The article presents a brief analysis of the development strategy of the socio-economic system on the example of PJSC Sollers. This company is the largest manufacturer of automotive vehicles. In this regard, first of all, it should be noted features of its business model, which provides a strategy for the formation of strong competitive advantages in the industry market. The development of the company is provided by a high level of manufacturability, which is in priority. This ensures that the company can be included in the value chain of the strongest global automotive brands. The article also pays attention to the presence of a mature positive corporate culture, which the company managed to form, despite the complex holding structure of management.

The analysis of the concept of “competence” has been made. The stages of building a competency model for an accountant performing consulting functions based on a judgement-based approach have been described. A step-by-step development of an accountant’s competency model has been carried out (the existing performance of functions was assessed, and the desired performance has been described; the competencies necessary for the successful performance of their functions were determined; the behavioral indicators have been distributed according to competences; finally the original competence model of the accountant of the organization has been formed).

The problems of managing the effectiveness of professional service activities of civil servants, expressed in the lack of professionalism and competence of employees, have been investigated. The problems that arise at the stage of attracting personnel to the civil service of the Russian Federation have been considered from the point of view of the established qualification requirements for civil service positions. The cause of the problems at the selection stage has been disclosed in the practice of using methods for evaluating candidates for positions in the civil service.

The intersection of different national cultures in the conditions of the international company functioning, in particular in the hotel industry, has been considered. Three groups of cultures, taking into account national features of representatives of different countries, have been offered and collated. The arguments, substantiating the need to take into account the differences of each group and adapt the company’s values and organizational culture in General to the traditions and mentality of the representatives of each country, – have been presented. Expediency of application of the multicultural principles of organizational culture, not contradicting any culture of the world, − has been argued. The conclusion has been made, that this сircumstance is one of the features and conditions of the successful existence of international network companies of hotel and tourism business.

The structure and functioning of the real estate administration system located in the Ministry of Defense of the Russian Federation have been considered. In this regard, it is important to allocate properly financial resources aimed at maintaining and developing innovative activities. Searching and selection of methods for financing innovations should be carried out taking into account external and internal factors, the neglect of which leads to a lack of financial resources and freezing projects at the initial stages for individual companies and technological, raw or financial dependence on foreign investors for the country.

The article identifies the main problems of taxation in the digital economy in the countries of the Eurasian Economic Union. The authors specify the concept of digital economy. The problems of taxation of e-Commerce in the Eurasian Economic Union countries have been revealed. It has been proposed to consolidate the concept of e-Commerce in the tax legislation of the Eurasian Economic Union countries, as well as the application of new technologies to identify electronic transactions through using of modern tools. In order to implement the principle of certainty of taxation, a scheme for determining the location of the end user of electronic services has been developed. Possible ways to solve the problems of taxation caused by the application of business models of the digital economy have been proposed.

The need to assess the effectiveness of the use of resources from workplaces through the departments to the company as a whole has been substantiated. The main factors that form the level of use of incoming to the workplace and the structural elements of the system of initial resources has been identified. The role of this person as the main element of the workplace and the main factor of its efficiency has been shown. A significant place in the article is the disclosure of the structure of the system of relations in the company, their content and role in the effectiveness of its activities. An attempt to find indicators of the level of use of resources and methods of their calculation acceptable from the author’s point has been done. It has been proposed to use the company’s resources according to the processes of implementation of the company’s target functions within a certain period.

The mathematical method of making forecasts when the initial data uncertainty have been considered. To obtain point and interval estimates of the parameters of mathematical models that take into account errors in the values of the function and argument, the use methods of confluent analysis has been proposed. For linear models, point estimates and confidence intervals of predictions have been found. The developed method is used to solve the problem of forecasting the volume of services provided by organizations of the housing and utilities complex. The sales volume simulating for different values of time intervals has been conducted and the influence of the initial information error on the model parameter values and predicted values has been analyzed.

Approaches to the formation of the value of objects of taxation of real estate of individuals in foreign countries and the establishment of tax rates have been examined. An analysis of tax revenues on real estate of individuals in highly developed countries has been carried out. General trends in property taxation of individuals have been identified. The main results of surveys of the population of the Russian Federation on the use of information technologies and information and telecommunication networks for the period from 2014 to 2016 have been described. The use of the Internet for the purpose of interaction with public authorities and local self-government has been considered. This paper pays attention to using by our population of the Single portal of public services of the Russian Federation.

