The methodical basics of management of business value are covered, the conceptual framework on sources of special literature is specified. As definitions of the term «business value» strongly differ owing to its complexity and discrepancy, authors have tried to give own definition of a concept. Besides, authors allocate estimated indicators between which the narrowness of interrelation and their influence on business value have been defined. Results of a research of traditional tools of estimation of cost of business are also presented, the possibility of his use in management of business value by selection of necessary elements for the effective organization of this process is considered.

In the conditions of socio-economic development of the country the issue of analysis of the subjects of the Russian Federation is especially acute. This analysis covers the widest range of social and economic indicators of the country’s regions, which allows identifying the most lagging social or economic blocks in order to build a further development plan for the region. The integral indicator of the social and economic situation of the subjects of the Russian Federation is proposed as the main characteristic. To build a generalized indicator, the data of the Federal State Statistics Service were used. Ranking of regions by federal districts, as well as clustering of the country’s subjects according to the selected indicators, allows more accurately determining developing and lagging regions.

At present time thanks to the Chinese initiative a unique attempt to reestablish the Ancient Silk Road is carried out. It is supposed that besides implementation of trade activity, there will be an opportunity to exchange knowledge, culture and to develop new technologies more effectively. The prospects of realization of the New Silk Road or One Belt, One Road for Central Asia, Russia, China and Afghanistan as one of the directions - are considered. The positive and negative aspects of this project are emphasized.

The role of the state in the development of the Russian economy is explored. The thesis is substantiated that the chosen after the collapse of the USSR economic model oriented to market relations has exhausted itself. The article presents the results of studying the formation, the current state and prospects for the development of public-private partnership (PPP) in the fuel and energy sector in Russia. The authors consider the existing mechanisms of interaction between the public and private parties in the projects of the fuel and energy complex, including so-called quasi-PPP projects, i.e. relevant PPP on economic content. Such projects include production sharing agreements, special investment contracts, etc. Within the framework of the article, the authors highlight the main problems of the functioning of public-private partnership instruments and consider trends in the use of PPPs for the development of the fuel and energy complex in Russia

The logical reflection of this article is based on the definition of the key positions of management tactics and development strategy of large holding companies, concepts of the digital economy as a phenomenon of understanding the goals of management. The article deals with the discussion aspects of the choice of the information support system for the management of tactics and development strategy of railway companies, identifies the causal basis of management reporting. It is concluded that the solution of strategically important and essential tasks of implementation of the program of innovative development of PJSC «RZD» requires improvement of the system of their information support, which in turn is impossible without the development of the principles and rules of accounting, management, tax accounting, as well as the formation on their basis of the principles and rules of a special system of relevant information.

The transition of the Russian economy to the electronic exchange of data in the sphere of housing and communal household is described. The influence of the system of public administration, namely the program «Digital Economy of the Russian Federation». This program has been designed to introduce electronic data interchange for the sphere of housing and communal household since the automation of data collection of utility meters and utility payments is able not only to save considerable amounts of budget, but also to provide reliable impartial accounting of consumption of communal resources. The development of the life of the population has been predicted with the continuing urbanization of society. The strengths and weaknesses of urban infrastructure development are revealed. The aspects of introduction of the digital management model are presented as the only affordable and economically justified way of building the housing and communal household in the future.

As a result of the theoretical provision’s studying the financial insolvency of municipalities, financial and budgetary flows at the municipal level are systematized, the factors influencing the financial and budgetary condition of municipalities are identified, and the reasons for the formation of insolvent territories are formulated. It was concluded that municipalities is lacked sufficient revenues to fulfill powers and there is a low level of budget autonomy. This is based on the analysis of local budget’s indicators. The obtained results can be used to develop the main directions for improving municipal financial relations and to determine ways of solving the financial problems.

This article deals with the problem of the personnel supply of the agro-industrial complex of the Republic of Sakha (Yakutia), caused by low conditions and quality of life in rural areas. Within the analysis the author identifies deficiencies of applying the internal rate of return and offers alternative means of practical evaluation of relative yield from investing in a project based on modelling of an investor’s behavior related to expected schedule of return invested capital.

The article examines the results of the study of the value orientations of students of the Bauman Moscow State Technical University (National Research University of technology). The analysis of data on the axiological component of modern students on the example of Russian, Chinese, Kazakh, American students is carried out. Basic values and their significance for modern youth are singled out. According to the results of the work, the conclusion is made that the axiological paradigm of student’s youth includes both the values of traditional society and the values of the modern information society.
