Abstract

 The reform of the system of waste management of production and consumption has been implemented for the third decade, but so far it has not been completed and requires further adjustment of all systems of state and municipal administration in order to achieve the stated goals. The article  examines the historical roots of the system of waste management of production and consumption and its efficiency. The paper analyses the reasons for the  insufficient functioning in Russia of the system of waste management of production and consumption. Improving efficiency requires the development of  new approaches to the development of integrated measures and systemic  solutions that include the full range of incentives, both material and moral.

Abstract

 The article considers the importance of an effective risk management system in the conditions of uncertainty and instability for Russian companies. It concludeis that it is necessary to implement such a system to improve the management efficiency of a modern organization, using the example of PJSC “Geotek Seismo Razvedka”. The advantages and disadvantages of the existing risk management policy are identified. The authors suggest measures to improve the risk management system for this company. The article proposes to develope (define) the key risk indicators, offers to intensify risk management activities in the field of risk monitoring. To do this, the authors recommend to implement the Omnitracker Risk  Management software product as a system for automating the company’s risk management processes. The advantages of this product are considered, and a schedule for the implementation of Omnitracker Risk Management in PJSC “Geotek Seismo Razvedka”is developed.

Abstract

 It is necessary to differentiate when considering the effectiveness of the organization’s management system: the organizational structure of management as a formalized descriptive scheme for the distribution of tasks and responsibilities and the organizational management system as  approaches, methods used in the relationship between the object and the subject of management. The article provides assessment tools in the case of considering the efficiency of the functioning of the managed system as a whole or its elements: comparison of the market value of the organization and the book value of its assets or equity; comparison of the amount of revenue, net profit, industry average profitability indicators and indicators of a particular organization; comparison of non-financial indicators, for example, market share, labor productivity, employee satisfaction, etc. It is shown that index and coefficient methods are used to assess the effectiveness of management in the narrow sense as the effectiveness of the actual management activity. The method for assessing the effectiveness of an organization’s management system is proposed. The results of practical research on the proposed method are shown on the example of domestic and foreign industrial enterprises.

Abstract

 The article considers the key factors for increasing the satisfaction of employees of an industrial enterprise. The concept of satisfaction is clarified, the areas of a multidimensional approach to satisfaction are highlighted, and the key factors of a workplace focused on increasing employee satisfaction are identified. The use of the author’s approach, based on the methods of scientific generalization and a systematic approach, allowed us to establish that actions taken to increase employee satisfaction should be based on care; creating places of rest; reducing career growth; showing respect; having feedback; achieving a work-life balance; regularly evaluating relationships; observing fair and inclusive policies; developing creative talents and innovation; ensuring safety, confidence, importance and need for the enterprise. The scientific novelty lies in the fact that the key factors of jobs focused on increasing satisfaction are identified, and indicators for assessing the level of satisfaction of employees of an industrial enterprise are proposed. The practical significance of the work lies in the fact that it can serve as a basis for further research in the field of personnel management and increase the level of their satisfaction with work at an industrial  enterprise.

Abstract

 The article reveals the impact of digitalization on the development of the Eurasian economic integration, and determines its impact on the economic growth and competitiveness of the countries of the Eurasian Economic Union (EAEU). The purpose of the study is to analyse the development of digitalization processes in the countries of the EAEU. The key areas of digitalization of the  states – members of the EAEU are examined. The digital policy of the EAEU and Russia’s contribution is shown, and the digital potential of Russia and the EAEU, risks and prospects of digitalization are defined. The measures to strengthen Russia’s digital integration into the EAEU are suggested. The perspective directions of the EAEU development in the digital economy are considered. The author’s conclusion that digitalization plays the role of a driver of economic integration is formulated.

Abstract

 The paper analyses features of formation and development of Ancient China management training that laid the socio-cultural foundation of modern training of personnel for public administration of the People’s Republic of China and PRC transformation towards digital future. To this end, the author considers two main historically established systems in the field of traditional management that have been used in order to complete the national task of selecting, training, retraining, educating of public officials: recommendation and control system and system of specialized educational institutions. The article pays special attention to the understanding of dynamics and prospects of professionalization of modern Chinese management training, which is the multilevel system, where the lowest level is occupied with selection and initial training of public officials,  whereas the highest level is occupied with certification and retraining of top tier administrative personnel. The author shows the importance of transparent procedures for admission to the civil service and moving up the administrative ladder, moral image of public official, as well as the role of prognostic practices, informatization for the improvement of training of public officials.

