Abstract
The article is devoted to the problems of improving the state policy in the tourist industry of the Republic of Crimea through the creation of a single information space that is currently at the initial stage of formation, the tactics and strategy of informatization of the tourism industry are determined. The article focuses attention on the fact that the use of modern information and communication technologies will increase the pace of social and economic development of the tourism industry in the Crimea, setting specific tasks for the state authorities of the republic. In conclusion of the published article it is noted that the modern model of information support of the state policy of tourism development should be developed on the basis of the integrated structure of the information management model, where information and public services are organized taking into account the interests of entrepreneurs in the tourism industry and consumer consumers.

Abstract
The article presents arguments to stimulate innovation and software development and describes main types of tax incentives for innovation activity and software development abroad. The article also draws parallels between the owners' investments and tax incentives. The types of tax incentives are examined and systematized from the point of view of their influence on the company, and recommendations on the procedure for their provision are formulated.

Abstract
Crises, which have become an integral part of modern social development, permeate the sphere of human resourses management, which requires a scientific justification for the specifics of their manifestation in the organization and the identification of negative consequences. The characteristics of the crises of efficiency, competence, motivation, culture and social and labor relations, as well as «personnel hunger» are identified. A cyclical model of the process of human resourses crisis management is presented, the content of the types of activity of the personnel service is disclosed at its stages. The principles of building an effective system of human resourses crisis management are formulated.

Abstract
Article is devoted to consideration of features of the Russian system of engineering and administrative education in which several types of competences can be combined. The main directions of development of educational processes and scientific research are analyzed, the main problems and possible ways of their decision in the field of preparation of engineering and administrative shots for the domestic industry are allocated. Recommendations are given on the formation of a program for training managerial personnel based on the country's leading universities, which include a full range of engineering and technical specialties, training areas for management, and professionals who have advanced methods of business and communication training.

Abstract
The article deals with the interaction of civil society with the structures of public authority as a managerial process. The main forms of influence in administrative and political governance in the Russian Federation are investigated and, on the basis of this, the forms of public authorities' influence on civil society are determined within the management process. Basic concepts and models of interaction between public authorities and civil society are presented. It was revealed that there is interaction between civil society and the structures of public authority, as well as mutual management of both structures.

Abstract
The applied aspect of the policy of the Kingdom of Saudi Arabia (KSA) aimed at economic diversification - the construction of the city of the future Neom - is considered. The purpose of the research is to analyze the possibilities of the Kingdom for the implementation of the project. The methodological base consists of studying the existing experience of the KSA on the construction of cities, its comparative analysis with the policy of other Arabian monarchies, and forecasting the prospects of the project on this basis. It was revealed that Saudi Arabia has accumulated a wealth of experience in this field. At the same time it is shown that at the beginning of the XXI century many announced projects were not implemented. The main risks will be the amount of necessary funds, namely 500 billion dollars; the unprecedented nature of the project in terms of the level of technology used; political situation. The results of the research can be used to assess the prospects for the development of the KSA and the directions of interaction be-tween Russian and Saudi companies.

Abstract
The article discusses the current state of internetization industry and the role of digital technologies in the development of economies of European Union, the Asia-Pacific region and the United State. The experience of world leaders in the field of cyber-physical systems integration in industrial processes is analyzed. Programmers for the industrial development of various countries are analyzed on the example of intellectualization all processes. Real examples show that the use of digital technologies and communications creates the conditions for intensive development of the economy. The structure of the concept «Industry 4.0» as a platform to create «smart factories» is presented.

Abstract
The paper defines the basic directions of development of the environmental-focused innovative construction in the sphere of communal services. The negative economic and ecological aftermath of the waste disposal from dismantling of buildings on landfills are revealed. The calculations are made of the amount of secondary macadam fraction 5 to 20, which can be obtained from dismantling buildings in the course of realization of the Renovation Program in the city of Moscow and used further for production of concrete for construction of new buildings. Abstract
The article examines the dependence of power engineering industry in Russia on imported equipment in general, as well as in the field of gas turbine technologies. The analysis of the equipment of foreign production of the electric power industry of Russia operating at the objects is given, the countries-producers of the installed and currently used foreign equipment in the electric power industry are identified. The role of the Eurasian Economic Union in the framework of import substitution programs has been singled out. Also the international experience of solving problems on reducing dependence on foreign companies is analyzed.

