in an international cross-cultural environment. It argues that conflict in multinational teams has a dual nature and emerges at the intersection of task-related disagreements and culturally conditioned differences in communication norms, expectations, and ways of expressing dissent. The study systematizes types of opinions in international companies by the basis of the position, degree of explicitness, and decision-making function, and demonstrates that implicit and latent forms of disagreement increase the risk of hidden tension and subsequent implementation failures. Key parameters of cross-cultural communication have been analyzed with respect to their influence on divergent interpretations, attribution of intent, and the shift from cognitive conflict to interpersonal frictions. Conflict management models have been summarized, including normative–procedural, behavioral, interest-based, and relational approaches, as well as the use of a neutral intermediary and a process moderator under high tension and constrained direct coordination. Practical recommendations for aligning interaction procedures, documenting agreements, and sustaining trust in international teams have been proposed.

Abstract

Regional development in the context of new industrialization and digitalization is significantly transforming the growth of the Russian economy as a whole. The paper presents key concepts such as “region”, “regional development”, and “sustainable development”, as well as theoretical models explaining the dynamics of regional progress. The article examines theoretical and practical aspects of regional development, emphasizing key factors that contribute to sustainable socio-ecological and economic advancement. The study analyzes modern approaches to regional development within the framework of new industrialization, including the concepts of sustainability, innovation, and social capital. Special attention has been paid to metrics and indicators that make it possible to assess the state and dynamics of the region’s development, providing practical examples of successful strategies both in the Russian Federation (hereinafter referred to as Russia) and abroad. Using specific Russian regions as case studies, the paper identifies key success factors for territorial development. Particular focus has been placed on the Orenburg region, specifically its economic indicators and the strategic development directions for the period up to 2030. Furthermore, the role of innovation in maintaining the competitiveness of Russian regions has been revealed. The current research reflects the relationship between theoretical and practical aspects of regional development, serving as a foundation for effective policy-making at the regional level.

Abstract

The research is devoted to the analysis of current trends and challenges in the field of project management caused by global changes in the economic and social environment. The impact of the COVID-19 pandemic, the expansion of the practice of flexible methods (Agile, Kanban, Lean), active digitalization and the implementation of artificial intelligence technologies into project planning and control processes have been considered. Special attention is paid to the role of the human factor, the development of soft skills and emotional intelligence of project managers, which are essential for effective communication and motivation of teams in remote and hybrid work. The research presents the results of a survey of companies involved in various types of projects from the Netherlands, Belgium and Russia, as well as the results of an additional survey of respondents from project management specialists. Cross-country differences and common features characteristic of the field of project management have been identified. The results of research in the scientific literature and the practical experience of companies implementing modern project management tools and methods have been summarized in the form of general trends and challenges. In conclusion, the authors emphasize the need for an integrated approach to project management that combines technological innovation with human development, which will allow organizations to increase their resilience and adaptability in the new reality.

Abstract

The research focuses on artificial intelligence (hereinafter referred to as AI) as an end-to-end technology that has an impact not only on the overall socio-economic context, but also directly on the management and development processes of individual organizations. The purpose of the study is to identify the endogenous and exogenous effects of the AI application in a variety of business models. To achieve it, the business models types have been examined, and the prevailing approaches to their classification have been identified, including an emphasis on technological transformations and innovative processes, market orientation, and a humanistic approach. In addition, the AI types classification, including generative, traditional, and the forms of its impact on organization’s activities, have been determined. The analysis of scientific sources and the author’s research results have revealed the internal and external effects of AI implementation in relation to the existing diversity of business models, including internal processes optimization, technological level improvement, costs reduction, services personalization, customer service quality improvement, and organization’s security strengthening. The study results will help to increase awareness of AI application in organizations that operate according to various types of business models.

