Abstract
The article considers the problems of ontologization of mental representations of a certain field of activity and the corresponding subject area for the purposes of management automation. For the first time, the authors raise the question about the need to include mental representations of the sphere of activity that the subject area reflects in the ontology of the subject area. Ontologization of mental representations is necessary to identify the participants' understanding of their actions, which will change approaches to management, and for deep training of artificial intelligence in order to transfer part of its management functions to it. On the basis of connectionist approaches to understanding thinking, the paper considers the processes of forming mental representations and changing their attributes. The article gives a new definition and typology of mental representations.

Abstract
The article considers the role of strategic partnerships in the practice of integration interactions of industrial enterprises in the modern economic environment. The authors highlight the distinctive features of strategic partnerships from other forms of business integration. The paper ascertains that for industrial enterprises, strategic partnerships based on the mechanism of subcontracting are most applicable. The study develops a model of strategic partnership based on subcontracting. The article gives practical examples of creating strategic partnerships. The paper analyses the level of development of strategic partnerships in industry, as well as studies the infrastructure that provides this process. The authors focus on the problems that hinder the activation of the processes of creating strategic partnerships based on subcontracting in the regions. Based on the results of the article, the authors offer recommendations aimed at the successful implementation of the creation of strategic business partnerships in industry.

Abstract
In modern socio-economic conditions, the management of the human resources potential of the business is the basis for achieving a competitive advantage in a highly dynamic business environment. At the same time, the existing practice of working with personnel in organizations shows that the system of managing the personnel potential of the business requires special attention from both the owners and managers (managers) of different levels. The article considers the key aspects of managing the human resources capacity of enterprises and organizations, the analysis and accounting of which will increase the efficiency of the management system, ensuring the balance and integrity of the organization’s business system as well as raise the involvement of employees in the processes of activity. The authors analyse the experience of the implementation of the Program for the Training of Managerial Personnel for the Organizations of the National Economy of the Russian Federation from the standpoint of implementing the key aspects of human resources management of enterprises and organizations. A deeper study of the above key aspects of management will determine new approaches and technologies for managing the human resources capacity of not only regional economies, but also the national economy as a whole.

Abstract
The aim of the study is to analyse the mechanism for increasing staff engagement through broadcasting corporate values and internal PR. The article substantiates the relevance of informing as a verbal means of positive content. The paper gives an approximate list of proclaimed and denied values. The authors consider corporate events with the aim of conveying the mission, values and ideology of the company to all employees. The study notes the role of regular informing for uniting employees into a single team, forming a sense of pride in the company for the staff. The article reviews the option of monitoring the level of awareness through a feedback questionnaire, notes the need for analysis of incoming data. The paper focuses attention on the formation of personnel identity and loyalty, the use of company symbols, the creation of corporate values and traditions.

Abstract
The article characterizes the main trends in the development of organizations in modern economic conditions: the spread of coronavirus infection, a new industrial revolution, a shift in political courses, an increase in economic nationalism, a desire to maintain sustainability, digital transformation. To achieve the goal - to identify the features of the development of organizations in the context of digital transformation - the authors investigated the status of digital transformation in the Russian Federation by industry, the priorities of the digital transformation directions of Russian companies, the success factors of digital transformation. The paper analyses the use and implementation of modern technological solutions in the activities of enterprises in the context of digital transformation. In conclusion, the authors emphasize the role of the head of an organization that implements digital technologies to achieve strategic goals in the context of the transformation of the economic space.

Abstract
The article is devoted to the study of the main methods of evaluating the effectiveness of activities in the field of public relations. The paper indicates the main features that characterize modern PR technologies: innovation, manufacturability, consistency, the guarantee of certain practical results, and so on. Public relations are currently one of the fastest-growing components of the marketing communications complex, which is aimed at forming and strengthening a positive image of the company in the eyes of public groups. The study ascertains that to calculate the effect of PR campaigns and return on investment (ROI), it is necessary to use the construction of special multicomponent correlation models, where media analytical indicators can be correlated with certain financial results. The author considers the metric of the use value norm used to assess the current level and effectiveness of the company’s communication policy, taking into account the complex of various PR activities. The study gives an algorithm for finding an effective commercial offer in the B2B segment. The paper creates a formula that allows calculating the socio-economic efficiency of a PR company. In conclusion of the article, the author presents groups of indicators that should be paid attention to by the company’s top management to evaluate conducted PR campaign.

