Today the corporate IT-market also was added to the purposes of a cloud computing in Russia, besides the consumer market. On corporate B2B the market a cloud computing can provide additional value for clients, but they are more conservative and therefore apply new technologies more slowly. Article represents the analysis of model of cloudy business and considers a business model of cloud computing on the example of the market of management of buildings, new to Russia. A cloud computing became mature, opportunities for the solution of problems at the different organizational levels increased. Article creates a basis for representation of the general models of the B2B-clouds promoting effective development of business models of B2B for other industrial cloudy offers.

In the article problems of control systems of municipal authorities are considered. Problems of improvement of control systems of processes of implementation of programs and projects of development of business in administrations of municipal educations are developed and proved. It is defined that development of the system of management of processes of implementation of programs and projects at the municipal level is necessary. The author noted that the possibility of high efficiency and effectiveness of system development and monitoring of execution of programs and projects of support of small business in municipal unit can be carried out by means of application of concepts of system of the balanced indicators, process and project management.

The article deals with the up-to-date methods of sewage treatment as its quality determines both the state of the environment and the health level of the inhabitants of the certain territory. We describe such methods of water cleaning applied in Russia and abroad as ASP (the Activated Sludge Process), centrifugation, sorption, flotation, ultraviolet treatment, ozonation, micro- and nano filtration. Besides some ways of recycling of the dried waste of the sewage treatment plants, touching upon the item of the economic efficiency of the quality water cleaning are analyzed.

In the present article we show the necessity and possibilities of the recycling of construction materials used in the sphere of housing and public utilities. Large-scale programme of housing renovation taking place in Moscow is going to leave behind a lot of construction waste. The article presents the ways of dealing with the demolition waste, such innovative types of its utilization as recycling, regeneration and recovery are described along with the ways of secondary materials’ usage.

In the article an approach for the implementation of innovations is presented, where at the implementation stage a specific approach of use of the results of technological developments and marketing is being developed. The main directions of the strategy at the stage of forming a business idea are shown with the aim of using intellectual property and based on which building the strategy of the whole business in the future is provided. We consider the development of a patent marketing strategy that includes analysis of market needs, consideration of the legal norms of each of the markets, and accounting for business risks. The main stages of development a marketing patent strategy for different types of enterprises are given.

In this article the concept of territory branding is disclosed, the role of events in the development of the territory’s brand is explored, the method of project management is considered as an effective tool for promoting the territory by the analysis of formation and development of well-known brands of territories, such as «Sochi-2014», «EXPO-2017» in Astana, an International sports games (ISG) «Children of Asia in Yakutsk». The experience of the application of PRINCE2 technology (projects in controlled environments version 2) in the creation of the brand ISG «Children of Asia» is studied.

The carried-out analysis showed that decrease in competitiveness of the centralized heat supply in Russia happened due to reduction of need for couple of industrial bodies, the increased wear, and imperfection of mechanisms of division of expenses between the electric power and heat at their cogeneration. In article it is noted that growth of number of participants and lack of uniform technical and investment policy of various sources of heat supply created an opportunity and need of formation of the local competitive markets of heat. The author proves that establishment of limit of a tariff for thermal energy with orientation to «an alternative boiler room» will promote overestimate of tariffs in the majority of regions of the country and discredits the idea of the competitive market of heat.

Article is devoted to a complex research of opportunities and obstacles of development of capacity of domestic knowledge-intensive branches. As a key branch the aviation industry is chosen. Authors considered a problem of efficiency of the organization and performance of research works in domestic aircraft industry. The results of a research received when carrying out the comparative, horizontal and vertical analysis of effectiveness of the Russian scientific organizations and similar foreign companies are stated. Following the results of a research authors drew a conclusion on prevalence of low stability of financing of aviation science that leads to increase in risk of not achievement of target level of characteristics in the set terms and insufficiency of a scientific and technical reserve.

In article the concept of Lean Construction is considered. Information modeling of buildings at a construction stage from the point of view of functions of management is analyzed. Ways of improvement of system of operational management of the course of construction process by means of BIM technologies within the concept of Lean Con-struction are analyzed. Besides, the scheme of operational management of the course of construction process by means of BIM model which is the effective tool of the concept Lean Construction at the expense of what the probability of implementation of the project essentially increases in time is presented in article.

On the basis of assessment of the conflicts in the sphere of housing and communal services conclusions are drawn that a conflict situation - the development of the relations leading to emergence of contradictions which reasons can be: interpersonal relationship, misunderstanding between chiefs and subordinates, disorganization of personnel, high expenses of low-skill work at low payment, etc.

