Abstract

Management systems effectiveness analysis today is of great importance, as the conditions of the external environment are changing rapidly, which means that effective management systems must meet the challenges of the time. At the same time, it represents a certain complexity, since it involves the quan titative and qualitative indicators analysis. For this reason, there are practical ly no comprehensive assessment methods developed in the scientific world. Each method has its advantages and disadvantages, so researchers recommend the simultaneous use of several methods to assess the effectiveness of man agement system functioning from different aspects of its activities. Howev er, it is also quite problematic and requires several experts involvement who will make the assessment. A comprehensive analysis of scientific sources re vealing the essence of management systems, the management system effec tiveness concepts, as well as the main methods of evaluation has been car ried out. The author’s attempt to clarify the methodological apparatus based on the findings has been made. As the analysis result, the methodological ap paratus necessary to ensure the process of assessing management systems ef fectiveness has been clarified. The obtained conclusions made it possible to de velop the author’s method of assessing management systems effectiveness, which allows to assess both quantitative and qualitative performance indicators.

Abstract

A system of indicators characterizing population mortality has been summarized, and a source of information on this phenomenon has been presented. An analysis of trends in indicators characterizing po pulation mortality, including maternal, perinatal, and infant mortality, has been performed. The main causes of mortality have been described. Particular attention has been paid to assessing the impact of regio nal factors on population mortality. A comparative analysis of mortality indicators by federal districts of the Russian Federation has been per formed based on a heat map compilation. An algorithm has been pre sented, and the integral indicator of population mortality for 2017 and 2023 has been calculated. The country’s regions have been grouped according to the values of the indicator in question, as well as its dy namics over the period under review. A rating of the constituent en tities of the Russian Federation has been compiled based on the va lue of the integral population mortality indicator in 2023, on the basis of which prosperous and lagging entities have been identified. Special attention has been paid to the Demography and Healthcare National Projects currently being implemented in Russia as the factors contri buting to improving accessibility and quality of medical care, increas ing diseases detection at early stages and the proportion of citizens liv ing a healthy lifestyle.

Abstract

The purpose of the study is to consider an innovative project manage ment methodology such as neuromanagement. The research methods used are a scientific literature review, information analysis, generalization, and systematization, and practices description. The theoretical aspects of neuromanagement and the historical aspect of science formation have been considered, the process of the methodology implementation and development in the Russian market has been analy zed. Special at tention has been paid to the prospect of using neuromanagement meth ods to improve vertical and horizontal communication. The importance of developing corporate culture and timely feedback has been analyz ed separately. A special role has been given to explaining the process es of brain and the way values and paradigms are formed. The study helped to analyze the impact of leadership style on effectiveness and engagement of a team. The main aspects of neuroleadership, as well as the necessary competencies that a leader must possess, have been considered and formulated. The importance of combi ning formal and informal leadership in management has been proved. The advantag es and disadvantages of implementing neuromanagement have been formulated. The reasons for the lack of expected effectiveness in the “carrot and stick” method application have been considered. The ob stacles to developing neuroscience and neuromanagement in Russia have been studied.

Abstract

The modern system of state regulation to a large extent provides legal protection of intellectual property objects, which is an important step in creating an innovative environment for organizations. Nevertheless, despite the existing difficulties, managing such objects at the implemen tation stage is a complex task due to many difficulties and challenges faced by healthcare institutions. A comprehensive algorithm for intel lectual property management and element characteristics has been de veloped for the tasks of technology transfer by destination and analysis of their effectiveness in these organizations. The presented algorithm covers all key stages of intellectual property management, starting with the definition of clear goals and objectives, and includes identification and evaluation of intellectual property objects, registration and pro tection of rights to them, their life cycle management, market moni toring, commercialization and transfer of technologies, as well as their effectiveness evaluation. It will not only optimize management proces ses, but will also contribute to innovation development, improve clin ical outcomes, and increase healthcare organizations’ competitiveness.