Abstract
The article considers the main approaches to the development and evaluation of the organization’s logistics strategy based on the application of bifurcation theory. The paper notes that the greatest competitive advantages in the process of carrying out activities can be obtained by the company when designing a unique logistics strategy based on the individual features of the organization’s logistics system. The authors reveal that the bifurcation theory allows you to determine the conditionality of a qualitative dynamic change in the behavior of a logistics system by an infinitesimal change in certain parameters of the system. As part of the assessment of the organization’s logistics management strategy, bifurcation theory forms the basis for determining shift in the qualitative parameter of the system and makes it possible to assess the effect of this parameter on the behavior of the entire system as a whole and each functional subsystem separately. The study reflects that it is possible to determine the critical values of individual variables, when overcoming which the logistics system itself goes into unstable state. The main concept defining the process of critical transition of the state of the logistic system is the bifurcation point.

Abstract
The article is devoted to the study of the current state of innovative activity of enterprises in the industrial sector of the economy as one of the leading sectors of the national economy, which is of decisive importance in the development and strengthening of the country's position in the world economy. Based on the analysis of statistical data reflecting the main results of innovative activity of industrial enterprises, the paper gives an assessment of the dynamics of the level of their innovative activity, defines the most innovatively active enterprises by types of production. Abstract
The use of the latest production technologies by industrial enterprises requires availability of a high quality workforce that matches their level of complexity and uniqueness of the equipment and materials used. Therefore, for any enterprise a very urgent task is to manage the quality of the workforce, the solution of which will allow it to maintain an infallible balance between the level of development of material and personal factors of production. The article presents the results of the research of the dynamics of the labor force quality at a number of industrial enterprises having different types of production organization. The paper carries out the analysis of the revealed dynamics. The study proposes the author’s method for determining the need to improve the level of quality of labor force. The article shows the possibility of automatization of labor force quality assessment by means of a computer program developed by the authors. The paper makes a conclusion that the most effective method of labor force quality management is the organization of intra-company training, which allows you to form special knowledge and skills of workers, which are most in demand at this enterprise. The study offers methodical recommendations for building a system of intracompany labor quality improvement, determines its principal differences from the existing ones.

Abstract
This paper justifies the need to use benchmarking tools when assessing food security in the regions of the European North of Russia. The authors reveal the essence and advantages of this approach, define the criteria that characterize the agrarian potential of the regions. On the basis of the author’s methodology, the study develops an algorithm for the benchmarking procedure and tests it on the subjects of the North-West Federal District. Based on the indicators of the formation and use of the agrarian potential and the applied ranking methodology, the paper reveals the similarity of five regions of the European North of Russia, substantiates the leading position of the agricultural sector of the Vologda region. As a result of the study, the authors make a conclusion that the level of food security in the region depends on the starting conditions of the region, relies on state and regional needs, takes into account the regulatory framework. This circumstance makes it necessary to constantly assess the level of food security in order to make appropriate decisions about the necessary management impacts.

Abstract
The article carries out an analysis of the competitiveness of the Russian space industry in the international space services market according to the following indicators: the volume of budget of national space organizations, the volume of the commercial space exploration market, the number of space launches, positions in manned cosmonautics, production of spacecrafts, deep space exploration, staffing of the space industry and international integration in the space sphere. The paper conducts a SWOT-analysis of the Russian space industry. Its main strengths are: leading positions in manned cosmonautics, leading positions in the number of space launches per year, and extensive experience in space exploration. The greatest concern is caused by: the lack of development of space robotics, insufficient programs for the development of deep space, financial problems and the private sector of Russian cosmonautics, which is in its infancy. The author substantiates the necessity of reforming the Russian space industry.