Abstract

The purpose of this research is to study the accumulated experience of using neural networks in business and management, identify related problems and risks, as well as trends in the development of neural networks and their applications. To achieve this aim, the authors have applied the following research methods: analysis and systematization of scientific literature, practical cases of foreign and domestic companies, the preparation and conduct of a survey of respondents (managers, specialists, and entrepreneurs), as well as the analysis, systematization, and generalization of the answers received. It has been concluded that neural networks increase the efficiency of companies, help in making managerial decisions, and improve the competitiveness of organizations. In addition, the authors identify problems in the development of artificial intelligence (hereinafter referred to as AI) technologies and the risks associated with the introduction of neural networks. The research presents a list of neural networks used in management activities, with a description of their functionality. The authors also outlined trends in the development of AI technologies and areas of their application. This information makes it possible to raise awareness of existing AI technologies, their experience and applications, the risks of their implementation, and current trends in the field of neurotechnology. The results of the conducted research will be useful for entrepreneurs, managers, and specialists in various fields, and can also be used for further research into neurotechnologies in business and management.

Abstract

In the context of Industry 4.0 and digital transformation, the path and mechanism of information technology reconstructing the management mode of production and manufacturing enterprises have been studied. The current research analyzes the management impact of this technology on manufacturing enterprises and points out its effectiveness in this field. The object of the study is China’s smart factories. The purpose of the study is to determine how these information technologies affect the management of various links in the manufacturing industry. The following methods have been applied: analysis, induction, measurement, comparison, statistics. The results of the research include an analysis of the policies formulated by the governments of Germany, Russia, and China to promote the digital transformation of advanced technologies in the manufacturing industry, as well as the innovative application of information technology in enterprise management production, logistics, sales, decision-making, and other aspects, and its successful application in smart factories in China. The feasibility of empowering enterprise management processes through the introduction of new information technologies has been demonstrated. The study indicates that the application of information technology in the manufacturing industry has a positive impact. Through technology in enterprise management, various innovative scenarios can be achieved, and advanced technology can be promoted in related industries in the future to improve management efficiency and reduce costs. Through the deep integration of technology and management, the successful practice of Chinese manufacturing industry provides a feasible paradigm for global digital transformation.

Abstract

The objective is to determine the specifics of gas industry management under sanctions and to select the optimal economic risk management instruments. The main methods employed include analysis, synthesis, and study of articles and online resources on a given topic. The primary results of the study are as follows: identifying areas of public management of the gas industry under sanctions, statistical analysis of the dynamics of financial statements of key gas companies, and analysis of the risk management instruments they use. The findings of the research can be used to conduct classes and prepare courses on the relevant topic. As a prospect for future research, the possibility of conducting a detailed analysis of the identified economic risk management instruments and, subsequently, formulating a specific conceptual framework based on them can be noted. Based on the results of the study, the following conclusions can be drawn: the state provides the maximum possible assistance to gas companies in Russia, focusing on reducing the negative impact of sanctions; the dynamics of financial statements of the three largest gas organizations allow us to conclude that their position in the market has stabilized and they have adapted to the prohibitive measures; there are a number of instruments that have proven their effectiveness in gas companies that can be used by other organizations in the desired business sector.

Abstract

The research is devoted to the formulation and implementation of a strategy for the development of structural divisions of construction enterprises; special attention is paid to the application of strategic planning methods and the use of tools aimed at increasing the efficiency of the company. The methodology of the study combines a set of approaches, including analytical, systematic and creative methods, which the authors propose to use to develop and justify adaptive strategies for the development of structural divisions of companies in the construction industry. Based on the basic concepts and key principles of strategy formation, as well as methods for selecting and evaluating optimal solutions, the authors identify the fundamental stages of the development process, including the analysis of the internal and external environment, the formation of goals, the elaboration of development scenarios and the choice of optimal strategies, and offer a number of tools, such as the ‘goal tree’ and ‘strategy tree’ – aimed at improving the structure, transparency and consistency of actions. The study emphasizes the importance of applying systems that allow evaluating the implementation of the strategy and addressing the possibilities of its timely updating to take into account potential changes and adjustments to the company’s plans. The research prospects suggest the development of more contemporary methods of strategic planning that enhance the adaptability of structural units and contribute to the sustainable development of a construction company in a volatile market.