In article need of studying of trust as the economic component of system of interaction between the enterprises of fuel and energy complex and disclosed sources of interorganizational trust from suppliers and consumers is marked out. Article is devoted to a complex research of economic category «controlling». The author gives the generalized characteristic of controlling as the methodology of management of changes containing a theoretical basis, focus, information streams, technology, structure and tools of decision-making. The hypothesis that application of different ways of controlling at management of activity of the enterprise gives the chance to it to develop the successful concept of adoption of administrative decisions directed to reduction of expenses and time of the organization, development, acceptance and implementation of administrative decisions is proved.

Results of a research of concentration the freight transport market at the Russian airport are presented in this article. Calculations of indexes of concentration, coefficients of concentration of Herfindahl-Hirschman both on departure of passengers in general, and on separate types of transport (in the internal message, the international message) and on a cargo transportation are executed. The carried-out calculations allowed to estimate concentration on separate segments of the market of air transport. The executed research will form a basis for development of development strategies of the regional Russian airports.

In article planning and management on the basis of development and implementation of the target state, federal, departmental programs financed from means of budgets of different levels and off-budget funds are considered. It is noted that they become the leading directions of increase in efficiency of functioning of economy and the social sphere in Russia and in other countries of the world community. The carried-out analysis showed that along with the general, universal principles and forms of application of program and target approach in planning, management, budgeting the originality of quantity, scales, ways of financing, the fields of use of social and economic programs in the different countries is observed.

In article the complex research of a condition of the domestic market of air transportation is conducted. By results of the carried-out analysis distribution of the market of aircrafts on regions, a share of the Russian aircraft companies in the world volume of air transportation, the loudspeaker and growth rates of a passenger turnover and goods turnover and also distribution of volume of air transportation on types of aircrafts is shown. The carried-out analysis showed that growth rates of air transportation in the Russian segment of the market remain above the average world indicators.

In the article the correlation analysis by means of which the author establishes qualitative extent of influence of eleven factors on value of net profit of the enterprise of a power complex is submitted. Use of the modern device of network planning is the cornerstone of approach. The constructed model of network planning allows to choose optimum working hours of the power enterprise at repair and reconstruction of the equipment that in turn will allow to increase efficiency of adoption of administrative decisions.

In the last decades the model of participation of China in international trade significantly changed that in many respects turned out to be consequence of competent foreign trade policy of the country. A research subject in this article is dynamics of commodity and geographical structure of foreign trade of China in recent years. The purpose of article consists in assessment of nature of trade policy of China and its influence on foreign trade. The main results of a research in article are the revealed aspects of the foreign trade cooperation of China, indicators of diversification and concentration of its foreign trade. These results can be applicable for formation of model of participation of a large developing state in international trade

Need of an integrated approach to the solution of tasks of import substitution and transition to new technological way is proved in article. Possibilities of use of natural monopolies of the Russian Federation as instrument of state regulation of economy in the course of the solution of a complex task of import substitution and modernization of economy are investigated. It is analyzed as special characteristics of natural monopolies allow to make them an effective remedy of indirect state regulation of economy at the solution of the major problems of the present stage of economic development of the Russian Federation.

Article is aimed at creation of new infrastructure divisions of the research organization. Scientific organizations, especially branch accessory, have to have sufficient on structure and balance with the main functions of the organization infrastructure. An object of research is identification of missing infrastructure divisions of the research organization and their description. The results of a research given in article, including the retrospective analysis of license and patent activity, show demand of schools of sciences, departments of the international patent cooperation, the divisions rendering infrastructure services to the third-party organizations in the form of providing the ready results received by it on the basis of the unique equipment, a special set of scientific devices and the measuring equipment. In article the specific conditions characteristic of the research organizations necessary for formation of modern infrastructure are allocated.

In article the typological variety of types of compensation at a cedation of ownership rights or other types of a right in rem is defined and their correct reducibility to conditionally and to broad established prices presented in development on time is shown. The typological variety of the discriminating signs of allocation of a special type of management is introduced and shown by what rule price management is localized. In the conceptual plan substantial filling of a special type of management - price management of organizational and institutional isolations in economy is considered in relation to modern Russian conditions.

