The article describes the process of creating a new block-modular boiler house in the town of Kirzhach of Vladimir region which was the result of the interaction of the stakeholders in the process of modernization of heat supply system in this city in the development of public-private partnership in the structure of LLC «Vladimiroblgaz», administration of Vladimir region and the city of Kirzhach and the State Corporation «Fund of assistance to reforming housing and communal services» of Russian Federation.

The paper is dealing with the history of establishment and development of the modern tendencies of the contract system in procurement for state and municipal needs through electronic trading platforms. The reasons for the selection of sites were specified, its main disadvantages were noted: lack of transparency and insufficient regulation. The importance of an independent technical audit of the ETP with publication of detailed report in the Internet was proven. The necessity of carrying out an open discussion of the proposed mechanisms for introducing an electronic trading platform selection system with the aim to increase the efficiency of the procurement process in Russia is justified.

The research was allowed to formulate a model of management of electronic information and educational environment in full-time education and to identify the factors, affected to the introduction of advanced technologies in the educational processes of universities. The model takes into account the basic principles on which modern original courses may build. Interaction organization between the headquarters, forming the strategic development and the higher-education training, personnel on the issues, related to electronic information and educational environment, offered to shift responsibility to a dedicated structure. They will include specialists with professional competencies, related to the use of customer relationship management (CRM), specialized in management training courses and having experience in the use of new information technologies. The model has the flexibility and can be transformed to fit into every structure of university. The model involves the use of the help system.

The aim of the study is to identify methods of application of additive technologies based on powder metallurgy. The technologies of 3D printing based on metal powders with AM-machines (additive manufacturing) with nickel are discussed. The theoretical substantiation of the main perspective directions of using of artificial intelligence technologies in metallurgy has been maked. It is proposed to develop methods for standardization of raw materials for additive technologies in metals. The experience of rail transport enterprises in the implementation of innovative activities was examined in the article. JSC «Russian Railways» is the main operator in the system of innovative activities in rail transport in Russia due to the monopolistic nature of the industry. The main scientific, technological and technological priorities of that holding for the long-term perspective (until 2025), the main examples of joint development of JSC «Russian Railways» and Russian enterprises that surpass the best foreign models, as well as the main problems which impede the implementation strategies of innovation development are considered.

The article considers the role of the anti-crisis strategy in the management system of the transport organization. The essence, the goals of the task of anti-crisis management are discussed. Methodological approaches to formation of the model of anti-crisis management of transport enterprises as part of their financial and production activities are proposed. The main approaches to asset management of sphere of services through high-quality and substantiated information are has been considered. The current practice use fixed assets has been analysed. It is observed that the share of basic production assets varies across industries and depends on the specifics of each individual industry. In the total volume of property in such areas as transport, construction, the share of fixed assets is respectively 97 % and 90 %, which causes the need to clarify information about them. The articles evaluates the development and role of tourism in European Union (EU). The travel and tourism competitiveness index (TTCI) as the most authoritative indicator of the current condition and attractiveness of a country’s tourism sector has been used. The four most competitive EU countries based on the above index with their weakest and strongest features have been analysed. Based on the TTCI a comparative analysis between the four countries on one hand and Bulgaria on the other hand has been conducted. The article deals with to the creation of macroeconomic production functions of the Russian economy for the sector of natural monopolies and the competitive sector of the economy. It is shown that creation of the effective system of the Russian Federation economy state regulation founded on the use of natural monopolies as the main instrument of competitive economy management requires the use of effect economy at a scale that has to be reflected in the production function of the natural monopolies sector. The technique of reflection of effect economy at a scale in production function is developed, and the production functions of two sectors of the Russian economy taking into account this effect has been built by econometric methods. These production functions are offered to be used at development of the system of indirect state regulation of economy of the Russian Federation.

The problems of managing the tax risks of organizations and substantiates the need for the development of legislation in this area are analyzed in the article. The main issues and mechanisms of counterparty checking as a tool for managing tax risks including in special information systems are considered. It is proposed to modernize the electronic service of the Federal Tax Service of Russia, create a full and free verification resource for the reliability of counterparties which can become an analogue to existing paid programs. The service should contain a wide range of information which allows to confirm the fact of due diligence by the taxpayer.