Abstract

Achieving competitiveness for an industrial and business organization from a strategic perspective is virtually impossible without establishing an effective development mechanism. Despite numerous theories, concepts, models, and approaches to designing mechanisms for managing development, most lack the required specificity and visual clarity for practical application.. Applying a combinatorial approach that recombines known solutions, the authors attempt to create an integrated development-management mechanism that is universal, visually clear, and applicable to various phases of an organization’s life cycle. The methodology employs a set of established approaches, including systems, process, and project-based approaches, the Balanced Scorecard, the International Benchmarking Clearinghouse process classifier, and innovation management tools. As a result, a development management mechanism of an industrial and business organization has been developed and visualized as a diagram, suitable for use by management, staff, and professional consultants in the context of digital transformation. The paper also provides examples of applying the developed mechanism to organizations and enterprises across different industries.

Abstract

The article explores the design of budgeting business processes within a construction organization. The research aims to substantiate the positive impact of the introduction of a process-based management approach into the annual budgeting cycle of a construction organization. The main objective is to demonstrate the key advantages of implementing the process approach in the budgeting of a construction company. In the course of the study, methods of systematic, comparative, and logical analysis have been used within the framework of the general methodological system-information approach. The article briefly outlines the evolution of the process management concept. The main differences between the functional and the process approaches to management have been highlighted in the context of responsibility allocation and cross-functional interaction. The study describes the business process of budgeting in a construction company, identifying the main stakeholders, participants, and the characteristics of each stage. The article presents the basic requirements for process design and provides a brief description of budgeting in a construction company based on the process approach. The study outlines the main advantages of the process approach when applied to budgeting in a construction company. As a result, the high efficiency of implementing the process approach for budgeting amid increasing competition and high interest rates in the construction industry has been demonstrated.

Abstract

The research examines the problem of choosing a schedule form for repetitive projects – including construction, reconstruction, and major repairs of buildings and structures. A comparative analysis has been conducted on the primary graphical organizational, and technological models used in flow-based scheduling: bar chart, flowline chart, and network diagram; for each type of model, the key advantages and disadvantages have been highlighted. Some types of graphical models of scheduling of repetitive projects used abroad have also been considered – line of balance chart, flowline chart with a scaled ordinate axis and the duration-distance chart. The study proposes to develop a visualization model of the flow organization of work based on a modified version of the duration-distance chart – the mosaic flowline chart, which, despite its simplicity, graphically displays the coordination of the work performed in space and time within the framework of the flow method of work organization. The main parameters of the proposed tool have been described, demonstrating its advantages over classical visualization methods of schedules of repetitive projects. The study substantiates that this type of schedule can also be used for planning other projects not related to the flow organization of work. In conclusion, some recommendations have been given on choosing the form of a schedule for repetitive projects and solving possible difficulties that arise during their development.

Abstract

The article explores the systemic problems of intellectual property (IP) management within the Russian healthcare sector in the context of technological sovereignty and the digital transformation of the industry. It examines methodological, administrative, and technical barriers that hinder the transformation of scientific developments into protected IP and their subsequent implementation in practice. Special attention has been paid to the lack of a coherent regulatory framework, fragmented infrastructure, and shortages of personnel and financial resources, which reduce the effectiveness of existing mechanisms for protecting and transferring technologies. The study substantiates the need for comprehensive digitalization of the life cycle of IP through a unified platform that ensures transparency of processes, control of deadlines, and integration with scientific reporting systems and regulatory databases. The importance of educational training for researchers in the field of IP and the development of sustainable mechanisms has been emphasized.

Abstract

The study examines measures of financial and infrastructural support for young families, including one-time and regular payments, preferential mortgage programs, as well as other measures, including tax benefits and labor guarantees. A comparative analysis of social support measures for young families across the subjects and federal districts of the Russian Federation in 2024 has been carried out. An assessment of regional differences in the average size of a lump-sum payment in the federal districts of the Russian Federation in 2024 has been conducted. The degree of its differentiation across the regions has been calculated. Particular attention has been paid to maternity capital as one of the effective measures of financial support for young families and other categories of citizens that meet the established criteria. The features of the programs “Young family”, “Family mortgage”, “Far Eastern mortgage” have been considered. Recommendations to optimize social policy, including the expansion of targeted payments, infrastructural development and replication of successful regional practices have been formulated. The originality of the study lies in conducting an up-to-date statistical analysis based on data from 2024, which makes it possible to identify and quantify regional differentiation in the types and volume of support provided. Special emphasis is placed on a comprehensive assessment of infrastructural support measures and an analysis of specific programs for student families using the example of selected universities, which has not previously been widely covered in similar works. The practical significance of the study lies in the potential application of the findings by government authorities in the development and adjustment of support programs for young families.

