CURRENT ISSUES OF MANAGEMENT

Abstract

The article examines HR trends that have been successfully implemented in foreign countries and Russia in the last few years. Approaches to HR management during the pandemic coronavirus 2020–2021 have been reviewed. Based on an analysis of statistical data, nine most successful trends in HR management have been identified and examined in detail, their key factors were described, a comparison of their application in Russia and worldwide was made, and barriers to mass implementation have been noted.

Abstract

The object of the study is the State Film Fund of the Russian Federation; the subject is the project for the global digitisation of the State Film Fund’s film archives, launched at the end of 2018 and currently underway. The aim of the study is to analyse the State Film Fund’s digitisation project and to identify possible problems that may arise during its implementation. Research objectives are staff shortages problem analysis and the project’s socio-cultural and economic efficiency analysis. The study used the following methods: historical and genetic analysis, descriptive analysis of literature and media materials, qualitative content analysis of documents, reports and other materials, comparative analysis, secondary analysis of public opinion surveys and statistical data. The developed project of an educational portal can be practically implemented on the basis of the State Film Fund.

Abstract

A review of academic research studying the relationship between entrepreneurship and project management at the level of interpenetration of concepts, principles, methods, tools and practices has been made. The following is a description of the research methodology, which reflects different aspects of understanding the term “entrepreneurial project” and a quantitative analysis of the results of thematic coding. The results of the study have been presented. Conclusions have been formulated that include an interpretation of the findings and the maim points on how the term “entrepreneurial project” is currently understood and what trends in the development of the theory and practice of entrepreneurship and project management reflects the current understanding.

Abstract

Early eighteenth century was the age of Peter the Great’s transformations, which affected many spheres of life of Russian society, and, in particular, caused the restructuring of the highest political elite. The reforms were, on the one hand, conditioned by the processes of the late seventeenth century, on the other hand, by the specificity of Peter’s absolutism and the long period of warfare. The article analyses the features of Peter’s reforms of the higher political elite. The background to the reforms has been examined, and Peter the Great’s personnel policy, approaches and principles have been analysed. Particular attention has been paid to institutional change, looking at the mechanisms used by Peter the Great in replacing obsolete institutions with new ones. An analysis of the qualitative composition of the elite made it possible to establish a continuity between the political elite of Peter the Great and the aristocracy of the earlier period, with a change in the principles of interaction. The post-reform Russian state is no longer built on the principles of the “servant state”, but on absolutism with a rationalist approach and the principle of “suitability”.

Abstract

The article examines the transformations of Peter the Great in the context of the evolution of serfdom in Russia. The author substantiates the thesis that during the Peter’s transformations, the so-called “second edition of serfdom” took place, replacing its original, forced by objective conditions of survival and development of the country, estate-legal grounds. The substitution of the serfdom’s grounds is seen primarily in the rejection by the state of the conditionality principle of noble rights to the estate by compulsory lifelong service in the army, namely, this followed from the extension to estates of the patrimony’s possessory format. The analysis of the decree on single inheritance and its interpretations in historiography allowed us to conclude that the liberation of noble land ownership from the encumbrance of compulsory service created a legal basis for the subsequent “freedom of the nobility”, the rapid expansion of the privileges of the “noble estate” and, mainly, the ownership rights to land and peasants. The tax reform of Peter led to the fact that landlords began to assimilate the view of peasants as serfs, completely dependent on them, especially in the conditions of the responsibility imposed by the state on the owner of the estate for the payment of poll taxes and the supply of recruits.

Abstract

The article formulates the prerequisites that prompted state authorities to implement the project of the federal state information system “Unified Population Register” in order to promptly obtain the most complete and reliable information on the citizens of the Russian Federation. The results of an overview of changes for citizens and government agencies from the introduction of a population information system have been presented. The relevance of the project has been analysed and the pros and cons have been considered. The creation of a single population register will simplify interdepartmental cooperation, facilitate the provision of e-services and social assistance to the population, help to combat crime more effectively, and further develop the information society.

Abstract

The article presents a study of transcultural transformation in cinema, considering the filmmaker as a transnational figure. This is the gradual creation of a cinematic map based on affinitive transnationalism, which integrates forms of expression that are now considered archetypal. Members of the “imagined” cultural community construct a mosaic of shared references that transcend national boundaries. Based on this concept, a study of the organisational practices of filmmaker Carlos Saura has been conducted. This concept was the basis for a study of the organisational practices of director Carlos Saura, who in his last phase of his career focused on making films that offer samples of music, dance and unusual storytelling (based on the principle of “photography”) associated to the Iberian and Latin American space. This creates a special definition of the musical and artistic genres, combining traces of a documentary style influencing the authenticity of the representations depicted, with a strong aesthetic impulse emphasising the organisational and artistic nature of these representations. This model of transnationalism takes the form of reflection of trans-Iberian dimensions.