The article deal with the problem of the formation of the Transatlantic trade and investment partnership with the participation of the USA and the European Union. The main objectives of the partnership are: increasing the volume of the mutual trade and investment by reducing customs barriers, harmonizing standards, unifying the legal foundations of trade and investment activities. Due to serious disagreements in the issues of trade in agri-food products, the negotiation process dragged on. Certain hopes for the resuscitation of the multilateral negotiation process due to the apparent unwillingness of the countries of the continental Europe to switch to bilateral cooperation with the United States did not come true. A set of key measures that can eliminate or reduce the shortcomings of the new order of legislative regulation of the system of state contractual relations has been developed and proposed. A comprehensive assessment of the effectiveness and effectiveness of the proposed activities has been carried out. A conclusion on the need for a comprehensive solution to the problem of public procurement is made.

In the course of the study, a practical example of the procedure for the formation of the investment program of the existing science-intensive enterprise was considered and its shortcomings were revealed. Alternatively, the hierarchy analysis method is proposed as a tool for comparative evaluation of investment projects. The method of analyzing hierarchies is based on the calculation of the integral indicator, which serves as a criterion for ranking the projects considered for implementation. The system of indicators for the analysis of projects is presented. An example of the application of the proposed procedure for the formation of an investment program based on the projects of a knowledge-based enterprise in the aviation industry is given. Advantages of using this method are highlighted.

Practical experience of foreign countries testifies to the significant role of small business in ensuring the economic well-being of the country, which is facilitated, among other things, by a highly developed system of its financial support. In modern Russian conditions, the features of bank lending to small businesses give rise to a number of problems that complicate the opportunities for small business to use an affordable source of financing. In work on the basis of the analysis of existing problems, measures are proposed to develop a system of bank lending to small businesses.

The specific situation connected with the construction of a waste-processing enterprise in a municipal formation in the rural settlement of Filippovskoe, Kirzhachsky District, Vladimir Region are revealed in the article. The situation when state authorities ignore the citizens’ opinion, and the decision to build a waste processing plant is made without conducting a preliminary environmental assessment of specialists on the correct choice of the territory for such an environmentally hazardous enterprise - is clearly shown. According to experts, the construction of a landfill in the village of Filippovskoe creates a serious threat to the contamination of the Klyazminsko-Sherninskoe fresh groundwater deposit - a backup source of drinking water supply for the Moscow region. This is the last clean deposit of fresh groundwater that was planned to be launched for use in the Eastern suburbs in 2020-2030.

The age structure of the population of modern Russia tends to increase the proportion of elderly people aged 60 years and older. Experts in the field of socio-economic and demographic statistics, sociology, gerontology argue that this trend is due to the influence of the following factors: improvement of living conditions; development of medicine; decrease in the birth rate; increase in the number of citizens with low economic activity (aged 60 years and over). A possible solution to the problem of population ageing is the increase in the retirement age. This measure is effective in the long term, but in this case it is necessary to continue to extend the average life expectancy, to strengthen the health of citizens and to create additional institutions to provide employment to persons who are close to retirement age.

The assessment of satisfaction of consumers of educational services is one of the elements of ensuring quality of educational process. The results of internal monitoring of the educational environment are the basis for various kinds of proactive or corrective actions for the institutions of the act, engaged in the training of highly qualified specialists. One of the possible options for obtaining information about the activities of the educational institution in this direction is the survey of recipients of educational services (students).

The concept of social group and its indications are considered in the article. Through a comparison with the social community the designation of university teachers as a socioprofessional group is justified. Based on empirical research results the traits of the specified group is revealed. Data analysis a questionnaire survey and in-depth interviews allows to show what changes occur in the characteristics of socio-professional group of university teachers under the influence of the transformational processes in higher education.

In Russian institutions for orphans there is a large number of children who need to be socialized for living in society. However, the proportion of graduates of orphanages that have successfully passed through socialization remains low. The article presents data of a sociological study in which features of sociocultural adaptation of orphans through literature were studied. A comprehensive approach, semi-formalized interviews with orphaned children was used to collect information. The obtained data allow to draw conclusions about the high value of fiction in the modern system of socialization of orphans. The presence of cultural samples with which the child could identify himself is revealed, which proves the existence of an important mechanism of socialization through literature, as well as the need for a more comprehensive and targeted proposal in the domestic literature.