The article considers internal and external factors influencing financial stability of Russian oil refineries. Presents the concept of financial stability as an essential condition of stable existence of the company. Considered financial sustainability in the face of volatility in oil prices and exchange rates in oil company. Recommendations on the management of receivables and payables to improve the efficiency of enterprises of oil refining industry. The proposed changes in the accounting policy of the organization in terms of formation of estimated reserves, the formation of reliable information in financial statements and to exclude evidence of overstatement of the property value.

Abstract
The article contains the analysis of the negative impact of the housing and public utilities sector on the environment on the basis of the concept of sustainable development. It also lists the main factors, defining the importance of the environmental control of the housing and public utilities, and provides examples of ecologically and economically effective application of the sustainable development concept in the sphere of housing and public utilities. The article suggests using the scenario method of evaluation of both possible and negative effects which may appear upon implementation of some innovative technology within the framework of the housing and public utilities sector. The scenario method presupposes the quantitative and qualitative analysis of the situation, taking into consideration various economic, ecological, and social factors.

Abstract
The article shows the existing systems of indicators for monitoring the pro-gress and results of the railway reform. All the existing techniques are characterized by great complexity, and the results of the calculations contain a lot of conventions and assumptions, which makes them very approximate. Demands on the methods of evaluating the results of the reforms, taking into account the multidimensionality of the impact of the activities on the state of the industry are justified. It is shown that the system of indicators for the evaluation of reforms should take into account the depth of the impact of events on the economic and social consequences of their realization.

Abstract
The article analyzes peculiarities of formation of accounting information on payroll on the example of enterprises in the shere of poultry farming. The author also conducts analysis of the use payroll software «1C: Enterprise 8.2: Salary + Staff» in the accounting information calculation. The article presents the results of analysis of ecological and economic features of agricultural land use, characterizing the main aspects of land resources management in terms of spatial and territorial conditions, soil quality, natural landscape conditions. Various methods of analyzing the efficiency of agricultural land use are analyzed. The aspects of the ecological and economic analysis of agricultural land use in Vietnam under the conditions of innovative development are considered. Environmental factors affecting land use are given. Recommendations for improving the ecological and economic efficiency of agricultural land use are presented.

Abstract
Folk handicrafts are a historically developed kind of handicraft activity, products of which are products made from simple improvised materials with the help of simple tools. For the majority of folk crafts, the creative orientation of this activity and the high artistic level of the products are characteristic. Developed in Russia in the XVII-XIX centuries, national crafts were irretrievably lost in the middle of the twentieth century and again began to revive only in recent years. The article discusses the actual problems of the revival of Russian folk crafts and the application of classical marketing techniques to their promotion. The possibilities of applying new marketing technologies to the promotion of the goods of folk art, as well as the prospects of educational activity in these areas are analyzed.

Abstract
The article assesses the motivational conditions for the reproduction of labor resources and social and labor relations in agriculture in the Ulyanovsk region. Reproduction of labor resources is considered. The demographic situation in the region is analyzed. Factors affecting the population size are given. The ways of solving the problem of labor shortage are shown. Internal migration and attracting the working-age population from outside are considered. The number of unemployed registered in the state institutions of the employment service of the Ulyanovsk region is shown and analyzed. The quality of life of the rural population and the development of social infrastructure in the region have been analyzed. The basic directions of an exit from the developed situation are given.

Abstract
Multinational enterprises (forward - MNE) from developing counties have intensified their foreign business recently, including activities in Africa (in terms of the past - transnational corporations, TNC). Methodology explanation of such expansion requires the increases of mainstream MNE theories adequacy level. These models are primarily applicable to MNEs from developed countries and should be upgraded by accounting specificities and conditions relevant to the operations of MNEs from the developing world. The current state of such MNEs’ internationalization in African economy has been analyzed and the factors of these companies’ competitiveness in external markets have been generalized (including the factors acquired during transformations in home country economies). The approach based upon assessing the congruency of corporate assets and external environment in developing host countries has been introduced.