Abstract

In today’s competitive economy, technological leadership and technical efficiency are key to the successful development of enterprises, countries and territories. This paper investigates the influence of factors on the technical efficiency of a business. Situations where technical efficiency is calculated by the DEA method, and its determinants are defined in regression models, including tobit regression models, have been considered. The determinants of technical efficiency identified by foreign researchers have been systematised. Modeling of the influence of the “Age” factor on the technical efficiency of enterprises in six leading sectors of Russia’s economy over the period 2015–2019 has been performed. It has been found that the “Age” factor has different effects on technical efficiency in different industry sectors. Particularly, in the food industry younger companies are more technically efficient, while mature companies are more technically efficient in the information technology sector. Accordingly, the directions and priorities for incentives should differ across sectors of the economy. In particular, the technological development of the food industry requires support for the generation processes of young enterprises and start-ups. In the information technology sector, the priority should be to support mature enterprises and the growth processes of young enterprises to maturity.

Abstract

The article discusses the problems of choosing digital development paths for the region, using the Nizhny Novgorod region as an example. Based on the hierarchy analysis method, regional policy priorities for deepening digitalisation processes have been determined. Alternative directions for the region’s digital development have been proposed in terms of priorities for improving information and communication infrastructure, enhancing human resources capacity, creating new digital technologies and investments in digitalisation. The necessity of integration of federal and municipal information systems and development of advanced production technologies related to information and communication technologies necessary to ensure the competitiveness and economic security of enterprises in the Nizhny Novgorod region has been substantiated.

Abstract

The commercial activities of the Logfort transport company have been analysed through a functional-environment analysis. Commercial weaknesses of the Logfort transport company have been identified and measures for its improvement have been proposed. The topic of the paper is relevant because the current crisis and the increasing competition almost every year make it necessary to improve various aspects of the company every year. The theoretical aspects of functional-environmental analysis have been presented in order to apply them to the object of study. The theory regarding both company’s the external and internal environment has been studied. An analysis of the object of study for each item of the functional-environmental analysis has been presented. As a result of the work, the problems of the Logfort company, which are typical for many small firms, have been generalised. The proposed recommendations will be suitable for the majority of small companies to address the problems identified. The paper uses the method of generalisation, synthesis and description.

Abstract

The development of the digital economy is directly linked to advances in the information technology sector. The information technology sector refers to a set of high-tech computer services. The article shows the place of this sector in the provision of high-tech services according to international and Russian statistical methodology. It has been substantiated that the information technology sector has a significant cumulative development effect. The IT sector refers to a set of high-tech computer services. The drivers of the information technology sector development have been identified and the government’s methods of stimulating it have been analysed. Particular attention has been paid to global external shocks to the industry, namely sanctions and the COVID-19 pandemic. The short term specifics of the information technology sector drivers have been highlighted. The role of the state as a facilitator of methods to stimulate industry development has been shown.

Abstract

The growing demand for freight and passenger transportation and the growing interest of the population in improving the speed, quality and safety of transportation require a new approach to the development of the railway complex, taking into account systemic trends in Russia and the global economy. In the longer term, it is necessary to reduce the transport costs of the national economy, ensure the accessibility of transport to entities, increase the competitiveness of transport services and solve the systemic problem of increasing the speed of freight and passenger trains. In recent years Russia has been discussing the development of the Baikal-Amur Mainline, which in Soviet times was a grandiose construction project of the era and an embodiment of the country’s power. However, there are a number of problems related to the weak socio-economic development of the regions. The Baikal-Amur Mainline was a grandiose construction project of the era and the epitome of the country’s power. The article pays particular attention to the further development of the Baikal-Amur Mainline.

The object of the study is the modern tourism and hospitality industry, which has faced significant losses and transformations over the past few years. Changes in the service system, transition to new standards, introduction of digital and online technologies in operations, etc. are affecting both industry players and consumer preferences. While some consumers only use the services of professional travel organisers, others travel on their own, preferring independent tourism. The article examines major trends in the tourism industry, reviews the market and gives recommendations on what challenges and opportunities to create a competitive advantage over online resources, aggregators in the fight for the consumer should pay attention to travel agencies as one of the key players in the market of travel services.