Abstract

 The article proposes the author’s view on global trends associated with new realities, caused by the COVID-19 pandemic, the consequences of which the world is aware of now and will finally accept after the end of the coronavirus pandemic. The paper focuses on the processes that probably await higher education in the near future and the requirements that will be imposed on it by the new socio-economic reality. The author emphasizes the main advantages and disadvantages of distance learning and the prospects for its development in the emerging new realities of social relations in society. The study evaluates the weaknesses of distance learning and proposes ways to overcome them to improve the effectiveness of distance learning.

Abstract

 The article сonsiders an important socio-economic problem of developing a strategic plan for the recovery and further development of machine-building enterprises after the forced crisis. The paper analyses in detail the main stages of the development strategy of the company in the circumstances that require: analysis of the impact of the crisis on the activity of the enterprise; determine the conditions and time for restoration of to the levels before the crisis; the necessity of amending previously adopted development plans accepted prior to the circumstances; establishing the primary and priority directions of the enterprise’s strategy, taking into account all the existing factors and future tasks. The authors emphasize the need for a retrospective analysis of financial and economic activities to determine the state of economic potential, financial situation, changes in market conditions, as well as the macroeconomic characteristics of the external environment. The study focuses attention on the justification of the planning horizon. The paper considers the strategy of choosing the general goal of the enterprise development, as well as a set of local goals that allow you consistently approaching the main goal in the most effective way. The authors note the importance of the stages of checking the compliance of local goals with the overall economic strategy of the enterprise, as well as the use of strategic alternatives and the justification of the strategic choice based on them.

Abstract

 The article proposes methods of multi-criteria rapid assessment of sustainable development of the region, based on the assessment of the state of the economies of municipalities according to three criteria “use of enterprise profits”, “external investment” and “wages”. The paper determines a hierarchical system of indicators for rapid assessment of sustainable development of the region, which will make it possible for regional  legislative and executive authorities and local self-government bodies to quickly, and objectively analyse the state of the economy of municipalities and the region as a whole. This will increase the effectiveness of the activities  of regional authorities and local self-government bodies in making  managerial decisions that ensure the fulfillment of their task of creating favorable conditions for business development in the  region.

Abstract

 The article substantiates the special significance of the development of the cultural and leisure sphere for the city of Moscow. The paper describes the organization of its management system. The author presents the results of the analysis of the main directions of the development of the cultural and leisure policy of the city of Moscow in three components: content,  infrastructure and territorial. The issues of providing the services of cultural and leisure facilities to the residents of the peripheral territories of the city of  Moscow are of paramount importance at the present time. At the same 
time, the study notes the peculiarities of creating conditions for organizing leisure activities and providing residents with cultural services in the context of the COVID-19 pandemic. The author identifies the most significant shortcomings that hinder the further development of cultural and leisure activities in the territory of the city of Moscow and determines the main directions of its further development.

Abstract

 The article carries out a critical analysis of management information needs for information generation for operational and strategic management decisions. The problem of correct assessment of existing and future costs to substantiate the feasibility of the decisions is disclosed. The stages of formation of information on the value of variable and fixed costs associated with making managerial decisions are highlighted. The expediency of dividing fixed costs, depending on the duration of the period of validity of the decision, with which their occurrence is connected, has been substantiated. Recommendations for estimating costs in relation to specific products are given. Special attention is paid to the classification of costs into irreparable and avoidable costs, as well as to the division of the latter into risk categories based on the possible consequences of reducing or  completely eliminating various costs. Time, the study analyzes the difficulties  that arise in predicting future costs.

Abstract

 Тhe article reflects the most striking features of the development of the grain export-oriented industry of the Russian Federation. The authors highlight the main players, trends that have a significant impact on the pricing unit in the market and, as a result, the financial and economic condition of Russian exporters. The paper describes the current problems of the Russian grain market, demonstrates the real situation by the example of the functioning of one organization. The authors focus attention on a number of information and technological solutions that can neutralize the negative manifestations of the grain export segment, among them – on the grain movement control system, which is currently being developed on the instructions of the Government of the Russian Federation, in order to ensure openness and transparency of the agro-industrial complex.

