Abstract
Public debt is an integral part of public finances of various countries, the process of its management, including formation, maintenance and repayment has a powerful impact on the macroeconomic system of the state. The subject of the study is the public debt of the Russian Federation. The article performs a correlation and regression analysis of factors that have a direct impact on the state of the Russia’s public debt under the conditions of the restrictions caused by the Covid-19 coronavirus infection, as well as the consequences of these restrictions. The paper proposes an econometric model that describes a system of indirect macroeconomic factors that are not directly related to the state’s debt policy, but show the strongest influence on the formation of public debt in modern realities and increase the efficiency of its management, as well as reflect the quality of public financial management in general. The author concludes that the demographic burden and the indicator reflecting the ratio of the budget deficit to the total budget revenue have the greatest impact on the effectiveness of public debt management.

Abstract
The paper investigates modern trends in the development of innovative systems in Russia. These trends are caused, on the one hand, by the lack of a clearly formulated concept of an innovation system, and, consequently, by the inability to determine the ways of its development, and by the active use of undeservedly forgotten program-target planning methods, on the other hand. A detailed analysis of various positions and statistical materials allowed us to prove that, contrary to the generally accepted opinion, the Russian model of public administration and financing of innovative activities has signs of cluster and state-corporate types. The article considers the existing approaches to the management of innovation and investment activities of organizations, which is aimed directly at reproduction processes, in particular, the reproduction of fixed capital. The authors substantiate the necessity of creating territorially grouped innovation systems, which is explained by the dependence of industries and sectors of the economy on each other on the technological principle and the need to create technological links between them to realize their potential advantages within the framework of the implementation and creation of innovative products.

Abstract
The article considers key information and communication technologies used in the supply chains of the fashion industry. The author segmented these technologies into several groups, including selected programs that ensure effective communication between the company’s functional departments and supply chain links; software resources aimed at maintaining logistics operations, such as production, warehousing, cargo transportation; operational and strategic planning systems. The main purpose of the considered information technologies is to take into account the specific characteristics of the “fashion” business, such as a high range and a short product life cycle, the need to take into account the rapidly changing requirements of buyers of goods in the fashion industry, the geographical distribution of supply chain participants. The author performs a review of key software products and technologies that improve the efficiency of business process management in the supply chains of the fashion industry, including CAD and CAM systems, ERP systems on the example of SAP AFS, SAP Fashion Management and some other software resources and technologies.

Abstract
The article discusses important features of trends in the transformation of the wholesale and retail level of the Russian medicinal market in the context of innovative factors in the development of the pharmaceutical industry in Russia. The paper gives a general assessment of the impact of state regulation of the maximum selling prices for medicines from the list of vital and essential medicines on the profitability of the market. The author presents a simplified institutional scheme of interaction between distributors and other market participants. The study discusses important aspects and tactical steps of the distribution and pharmacy level of the Russian pharmaceutical market. The article gives the ratings of the leading distribution pharmaceutical companies in Russia and analyses the peculiarities of their structural changes under the influence of innovative development factors. The paper gives ratings of leading pharmacy chains and analyses the features of new structural formations – associations. The author proposes the term of “polarization” for wholesale and retail companies.

Abstract
The purpose of the paper is to improve the methods of using test technologies in the educational process and to develop an optimal schedule for conducting tests in higher education when teaching programming languages. The article considers the advantages and disadvantages of test technologies. The author investigates the effectiveness of one-time and step-by-step testing and studies the role of testing at different stages of the educational process. In the course of the study, the author used written and computer forms of testing. The paper shows that step-by-step testing is more effective than one-time testing. The article identifies the expediency of testing that precedes the implementation of practical work. The results of the study allow us to develop an optimal schedule for conducting tests, which contributes to improving the quality of learning material and increasing students’ motivation.

Abstract
Restructuring, redesigning or designing the organizational management structure on a scientific basis at domestic petrochemical enterprises are tools for improving the management system in the context of transition to new management standards, which contributes to the most effective achievement of goals. The article summarizes and analyses methods and approaches for designing organizational management structures and methods for their evaluation. In the development strategy of petrochemical enterprises aimed at resource conservation and the development of new petrochemical products, flexible organizational management structures are recommended, the design of which requires the use of a set of methods with the integration of the advantages of each of them. For proper management decision-making, it is necessary to develop a balanced system of indicators, in connection with which the author proposes the key indicators that characterize the effectiveness of the management system – technological, managerial, economic. The paper develops the functional model of modernization of the organizational management structure according to strategy of development of the enterprise based on the IDEF0 methodology. The study proposes the model of lean strategy for the development of the organizational structure of petrochemical enterprise management, as the integration of business strategic management systems, production organization and personnel training, based on the project management approach.

