A number of scientific and practical aspects of assessment of efficiency of activity of commercial bank is considered. On the basis of the conducted research authors gives offers on increase in bank income and decrease in risk on the basis of banking products with the built-in options. By results of the conducted research the conclusion on influence of change of a key interest rate on income of commercial banks at management of liquidity in the conditions of percentage risk. Methods of modeling of interest income of bank are presented.

The key positions of the concepts of the digital economy as phenomena of understanding the goals of management are defined. The article deals with the cause and effect basis of the problem of digital technologies the spread - one of the characteristic features of the future due to the progress in the microelectronics, information technology and telecommunications. The issues of development of the Eastern Partnership created at the initiative of the European Union (EU) for the development of integration relations with the countries of the post-Soviet area are discussed. Cooperation in the framework of the Eastern Partnership is focused on such priority areas as economic development, strengthening governance institutions, development of relations in the field of energy, expansion of contacts between people. In relations with partner countries the EU proceeds from a policy of differentiated approach to each individual country. It is concluded that the development of relations within the framework of the Eastern Partnership will occur against the background of the deterioration of relations between Russia and Western countries.

Russia-China relations have been flourishing and spreading to new spheres and regions. China has been interested in the collaboration with Russia on the extraction of natural resources which principal reserves are located in the High North. However, in the view of strategic importance of the Arctic for the both states, the relationship agenda has been increasingly shifting from individual investment projects to the integral collaboration on the development of economic, transport, and logistics corridors and adjacent territories in the Russian Arctic. The paper discusses the directions of collaboration between the two countries in the Arctic in the format of development zones, as well as evaluates the opportunities of convergence of zone-based investment projects and the inclusion of theArctic to the Belt and Road Initiative and China’s participation in the establishment of the Arctic Blue Economic Corridor.

The problem of rail freight traffic volume forecasts using retrospective data, analysis of the impact of external factors on the cargo base and the distribution of goods shipments by transport mode is solved. In order to improve the forecast fidelity proposed the model integrating historical data of freight rail traffic volume and expert assessments of external factors affecting the work of rail transport hasbeen proposed. The structure of historical data, time series of freight traffic volumes, as well as relationship with expert models is described.

Currently, there are certain contradictions arising between the need to adapt personnel, both professional and psychological, occurring in conditions of unusually increased competition in the labor market and the absence of a systematic approach to adaptation. They are conrmed by the need to correlate between the personnel policy enterprises, generally applicable standards and formalized approaches to personnel work with personnel, without which it is signicantly reduced social, nancial, professional eectiveness of adaptation and their general administrative and organizational eect; between administrative and management system and insuciently developed scientic organization of these processes.

Today logistics outsourcing is one of the most popular tools that allow companies to save costs. However, quite often companies that outsource logistics activities to thirdparty organizations observe deterioration in the quality of logistics operations. The problems and difficulties faced by companies applying for outsourcing, and identifies the causes of some problems has been analyzed. One of the reasons for dissatisfaction with the services of logistics outsourcing is the fact that companies providing outsourcing services do not sufficiently take into account the industry specifics of their client’s business and, using a standard approach, do not adjust their business processes to this specificity. A some of the characteristics of the business, which provide the prerequisites for outsourcing or insourcing logistics activities also has been highlighted.

The current state of the Bulgarian tourist industry has been analysed. The tour-ism sector is the key sector of the Bulgarian economy with more than 10 % of gross domestic product of country. Countries of the European Union represent the main part of the inbound tourism in Bulgaria. Most of the tourists visit Bulgaria for recreation. The concept of tourist zoning, approved in 2015, for facilitating the which promotes more qualitative marketing of country’s tourism potential in foreign markets is discussed in the article. The main prob-lems and the mechanisms for solving them undertaken by the Ministry of Tourism for improv-ing the tourist attractiveness of the country has been indicated.

In our time, the interest of the scientific community is increasingly turning to the detailing of business processes in the corporate format, since the institutional needs of society have become more dependent on economic stability and the measures of state and political regulation of various aspects of the activities of corporations that affect the state and development of the economy and society. The choice and classification of the definition of corporate governance poses certain tasks for accounting and information support used in the interests of certain groups of persons participating in the activities of the corporation. The choice of the definition of «corporate governance» contributes to the formation of an information environment with its goals, objectives, performers. The proposed classification of the definition of corporate governance provides an understanding of the functional interaction of accounting and management tools in the information aspect of the development of economic systems.

The arguments substantiating the necessity of creation and development of a quality management system in educational programs in business schools are presented. The problems of evaluating the quality of educational programs related to their effectiveness are examined. The problems of internal control of educational programs, monitoring the results of training and the quality of teaching are systematized. Special attention is paid to the solution of organizational and methodological problems: the formation of a system of analytical indicators that allows to effectively implement the main objectives of assessing the quality of education, the study and self-assessment of the state of development and efficiency of the business school.