The article presents an overview of the current state of the Japanese economy substantiates the need to modernize the country's economic development in order to provide competitive advantages in the world market. This article presents the specifics of financing investment projects on the basis of public-private partnership in the current realities of the economy. Analysis of the current international practice of designated projects allows identifying key aspects in the formation of sources of their financing. Abstract
South Africa needs to reconsider its investment policy in order to change the current state of foreign direct investments (FDI) inflows. It is also necessary to coordinate national and international measures to assure balanced economic growth. Of particular significance also are initiatives to set up information networks that can provide foreign entrepreneurs with contemporary information on the current and promising investment projects in Africa. State bodies of South Africa need to promote the FDI inflows and offer stimuli for maintaining the high rate of sustainable economic development.

Abstract
The object of research in this article is assessment of a role of the foreign capital in development of timber processing complex of Russia. A main author's objective is identification of opportunities of investment providing forest industry at the present stage. The analysis has shown that structural imbalances in Russia' forest industry shows the problems of its effective investment providing and financing that, in particular, is caused by deficiency of foreign capital investments. In the Russian timber processing complex influence of the foreign capital is considered not only from the point of view of financing, but also as a factor of attraction of technologies, experience of management. In the article major factors of realization of investment potential of forest industry from the point of view of attraction of the foreign capital are considered.

Abstract
The financial condition of Russia’s Vnesheconombank (further - VEB) in recent years is characterized by a significant amount of non-performing assets, problems with funding, and large external debt. In this connection, the VEB can benefit from the experience of evaluating the effectiveness of multilateral development banks, in particular, the Asian Development Bank (further - ADB). The analysis of the assessment of the effectiveness of the activities of the ADB, carried out by the bank itself, was conducted, an evaluation methodology based on the integrated use of economic, financial, and «physical» indicators was identified. The recommendations of the VEB have been prepared, which will allow it to speed up the solution of current financial problems and to make better use of available resources.

The article analyzes the model of market risk management with the help of a system of interrelated limits on debt securities, which take into account the risk of standards and statistical data of risk. The work proves the urgency of the problem of market risk management in credit institutions. The author, using the analysis of market risk factors, builds the structure of the securities portfolio of a credit institution for effective management. The conducted research allows the author to conduct an inseparable connection between all banking standards and a portfolio of securities.

Abstract
In this scientific work an attempt of a research of the term «social and demographic development of society», rather new to scientific community, is made. Studying of various sources in the area of work gives the chance to suggest that rather wide range of the scientific approaches concerning understanding of the concept «social and demographic situation» was created. These works are devoted to a concept research through a prism of the territory and time. The performed work on the analysis of scientific publications allows to draw a conclusion that, despite prevalence of definitions «demography» and «sociology» separately, the questions connected with the characteristic of key parameters of social and demographic development of society are considered still sketchy. Such state of affairs defines need of search and systematization of new approaches to its assessment.

Abstract
The article presents a sociological analysis of the manifestations and consequences of the «new» catastrophism. It reveals arguments backing the fact that most of such catastrophes are closely tied with social, economic, political and informational life of the society. Social problems, usually associated with catastrophes, are named, which lead to a «corrosive community». The regulating role of the religion is revealed. A table, where «old» and «new» catastrophes are compared, is introduced. In conclusion, an analysis of risks, related to the «new» catastrophes is presented.

Abstract
The article suggests the definition of political humor as based on the stereotypes optimization tool of communication about the political situation in the country and key figures on its political arena. The participants of this communication can be political subjects and their audience and also citizens themselves. Based on the content analysis of the KVN (Club of cheerful and resourceful) games was made a conclusion about the censoring political humor according to the aims of government propaganda; it was revealed that in the political humor of the KVN they actively use the manipulative methods; it was proved that political humor which made V. V. Putin a hero and discredits those disliked by the government political figures and ideas of other countries in the mass consciousness. As a result it provides the support of the internal policy of Russia by the population and at the same time it fixes prejudiced attitude to everything «foreign» in the society.
