Abstract
One of the well-known tools of employee motivation are key performance indicators. Key performance indicators help to determine how effectively the work has been carried out by an employee, division, or the company as a whole. Currently, key performance indicators are using in various spheres of public life, as this motivational tool has shown its high efficiency. The key performance indicators on the example of assessing the work of the customs representative have been considered in the article. The main indicators on which it is possible to carry out an assessment of work of the customs representative have been chosen. Examples of calculation of remuneration with use of indicators of key performance indicators have been provided.

Abstract
The objective function of optimization is to choose the option that provides the max-imum growth rate of assets and the minimum period of the program with limited initial invest-ment resources. The number of options is reducing when assigning the main priorities to the ob-jects of the program - technological priority, a small payback period and an additional priority of communication. The communication priority is taking into account when two or more objects need to be launching simultaneously. A method of optimizing the business development program, which requires the formation of several development options by rearranging the sequence of ac-tivities, included in the basic program, has been proposed in the article. As an indicator of the ef-fectiveness and optimality of the program, it has been proposed to use the coefficient of innovation management, which characterizes the average growth rate of assets involved in the implementation of the program. The optimal program has been considered on the example of a trade organization.

Abstract
The project management software in public administration has been analyzed. The basic principles and criteria for evaluating project management software have been systematized. The software evaluation rules have been derived. The list of used state information systems to support project activities in the constituent entities of the Russian Federation is highlighted Conclusions have been drawn based on a comparison of dedicated systems and the most popular project management products. Based on the formulated rules, a comparison was made of the most popular project management products, as well as some of the selected information systems, and conclusions were drawn from the comparison results.

Abstract
Currently, in Russia is actively used the scheme of cooperation between the authorities and business in the implementation of major socio-economic projects. The article analyses the implementation of some major socio-economic projects using the mechanisms of public-private partnership, the share and degree of participation of private investors and the state, as well as the financial side of concessions. It has concluded that it is necessary to use public-private partnership tools for sustainable growth of the Russian economy, which will provide the state with the opportunity to influence key decisions and control the execution of the state order, Federal target programs, export contracts and the social situation in the country.

Abstract
In work results of the federal projects directed to improvement of quality of life of citizens by means of improvement of settlements are considered and analyzed; the possible actions promoting formation of the comfortable urban environment are presented. The goals and objectives of the priority project «Urban environment», as well as the directions of improvement programs are studied. The analysis of the results of the implementation of the priority project «Formation of a comfortable urban environment» has been made, the results of which presented a rating of regions in which the Stavropol territory in the leaders at the end of 2017.

Abstract
The role of the development of operational management concepts in order to pro-vide systematic support for the organization’s innovation activities has been considered. It has noticed, that each concept is an organizational innovation for the implementation of oper-ational activities, with each subsequent does not contradict the previous one, which makes possible simultaneous application of several in order to improve the efficiency of the organ-ization. It has concluded, that the integrated application concept allows you to create an or-ganizational environment for creating and implementing innovations on an ongoing basis. The combination of elements of different concepts, methodological recommendations of op-erational management and innovation management is reflected in the integration approach based on digital technologies.

In the article, based on the performed analysis, the best practices of innovative ac-tivity of foreign companies have been revealed. The Russian and foreign experience of man-agement of innovative activity of large engineering and oil and gas companies has been considered. The barriers, internal and external challenges, creating threats to the implemen-tation of the innovative strategy of the oil and gas industry in Russia, have been considered. Abstract
The need to develop competencies and involve experts in IT Governance issues to the boards of directors has been substantiated, as well as the recommendations for expanding the areas of responsibility of the board of directors in IT Governance issues have been developed, which should be included in the Russian Corporate Governance Code. The tendencies in the regulation of issues related to the development of digital technologies, the content of the Codes of Corporate Governance in several countries, the recommendations of Cobit 5.0, and the current competences of the board of directors have been analysed. The recommendations on expanding the areas of responsibility of the board of directors in the field of IT Governance have been developed. It has concluded, that IT Governance expertize in the board of directors becomes a necessity, without which companies can`t easily remain competitiveness in the era of the Fourth Industrial Revolution.