Abstract

The article analyzes the role of innovative ecosystems in the implementation of Russia’s state policy of import substitution. It examines the interaction between various ecosystem participants, including government institutions, private companies, research centers, and educational organizations. In the methodological part, the terms “innovative ecosystems”, “technopark” and “innovation clusters” have been analyzed in detail based on contemporary scientific literature. The study highlights the special role of technology parks, startup incubators, and innovation clusters as primary suppliers of innovative technologies and products. The main part explains the decisive role of the state in the development of innovative ecosystems. Particular attention has been paid to cooperation strategies as a necessary and appropriate method for establishing international relations with Russia’s allied states. The paper presents statistical data from secondary research regarding the commodity structure and types of import-substituting products. The Russian specifics of innovation ecosystem development, including existing issues and prospects, have been highlighted. Recommendatory approaches to expanding the role of innovative ecosystems within regional contexts to enhance regional economic potential have been described. In conclusion, the study emphasizes the need to strengthen coordination between ecosystem participants to increase their efficiency under import substitution conditions.

Abstract

The article examines the state and development prospects of the Russian labor market until 2030 in the context of global economic and technological changes. Special attention has been paid to the issues of personnel support for the country’s technological development. The aim of the study is to conduct a comprehensive analysis of the current state and future trends of the Russian labor market, identify key challenges, and propose tools for achieving the national goal of technological leadership. The research is based on the analysis of statistical data, expert assessments, and labor market forecasts. Projected trends indicate a significant imbalance between the demand for and supply of labor by 2035. A growing shortage of qualified personnel in high‑tech industries has been identified, alongside an oversupply of university graduates in other fields. This situation affects the achievement of the Russian Federation’s (hereinafter referred to as the RF) key goal – technological leadership. This highlights the need for advanced personnel training, including the acquisition of new and promising competencies. The article proposes mechanisms for addressing personnel challenges through the creation of a career guidance system, the development of advanced engineering schools and youth laboratories, and the improvement of the education system in line with the needs of technological development. The study contributes to the understanding of future trends in the Russian labor market and may be useful for developing human capital strategies aimed at achieving the national goal of the RF – technological leadership.

Abstract

The article examines the complex impact of the technological sovereignty policy on the development of territories of advanced socio-economic development (hereinafter referred to as TASED). The relevance of the study is determined by the need to find new drivers of regional growth in the context of economic restructuring and sanctions pressure. The work aims to assess the impact of technological sovereignty measures on key indicators of the socio-economic development of the TASEDs. The methodological basis of the study includes comparative analysis, statistical methods, and the analysis of regulatory documents. The research has revealed the dual nature of the impact of this policy. On the one hand, there has been a significant influx of investments into technologically specialized TASEDs, as well as a structural transformation of their economies towards an increase in the share of hightech industries. On the other hand, systemic limitations have been identified, such as continued dependence on imported components, a shortage of qualified engineering and technical personnel, and insufficient coordination between federal and regional development institutions. Based on the analysis, practical recommendations have been formulated for the differentiation of state support measures, the development of educational infrastructure, and the formation of inter-territorial cooperative networks. The results of the study can be used by authorities in adjusting regional and industrial policies, as well as in developing programs for the development of specific TASEDs.