Abstract

In today’s environment, the process of implementing a strategy to diversify mono-specialized industrial regions through innovative startups is of particular importance for the development of regional socio-economic systems. This strategy contributes to the more successful development of regional economic systems. When forming this strategy, diversification of mono-specialized industrial regions helps identify areas for investment attractiveness of regional economic systems. This process is not straightforward, and a number of areas and factors are identified that create significant difficulties and issues relat ed to the process of implementing innovative mechanisms through startups aimed at effective development of regional systems, in conjunction with attracting investors. The strategy for diversifying mono-specialized industrial regions through innovative startups and their implementation in regional systems in Russia has been assessed. The study conclusion has been formulated based on the works of the scientists studying the issue under consideration. It has been noted that the process of implementing mono-specialized indus trial regions through innovative startups for developing regional economic systems at the present stage is entering a new stage, contributing to their effective growth.

Abstract

An analysis of business communications as a key tool for stimulating innovative activity among economic entities in the context of digital transformation has been conducted. Business communications have been considered as a special form of interaction, distinguished by its purposefulness and the context of business processes, in which the functions of information exchange, coordination, motivation, decision-making, conflict resolution, and reputation management are implemented. Particular attention has been paid to the role of digital technologies, which are shaping a new environment for organiza tional interaction such as digital communication business environment. Trends and challenges that determine this environment development have been identified, including geopolitical changes, limited access to international scientific databases, weak integration with the global scientific community, insufficient strategic coordination, and a low level of digital and innovative competencies. The need to create a unified digital infrastructure that ensures effective com munication among all participants in the innovation process such as state, business, scientific organizations, and investors has been emphasized. A regional digital platform model has been proposed as a solution to facilitate resour ces consolidation and developments commercialization. The study is of interest to specialists in the sphere of innovative development, digital transformation, and strategic management, offering practical approaches to improving business communications effectiveness in the innovation sphere.

Abstract

The modern marketing paradigm requires not only data collection, but also a deeper understanding of the emotional component of consumer behavior. An innovative approach to marketing research such as neurointerview has been presented. This approach combines traditional in terviewing methods with advanced computer vision technologies. It al lows to identify and analyze emotional reactions of study participants in real time. Neurointerview provides a unique opportunity to study consumer preferences, as well as their emotional reactions to specific products, services, and marketing messages. During the survey, participants fill out a standard questionnaire, and their facial expressions are recorded by the camera. Emotional reactions can be analyzed in real time, and a dynamic profile of consumer emotions can be compiled. Neurointerview results turn into a journal that records the percentage of subjects showing various emotions, such as joy, surprise, and excitement. This data allows marketers to gain a deeper understanding of consumer behavior and emotional preferences, opening up new opportunities to develop more accurate and effective marketing strategies and products. The results provide precise forecasts of market trends.

Abstract

The topic of increasing a construction company efficiency using bud geting tools has been studied. The purpose of the study is to substantiate the positive impact of budgeting on a construction organi zation efficiency. The main objective is to demonstrate the best tools for improving a construction company efficiency in current realities. In the course of the research, methods of systematic, comparative, and logical analysis were used within the framework of the general method ological system-information approach. The budgeting process specifics in apartment buildings construction have been described. The features of the construction process using project financing and escrow accounts have been given. The budgeting concept, its main tasks, and approaches to it have been considered. The current economic con text has been presented, including the historically high cost of money in economy, as well as a drop in demand for residential real estate due to preferential mortgage programs cancellation, indicating their impact on the budgeting process. The process of budgeting the investment activity of a development company through a reference project develop ment has been described. The critical importance of the budget process for making the right management decision in the context of increasing competition in the construction industry has been noted.

Abstract

The role of concept cars in designing and evaluating car consumer properties, such as interior and exterior design, functional features, and positioning, has been considered. A comparison of a vehicle transformation from the moment of creating a concept car to launching a production car on the market has been carried out. The study is based on the global experience of various automakers representing different strategies and approaches to concept cars development and their transformation into production models. The importance of integrating new methods for assessing market needs and their ap plication in vehicle development has been emphasized. The methods of analyzing and comparing consumer properties at the concept stage have been described, and the main identified characteristics and their impact on concept cars design and functionality have been discussed. Examples of successful adaptation of consumer properties in production cars have been given as illustrations of concept cars comparison with production cars. An overview of the concept car development process and feedback from potential consumers have been given, and their importance for determining key consumer requirements in the automotive industry has been emphasized.