The article presents arguments substantiating the influence of tax factors on the indicators of economic efficiency of oil and gas enterprises. The paper gives an interpretation of the influence of tax, customs-tariff, and macroeconomic factors on the indicators of economic efficiency of oil refining enterprises. The authors consider and set the objectives of the influence of tax, customs-tariff and macroeconomic factors. The study provides statistics of the Ministry of Finance of the Russian Federation on the amounts of lost oil and gas revenues from the federal budget. The article considers the exchange rate as one of the key factors influencing the dynamics of macroeconomic indicators. The paper analyses the prices of “Urals” crude oil on the world oil industry markets. The authors discuss changes and modernization of the oil-refining industry.

Abstract
The epidemic of the new SARS-CoV-2 coronavirus infection slowed global economic growth and became the main threat for the global economy and financial markets in 2020. Authorities in many countries around the world have declared a health emergency. Without the experience of state quarantine, countries have faced negative consequences for citizens, the economy and financial market participants. The introduction of temporary regulatory easing in the context of the spread of a new coronavirus infection assisted to partially limit the negative consequences. The next few months will, probably, have a particularly strong impact on small business, as government support schemes are reduced or ceased. The article reveals the main consequences of the new coronavirus infection for the global economy.

Abstract
The article assesses the impact of the sectoral structure of the gross regional product of the Russian regions on the sustainability of regional economies to external crises (using the oil crisis and the spread of coronavirus infection as an example). Firstly, based on a comparison of the trends in oil prices and the gross regional product of Russian regions over the past 20 years, the paper determines that the oil crisis will affect the economic development of all regions, regardless of the specialization of the territory. Secondly, the study ascertains that regions, which have a high share of the raw materials industry and a low share of trade, transportation, and the financial sector, are more resistant to the consequences of the spread of coronavirus infection. Using the example of the Republic of Bashkortostan, the authors identify threats to the modern structure of the economy and the social sphere in terms of sustainability to external crises, and propose the directions of structural and spatial restructuring of the region’s economy to increase the stability of the regional economy.

In turn, investment, as one of the most important elements of the economy, is the basis for the development of territories characterized by the level of development of investment processes in them. The article analyses various interpretations of the concept of «investment process», carries out their systematization, and proposes the author’s definition of the concept. The research uses methods of bibliographic and logical analysis as well as a systematic approach.

Abstract
In the context of the widespread introduction of a tax on the self-employed in Russia, there is a need for a conceptual understanding of its role in the economic activity of citizens and the development of regions. In this regard, the article considers the results of its introduction in 2019 and the prospects for further development up to 2029. The article reviews the main aspects of the functioning of the new tax regime in relation to the professional income of the self-employed population in the Russian Federation, which were introduced by Federal Law No. 422-FZ dated on November 27, 2018 in a number of regions of the country. The paper explains the main characteristics of the tax and the procedure for its application. The study summarizes preliminary results of the functioning of the new special tax regime under the experimental conditions.

Abstract
The paper considers a set of theoretical, practical and methodological issues related to determining the level of competitiveness of publishing companies by forming an integral assessment. The methodology of the study is the application of the ranking system, the Fishburne method, the definition of the specific weights of indicators, allowing you to assess financial competitiveness of companies, the tools of graphic analysis to calculate the overall integrated indicators that characterize the level of competitiveness of the publishing company. The main findings of the study are to determine the level of competitive potential (LCP) of companies, through integral evaluation. The advantage of the assessment method used is the application of a system of financial, marketing and reputational indicators. This indicator system has made it possible to more accurately determine the level of financial competitiveness and improve the effectiveness of financial and investment decisions made in the publishing industry.