Abstract

The article examines the methods and instruments at the disposal of the Bank of Russia, the specifics of their application in the 2020s, and their role within the special conditions of the Russian economy. A review and analysis of statistical indicators characterizing monetary circulation in the Russian Federation and management trends by the Bank of Russia have been conducted. The study compares various monetary policy instruments and identifies the vectors of their interaction and impact on inflation expectations. Particular attention has been paid to the key rate and open market operations, as their simultaneous use may lead to conflicting results. While an increase in the key rate clearly reduces the money supply and positively affects inflation expectations, open market operations are more ambiguous, as the acquisition of government securities by the Bank of Russia can accelerate inflation. The research analyzes the interaction of these factors. Based on the latest Bank of Russia statistical reports, no contradictory consequences of their application were identified.

Abstract

The current research focuses on methods for calculating, evaluating, and optimizing the tax burden using analytical tools. It explores various approaches to determining and assessing tax burden indicators, as well as factors influencing the amount of tax obligations. The purpose of the study is to develop an algorithm for applying existing analytical models to the monitoring, diagnosis, systematizing, and comprehensive analysis of the tax burden of enterprises. The article provides an overview of specific numerical methods suitable for monitoring, evaluating, and modeling tax obligations. The selected analytical concepts consider a variety of factors in both static and dynamic contexts, at the national level and that of individual enterprises, including comparisons with other organizations. The article emphasizes tools that provide the most reliable results for predicting and optimizing the tax burden. It proposes a comprehensive analytical tool for the practical solution of the problem of forming a tax burden based on established numerical models. A distinctive feature of this approach is its pragmatism and functionality in assessing the sensitivity of an organization’s tax burden to various external and internal factors in the process of implementing management decisions. An improved consolidated algorithm for calculating, analyzing, and optimizing the tax burden has been proposed, which involves the use of existing analytical models and their application in the economy.

Abstract

The article reveals the current state of the revenue base of local budgets in Russia in the context of reforming the organization of local self-government. Based on the analysis of open data from the Ministry of Finance of the Russian Federation, it has been concluded that the opportunity provided in 2019 to the constituent entities of the Russian Federation to independently make the transition to a single-tier system of local budgets and the ongoing socio-economic processes did not have a noticeable impact on the dynamics and structure of municipal budget revenues; gratuitous receipts still account for a significant share of total local budget revenues: 66.2% in 2021, 67.8% in 2022, 67.4% in 2023, 64.8% in 2024. The purpose of the study is to substantiate proposals to increase tax revenues of local budgets, which would enhance the fiscal autonomy of municipal authorities and foster socio-economic development. Applying general scientific methods of cognition, the ­authors propose two groups of measures: legislative (expanding the powers of local representative bodies regarding land tax rates and exemptions; defining income types exempt from professional income tax; and converting the tourist tax into a strictly targeted tourist fee) and practical (identifying tourist tax payers who use land plots designated for individual housing construction for entrepreneurial activities; and continuing municipal efforts to reduce informal employment and hidden wages). These proposals can be applied in developing recommendations for managing financial relations in municipalities.

Abstract

The study is devoted to the analysis of stratagem knowledge in the Chinese cultural tradition and its role in shaping the phenomenon of the “art of life management.” Stratagems are considered not only as a set of military and political techniques but also as a special type of strategic thinking that combines the rational and the irrational, the explicit and the hidden. It is demonstrated that in ancient China stratagem knowledge had a sacred status, was protected by the state, and was transmitted only to selected bearers, which ensured its preservation and significance for national security. At the same time, historical evolution expanded its application –from military art to diplomacy, state governance, and educational practice. Particular attention is paid to the concept of the “art of life management” as the highest form of humanistic wisdom in the Chinese tradition. It was associated with the personal virtue of the ruler, Confucian ethics, and the ability to guide society through personal example. The present research highlights the relationship between stratagem knowledge and modern knowledge management: the historical Chinese experience demonstrates a unique combination of respect for tradition and readiness for innovation, which creates a cultural basis for rethinking knowledge management today. It has been concluded that further research into stratagem thinking as a sociocultural phenomenon is promising and important for the development of knowledge management theories.