The actuality of the problem of using an electronic signature (next ES) containing an object identifier (next OID) on the possibility of its application on a specific electronic trading platform (next ETP) is considered and described in detail. The legislation on the use of ES in the Russian Federation was studied and it was noticed that there was no requirement that such an attribute exist. The market is studied and the main reason for the paid distribution and the high cost of such marks is indicated - commercial. The mechanism of rejection of OID on the ES carrier is supposed and the possibility to use of the capabilities of the current Unified Identification and Authentication System (next USIA) for obtaining additional information to the user of the key is proposed.

The results of the study of the application of the Big Data technologies in calculating the consumer price index (CPI) has been presented. The object of the study is the state institution «Federal State Statistics Service» (ROSSTAT), the subject of the study - the process of calculating the CPI based on data coming to the ROSSTAT. The purpose of the study is to develop recommendations on the application of Big Data in the statistics of consumer prices. The business and information technology (IT) architecture of the ROSSTAT were developed with the help of the step-by-step instruction for the development of architecture TOGAF (The Open Group Architecture Framework).

This study deals with to the creation of an economic and mathematical model of investment activity in housing construction. Given the emerging the market situation and the increasing pace of housing construction, it is necessary to create a model of investment activity in the housing and construction sector that will help to invest competently and take into account the interest of both the customer, the investor and the lender. Each of the parties in the investment cycle process has its own goals, objectives and risks, which must be taken into account with minimal costs. In the proposed economic-mathematical model, depending on the version of the task, factors such as loans for investment activities, additional costs for temporary resettlement of tenants of a reconstructed house, the probability of price risk associated with the sale of a renovated area in the housing market, etc., are taken into account. The model of a private investor investing his capital in the creation of a new housing stock also takes into account the compensatory principles in the relations between the investor-bodies of the city government.

The critical analysis of the net present value, which represents one of the traditional most frequently used indicators of financial effectiveness of investment projects has been proved. Net present value is also considered as a base for fair value estimate of intangible assets on a company’s balance sheet. Within the analysis the answers to questions of every investor are given: how to correctly assess the net present value, what discount rate is better applied for cash flows and how to estimate the discount rate, whether an investor should immediately reject the project having a negative net present value, how to estimate weighted average cost of capital correctly and others.

The prerequisites and main trends in the development of the latest financial technologies (FinTech) are considered. The emerging approaches to the legal regulation of ICO and crypto currency in foreign countries and the European Union (EU) are analysed. It is concluded that the legal ways of regulating new phenomena are ambiguous while in the main states adhere to the principle of technological neutrality. In relation to the EU member states, there is a need to comply with the supranational legislation of the European Union. The conclusion about the high level of mobility of legal foundations in the field under investigation is made.

This article presents the analyze of the cryptocurrency market, the practice of state regulation of the cryptocurrency. During the market research of the cryptocurrency and the experience of its regulation, author identified certain similarities. First, each state strives to create a favorable climate for the development of new technologies (blockchain), seeing a great potential for using technology in the public and private sectors. Secondly, there is a rapid growth of the cryptocurrency market, and the state, not adapting the existing national legislation to the existing challenges of the digital economy, faces a lack of revenue to the budget, since the cryptocurrency is outside the legal jurisdiction. Third, today there are over a thousand different cryptocurrencies, accordingly, unified standards for their regulation should be developed.

A life scenario based on childlessness («childfree») is formed and is gaining increasing acceptance in modern society. Its comprehension in the context of postmodernism makes it possible to identify macrosociological reasons for changing family values and reproductive behavior in the modern world. Pluralism, disorganization of moral regulation, decentralization of the individual, loss of gender identity, institutionalization of deviation in the sphere of sexual behavior lead to the transformation of the values of motherhood and parenthood as well as the dysfunctionality of the family. The need for detailed scientific study and understanding of this phenomenon is due to serious socio-demographic consequences.

Results of a research of student’s valuable orientations of two Moscow higher education institutions - Bauman Moscow State Technical University (National Research University) and Russian International Academy for Tourism (Moscow branch) are considered). The respondents representing higher education institutions, various on professional directions, have chosen as priority identical social and personal resources for achievement of success that demonstrates steady structure of representations at modern Russian student’s youth. The comparative analysis of results of a similar research is provided in the Ogarev Mordovia State University in 2004. Solutions of problems successful social, including professional are offered, to socialization of student’s youth.

The paper considers the phenomenon of procrastination. The article gives a short review of this phenomenon and highlights its importance and relevance in the present context. Psychological analysis of procrastination includes its connection with mental health of an individual, his/her self-confidence, self-respect, stress, anxiety and fears. Both teachers and students are subject to procrastination. In this respect the emphasis is placed on the importance of creating comfortable psychological environment in study groups.