Abstract

China’s nuclear energy ambitions, backed by the strong financial potential of the national economy, and the consequent desire to extend its successes in international economic cooperation to the nuclear industry have attracted the researchers’ attention to a closer examination of the current state and nuclear industry prospects of China, taking into account its technological component. The unfulfilled development plan for nuclear power in the 13th Five-Year Plan, as a result of systemic mistakes and failures in the projects selected for implementation, leads to the conclusion that it is necessary to involve foreign leaders in this field, including “Rosatom” corporation, which has in its portfolio virtually verified modern technical solutions.

Abstract

This article examines a new form of economic activity organisation for industrial enterprises in the context of the digital transformation of the economy. The analysis of networking in the cluster and economic approaches has allowed us to identify the guiding principles of interaction between economic actors, and the resulting effects and “values”. The platform education proposed by the author as an organisational and economic activity form is the digital ecosystem component, which is a spatial and temporal environment for the functioning of enterprises. A scheme for assessing data and process management in this ecosystem has been developed using the metrics proposed by the author. This scheme reflects the production-logistics chain formed in the framework of the actors’ integration in the digital ecosystem.

Abstract

The article examines the most relevant issues of the external and internal factors’ influence on the accounting current development in Iraq. Historically, Iraq’s accounting system has been shaped by cultural traditions, religion, economic development and political trends over a long period, from ancient times to the present. Its origins date back to the Sumerian kingdom and before the overthrow of the S. Hussein regime. At present, not only national priorities but also global accounting trends have changed. Being formed in parallel with the development of the Republic of Iraq, the current accounting system is not oriented towards the requirements of International Financial Reporting Standards. In order to identify the current determinants of the national accounting system development, the actual model features and the conditions for consolidation with international standards have been analysed. The main directions of accounting harmonisation in the Republic of Iraq towards the international standards integration into the national system have been identified. The main steps of the transformation of national standards to international standards have been presented.

Abstract

This article examines the transition process from a strategy of unbalanced regional development to a strategy of coordinated regional development in China. A number of national strategies and strategic plans for regional development aimed at reducing inter-regional differentiation have been analysed. The paper aims to provide a comprehensive case study of China’s experience in implementing strategic planning to reduce inter-regional economic differentiation. Using the methodology of systems and strategic analysis, the authors analysed the main directions of national strategic regional planning to reduce inter-regional economic differentiation in China. The advantages and disadvantages of approaches to reducing inter-regional economic differentiation have been identified and recommendations for their improvement have been developed. National strategic planning for regional development is an important tool of regional policy to reduce inter-regional economic differentiation. It is necessary to concentrate efforts on ensuring consistency between the central government and local authorities, coordinating different areas of planning and their consistency, and developing a market mechanism.

Abstract

The COVID-19 pandemic in 2020 has had a negative impact on economies around the world. The article analyses the macroeconomic indicators characterising the Russian economy after the COVID-19 pandemic. The results of this action on Russia’s global indicators have been compared with those of some countries in the world. The objectives and activities of the “National Action Plan for Employment and Income Recovery, Economic Growth and Long-Term Structural Changes in the Economy” (hereinafter the “National Action Plan”) have been considered. This document sets out the country’s development over the next two years and measures to recover the economy from the COVID-19 pandemic. The Government of the Russian Federation is allocating 5 trillion roubles for the implementation of the “National Action Plan”. Meanwhile, the main objective is to ensure a sustainable economic development and income growth path within two years. The indicators of the main goal to be achieved by the end of 2021 are: sustainable growth of the personal income; reduction of unemployment to 5%; growth of the gross domestic product by 2.5% per annum. In conclusion, the challenges and risks in implementing the “National Action Plan” have been formulated.

Abstract

This study determines the possibilities of using stock market instruments as a source of financing for small and medium-sized businesses during the COVID-19 coronavirus crisis, as well as developing proposals for expanding the system of public support measures to popularise this mode of financing. The authors put forward a hypothesis that the stock market is an effective tool for small and medium-sized businesses to use in times of crisis, but that it is rarely used at the moment. The existing methods of state support for small and medium-sized businesses using stock market instruments have been systematised and reviewed. The procedure for granting subsidies to small and medium-sized businesses has been defined and the procedure for selecting issuers has been highlighted. Foreign experience of supporting small and medium-sized businesses through the stock market, using the United States and Polish examples, has been studied. The difficulties encountered by entrepreneurs in using the stock market instruments in Russia have been analysed and proposals for overcoming them have been made. Conclusions have been made on the effectiveness of this way of supporting small and medium-sized businesses in a difficult economic situation. A proposal to expand the system of state support and popularise this method of financing among small and medium-sized businesses has been formulated.