Abstract
The article shows the need to assess the quality of construction products on the base of a comprehensive system of indicators and characteristics, with the assistance of which not only mandatory technical requirements are assessing, but also the wishes of consumers. The basic requirements for the quality of construction products have been provided. The possibility of applying various data processing methods have been presented not only to track the actual state of certain characteristics of the object under study, but also to model them. The necessity of using mathematical-cybernetic modeling, as one of the directions of modeling of construction management systems, has been substantiated. Abstract
The article considers topical issues of digital economy scales estimates. The results of analysis of the concepts used in international statistics in determining the digital economy as an object of measurement have been presented. Approaches used in international practice to the structuring of the digital segment of the national economy have been adduced. The recommendations of international organizations in the field of methodology for constructing estimates of the scales of digital economy in the system of national accounts have been systematized. Basic methodological approaches to the construction of relevant indicators have been designated. The prospects for improving the methodological and information base for measuring the digital economy have been identified.

Abstract
The method of interval estimation of resource consumption volumes is considered with the random nature of a multitude of random factors. The necessity of taking into account errors in the values of functions and arguments when estimating the parameters of mathematical models is shown. To take into account the random nature of the initial information when estimating the parameters of the models, it is proposed to use methods of confluent analysis. A method has been developed that allows one to obtain point and interval estimates of model parameters, as well as interval estimates of functional dependencies with stochastic initial data. The developed method is used in predicting the volume of energy consumption at a housing and utilities complex enterprise.

Abstract
The current trends in the development of the small and medium-sized business-es in the Russian Federation are considered, and its current state is described. The main directions of state support are highlighted. Despite the relatively high contribution to the provision of employment, small business in terms of such indicators as trade, economic efficiency plays a minor role in modern economic processes in our country. It is noted that the state of small and medium enterprises in the Russian Federation is quite different in different regions, which depends on their specialization, characteristics, availability of jobs, unemployment rate, population structure and other factors. Appropriate, according to the authors, is the assessment of the state of small business in relation to a specific region, and even the city.

Abstract
Actual problems of not complete building in modern economic conditions have been considered in the article. Questions of land tenure and allocation of sites under not completed objects, strategy of expenses in this segment, state sale and others are consistently have been analysed. Principles and approaches to the analysis of volumes of not complete building with their preliminary estimation for the further alternative use have been defined. Comparative variants of completion of incomplete building objects, the analysis and an estimation of external conditions have been presented. The attention has been paid to possibilities of the state-private partnership and projects of completion of incomplete building objects. Questions of distribution of shares between participants of completion and the further operation of such objects have been considered. Offers under the decision of tasks in view have been provided.

Abstract
In the article theoretical developments on problems of legislative establishment of the maximum wages as tool of a state income policy have been generalized. The analy-sis of foreign experience of definition by the state of the top limit of a wages in the condi-tions of the increasing gap in CEO and worker pay has been carried out. The conclusions have been drawn on a possibility of application of restrictive measures of a wages in Rus-sian economy as way of decrease of income inequality of the population.

Abstract
One of the development goals is still to improve the level and quality of life of citizens through the use of financial market instruments. For this purpose the Ministry of Finance has issued the special bonds (OFZ-n) in 2017 intended for citizens (ISIN code - RU000A0ZYXW7). These bonds should have interested citizens as an investment object, becoming an alternative to bank deposits. Data on the placement of the latest issues OFZ-n indicate a decline in inter-est to them from investors. The article discusses the details of the structure of OFZ-n bonds, which determine their investment qualities. It has concluded that the emergence of OFZ-n did not fundamentally affect the investment behavior of Russian citizens, as a result of which the quality of citizens’ savings portfolios remained at the same level.

The effective functioning and stability of small businesses in developing countries have been identified by the Committee for Economic Development, as a priority task for a number of reasons. Indeed, these small companies act as a vital development factor financing the local economy. Proper application of development factors avoids the bankruptcy of small companies. The role of development factors in promoting the emergence and strengthening of viable small enterprises in developing countries has been examined in the article. The issues of development of small business factors in developing countries to improve the business climate in the region have been considered. It has identified what factors need to be improving for continued growth in the welfare of small businesses in developing countries.

Abstract
The structural analysis of export-import operations represented by the broad economic categories has been conducted in the article. The current state of foreign trade between Russia and the African states has been evaluated. The main trends of contemporary economic situation in African countries, determinants of foreign economic specialization have been identified, and their prerequisites of participation in international trade agreements have been generalized. The imperatives for diversification of trade ties between Russia and African countries have been formulated, including enhancement of economic institutions for facilitation of foreign trade and increases in shipments of manufactured goods. Such goods need to be adapted to the African market.