The article is devoted to the strategic block of corporate finance – the formation of the mechanism of dividend policy in the company and its role in the processes of accumulation and distribution of property. Since financial markets are characterized by high mobility and volatility, the dividend policy and the financial mechanism of corporations are constantly evolving. The article considers the main dividend practices and theories that allowed us to obtain a high dividend yield. The paper makes the main emphasis on the forms of payments, the main stages of the formation of the dividend policy, industry features affecting the dividend mechanism and the possibilities of optimization and adaptation to the existing market environment. The article offers recommendations for the stage-by-stage formation of the mechanism of dividend policy in the company in the field of retail.

Abstract
The paper presents current state of digital transformation of Russian banks. The author defines the digitalization of banks as the introduction of FinTech technologies, close cooperation with Fintech-companies. Digitalization has both positive and negative consequences: cyber risks are growing, financial stability is decreasing. The analysis allowed the author to draw conclusions that the digital transformation of Russian banks is characterized by: the complex implementation of BCBS scenarios and the interaction between banks and Fintechcompanies, the emergence of neo-banks; increased competition in the banking sector; innovative opportunities for the production and sale of banking services and products, the emergence of new risks; accumulation and use of large amounts of data; the need to significantly change the information systems of banks (growth in demand for the services of IT companies); the emergence of ecosystems in which non-banking organizations are actively involved; large costs of Russian banks, which, as a rule, leads to an improvement in their financial results (as a result, medium and small banks begin to lose in the market).

Abstract
The article assesses the main functional elements of public Finance management: planning, operational management and control. Financial planning and forecasting presently depend not only on macroeconomic and microeconomic factors, but also on geopolitical factors. Economic sanctions, which are still ongoing, have a particular impact, so it is impossible to make an accurate forecast in the management of public finances. Operational public financial management can never be considered without public resources designed to support and implement the activities of all areas of the country’s life. The paper pays special attention to the control function due to the lack of a single objective control system. To improve efficiency, the authors propose to use certain criteria: the performance criterion and the criterion of inappropriate use of budget funds. The paper calculates the dependence of Federal budget revenues on the level of gross domestic product (GDP) and the level of unemployment. The authors use for the calculation a standard form of regression equation that takes into account statistical correlations. The results of this study can be used to improve the efficiency of Federal budget revenue planning.

Abstract
The article aims to analyze the adaptation specifics of four generations to digital technologies in Russian Moscow region. The research theoretical basis consists of the basic socio-demographic generations description within the William Strauss and Neil Hove generations theory. Using methods of sociological research (polls and in-depth interviews), the article analyzes the Strauss-Hove generational theory’s actual elements in relation to the socio-demographic landscape of modern Russian society. The article considers the interaction specifics with the digital environment and gadgets for various demographic sections, as well as their involvement in modern global trends regarding Internet addiction and online positioning. The article concludes that the development of various communication channels depending on demographic targeting is required.

Abstract
The article reveals the concepts of activity, youth, social activity. The paper notes great attention to young people, especially to the problems of young people, because youth is the most active age group, that can realize itself in all spheres of life: cultural, social, political etc. The authors notice that young people, more than other socio-demographic groups, are focused on raising their social status and on mastering new social roles. The article analyses theoretical approaches to the study of the foundations of the formation of social activity of young people: philosophical, pedagogical, psychological, and sociological. In addition, the paper notes availability of a huge number of author’s interpretations of the definition of «social activity». A common feature of the authors’ study of the phenomenon of activity is the presence of a purposeful, conscious, motivated impact of the personality on society. In addition, social activity is an integral part of the motivational structure of the individual. Based on the author’s interpretations of various scientists, the paper emphasizes the General characteristic of the definition of «social activity» – the presence of quantitative and qualitative characteristics of an individual’s social interaction with the surrounding world.