Abstract

This article presents the results of a monitoring study analyzing the professional competencies of aesthetics teachers in the context of digital transformation. The analysis has revealed that despite the steady growth of digital culture, many teachers experience personnel and methodological challenges related to insufficient digital literacy and inclusive training. The study also has identified significant professional shortages and a gap in digital competencies. It has been noted that this social group of teachers has the greatest impact on younger generations’ sociocultural education performing a critical function in instilling fundamental values and norms. The paper argues for a comprehensive and systemic approach to education quality management that transcends standard academic performance indicators. It substantiates the need for continuous assessment and the subsequent implementation of professional development programs to enhance digital integration in educational management. Finally, the article emphasizes the importance of creating adaptive, integrated models for managing pedagogical education quality to ensure harmonious personal development and increase the competitiveness of the Russian education system.

Abstract

The demographic situation in Russia is sounding the alarm. At the sessions of the State Duma of the Russian Federation, demography has been identified as one of the main problems at the present stage. At the state level, a sufficient number of measures are being taken to provide social and material support to families with children as an incentive to procreate. Nevertheless, the problem of demography continues to be acute. The research attempts to study the problem and find ways to solve it from a sociological point of view. The author analyzes scientific studies devoted to the problem of motivation to procreate and the influence of religious beliefs on it. The results of interviews with spiritual mentors who identify a spiritual crisis that hinders the development of family and child relations have been conducted and analyzed. The study has formulated conclusions about the growing influence of religious associations and spiritual mentors on strengthening family values. Spiritual mentors have formulated proposals to overcome demographic problem based on the strengthening of traditional spiritual and moral values. The author concludes that Orthodox and Muslim spiritual mentors see common trends and problems of demography in the modern world. The results can be used in the implementation of socio-demographic programs.

Abstract

The article presents a detailed analysis of the contradiction between the officially declared flexibility of hybrid forms of employment in Russia’s IT sector and the persistent high geographic concentration of job vacancies primarily in Moscow and St. Petersburg. It introduces and substantiates the concept of “illusory hybridity” – a situation in which the formal opportunity for remote work is significantly constrained by implicit requirements regarding the territorial location of employees. The empirical basis of the study has been formed by a content analysis of 187 job postings from the HeadHunter platform and findings from focus groups with 16 participants, including both IT professionals and HR managers. The data reveal the stable dominance of the capital regions (71.1% of vacancies), pronounced disparities in wage levels (regional offers being 20–34% lower), and the predominance of hybrid formats with mandatory office attendance (61.5% of vacancies, 73.9% in Moscow). The results identify institutional barriers, including symbolic control through office-centric practices and hidden preferences for local candidates. The study’s practical value lies in exposing “hybridity traps” that require revisions in HR strategies, job descriptions, and managerial approaches to fully unlock the potential of digital labor within the framework of Russia’s economic geography.

Abstract

The article presents the results of studying the leading type of building interpersonal relations with the social environment in highly qualified dancers. The study aims to identify the inherent patterns of athletes’ interaction with their social environment in DanceSport, particularly in joint performance. It further explores gender differences in how male and female dancers build and maintain interpersonal relationships. The Interpersonal Diagnosis Test by T. Leary (adapted by L.N. Sobchyk) has been used as the diagnostic tool. The research has demonstrated that ‘Responsible-Generous’ is the predominant type of interpersonal interaction among both male and female dancers. Differences have also been highlighted between boys and girls in the degree to which they express tendencies toward ‘Managerial-autocratic’ and ‘Self-effacing-masochistic’ types among male dancers, and ‘Dociledependent’, ‘Cooperative-overconventional’, and ‘Competitive-narcissistic’ types among female dancers. The empirical results obtained will enrich the theoretical foundations of dance sport as a sporting activity, as well as the socio-psychological study of gender interaction within the framework of joint activities. In addition, this study will expand the scientific understanding of the socio-psychological determinants of the personality of high-skill athletes in dance sport.