Abstract

 This article considers the principles and tools of lean management. The paper gives practical examples of the implementation of the concept of lean production in large Russian organizations, in state and municipal institutions. The analysis showed that there are many opportunities for improving operational and project activities that justify the introduction of a lean approach in organizations. The problems in understanding the need for lean production arise since people are generally reluctant to change established processes, but positive follow-up examples contribute to the success of implementing lean management and help in developing adequate development strategies for companies and government agencies.

Abstract

 The article examines the influence of the development of modern technologies on the management of industrial enterprises. The paper considers the main trends in the development of technologies, shows the dynamics of their changes over the past three years. The strongest positions in the market are  held by companies that have determined the right vector for their development on time, and adaptation as a reaction to the emergence of new technologies becomes the key factor for successful functioning of an industrial enterprise in turbulent environment. The article presents a model of management for industrial enterprises heeding trends in development of technologies, and for the first time submits the usage of systems for preliminary assessment of innovation technology for its compliance and non-contradiction to the interests of the individual.

 The article considers the approaches to public debt management in Russia, describes the time requirements for the use of various tools. The paper evaluates the dynamics of changes in public debt and its transformation, which consists in the transition from external to internal borrowing. The author denotes problems in the field of underfunding of budget expenditures in connection with the coronavirus pandemic. The study considers all known theories of public debt management and presents the mechanism of their implementation and their impact on the state of public finances. The author makes a summary of the necessary approaches and solutions in the field of borrowing and debt servicing. Abstract

 The article considers the methodological aspects of assessing foreign economic activity at the level of individual regions of the country, highlights the advantages and disadvantages of some approaches. The authors conclude that at present it is advisable to develop a comprehensive methodology for assessing the effectiveness of foreign trade activities of the Kirov region and its investment attractiveness, which will minimize the shortcomings of existing approaches and comprehensively reflect the processes taking place in the region in the field of foreign economic activity. The paper justifies the necessity of assessing the foreign economic activity of the Kirov region on the basis of the principles of complementarity, cooperation and integration with other regions,
the creation of synergy, and the expansion of spatially distributed chains. The study proposes to apply this methodological approach in the regional economy as an effective tool for modern socially oriented management of natural resources exploitation, development of science and education, creation of regional infrastructure to support export-oriented and import-substituting businesses.

 The article considers the concept of responsible investment, the practice of applying ESG factors (ESG – Environmental, Social and Governance) in the process of making strategic decisions. The paper presents the trend of ESG investment market development at the international level. The author analyses the practice of applying responsible investment in Russia, in particular, the issuance of reports on the company’s sustainable development, sustainable development indices “responsibility and openness” and “vector of sustainable  development”, ESG rating of Russian companies. The paper determines the requirements for the formation of a system of responsible investment in Russia, which will include relevant state departments, financial and credit organizations, corporations, rating agencies. The study proposes the requirements of responsible investment for investment and construction companies at various stages of the construction project implementation.

Abstract

 There is no doubt that the role of the state and its regulatory intervention in the economy in the era of regulated market economy is very high, since it allows us to overcome unprecedented challenges such as the COVID-19 pandemic in 2020. The article analyses the concept of state financial regulation in modern conditions on the basis of various Russian and foreign sources. A review of scientific literature showed that this concept is interpreted differently and, in general, opinions can be combined into two groups: a scientific school that believes that financial regulation is the prerogative of fiscal authorities and manifests itself in the budgetary process; a scientific school that considers this process as the actions of a prudential regulator responsible for the stability of the financial system and the banking sector of the economy. The result of the research paper are the analysis of the causes of differences in opinions and the suggests to eliminate existing contradictions in the form of text, graphical and classificational definitions of the concept under study – government financial  regulation.