Abstract

In today’s environment, the search for ways to bring small and medium-sized businesses and higher education closer together in order to achieve national development goals is a topic of scientific debate and discussion. Approaches to assessing such interaction have been considered, in which various sets of indicators and metrics have been proposed, but they do not cover the entire area of responsibility that currently lies with business and higher education. To justify the need to create conditions for small and medium-sized businesses and hig her education interaction, a wide range of data has been analyzed using correlation-regression analysis and machine learning methods. The results obtained made it possible to cluster variables from the presented data set in order to identify their interrelationships, including through the impact of common factors, as well as to cluster regions depen ding on the identified interrelated variables. The exploratory model built on the data obtained confirms the hypothesis about the need to search for those indicators of the studied systems that influence each other and social and economic development in general. At the same time, the set of such indicators varies for each regional cluster.

Abstract

The issue of implementing hydrogen as a renewable energy resource into the global fuel and energy balance has been studied. The main political and economic issues that positively or negatively affect the pe riod of implementing hydrogen as an energy resource have been identified. Ways to encourage companies that emit large amounts of carbon dioxide into the atmosphere have been proposed. Among the driving forces are the following: subsidies, investment, carbon tax, and penalties. New hydrogen production technologies, which could help reduce hydrogen cost and, consequently, increase demand for this energy resource, have been considered. Innovations introduced by the University of Nottingham based on the use of metal shavings, as well as by the Australian electrolyzer company Hysata based on the use of improved electrolyzers, on which hydrogen and oxygen bubbles do not stick, which contributes to an increase in hydrogen production efficiency, have been studied. Russian technology for hydrogen production using gas waste from steelmaking, proposed by the Moscow Power Engineering Institute in 2024, has been noted. A table that clearly shows the advantageous position among existing hydrogen production tech nologies has been provide. The hydrogen extraction technology proposed by the American company Koloma, which involves extracting hydrogen in the same way as oil and gas by using wells has been highlighted. An environmental issue has been noted, which is that large hy drogen reserves are located precisely in tectonic plate faults, which suggests earthquakes may occur.

Abstract

The North – South International Transportation Corridor is a strategic infrastructure project designed to ensure efficient transport links among Russia, Iran, India, and other Eurasian countries. The idea of creating alternative routes that strengthen the Eurasian transport network originated in the 2000s, and this corridor was conceived as one of the key routes. The current state of the transportation corridor, its competitive advantages over traditional routes such as the Suez Canal, as well as existing infrastructural and administrative barriers have been analyzed. Its importance has been considered in the context of geopolitical competition and the desire of Russia to reduce dependence on similar Western routes. The main beneficiaries of implementing the North – South International Transportation Corridor will be export-oriented industries, including logistics companies from Central and South Asian countries. The study confirms the growth of freight traffic and investment activity, but highlights the need to modernize railway infrastructure, digitalize logistics, and harmonize customs procedures. The corridor is already showing a steady increase in interest from investors, freight forwarders, and national governments. In the long term, the project’s successful implementation can not only redistribute global cargo flows, but also strengthen Russia’s place in international trade.

Abstract

The specifics of the migration processes in Russia in the context of ensuring national and economic security of the state has been studied. The purpose of the study is to classify and describe the rapidly increasing threats to the indigenous population associated with the migration processes. The methods of meaningful analysis of online publications and the results of sociological surveys among the population were chosen as the methodology. The migration issue has been revealed, and the available statistical data have been presented and analyzed. The subjects involved in the migration processes are identified both from the side that generates threats to the economic security of Russia and from the side of the government agencies designed to counter these threats. More than 20 specific threats to the economic security of the state have been identified and disclosed. The authors’ definition of the illegal migrant concept has been given, since a significant percentage of migrants who pose threats to the economic security of Russia belong specifically to illegal immigrants who work for shadow businesses and do not pay taxes to the host country’s budget. Illegal migrants do not form the revenue side of the budget, but they claim expenses from it (at least in terms of the maintenance of their large and poor families, medical treatment, and education of their children). The study results indicate that the issue under consideration requires an integrated approach, including an anti-corruption policy against unscrupulous officials, police officers, teachers, and others who want to enrich themselves illegally. The negative consequences of migration issues related to the growing threats to economic security in the state, the low tax culture of entrepreneurs involved in shadow migration schemes, and other persons who commit illegal privileges to migrants for illegal actions have been scaled.