In article questions of sectoral planning of costs of warranty repair of medical equipment and the equipment and also the repair made upon termination of warranty periods, their similarity and distinctions are investigated. The cost of guarantee maintenance as the important indicator increasing prime cost of ready production is considered. The order of accounting of repair made by the organization at the expense of the buyer who is an additional source of income is considered. The indicators influencing formation of cost of the performed repair work on the profit of the enterprise are analyzed.

The paper studies profit maximization in three dynamic models of duopoly. The first one describes the dynamics of production and capital-labor ratio with equilibrium price, the second - the same problem with non-equilibrium price and the third one analyzes the optimal external financing of capital expenditures and working capital.

In the Russian practice there is no technique of the analysis of efficiency of activity of the companies using receptions of the modern business analysis. Creation of a similar technique is impossible without allocation of specific objectives of the analysis of efficiency of activity of the organizations in the financial markets. The purpose of this work consists in the description of a technique of statement of tasks of the analysis of efficiency as element of the economic analysis. Need of implementation of the analysis of activity of the organization in the financial markets within stakeholders approach is proved in the article, definition of efficiency is given. Statement of tasks within the business analysis is equated to requirements of key interested parties. The tasks of the analysis of efficiency put as a result of a research allow to give the objective characteristic of activity of the company from a position of primary groups of stakeholders.

On the basis of a research of foreign experience of the organization of the municipal financial relations the main ways of management of the financial and budgetary insolvency of municipal units are defined and systematized. The analysis of the preventive measures directed to improvement of financial bases of local self-government is provided in article, financial aspects of the applied procedures of settlement of arrears in the international practice are characterized. An assessment of a possibility of adaptation of foreign experience when determining ways of overcoming the financial and budgetary insolvency of the Russian municipalities is in conclusion given.

Logical reflection of this article is based on definition of key positions of the finance director within financial planning of the company. Besides the differentiated exit methods from crisis situations of the company are considered. Reflection of strategy of the company through Issikava's chart is offered and also the budgeting tools quintessence is defined. In this article the role of public-private partnership (PPP) in development of modern economy is investigated. The analysis of modern literature showed a variety of the points of view concerning distribution of resources and risks between partners and also the main criteria exerting impact on making decision on implementation of the project on the basis of PPP. In conclusion the author indicates the need of broader research of the factors promoting effective forming of relationship between the state and the private sector for improvement of life of citizens and increase in competitiveness of the country on the international scene.

Now a serious social and psychological problem of motivation to training is the fact that students «at any cost» and on any terms are necessary for higher education institutions. Article is devoted to problems of studying of educational motivation of students. In it the used terms «motive» and «motivation» are analyzed and also results of an empirical research of motivation of students of the Russian higher education institutions are presented, some recommendations for students and teachers for the purpose of increase in educational motivation and, respectively, growth of effectiveness of process of training are formulated.

In this article the phenomenon of category of a social capital as the strategic resource allowing to achieve adequate and sustainable economic development, growth of competitiveness, achievement of welfare of the nations is analyzed. It is proved that very important and further studying of category of a social capital which becomes the leading beginning in the system of innovative processes, the innovative economic relations is necessary. Need of practical introduction of optimum and effective social policy, need of further investments into a social capital is proved.

Today the statistics of migratory processes has a number of shortcomings. Questions of mistakes in the account, a problem of illegal migration, weak methodological base of an assessment of interregional and intraregional migration. In this regard there is a need for development of new methodology according to the analysis of migration for the purpose of increase in relevance and accuracy of an assessment of the mechanical movement of the population. In this research the possibility of application of «big data» in migration statistics is considered, problems which can arise at the same time, and also ways of their overcoming are analyzed.

Article is devoted to a current problem of psychology of inclusive education. In work, results of a research of the motivational sphere of the students with the broken hearing studying in technical college are presented: features of valuable orientations, the dominating motives of educational professional activity, vital and professional orientation. Dynamics of valuable orientations and educational and professional motivation of students from first to the third course is revealed. Influence of motivational properties of the personality on social and psychological adaptation of students with audial restrictions is shown. Recommendations to the teachers -subject teachers, psychologists, social teachers and other experts occupied in the field of inclusive education are made.

The main practical recommendations intended to overcome the ethnocultural barriers that arise between representatives of the Russian and Chinese ethnos in the process of communication are presented. The recommendations are based on the results of the dissertation research, which identified the main ethno -cultural barriers in business communication between representatives of the Russian and Chinese ethnos, as well as the statements of the group of experts on the issue of intercultural business communication. At the end of the article, a conclusion is made about the use of the derived recommendations.