Abstract
The subject of the study is administrative barriers in the provision of public services to individuals and business entities in the Russian Federation. The article proposes methods of analysis of the quality of providing public and municipal services to the population and economic entities. The paper investigates the degree of openness of public authorities. The authors propose a systematic approach to the study of the causes and conditions of administrative barriers, as well as an effective universal system of measures designed to eliminate such barriers and improve the quality of the state’s response to public requests. The paper studied methods of combating administrative barriers in a practical application with the establishment of the main techniques and methods of public administration, the methodology for eliminating administrative barriers. The authors analyze the role of self-regulation, professional communities and social networks in removing administrative barriers.

Abstract
The article considers the issue of formation of the all-Russian civil identity, actualized in the domestic political discourse. The paper reviews the phenomenon of identity as a dialogical and discursive phenomenon. In order to determine the main trends in the development of the North Caucasian republics, the author investigates regional practices of implementing the Strategy of State National Policy, internal political and inter-ethnic relations, migration processes. The study emphasizes the necessity of finding special formats of socio- political organization of the subjects of the Northern Caucasus region, expressing not only their local and ethno-cultural characteristics, but coping with the function of consolidation and co-optation of local communities in national socially and politically significant processes. As a result of the analysis of the problem of general civil identity generation the author concludes that these problems are primarily due to the contradictory dichotomy of identification processes that provoke competition and confrontation between ethnic and civil identities. In different objectively proposed circumstances the ambivalent manifestation of identity in the majority of Northern Caucasus peoples can act as a destructive, and a factor in the growth of All-Russian civil identity.

Abstract
The article considers the problems of reducing the quality of aviation products, leading to the loss of competitiveness of finished products and an increase in cost price. In the course of the study, the authors analysed the reasons for the appearance of defective products at an aviation manufacturing enterprise. Based on the information received using modern data processing methods, the paper determines the main weaknesses of the considered technological stage of aviation products. Having studied modern international quality standards in the field of aviation construction, the authors proposed measures that would reduce the number of defective products and increase the reliability and competitiveness of finished products. The article presents separately the model for evaluating the effectiveness of measures to reduce the defectiveness of aviation products. The paper carries out assessment of the proposed tactical measures to reduce the level of defective products, which will increase the economic performance of production activities in certain areas of production.

Abstract
The article presents the results of the analysis of the approved by law methodology for assessing the effectiveness of the implementation of state programs of the Russian Federation. The paper ascertains that the methodology has a number of shortcomings in terms of calculating individual indicators, does not take into account the industry specifics of measures. In order to eliminate the shortcomings of the current methodological base, the authors proposed an adjusted methodology for assessing efficiency, which involves the use of mathematical modeling methods, qualitative assessment criteria, modified coefficients. At the same time, the weighting coefficients of the main criteria of the method were revised – the study proposes to use the method of Saati hierarchies. The developed proposals are aimed at improving the accuracy and reliability of the results of assessing the effectiveness of government programs.

Abstract
The subject of the study is Federal programs of socio-economic development of the regions of the Russian Federation. The paper considers the computational and analytical tools for the development and implementation of support for development programs and shows the need for its improvement. The author presents the structure of the corresponding software in the form of a model complex for the formation and evaluation of regional development program options. The article gives the main indicators necessary for calculations. The study considers the methods of obtaining data for the formation, correction, and evaluation of the implementation of programs. The author proposes the scenario modeling apparatus as a tool for variable calculations to justify stable and satisfactory planning solutions. The article justifies the necessity of taking into account the impact of risks in the process of forming and implementing the program and proposes methods of their accounting. The paper proposes to use an ontological model for organizing the storage and presentation of information about the sources and consequences of risks.

Abstract
The aim of the research is to analyse the features of development and current state of the main elements of venture ecosystem in Russia and the United States. To achieve this goal, the authors reveal and analyse the key features of the studied natural ecosystems. The paper considers the chronology of the stages of development of venture ecosystems in both countries, determines their current state, including the volume and number of concluded venture transactions, their ratio by stages of the investment process. The article highlights the key differences between socio-cultural factors and legal frameworks that regulate and influence the activities of venture ecosystems. The study identifies the main problematic aspects of the development of the innovative potential of the Russian Federation and the reasons for their occurrence. The authors carry out a comparative analysis of the venture industry in Russia and the United States, identify on its basis, the key problems that hinder the development of the venture ecosystem in Russia, and give recommendations for overcoming.

