This article describes the current problem of the generation of the energy-efficient personnel in Russia. It discusses the main causes of the energy sector personnel’s incompetence, indicates the trends and perspectives of their education and training. Besides, the article gives the positive examples of the training of energy managers. Children are considered to be the most receptive towards the energy-saving model. That is why concepts of this model should be brought up starting from junior school. It is highly recommended to use the modern training methodology to produce energy-efficient personnel.

The analysis of the existing system of exploitation of military equipment in Vietnam is conducted, structural and functional models of stages and processes of operation are constructed. The main principles of optimization of the military equipment operation system are presented and the main directions for increasing the effectiveness of the management of the operation of military equipment are recommended, in particular, the application of the method of controlling the technical resource of military equipment in a step-by-step schedule, and also the method of network planning. The use of these recommendations has the greatest prospects in organizing the operation of military equipment of the Vietnamese People's Army.

The article examines the approaches to the formation of the strategy of innovative development of the engineering companies in the competitive market of engineering services. There is a need to improve the work of companies for the commercialization of innovation that will substantially improve the efficiency and competitiveness of the engineering company. One of the most important stages of this process is the design and pre-sale preparation of the results obtained for its market implementation. The basic directions for the strategy of innovative development of the engineering company OJSC «VTI» are given.

The present study is devoted to the selection of innovative materials based on their life cycle of the gas pipeline. Assessment of the efficiency of laying gas pipelines is currently carried out only from the position of construction and installation works and does not take into account the interests of organizations that provide their maintenance and major repairs. Increasing the efficiency of gas supply projects is possible only if the interests of all participants in the construction of the gas pipeline, its maintenance and overhaul are observed. With such a statement of the question, the rationale for choosing innovative materials requires a new approach, which justifies the relevance of this article. The method of calculating the cost of the life cycle of a gas pipeline and periods of the object's life cycle are considered. The averaged costs over the life cycle of the object are given. A method for selecting an economically viable option for using pipes for a gas pipeline is proposed. An algorithm for calculating the cost of the life cycle of a gas pipeline is given.

This article examines the role of nuclear energy and the main problems of its development: economic, political, technological and human resources. Analysis of the nuclear power develop-ment Strategy up to 2030 are presented from a position of in-novative approach in the selection of priority areas such as power generation increase in nuclear power plants, the for-mation and development of the main power equipment engi-neering, nuclear fuel cycle, resource development and produc-tion base. An analysis of the investment program of JSC «Ros-energoatom Concern» is presented.

High relevance of the issues of crisis human resources management requires the formation of appropriate scientific and methodological tools. In this regard, based on the analysis of human resources management practices of Russian organizations in the context of the crisis, a typology of human resources management strategies and policies is proposed that ensure the viability and post-crisis recovery of the organization, including strategies for personnel diversification, staffing, efficiency and staff consolidation. This typology is designed to build a system of preventive crisis human resources management and provides tools for implementing anti-crisis measures in accordance with the specifics of the crisis stages and their impact on employees.

The article is devoted to research of process of financial-economic parameters management of an innovative project. It analyzes the main controlled parameters of projects, proposes to use tools of economic activities analysis in process of management. Efficiency improvement of both new and ongoing projects can be achieved with changing the considered parameters. In the review of international hotel complexes the authors come to the conclusion that innovation processes are considered an integral part of modern business in the hospitality industry.

The article is devoted to the issues of determining the magnitude of the dependence of ratio of indirect costs and other expenses on ordinary activities to variable expenses in order to calculate the cost of 1 km of the public vehicle. The necessary correction, based on the results of the approbation, of the obtained results, which will allow to take into account the planned expenditures of the local budget for the organization of passenger transportation by public transport, was carried out. The article is given general characteristic of the cost price of transportation of passengers by public transport.

In the framework of this article. This article illustrates the organizational and functional structure of the internal control service, designed for businesses of poultry, which can be used by other economic actors in the sphere of poultry farming.