The dependence has been revealed, the calculation method and the formula of the price/ earning indicator values’ interdependence at the beginning of the period and with the forecasted annual company’s profit growth or change, – have been proposed. An analysis of the price/earning indicators’ dynamic in various economic situations has been given. The method of calculation has been offered and formulas of the required forecast growth of profit of the company for achievement of the necessary ratio price/earning of the companies have been defined. The formula for calculating and the analysis of the interdependence of growth or change in the value of the price/earning indicator and the projected annual growth of the company’s profit have been offered.

Innovative activity of domestic organizations continues to remain low: from 2014 to 2016, there was a reduction in the cost of technological innovations, organizations prefer to import foreign equipment in order to increase the innovation component of the products sold. The way out of the situation is to conduct joint research and development projects, according to the results of which Russian organizations will have the rights to advanced development, acquire competitive competences, which will later allow our country to reduce the technological gap. The article analyzes the current state of research and development, innovation activity, the level of development of digital technologies in our country, which allows to outline the range of problems that hinder the effective implementation of joint research and development projects.

The gender characteristics of migration processes in the depressed Russian region − the Republic of Kalmykia − have been examined. Based on the analysis of statistical data for a long period and a specially organized sample survey, it has been revealed that the female population became more actively involved in migration processes and, above all, in long-term labor migration. The participation of women in the least studied and little covered by official statistics (in labor migration) has been determined. The conclusion has been made, that there is a close relationship between female migration and demographic development. The analysis revealed that the distribution of the number of employed migrants of both sexes by economic activity is heterogeneous, which indicates the existence of a specific gender specificity.

The actual issues of social adaptation of workers in modern organizations as one of the elements of the application of a scientific approach to the growth of labor productivity have been considered. From the standpoint of an interdisciplinary theoretical analysis and review of the results of research aimed at studying this phenomenon, the features of social adaptation of employees of the telecommunications company of the Perm region and the factors causing them have been analyzed. The specifics of the social adaptation structure has been described meaningful. The types of social adaptation of the telecommunications company employees have been highlighted. The arguments of substantive dependence of the quality of work and the daily life of employees on the level and characteristics of its social adaptation have been presented.

The directions of development of customs control after release of goods have been considered. The performance indicators of structural subdivisions of the customs authority have been analyzed. This article considers aspects of risk management in projects related to investment and innovative direction. These projects are associated with obtaining a high return on invested capital, but as you know, the higher the profit, the higher the level of risks affecting the results of the project during its implementation. Therefore, the considered theme is relevant, as in recent years, more projects are implemented with a high degree of innovativeness and the use of high technologies in their implementation.

The issues for improving the efficiency of state agriculture management on the basis of investment activity stimulation taking into account modern measures of financial support for agricultural enterprises have been considered. The main reasons and factors that determine the need to strengthen measures of state financial support for investment activities in the agrarian and industrial complex have been presented. The analysis of the amount, dynamics and structure of sources of capital investments financing has been carried out, the place and the importance of some definite state financial support forms in investment processes have been shown. The existing problems for increasing the efficiency of state investment policy in agriculture in modern conditions have been revealed. The conclusion on inadmissibility of reducing the state support level for the branch, the necessity for its further improvement in order to maintain and increase the achieved rates of agricultural production development in Russia has been made.

In this article, the authors consider reasons for development of variety of accounting policies and examine influencing of selected accounting policy elements on valuation of financial statements indicators. Obviously financial statements indicators are definitely one of the most important sources of information for financial analysis and management decisions. Financial analyst should be aware, which valuation methods have been presented in this financial statement, and how they influence on formulated by him analytical conclusions. The approach presented in the article to the assessment of the impact of accounting policies on the financial statements’ indicators and the conclusions formulated by the authors as a result of the research allows to get answers to these issues.

As a result of all-Russian expert survey the challenges of cultural management were discussed in order to reveal its weakest points. In the first place, according to the most experts, there is a problem of underfunding, which entails serious consequences such as personnel stagnation, increasing inequality of access to cultural heritage of various strata of the population and regions. In addition, commercialisation of culture lowers its overall level that negatively affects the state of society as a whole. Participants of the survey suggested a range of measures designed to improve the quality of public administration in cultural sector in both law and enforcement aspects. Most experts are convinced that new cultural law which would facilitate an overcoming dramatic inequality is needed.

This article describes the current issues of studying self-image of students of elite technical university. The first-year students have been involved in the study. The cognitive and emotional components of self-image were selected as the subject of the study. Diagnostic research complex included interview methods, questioning, observation, analysis of documents and the author’s projective drawing technique «I am a student». According to the results of the empirical research, 1) such five types of images, as elitism, cognition, integration, difficulties, forcedness have been highlighted; 2) the interpretation of self-image of first-year students by the type of drawing has been carried out.