Abstract

 The article analyses the views of the famous Russian sociologist and philosopher, A. A. Zinoviev (1922–2006) on the Soviet administrative elite and the stages of its social and spiritual evolution. The paper reveals the ideas of the sociologist about the ideological basis of the formation of this elite, the degree of its organic nature to society. The author investigates identified by A. A. Zinoviev, social types of managers inherent in the early and late periods of the life of the USSR. The study shows that the Leninist and Stalinist leaders, according to the sociologist’s worldview, were inspired by the spirit of communism, widely attracted people to government and controlled the growth of the bureaucracy. The article reveals the ideological and social meaning of de-Stalinization as an inevitable, but morally defective administrative step, from the position of a philosopher. The paper identifies the main characteristics of the Brezhnev and Gorbachev management elite, as a privileged stratum cut off from the people, who have lost faith in communist ideals and are ready for capitalist transformation. The author shows that the subsequent regressive evolution of the country A. A. Zinoviev considers it as a consequence of the death of the spirit of communism, that is, the state of human souls that were characteristic of the first stages of the life of the Soviet administrative elite, and raised the spiritual life of people to the unattainable heights of historical romance.

Abstract

 The system of social services for the population in modern conditions is at the stage of innovative reform and modernization, which is due to the implementation of the new Federal Law “On the basics of social services for citizens in the Russian Federation”. This is a whole complex of innovations in the field of philosophy, psychology, ideology of social services, motivation and stimulation of personnel, activation of information and social technologies, organizational and legal regulation of the processes of providing services. Important innovations are in the legal requirements for the organization of social services, the parameters for assessing citizens in need, and the determination of per capita indicators for financing social services. All units and functions of social protection are based on the use of new technologies and management solutions, tested in regional  organizations. The unification and modernization of the entire system of social services has led to the emergence of common basic concepts. All this contributes to effective interaction between providers and recipients of services, prompt feedback required to improve the quality of service.

Abstract

 The article considers the actual problem of organizing the communication space of distance learning for first-year students of the university. The development of information technologies, the need to introduce innovative approaches, the emergence of global extreme social situations, such as the COVID-19 pandemic of 2019–2021years, – intensified the use of distance approach in educational activities. The purpose of this article is to study the experience of organizing the communicative space of distance learning, because communicative space is one of the key factors for effective learning. As a result of the empirical research, the issues of the formation of the communicative process, social connections and attitudes to educational activities among first-year students have been analysed. The paper concludes, that the effectiveness of the organization of the communicative space of distance learning depends largely on the communicative competencies of the teacher. The study reveals the most important  competencies of teachers for organizing the communication space of online learning – the focus on innovation, the development of empathic abilities of teachers, business and Internet-communication skills.

 The article considers theoretical aspects of values and value orientations. The paper gives results of their empirical research among 1st–3rd year students learning pedagogy. The authors discuss various approaches to the understanding of values and value orientations, their classification in domestic and foreign psychology, the place of values in the structure of the individual, as well as the significance of values in the structure of the individual and the need to allocate a separate group of priority values – universal values. The study presents the results of an empirical study of terminal and instrumental values (the M. Rokich method in the modification of D. Leont’ev). The paper highlights groups of students depending on value orientations, analyses similarities and differences in most important and less desirable terminal and instrumental values, which different groups have.

Abstract

 In the research of psychologists, much attention is paid to the study of the potential conditions that determine the success of professional activity and social interaction. Own idea of one’s own abilities and possibilities of managing one’s life, confidence in one’s own success and productivity of activity, accompanied by a positive emotional state, are constituent elements of a holistic phenomenon, defined by A Bandura as self-efficacy. Self-efficacy creates a positive context for the life path, positive development, and the success of emotional regulation. However, self-efficacy is not a static general characteristic of the individual. It is far more promising to view self-efficacy as an important variable, qualitative and quantitative parameters of self-efficacy are interconnected with the real situation, as well as with the experience and emotionality of the subject. Qualitative and quantitative characteristics of self-efficacy are interconnected with the real situation, as well as with the experience and emotionality of the subject. The level of self-efficacy actually determines a person’s readiness to choose a strategy of success-oriented behavior in a difficult situation for him. The article presents the results of an empirical study that made it possible to formulate conclusions about the identified levels of characteristics that can speak about the level of specialist self-efficacy.