Abstract
The tax system of any state is designed to ensure and regulate economic processes in order to support development and solve socio-ecological and economic problems. The tools of the tax legislation of the Russian Federation, being primarily a mechanism for generating state revenues, have an impact on the development of organizations, industries, industries by creating demand for goods, works, and services, regulating prices and inflationary processes, as well as maintaining social justice in society. However, the revision of the current tax tools with the analysis of current trends is quite rare, while the change of economic development paradigms requires constant attention and timely adjustment. The article considers the specified problems and selects ways to express the socio-ecological functional of taxes in the context of industrial transformation. Based on the analysis of the current legislation, the authors highlight tax instruments that have an impact on economic entities in the context of the development of automation and data exchange, evaluate their effectiveness. The results of the study can be used to adapt the tax policy of the state in the context of the “Industry 4.0” paradigm.

Abstract
The article considers the downward spiral of deflation, its causes and consequences. The paper discusses the compression of aggregate demand and the subsequent recession. The study discloses the content of the liquidity trap created by the behavior of borrowers. The author traces the connection between the events of the “lost decades” in Japan and the stagnation of production in leading Western countries after the global financial crisis. In both cases, the large-scale use of fiscal and monetary incentives did not cause a sharp rise in business activity. The paper concludes that the operation of the market mechanism is blocked by budget and monetary policies. Obstacles to entrepreneurial activity and energy lead to the loss of necessary information generated by market agents. This circumstance prolongs the stagnation of the economy.

Abstract
Currently, labor migration from Central Asian countries is acquiring new geographical and socio-demographic dimensions, and migration flows are being reoriented to new directions and regions. The article considers the factors and scale of emigration from Tajikistan, the reasons for the reorientation of Tajik migrants from Russia to the Persian Gulf countries, as well as interstate agreements between Tajikistan and the Persian Gulf countries in the field of labor migration regulation. The author cites economic and geopolitical factors as the reasons for the changes: on the one hand, the fall in the ruble exchange rate and the decline in the level of wages in ruble terms, the tightening of migration policies in Russia and Kazakhstan force some migrant workers to look for new directions for migration; on the other hand, the participation of public and private labor agents is becoming more active.

Abstract
The subject of the study is public–private partnership (hereinafter – PPP) mechanisms in the modern economy of the Russian Federation. The article considers economic factors affecting the demand for PPP mechanisms in Russia from the state and business. The paper carries out a comparative assessment of the supply and demand of PPP and alternative mechanisms of interaction between the state and business. The study reveals that PPP does not have significant advantages in comparison with traditional public procurement or leasing. According to the results of the study, the author makes a forecast that in the near future we should expect a significant reduction in the volume of private and public co-financing of projects implemented on the basis of PPP. Assumption by state additional obligations to finance projects in the absence of budget restrictions can increase the demand for PPP on the part of business.

Abstract
The article performs an analytical review on the issues of reforms in the state structure of the Kyrgyz Republic and its military organization. The paper considers military reform as a necessary component of political and socio-economic reforms, one of the determining conditions for their success, an effective factor in ensuring the defense and security of Kyrgyzstan, its active and constructive role in the modern world. The author notes the necessity, from the point of view of the defense interests of Kyrgyzstan, in the development and adoption of fundamentally new methods of organizing the financial support of the Armed Forces of the Kyrgyz Republic. At the same time, the created mechanism of the organization should be aimed, first of all, at optimizing the size and structure of the Armed Forces, their compliance with the financial, economic, scientific, technical and other capabilities of the country to ensure its military security with the least expenditure of resources.

The article considers the process of strategic transformation of the company’s internal audit as an effective form of the financial control system, which is a structurally branched set of interrelated links. The paper analyses various aspects of organization management in the context of global crisis phenomena in socio-economic and other spheres. Abstract
The subject of the study is the financial system and monetary regulation of the economy during the COVID-19 coronavirus pandemic. The purpose of the article is to investigate the monetary policy pursued by the national Central banks of developed countries in the context of the economic crisis caused by pandemic. The paper uses comparative analysis, a systematic approach to the study of information, as well as graphical and tabular methods. The author considers monetary policy instruments used by national Central banks of developed countries to mitigate the impact of the pandemic on the real sector of the economy. The study reveals distinctive features of anti-crisis measures of monetary regulation bodies.

Abstract
The article сonsiders ideological, political and cultural prerequisites of the Peter the Great state reforms that, according to the author, were formed long before the Peter`s Reformation, and had a significant impact on the course and model of the “regular” (military- police) state created by Peter the First. Among the main prerequisites are the etatization (nationalization) of society and the associated paternalistic nature of state relations, which formed the traditional foundations of national statehood and strengthened in the 17th century in the context of Russia’s withdrawal from the Turmoil and the restoration of the national statehood destroyed in the time of troubles. The paper investigates the reasons for the formation of these features of the development of national statehood, the main of which the author proposes to search in the civilizational and geopolitical features of the formation and evolution of the Russian state, the weakness of the institutional foundations of Russian politics, stylistic peculiarities of Russian Orthodoxy and a number of other factors.