Object of research in this article is the budgetary process in the European Union and the directions of improvement of the budgetary relations at the supranational level. A research objective is assessment of the current tendencies and problems of development of the budgetary relations at the level of the European Union. Results of a research have shown that the budg-etary policy of the European Union were significantly transformed to the period of the 1960-2010 and now its non-coordination became one of barriers of economic growth of EU countries. Abstract
One of the variants of the mathematical model of a single-product enterprise with taxation, which takes into account tax evasion when increasing the tax burden has been considered in the article. The function of profit of the enterprise before the taxation, function of net profit, fiscal function, function of profitability and some other functions, the argument of which is the average tax rate, have been constructed. The constructed model adequately reflects the mechanisms that affect both the production activity of the economic system and the change in state income from taxation. According to model cal-culations, it has shown in particular that the fiscal function of the enterprise can have a maximum point (Laffer point).

Abstract
The new banking technologies and systems, just developed abroad, have been observed in the article. It is easy to use assistance of these systems by clients for transferring current accounts from one bank into another one and by banks for switching unwanted clients, who can undermine bank reputation. These systems must be thoroughly analysed by financial intelligence units of all countries with relation to the set of risks disrupting effective antimoney-laundering performance and in order to find an adequate response to these new challenges.

Abstract
The paper shows the possibilities of the blockchain technology, identified methodological aspects of assessing the possibility of using this technology in the work of the development bank, including Vnesheconombank of the Russian Federation. The author reviewed the main content of the stages of assessing the possibility of using blockchain technology in development bank. It is emphasized that blockchain technology creates a single information field, and in combination with «smart» contracts it allows for the automatic fulfillment of obligations by counterparties. In this regard, DBs have the opportunity to use blockchain technology at certain stages of the project cycle, in the information circulation of the bank itself. The transformation of Vnesheconombank, aimed at «transforming» it into a base for other Russian development institutions, currently makes testing of blockchain technology in Vnesheconombank particularly relevant.

Abstract
Many countries are subject to sanctions, often imposed by more developed countries due to political circumstances on the part of economic. In such circumstances, the development of a country under sanctions can be characterized by a number of features, such as lack of access to credit funds of the global banking system, difficulties in carrying out international banking operations, etc. However, the example of some countries, in particular Iran, shows the ex-istence of opportunities for the development of the monetary system in terms of sanctions. The development of the monetary system of the Islamic Republic of Iran at the expense of decentralization is characterized by universal practical examples of counteraction to sanctions, confirming the possibility of real counteraction from the state subjected to sanctions.

The authors conducted a research of employment problem of graduates with disabilities. Specifics justification of professional diagnostics of students with disabilities has been substantiated. Types and methods of professional diagnostics, the basic rules and difficulties of performing professional diagnostics of persons with disabilities have been defined. The main directions of assistance to employment of students with disabilities have been offered. The technique of regional labor market monitoring including the solution of such tasks as a research of regional labor market and assessment of a jobs offers for persons with disabilities have been developed and approved; formation of a vacancies databank for graduates with disabilities; development of social partnership for the purpose of employment of graduates with disabilities.

Abstract
Ensuring the independent life of people with disabilities has been determined by the state of many factors, among which the availability of social infrastructure is crucial. To date, a regulatory framework has been developed to ensure the independent life of people with disabilities, which is implementing in measures to create an accessible environment in the constituent entities of the Russian Federation. In order to identify the level of accessibility of the social environment for persons with disabilities in the regional society, infrastructure objects of the Murmansk region have been examined. The observation method has been used, during which 323 objects were analyzed. The results of the analysis showed that today less than half of the infrastructure facilities meet the regulatory requirements for ensuring an independent life for people with disabilities.

Abstract
The research of the structural organization of the components of aggressiveness in adolescents with different levels of envy-dislike and envy-despondency has been conducted. With the assistance of structural-psychological analysis, it has established that the structures of aggressiveness in adolescents with medium and high levels of envy-despondency are heterogeneous, that is, qualitatively differing in weight of elements in the compared structures. The structure of aggressiveness in adolescents with an average level of envy-despondency is more consistent, in adolescents with a high level of envy-despondency, on the contrary, the degree of functioning of the structure of aggressiveness is lower, that is the latter it is more independent.