Abstract

The paper implements an institutional and functional approach to determining the place and role of insurance in shaping a “green” economy. The ways of integrating it as a constituent element of the financial system have been considered. The views of scientists involved in various aspects of modelling the “green” economy on the functional utility of insurance have been summarised. The use of the term “green insurance” and the meanings it implies have been analysed. The author has concluded that the relevant concept of “green insurance” is not yet so unambiguous that it can be used as a scientific concept. Another important conclusion that has been brought up for discussion is that the potential of insurance as a risk management tool within the green economy strategy is not to be confined to environmental insurance, but should be considered in expanding its scope of application to include both the fuller coverage of risk carriers and the range of potential hazards.

Abstract

Agriculture plays an important role in the food security and sustainability of people in any country. The sustainability of agriculture can be improved by allowing the introduction of innovative services, such as financial technology (FinTech) and the digital marketplace. A digital trading platform supported by financial technology can transform business processes in agriculture into more sustainable ones in terms of financing and distribution. FinTech offers farmers easy ways to obtain funding sources through crowdfunding and digital payment systems. A digital trading platform can act as a platform for FinTech to integrate an innovative financial solution into the broader agricultural ecosystem. The article proposes a digital marketplace model using FinTech and a crowdfunding and payment system to support agricultural sustainability. The crowdfunding digital marketplace model brings together all participants (farmers, landowners, investors and consumers) in a platform that can promote transparency, empowerment, resourcefulness and public participation in agriculture.

Abstract

The article analyses the dynamics of public sentiment of residents of the Vologda Region. The author’s methodology for index analysis of public sentiment of the region, using the results of sociological monitoring, has been presented. At the same time, the main emphasis has been made on assessing the peculiarities of public sentiment of residents of municipalities – the cities of Vologda and Cherepovets in the context of changing social reality. The results of the study showed that the analysis of public sentiment in the monitoring regime makes it possible to obtain important information about the quality of state and municipal administration and determine the areas for improving their effectiveness, which is particularly relevant in the context of the socio-economic and epidemiological crisis.

Abstract

In the course of sociological analysis, linguistic models of students’ historical memory, events and historical figures were identified, that represent, in the opinion of young people, the “political evil” and the “political good” in Russian history. The students identified serfdom, “Stalinist repressions”, the famine of the 1920s and 1940s and the wars in Afghanistan and Chechnya as “political evil”. The “political good” – the victories in the Patriotic War of 1812, the Great Patriotic War, the flight to space, the 1980 and 2014 Olympics. The author’s sociological studies of the largest Russian megalopolises have revealed the complexity and inconsistency of the historical memory of student youth. The study established the adherence of student youth to liberal ideology, a shallow awareness of the life of their family, their kin in earlier periods of Russian history, from pre-revolutionary times to the lives of their relatives in the 20-40s of the XX century, the association of “political good” with the achievements of our country and the association of “political evil” with defeats and reforms.

Abstract

The article presents basic information on the problem of victim blaming, describes the history of the appearance of this concept. Major factors in the formation of victim blaming such as patriarchal attitudes, the phenomenon of a just world, family and upbringing, established social cliches and patterns of relationships and the media have been identified. The results of the study have been presented, from which the level of awareness of young people about the problem of victim blaming and their views in the context of the problem have been outlined. The role of the immediate environment in relation to the victim of the situation has been considered, and the influence of the media on the formation of victim blaming among students has been outlined. The problem outlined reflects the impact of victim blading on young people and the further consequences of this negative experience.

Abstract

The article analyses the psychological literature on the problem of senior pupils’ professional self-determination. The author’s theoretical and methodological position is elaborated and the results of its approbation are presented. It is shown that the available approaches can be divided into two main groups. Some researchers focus on the goal and end result of vocational self-determination, while others seek to reveal the algorithm of the process itself and/or its stages. Researchers are unanimous in their opinion that the choice of an occupation by senior pupils is the first and most responsible stage of professional self-determination for the individual as a whole. At the same time, the senior pupils’ professional self-determination concepts, which would reflect the unity of theoretical positions and methods of its study, are practically not presented in national psychology. To overcome the existing limitations, the article proposes to consider the senior pupils’ professional self-determination from the position of the activity approach as a special kind of activity with its own structure. The motivational component is the motives for choosing a career, while the operational component is the senior pupils’ professional identity status. The empirical study results of the of formation level of senior pupils’ professional self-determination are discussed on the basis of the activity methodology.