Abstract

The history of concession agreements in Russia spans more than a century, from the late 19th century to the present day. Initially, concessions played a key role in attracting foreign investment and developing infrastructure in the Russian Empire. During the Soviet period, the role of concessions changed significantly, becoming an instrument of state control and planning, and in the post-Soviet period, concession agreements took on new significance in the context of market reforms and economic modernization. The current stage of concession development is associated with the active use of public-private partnership mechanisms to implement large infrastructure projects. Comprehensive methods of analysis and synthesis of historical and economic data were used. The historical method was applied to study concession agreements evolution at various stages of Russia’s development from the pre-revolutionary period, through the Soviet era, and to the present day. The comparative analysis method made it possible to compare concessions development in the country with international experience and identify the specific features of the Russian approach. The main stages and features of concession agreements development have been considered, as well as current trends and prospects for concessions application in various sectors of the Russian economy.

Abstract

The issue of expanding container transportation logistics geography in Russia has been considered. During the analysis of organizing sea lines experience in the Soviet Union, it has been determined that the Soviet merchant fleet ensured both the country’s transport sovereignty and the transport services export within the framework of servicing the trade of third countries. Currently, the country’s transport complex adaptation to the new conditions of foreign economic activity and new linear container services launch have led to establishing sustainable logistics in communication with key partners, including China, Turkey, India, etc. Container services establishment in communication with the East Africa and Latin America countries will contribute to the export flows diversification and growth of trade turnover with “friendly” countries. Redirecting cargo flows to the North–South international transport corridor and the Northern Sea Route will ensure uniform loading of the transport infrastructure and create competition among different configurations of container services. The high potential of cooperation with the business of the BRICS countries has been noted: in the port logistics segment, in shipping during new container services launch, and in shipbuilding to ensure mutual trade in the necessary tonnage.

Abstract

The conceptual foundations of economic socialization have been studied. Scientific approaches to both the generalized concept of socialization from the perspective of individual scientific disciplines and its specific form as in economic socialization have been examined in detail. Economic socialization is a process that results in forming socially just state economic policy. Formulating a clear concept of the subject of research for the population of new Russian regions is of strategic importance. An analysis of the understanding of the essence of economy socialization in contemporary domestic scientific works and in the works of foreign scientists who studied the issue many years ago has been carried out. A number of criteria for economy socialization have been proposed, including a reduction in private ownership of the means of production, an increase in public ownership of these means, a strengthening of the role of state in regulating economy and social planning and the role of trade unions in protecting workers’ rights, and development of collective forms of management. It has been proposed that economy socialization be understood as the process of achieving social goals and ensuring social justice when preparing and implementing state management decisions in the economic sphere. Effective implementation of the economy socialization process cannot be achieved without the active civic position of each member of society.

Abstract

The influx of emigrants from the Central Asian countries to the Republic of Korea (hereinafter referred to as Korea), social and demographic composition of migrants, labor migration as a new direction of migration, labor migration channels from the Central Asian countries, as well as the Labor Agreements among states have been considered. The history of migration among the Central Asian countries and Korea began during the Soviet period, when ethnic Koreans were deported from the border regions of the Russian Soviet Federative Socialist Republic to the republics of Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan). A new stage of migration from the Central Asian countries to Korea began after the collapse of the Soviet Union, with ethnic Koreans initially migrating. Ethnic Kyrgyz, Tajiks, and Uzbeks have lost their jobs and started leaving Russia since 2014, after the beginning of the currency crisis, and later, after new economic sanctions implementation against Russia due to the special military operation, as well as stricter migration controls, and some of them have shifted to the Korean labor market. At the same time, Korea and the United Kingdom have begun to attract migrants from the Central Asian countries to their labor markets.

