Abstract
The article assesses the economic effect of hypothetical tax reforms and financial assistance to persons with low income. The simulation model R1-4/0(2017-1) was used to calculate the effect of reform. The model allowed to justify the gradual diminution of economic growth in the range 2017-2030 if current trends in fundamental characteristics are fixed. In the case of the tax reform will appear some GDP growth.

Abstract
The article analyzes the problems and outlines the prospects for ensuring national interests in the implementation of special economic zones in modern Russia. The article substantiates the necessity of developing a management accounting of costs for innovation activity, which includes certain components, such as purpose, nature, types, stages, participants and resources. The link of management accounting and innovation activity is given, stages of the process of cost accounting on a targeted basis are outlined. This article discusses an option of the mathematical model of economic situations with public goods consumed by several market participants simultaneously. Computer analysis of this model was performed by using the MATHCAD package which allows toillustrate some techniques of determining of market balance. In conditions of economic instability and sanctions limitations the relevance of the innovation development increases. The experience of advanced nations shows that innovation is the key to economic security and to reducing the dependence of national economies on the international market. Abstract
The article reviews the problems preventing the formation of the integrated national innovation system of Russia. It has been concluded that most of these problems are related to the lack of a balance in cooperative links both between the institutions, components of national innovation system (NIS), and inside these institutions. The possibility of using the concept of the triple helix, based on the creation of a system of horizontal network interactions, was considered in the process of building the domestic NIS. The resources that the state expands on the imposition of standard actions to develop innovative competencies for the subjects of the innovation system was proposed to redirect on the institutionalization of independently emerging horizontal links between them, and on the analysis and dissemination of positive experience in establishing «innovative links» at all levels.

Abstract
The article covers issues of the tourist region image compared to the exploita-tion of the World Heritage objects of UNESCO in tourism. Particular attention is paid to the need for strategic planning in tourism and the increasing responsibility in this regard for the exploitation of heritage monuments. At the same time, the need for full accessibility of tourist destinations and cultural heritage sites is emphasized. The authors emphasize that without a comprehensive approach to solving the problems of accessibility of UNESCO World Heritage sites, the tourist image of Moscow will be damaged, having an inevitable negative effect already in the long-term future.

Abstract
Creating an accessible environment in accommodation varieties contributes to the development of accessible tourism. The article presents the principles of universal design reflected in the legal documents. The analysis revealed a positive experience of services for guests with reduced mobility. The review of foreign and domestic objects lead to the conclusion that an integrated approach should be adopted, involving the creation of an appropriate hotel infrastructure, as well as urban, transport, etc. Organization of services for guests with disabilities is a social problem actual both in Russia and in other countries whose positive experience should be replicated.

Abstract
The economic crisis gave a powerful impulse to the European governments to fight against the shadow economy. Some European countries have developed and presented national strategies for combating the shadow economy. In fact, one of the most effective measures taken to reduce the size of the shadow economy is indirect measurement. Abstract
The processes of budgetary financing of the educational and research activities of the university are considered. The methodology of planning the income of financial resources within the state financing programs with the aim of timely distribution of these resources within the university and maximization of their expenditure is proposed. The author pays special attention to taking into account possible changes in the amount of funding that can occur within the framework of the state financing program during the year. Conclusions on the need for a correct and timely distribution of financial resources are drawn.

The author identifies the methods of creating and defines a model of sym-biotic informal business networks for the purpose of reciprocal exchange of resources, works and services, which allows the participants to solve their activity problems saving substantial amounts of money and reducing costs. The article analyzes different approaches to comparison of labor productivity in different countries and within Russia among competing retail chains. The eficiency of using the indicator of overall labor eficiency is substantiated. A new modified indicator, a weighted state stafing indicator is proposed. Methods for increasing the level of employee involvement listed. The main differences between positive stress (eustress) and negative (distress) are given. The main ways to increase eustress are named. The basic mistakes in the systems of recruitment, adaptation and training of employees are considered. This paper presents the historical aspect of economic sanctions and their types. Abstract
The article discusses the use of the two-parameter exponential distribution function to construct the Lorenz curve and to calculate such indicators of differentiation of population by income, as the Gini coeficient, Rainbow coeficient, Funds coeficient etc. It is shown that all these coeficients depend on the ratio of two parameters: the minimum and the average per capita monetary incomes of the population. For a quantitative estimation of the parameters of the distribution function numerical methods of solving the problem of minimization of different criteria of the proximity of theoretical curve and statistical data were used.

Abstract
The article covers the place and role of the institution of public control in the mechanisms of the interaction of civil society and state. Basing on the sociological surveys conducted in Irkutsk region in 2008-2017, the article grounds the dynamics of formation of public control in the development of civil society in a region. The authors use the mechanisms of public-state partnership to define the concept of "effective public control" over the governmental bodies and municipal authorities. The article shows the tendency of the increasing role of public bodies (civic chambers, public councils) in the decision-making process of the executive branch as well as in the realization of the decisions.