Abstract
The article сonsiders the peculiarities of perception of public relations and advertising specialists ‘ images by future representatives of these professions. The paper presents the results of a study to identify the Delta perception of images of specialties from students in the field of “Public Relations and Advertising”. For the cumulative assessment of image perception, the method of private semantic differential was applied, using the original scale of perception of the above-mentioned professions developed by the authors. As a result of the research, the distribution profiles of the average values of independent variables were analysed and the specifics of the perception of specialties was revealed. The obtained data can be used to correct these images, as well as formulate recommendations for their improvement.

Abstract
The article is devoted to the study of self-construction as a professional and a reference (ideal image) professional among young teachers of secondary schools of the Republic of North Ossetia – Alania. The article empirically studies the content component of the image of the Self as a professional and the image of the Self as an ideal teacher. In the course of the research, it was revealed that the majority of young teachers surveyed identify themselves with the reference image of a professional in their chosen professional activity. The structure of the self-construction and the reference self- construction is dominated by the social component; young professionals whose self-construction does not coincide with the reference image position themselves as disillusioned with their chosen professional activity.

Abstract
The article considers the fairy-tale therapy as one of the most effective methods to combat phobias and anxiety in primary school age. The author analyses the main aspects of the fairy-tale work, studies its forms, provides examples of creative thinking of primary school pupils, helping to overcome fear and anxiety. Connecting the mind and imagination of a younger schoolboy, the fairy tale helps him find ways and ways to get rid of phobias, aggression and anxiety. The article considers the fairy tale as a tool that presents algorithms for solving specific problems or conflict situations, the consequences of circumstances with a concentrated component of low-frequency emotions, as well as a way to give strength to further fight against fears or even annihilating them. The paper also reviews four types of fairy tales used in therapeutic activities with younger pupils, which have a different mechanism of psychological influence.

This article considers empathy as a professionally significant personal quality of a modern blogger, analyses theoretical approaches of domestic and foreign researchers to the study of empathy, characterizes forms and types of empathy. The paper gives definition of blogging, describes the specifics of the blogger’s activities, taking into account the peculiarities of the online environment, and analyses the most successful bloggers of Russia. The authors describe a theoretical model of empathy and carry out an empirical study aimed at identifying professionally significant qualities of a blogger’s personality. The study considers such characteristics of a blogger as interesting content, successfulness, popularity, awareness of the topic, emotional closeness, common interests, values with subscribers and others

Abstract
The article considers one of the topical and important issues of modern Russian education – formation of the psychological safety of the educational environment at school. The paper gives the modern interpretations of the definitions of «psychological safety» and «educational environment». The authors note that it is specially organized work that can promote constructive interaction between all subjects of the educational process, improvement of the psychological climate in the school environment, successful formation of psychological safety at school with a large or small number of pupils. In particular, the article presents the results of the study of the educational environment of one of the rural schools of the Altai Republic and also reviews the compiled and tested model of psychological and pedagogical conditions for formation of psychological safety, the directions of implementation of the developed model. In addition, the paper analyses the results of the effectiveness of this model.

Abstract
The article reflects the results of a study of the relationship between the individual psychological characteristics of convicts with a tendency to auto-aggressive behavior. The authors carry out a psychodiagnostic examination using 4 methods: a suicidal risk questionnaire T.N. Razuvaeva; mini-cartoon (abridged version of MMPI, Russian adaptation by V.P. Zaitsev and V.N. Kozyulya); questionnaire «Anxiety and depression» (K.K. Yakhin, D.M. Mendelevich); color test M. Luscher. The paper ascertains that the personality of convicts prone to auto-aggressive behavior is indeed characterized by certain individual psychological characteristics. These individual psychological characteristics can be divided into two groups: one group of individual psychological characteristics (demonstrativeness, social pessimism, maximalism, uniqueness, breaking cultural barriers) is associated with a tendency to an extreme form of manifestation of auto-aggressive behavior, that is, to suicide, and the other group of individual psychological characteristics (black color, depression, psychasthenia and schizoid) are characteristic of convicts who are prone to manifesting auto-aggressive behavior in the form of self-harm. On the basis of the study, recommendations were developed for the prevention and correction of convicts prone to auto-aggressive behavior