Abstract

Various approaches to studying food security among the population, both by domestic scientists and international organizations, have been analyzed. Issues related to a statistical infrastructure formation have been considered from the perspective of its ability to track indicators laid down in the Food Security Doctrine and the Sustainable Development Goals. The current situation in the consumer behavior of the Russian Federation’s population in terms of meat and meat product consumption from 2013 to the present has been assessed. An analysis of indicators of national production and consumer demand for meat and meat products has been carried out, which made it possible to establish that the self-sufficiency level laid down in the Doctrine has already been achieved. An analysis of the dynamics of the population spending on meat and meat products showed a slowdown in its growth compared to the growth of total consumer spending on food and a corresponding reduction in its share in the analyzed indicator. A study of the dynamics of per capita meat and meat products consumption by the population showed a growing trend in its consumption in all federal districts, with the exception of the Ural Federal District. A comparison of actual consumption of meat and meat products with the average values for Russia and the established consumption norms revealed deviations in half of the regions. A more detailed analysis of consumption data by the constituent entities of the Russian Federation using statistical groupings made it possible to obtain general characteristics of the actual distribution of constituent entities, as well as to establish a reduction in the degree of the population differentiation in terms of meat and meat product consumption during the period under review.

Abstract

Economic transformations in the Russian non-profit sector and innovative methods of managing and controlling the financial activities of non-profit organizations (hereinafter referred to as NPOs) have been stidued. The main factors influencing the activities of NPOs, their financing structure, and management model have been analyzed, and potential opportunities and challenges faced by NPOs in the current environment have been identified. NPOs play a significant role in macroeconomic indicators, and their impact on economic, political, and social processes is growing. Particular attention has been paid to NPO funding sources diversification and new digital technologies implementation in the fundraising process. The importance of revising models for accumulating financial resources and creating platforms for interaction with beneficiaries and financial donors has been emphasized. A comprehensive analysis of the factors influencing the functioning of non-profit organizations has been conducted. The transition to a partnership model of interaction with beneficiaries and the transfer of part of social services from the state to NPOs is a dominant factor. Based on the data obtained, a conclusion has been made about forming a new model and structure of NPOs management. The study of the financial sources structure has revealed a change in the financial mechanism with an increase in the share of state funding. Its results are of interest to specialists in the non-profit sector, NPOs representatives, and government officials. The research materials can be used to give recommendations for NPOs development and their financing optimization.

Abstract

The features of the structure and mechanisms of single budget account administration in solving the issue of ensuring budgetary funds liquidity have been studied. The key aspects of single treasury account functioning as a tool for consolidation and optimization of public finances have been presented. The main attention has been paid to the methodologies of calculating budgetary funds balance on single treasury account. Emphasis has been placed on the methods that combine elements of static and forecasting approaches, which provides more accurate and reliable liquidity planning. The analysis of modern liquidity management technologies, including automated systems and machine learning algorithms, which contribute to improving forecasts accuracy and decision-making efficiency, has been carried out. The analysis of the international experience in managing single treasury account and individual countries’ practice allowed to assess implementation of modern technologies and liquidity management methods. It has been concluded that the single account management technologies in most countries are continuously improving and adapting to new requirements, considering digital innovations implementation, which ensures high efficiency and security of financial operations. Successful examples of integration of automated financial flow management systems, use of machine learning algorithms for forecasting and optimization of balances on single treasury account, as well as the interdepartmental interaction mechanisms to improve transparency and efficiency of budget management have been considered. The recommendations for improving budget financial sustainability and minimizing the risks of funds deficit and the prospects for innovative approaches implementation to the single treasury account management system have been given, and it can contribute to improving budgetary resources efficiency.

Abstract

The role of mental characteristics in modern practice of reforming Chinese society has been analyzed. The idea of integrating the main management paradigms of Confucianism with the provisions of Marxism has been approved, which is the ideological justification for the program of building socialism with Chinese characteristics. The ideology of a “comprehensively developed and active personality” in combination with the traditional principle of “an ideal person is the foundation of society’s prosperity” (yizhenweiben) is an important state task at the national level. The requirements for management corps are based on such leading philosophical schools of Ancient China as Taoism, Moism, Legalism, the correcting names school, and the Yin-Yang school. The preservation of national identity and the use of Western-style management practices, high-quality education provision for a corps of highly qualified specialists, and production activities management have been considered as the main components of management practice, the objectives of which are to modernize and maintain the country’s leading position in the post-industrial era. It has been noted that the modern leaders of China and the initiators of reforms propose many directions in the sphere of economy, science, digital technologies, and artificial intelligence, and specific measures implementation at each new stage of development considers the preservation of mental traditions and the state apparatus structures improvement.