The article reveals the prospects for the development of taxation of individuals in the Russian Federation, the need for the formation of legislation in this area is substantiated. The main aspects of the state tax policy in the issues of introduction of the alternative system of family taxation are considered. The possibilities of using foreign experience in the Russian Federation for developing the main provisions of tax administration in this area are singled out. In particular, it is planned to introduce amendments to the legislation of the Russian Federation, to determine the status of the family as a separate category of taxpayers, a specific definition of the tax base and the provision of tax incentives as the main instruments for managing family taxation at the present stage.

The article analyses problems of taxation of foreign organizations in the conditions of the digital economy are. The article examines modern economic and integration processes in the Association of Southeast Asian Nations (ASEAN) in the context of opportunities and constraints to implement the foreign economic policy of Russia and the Eurasian Economic Union (EAEU) in the region. The results of the research revealed systemic problems of an economic and administrative nature, those are limiting economic cooperation to projects of a narrow group of state corporations and state companies, mainly in the field of foreign trade, energy and military-technical cooperation. The analysis and conclusions can be used in the framework of bilateral consultations on cooperation of ASEAN and the EAEU. Problems of domestic meat production in terms of food embargo relevant for the development of further import substitution. A key factor to ensure a balance of internal market of dairy products is the dynamic development of domestic agricultural production, raw materials and food and the replacement of imported products. The article examines the dynamics of the market of animal products to reflect changes in its geographical pattern, the volume and value of import to the Russian Federation in the conditions of embargo. To address issues of import substitution of agricultural products of the pastoral industries is necessary to study regional problems of sustainable development of rural areas taking into account features of development of the village, including the production characteristics of beef cattle.

In the article, the analysis of modern aspects of development of the Japanese economy, in particular dynamics of such indicator as a gross domestic product is carried out. The Japanese model of attraction of direct foreign investments and its features are considered. An empirical study of the influence of factors on the knowledge-intensive sector of Japan using a model with fixed and individual effects was also conducted. As a result, the conclusion was made about the importance of foreign direct investment and self-financing within the framework of the forecast of the knowledge-intensive sector of Japanese economy.

The article considers the problem of tax incentives for investment activity in the Russian Federation in the current economic conditions. It is shown that in crisis economic conditions, with a financial resources deficit, tax incentives are a key mechanism ensuring the implementation of investment programs of natural monopolies and import substitution projects. The conducted research allows the author to conduct an inseparable connection between all banking standards and a portfolio of securities.

SOCIOLOGICAL STUDY OF THE SOCIO-ECONOMICAL AND PSYCHOLOGICAL FACTORS MOSCOW POPULATION DEVIANT BEHAVIOR

In the article, a sociological analysis of the narratives of «new» catastrophism is presented, based on the example of the nuclear accident at the Fukushima-Daiichi plant on March 11, 2011 in Japan. The content-analysis of the headlines of the Japanese (in English), American, British, French, German, and Russian media has shown a varying scene. Apocalyptic narrative was found in British tabloids; the “human story” was revealed in the narratives of the «abandoned» people and the Fukushima Fifty. In conclusion, all the narratives presented are compared, it is also shown how they affect the social construction of a «new» catastrophe. The cascading and international character of the disaster is demonstrated to be constructing the complexity of its narratives.

Kadyrov, is to say about his speeches in support of the current government and the President of the Russian Federation, how he responds to high-profile international issues, broadcasts to the masses the ideas of patriotism at the regional and Federal levels and promotes the institution of family and the promotion of sport.

He result of a survey of 547 workers at Vietnamese industrial enterprises shows that the organizational support and the transformation leadership have a positive and statistically significant correlation with emotional commitment. The results of the regression analysis confirm that the organizational support has more influence than the transformational leadership on emotional commitment. In addition, the social package and charisma have the strongest effect on emotional commitment. This study also showed that transformational leadership has a moderating effect on the interaction between organizationalal support and emotional commitment. The study suggests some recommendations to improve the workers’s emotional commitment to the organization.