Abstract
The subject of the study is conflict, its essence and conflictological culture from the point of view of the formation of the company’s employees’ behavior style in conflict situations in the organizational field. The article considers components of the conflictological culture, the contexts of conflicts and the optimal styles of behavior of the individual. Due to the fact that the behavior of the opponent is a marker for the adoption of an effective strategy of actions, the author examines effective conflict management based on the study of the types of behavior of the opponent in a conflict situation. The paper notes that the conflictological culture of the individual in the context of problematic interpersonal interaction acts as an integrative quality based on the existential-humanistic apparatus of values, communicative, behavioral and psychological culture, and manifests itself in the optimal tactics of behavior aimed at constructive conflict resolution. The study concludes that conflict, as a phenomenon, contains the potential for the development and improvement of employees’ experience and skills in resolving difficult situations.

Abstract
The analysis of various forms of protest activity in the virtual space becomes especially relevant in the era of digital technologies development in all spheres of public life. But until now, there has not been a comprehensive work devoted to the trends that cause, accompany and organize digital protest activity in the world. The purpose of this paper is to determine the theoretical and methodological foundations of the socio-political analysis of digital protest activity in modern societies. The study solved the problems of analyzing the values of provincial Russian societies, institutional matrices, network political management and specific forms of virtual communication in the network space. The authors reveal the theoretical and methodological foundations of the development of digital protest activity in the world: features of social temporality, public values, specifics of trust, types of social connections in urban space; digitalization, virtualization and mediativization, information inequality, digital elitism; institutional matrices and institutional traps of electronic communication, trends in digital management. The theoretical grounds provided are the basis of digital simulation of the protest activity in Megacities and provincial towns.

Abstract
The article deals with the development of media spaces of virtual fan communities. The aim of the research was to reveal the specifics of online communication of virtual fan communities with the audience. The paper investigates the dialectics of the concepts of fan-community, media space, fandom. The article considers the main approaches to studying media space by Russian and foreign authors. The study describes the traditional offline communication practices of the fandoms. The authors substantiate the problem of the existence of a variety of communication channels of the fan communities with the audience (negative interpretation of content, limitations in monetization and evaluation of the effectiveness of communication practices, the growth of costs for the diversification of content, taking into account the features of different platforms). The paper identifies the trend of centralization of fan communities and the possibilities of technological support of user experience at all stages of the communication process as part of the use of online platform. The article gives an analysis of the media environment and media spaces of South Korea’s fan communities on the example of the South Korean case of the development of the fandom media space in the format of the Weverse mobile application. The study considers the techniques of interaction with the audience in the offline interaction limitations. The authors formulate conclusions about the specifics of the extended functionality of the platform, about the provided ways of organizing the virtual fan media space with the help of the platform; about the coming trend of transferring fan activities into the virtual environment.

Abstract
The article contains a comparative analysis of doctrinal documents in the field of state national policy at the federal and regional-republican levels for consistency of provisions on the Russian nation and all-Russian civil identity. The paper considers in detail the interpretation of the relevant provisions in the Strategy of the State National Policy of the Russian Federation for the period up to 2025. The author draws on the publications of Russian ethnopolitologists, which study the practice of politicizing the titular ethnic identity in a number of republics of the Russian Federation with the prospect of identifying ethnic and regional identities. Reference to the corpus of concepts (strategies) of national policy in the republics – subjects of the Russian Federation allowed us to identify the accepted provisions on the all-Russian civil identity contained in the federal Strategy, and the republican-ethnic accents in its interpretation, and the provisions that have not yet been picked up. In particular, the analysis of doctrinal documents of the republics showed that one of the most important provisions of the Federal Strategy on Preservation of Russian Cultural Dominance (a Single Cultural-Civilizational Code), common to all the peoples of Russia, as the basis of all-Russian civil identity has not received a response in concepts (strategies) of the Russian republics.

Abstract
The article investigates the issues of psychological difficulties prevention in the medical profession in the training of medical students. The paper substantiates the arguments for strengthening the personal aspect of medical students’ training based on understanding the ideas about difficulties in the work of a doctor. The authors reveal the interrelation between personal characteristics of students (conscientiousness, understanding of emotions, benevolence, etc.) and their ideas about the nature of difficulties in the chosen specialty at the stage of training. The study presents the main directions of students’ understanding of such difficulties. The article describes strategies for supporting students based on the correlations of personal characteristics and the above-mentioned ideas, aimed at mastering a confident behavior by students. The proposed strategies can be of interest to teachers of courses related to ethical issues of the profession, as well as in individual work with medical students.