Modern methods and tools for analyzing consumer preferences and behavior in a rapidly evolving digital ecosystem have been considered. Digital technologies influence social relations, value systems, and creation of new forms of communication, thus forming a new digital society. In the context of globalization and pervasive digitalization, consumers are becoming more demanding and informed, which requires researchers to apply new approaches to studying their behavior. The key theoretical framework describing approaches to the study of consumer behavior in the context of M. Castellus’ theory of network society has been highlighted. The impact of network structures, social media, and cultural changes on new consumption patterns formation has been studied. Special attention has been paid to the impact of social networks, mobile technologies, and online platforms on consumer patterns formation. The importance of M. Castellus’ theory as a tool for analyzing consumer behavior in digital ecosystem, where information and communications become the main resources, has been emphasized. The findings open new perspectives for analyzing consumer behavior in order to better understand the behavior of an individual, social group, and society in the digital era.

Abstract

At the present stage of social and economic development and in the context of sanctions policy and geopolitical tensions, the level of competition in the global higher education market is increasing many times. In order to increase Russian universities attractiveness for foreign students, it is necessary to create the most favorable conditions for studying and living. To achieve this goal, universities should apply various methods of social adaptation and cultural, educational, and educational involvement of foreign students in various processes. The results of sociological monitoring of the specifics of working with international students, conducted through an electronic questionnaire survey among specialists working with international students in 21 branches of the Financial University Under the Government of the Russian Federation (N = 128 people) located in various regions of the country, have been presented. According to the monitoring results, it has been revealed that working with international students in university environment requires the use of a system-building approach in the context of digital and cultural changes. For effective implementation of this activity, it is necessary to attract qualified specialists in the spheres of migration and visa documentation and social and psychological adaptation, as well as educational process organization. At the same time, the work should include the following aspects: forming an inclusive environment for teaching foreign citizens, implementing digital support, creating a mentoring and psychological support system, and developing practical skills.

Abstract

The results of a study on emotional loyalty to a scientific organization’s brand have been presented. The purpose of the study is to examine emotional loyalty of target audience segments of a scientific organization (using the example of the All-Russian Institute of Scientific and Technical Information of the Russian Academy of Sciences (hereinafter referred to as the Institute). The object of the study is emotional loyalty. The differences between emotional and rational types of loyalty have been considered. The theoretical foundations and methodological basis of the study have been defined. The results of an empirical study on emotional loyalty of representatives of target group segments of a scientific organization (using the example of the Institute) have been presented. The Brand Attachment and Brand Attitude Strength (BA&BAS) methodology has been used to assess emotional attachment and the strength of the relationship with the brand. The methodology includes six scales such as brand attachment, brand loyalty, negative opinions, schadenfreude, anti-brand actions, anxiety, and avoidance. The study results indicate ambiguous changes among representatives of target segments of a scientific organization under the influence of the Institute’s advertising materials perception. A significant improvement in brand attachment and loyalty in a number of audience segments indicates the effectiveness of the information and advertising materials used, while negative dynamics highlight the need for further analysis and adjustment of communication materials. The main directions for adjusting communication activities in digital environment of a scientific organization have been identified, considering the needs and requests of different segments of target groups such as e-mail newsletters development focused on specific segments of target audience, online consultations and support, and the brand’s social media presence improvement.

Abstract

The results of a study of social and psychological factors related to job satisfaction and labor attractiveness among banking sector employees have been presented. Modern society development leads to constant changes in management, therefore it becomes necessary to constantly study the aspects that affect effectiveness and attraction of employees, on which the success of a business depends, including in banking sector. There are many approaches to the job satisfaction and labor attractiveness concepts in the scientic literature, and this study uses the theory where one variable is the degree of the other. The foreign scientists have identified management and motivation as the most significant factors related to and influencing bank employees’ satisfaction. Based on it, an empirical study has been conducted on a Russian sample. According to the statistical analysis results using the Spearman correlation criterion, it has been revealed that management has a significant relationship with job satisfaction among bank employees, while no such relationship has been found with intrinsic motivation. The study results should be used when developing corporate culture within banks in order to successfully attract professional staff and retain existing ones.
