CURRENT ISSUES OF MANAGEMENT

Abstract
A set of measures and methodological recommendations for improving the model of the selection of labor resources in the administration of the municipal formation by the example of the urban settlement of Kamenka in the Penza region of the Russian Federation has been developed. The most important element in improving the quality of municipal employees is the integration into their activities of the latest achievements of digital technologies. Digital technologies that are advisable to introduce into the activities of municipal employees are represented mainly by modern software that optimizes efforts and enhances the transparency of their activities. It is shown that the introduction of the electronic system in the model of recruitment of labor resources to the administration of the municipal formation minimizes the subjective factor in the selection of labor resources and maximizes the effect of the conducted activities.

Abstract
The article presents the results of the study of the management of the national education system. The author of the study claries the linear-functional model of educational organization management, consisting of the target subsystem (management of the development and implementation of the development strategy of the organization), linear subsystem (management of the educational process) and functional subsystems (personnel and resources management, management of social development processes). In accordance with the linear-functional model, the composition of specic functions of educational organization management is determined. On the basis of the matrix of specic functions of management of educational organization and invariant management functions (planning, organization, motivation, control) the modern list of labor functions of the management personnel of educational organization is substantiated.

Abstract
Protection of workers’ labor rights is one of the priority directions of the state social policy. But often the employee is faced with a discrepancy in legislation and law enforcement practices. Theoretical aspects of labour law are constantly being improved. The concept of «position» is found in administrative law, in state and municipal legislation. But it is somewhat dierent from his understanding of labor law. However, from his correct understanding sometimes depends on the preservation of labor relations with the employee. Today it is important to consider the concept of positions in the labor function.

Abstract
The article deals with the main directions of development of non-nancial reporting in Russia and the world. The article contains an analysis of the issue of non-nancial reporting in the Russian Federation. The author gives considerable attention to the issues of state regulation of non-nancial reporting in Russia. Information is presented on the stages of preparation of the concept of the development of public non-nancial reporting in Russia and the application of the European Union (EU) Directive on the disclosure of non-nancial information in the countries of the EU. The conclusion is made that it is necessary to rene the regulatory and legal framework for corporate social responsibility and focuses on training specialists in the preparation of non-nancial reports.

Abstract
The interaction of civil society with public authorities in Russia has been studied. The main types of impacts in public administration in the Russian Federation, and, in particular, determines the ways of public authorities ‘ impact on civil society within the governance process has been analyded. The article considers the models of interaction between public authorities and civil society structures typical for the Russian Federation. The conclusion that there is not only the impact of public authorities on civil society, but also that this inuence is mutual is substantiated.

Abstract
Use of modern innovative technologies calls into question rationality of use of a traditional chain of deliveries in which proceeding from the principle of economy at the expense of scale, production is carried out centrally and further nished products are delivered to the di erent countries of the world. It, in turn, can lead to cancellation of a tendency of the globalization characteristic in the last several decades of various industries. Such tendency fully belongs to the fashion industry, that is to that sector of economy in which the clothes, footwear, accessories are made. Abstract
The questions of the eective movement of the intellectual capital at the enterprise in the conditions of introduction of innovations are considered. It is shown that development of mechanisms and channels of investment of the intellectual capital should be based on the concept allowing you to explore all the components of the innovation management process at various levels and increase the eciency of the enterprise’s intellectual activity. The article systematizes and reveals the main forms of production and innovation infrastructure that promote investment, increase of technological level of production, export expansion, improvement of the skill level of employees and regional development. The innovative potential of the region is formed through the interaction of social, political, institutional and social factors as well as the impact of the environment within which economic agents operate. Abstract
The current state of the transport system in Russia based on the data of the Federal State Statistics Service has been analyzed. Russia in gures - 2017, which presents the main indicators of transport. The dynamics of these basic indicators of the transport system of the Russian Federation is outlined, current trends and future development plans are reected. The analysis analyzed by the author is assessed as the basis for assessing the prospects for the development of the transport system of the Russian Federation. Recommendations for improving the transport complex of Russia are given.

Abstract
Methodological postulates that allow to raise the issue of the formation of virtual organizations in the aerospace industry in the context of corporate structures and material, mainly assets - are formulated. The classication scheme of basic virtual organizations, based on the analysis of conceptual directions of information integration, has been claried. The author’s version of the hierarchical classication scheme of virtual organizations is considered. The recommendations on the forms of virtual organizations based on the selection of the most appropriate aerospace industry from the presented classication scheme of virtualization forms are formulated.

Abstract
The basic results of sampling of graduates of educational organizations in 2010-2015 are considered. The analysis of dynamics of the number of graduates during their employment was carried out. The results of employment of graduates in the rst job are evaluated. The situation of graduates in the labor market in 2016 as well as their wages and the distribution of the spheres of labor activity are analyzed. Special attention is paid to assessing the satisfaction of graduates with work. The characteristic of unemployment among graduates of educational organizations of 2010-2015 is given.

Abstract
This study of the Russian digital economy development that is based on the statistical data of macro- and microeconomics for 2008-2017, regulations, orders, instructions, government programs and international organizations is represented. The ve directions of the Russian digital economy development has been analyzed, in particular, some positive trends, problems and recommendations for their solution, prospects for the formation of new industries has been oered, and the degree of information society has been evaluated. Particular attention was given to the current dicult situation with «digital inequality» in the subjects of Russian Federation, which can further inhibit the development of the digital economy of the whole country.

Abstract
Hree variants of the dynamic model of a duopoly are considered. Here’s one of the stationary points is the Cournot point. We study the movement around these points and the optimal investment control in a linear approximation. The equations of dynamics of variables for equilibrium, developing and crisis markets in a linear approximation are obtained. A quasi-optimal Pareto maximization strategy for the vector prot criterion, using a linear convolution of the criteria along with the linearization of the dierential dynamics equations in the vicinity of the stationary points, is proposed.

Abstract
The role of population savings in the development of voluntary pension provision in the Russian conditions has been investigated. The results of a study of the dynamics of savings of citizens, deposits of individuals in credit institutions, insurance premiums for pension provision and insurance reserves of non-state pension funds for the period from 2005 to 2017 are presented. The nature of the population’s saving behavior has been revealed, as well as the role of non-state sources of financing voluntary pension insurance. The key problems of attracting sources of financing of the system of non-state pension provision are identified.

Abstract
The author analyzed the development of China’s banking system from the beginning of economic reforms to the present hasbeen analyzed. The evolution of functions of both the central bank of China and commercial banks has been revealed. It is concluded that the reforms of China’s banking system including its structure were related to the tasks of developing the national economy and the banking system of the state. Direct lending to state enterprises of the «big four» banks allowed to ensure high rates of economic growth, but led to a rapid growth of «bad debts». The recommendations that will allow to increase the volume of lending to Russian development institutions, economic growth has been suggested.