Abstract

This article analyzes the determinants that shape the transformation of municipal employees’ socio-psychological characteristics during their professional careers. The relevance of this study stems from major global challenges: digitalization and labor market restructuring, which require employees to constantly adapt. The scientific novelty lies in the description of a model that comprehensively demonstrates the interaction of personal (internal) and external factors. The paper outlines key changeable parameters – motivational, cognitive, and emotional – and examines their determinants, including organizational culture, working conditions, and individual characteristics. Special attention has been paid to the mechanisms of change, namely adaptation, reflection, and overcoming professional crises. The purpose of the study is to systematize these factors and mechanisms to construct a holistic model. The methodology is based on systems analysis and theoretical synthesis. The scientific literature has been selected based on the criteria of relevance to the subject area (work psychology in the public sector), depth of chronological coverage (primarily works from the past 10 years), and the presence of empirically supported data. In developing the author’s model, a conceptual modeling approach has been used: systematized factors and mechanisms have been integrated into a structural and logical framework reflecting the dynamics of the interaction between personality and environment variables. The conclusion presents the model and formulates practical recommendations. The information presented will be of interest to HR specialists, managers, psychologists, and other researchers.

Abstract

Amid global demographic and economic challenges, including population aging, declining birth rates, and rising economic inequality, traditional financial models of social security demonstrate limited effectiveness in achieving national development goals related to a broad range of social objectives. In Russia, increased competition between priority areas of public spending necessitates the search for innovative social security financing mechanisms. The study aims to substantiate the concept of family-based provision as a supplementary funding source for social protection, designed to stimulate birth rates, strengthen intergenerational ties, and enhance the financial sustainability of Russia’s social sector. A family model of social security linking parental pension benefits to the income and number of children raised through a 1–3% redistribution of the payroll fund has been proposed. The conceptual model integrates progressive taxation and tax incentives to encompass all income groups and expands the objectives of social policy from poverty reduction to achieving national goals. The study employs a historical-comparative analysis of the evolution of social security models, statistical analysis of Rosstat and ILO data, and examination of international experiences with funded systems. The proposed family model, integrating demographic and social policies, has been designed to enhance the efficiency of social sector financing, stimulate birth rates, and strengthen the family institution.

Abstract

The lack of research on the quadrobics subculture creates uncertainty regarding its impact on the socialization of young people. The purpose of this empirical study is to examine the polymotivational tendencies within the self-concept of adolescents involved in the quadrobics subculture. The participants were teenagers aged 10 to 15 years (average age 12.8 years). The study was conducted using the methods of questionnaires, psychodiagnostic testing, mathematical and statistical data processing, and qualitative analysis. Significant differences have been revealed in indicators of cognitive, labor, normative, moral, hubristic, and reckless motivation, as well as motivation for a positive attitude towards people and avoidance. This suggests a specific nature of polymotivational tendencies in the self-concept of the personality of adolescents involved in quadrobics. It has been established that these adolescents are characterized by a lower orientation towards cognitive, labor, normative, and moral motives, as well as motives for self-improvement and positive attitude towards people and avoidance of trouble. At the same time, their greater focus on contrary motives, such as achieving superiority and risky behavior, has been revealed. The results allow us to outline effective directions for psychological and pedagogical work.

Abstract

The theoretical aspects of the socio-psychological characteristics of municipal institution specialists’ activities have been studied. The professional activities of municipal institution employees are a classic example of work in a “person-to-person” system. By its nature, this activity is predominantly executive and regulated, which implies strict adherence to established algorithms, instructions, and legislative norms. Its distinctive features are a high degree of standardization, regulatory control, and a focus on compliance with regulations. At the same time, a significant factor complicating the work is the influence of the external environment – many variables (changes in legislation, the socio-economic situation, and the specifics of citizens’ requests) create a zone of uncertainty that is beyond a specialist’s control but directly affects the final result of their work. In today’s rapidly evolving information space, new conditions are emerging for the social, professional, and educational activities of both individuals and various communities. At the forefront of these changes is state and municipal administration. The rapid acceleration of transformations in all social spheres, caused by the mass transition to digital technologies, has provoked large-scale cultural and social shifts. The growing demands of the population for access to the widest possible range of services in a convenient format and in the shortest possible time, as well as new requirements for the quality of work, are shaping specific socio-psychological aspects of municipal employees’ activities. The scientific literature analysis has identified a number of significant features of the professional activities of such employees.
