CURRENT ISSUES OF MANAGEMENT
National management models in each country have their own characteristics. When an international firm opens a new company abroad, one of its main tasks is to provide this company with managers, production workers. International managers need to take into account national differences between representatives of one or another cultural group in the performance of their work. International companies need to adapt and develop for each country training programs, hiring, firing employees. The purpose of the article is to study the national and cultural features of management on the example of France.
The types of remote employment (distance work and freelance) have been considered. Directions of use of modern information technologies at the organization of remote employment have been indicated and their developed characteristic has been given. The activity of freelancers has been described in detail. The mechanisms of functioning of international online labor exchanges and Russian platforms have been revealed. The results of a study on the practice of remote work in modern domestic organizations have been adduced. According to the results of the study, conclusions have been made about the areas of remote employment, its advantages and disadvantages for the organization and employees; about the software and hardware used by employers; about the problems of regulatory regulation of remote employment; about the competencies of remote workers and freelancers.
The changes taking place in the modern Russian labor market with regard to the organization of labor of employees, the content of freelancing have been considered. The socio-economic essence of freelancing has been revealed. A сharacteristic of self-employed, including the number, their social affiliation and economic activities has been given. The prerequisites, that caused the development of freelancing in Russia, have been determined. Based on the data of a number of studies, the positive aspects of freelance have been analyzed and problems in its development have been named. The main attention has been paid to the definition of the prospects of freelance development in modern Russia in the conditions of wide application of information and communication technologies.
A systematized overview of change management conceptual approaches, presented in foreign studies, has been adduced. Fundamental assumptions, underlying each approach, have been shown. Advantages and limitations of change management approaches have been considered. Systematization of conceptual approaches to change management in three dimensions has been proposed: “business orientation” (biological, rational, resource, systems, contingency perspective approaches), “power orientation” (institutional, political approaches) and “people orientation” (psychological, cultural approaches). It has been shown, that postmodern conceptual approach is an attempt to build an intelligent object (process of change) in all three dimensions.
STRATEGIES AND INNOVATIONS
The need of transition to the system of advanced training of personnel, allowing to apply modern approaches to the organization of the educational process in the formation of educational programs, to provide access to breakthrough production technologies and modern material and technical base has been considered. This, in turn, will contribute to the training of highly qualified personnel of different levels of training for the requirements of innovative development of the economy. The provision of enterprises with highly qualified personnel in the existing material and technical support of the educational process in educational organizations has been analyzed and a model of advanced training of personnel, providing the labor market with highly qualified personnel has been offered.
The issues of changing the traditional activities of enterprises towards the use of digital technologies have been considered. The results of studies of the implementation of digital technologies in the activities of companies in the oil and gas industry have been adduced. The technologies of intellectual wells, intellectual fields, deserted hydrocarbon production, which form the digital oil and gas industry, have been reviewed. The practice of applying digital technologies in the domestic and foreign fuel and energy complexes has been analyzed. Current trends in the development of digital technologies for the oil and gas industry have been identified. The obstacles, encountered in the development of the oil and gas sector, have been investigated.
DEVELOPMENT OF INDUSTRY AND REGIONAL MANAGEMENT
The article has devoted to the issues of improving the competitiveness of enterprises in the engineering industry. The factors hindering the development of industry enterprises have been analyzed. The article substantiates the main components of the competitiveness of enterprises, which are of particular relevance: product range – technology; – advanced R & d; – economic, industrial and innovative potential, etc. the Possibilities of improving the competitiveness of enterprises at the level of macroeconomics and at the level of enterprises themselves have been considered. The method of calculation, allowing to draw conclusions about the competitiveness of the product range of the enterprise has been offered.
One of the tasks, set in the Decree of the President of 07.05.2018 № 204 “On the national purposes and strategic objectives for development of the Russian Federation until 2024” is annual improvement of living conditions. Stated purposes of the Decree of the President set to the decision for participants of an investment and construction complex of a task of adaptation to rapidly changing conditions. It is necessary to consider crisis state of many construction organizations. Performance of the Decree is possible by means of development and realization of stages of the anti-recessionary program, which main objective is concentrated in increase in efficiency use of all resources of the organizations. Stages of the anti-recessionary program for the construction organizations, which will allow define bottlenecks in their activity and to develop stabilization actions, have been developed.
The issue of the competitiveness of the touristic product has been considered. The structure of the most popular international index for competitiveness in the travel and tourism sphere, publishing by the World Economic Forum, has been analyzed. The main types of tourism have been highlighted, affecting the structure and dynamics of the tourist flow. The importance of the regional aspect in evaluating the international competitiveness of the national tourist product has been determined. The experience of creating a tourist cluster in Northern Caucasus has been analyzed. Also a form of stimulation to the domestic and inbound tourism has been considered as special economic zones of tourist-recreational type. It has been concluded, that the tourist clusters and special economic zones of tourist-recreational type promote increasing of the competitiveness of the regions and of the national tourist product as a whole.
The structure and dynamics of internal costs of research and development in the regions of the Russian Federation have been considered. Particular attention has been paid to the characteristics of the scope of variation and uniformity of internal costs of research and development per organization. The regions with the maximum values of the considered indicator have been selected. The grouping of the subjects of the Russian Federation on the priority areas of research and development costs for 2010 and 2017 has been carried out. The characteristic of changes in priorities in the regions has been given.
The problem of reducing environmental risks in the process of functioning of the transport enterprise has been considered. The causes of risks due to wear and tear of vehicles have been analyzed. The directions of reducing environmental risks through the use of piggyback transportation of cargo have been considered. The economic and ecological advantages of using this method of transportation organization in order to reduce the volume of emissions of pollutants into the environment during the operation of vehicles have been analyzed. Based on the study of the functioning of a typical transport enterprise from the perspective of eco-oriented development, two potential strategies of the enterprise, based on the mechanisms of using secondary resources, have been presented.
The concept of “creating conditions for the organization of leisure and providing residents with the services of the sphere of culture” has been revealed. The features of the organization of management of cultural and leisure sphere in the city of Federal significance – Moscow have been considered. The creation of conditions for the organization of leisure of citizens and their provision with services of the sphere of culture has been analyzed. The most significant shortcomings, hindering the further development of cultural and leisure activities in the city of Moscow have been named and the main directions of its further development have been determined.
The process of reproduction of human capital at the regional level requires the development and implementation of a special set of mechanisms and instruments of territorial administration, adapted to the conditions of functioning and development of regional economic systems. The article substantiates the mechanisms for activating the economic relations of reproduction of the region’s internal resources. The process of reproduction of human capital has been highlighted as a priority area of regional economic policy. The target direction of financial and investment support for the process of generating human capital has been identified. The dynamic management of the interests of the subjects of the human capital reproduction process has been determined. The priority of institutional tools to revitalize the internal resources of the region has been defined.
Organizational culture is an attribute of any company. Manufacturing enterprises are most affected by it. The quality of organizational culture affects the efficiency of all production processes. To achieve the best results, it is necessary to work on optimizing the company’s culture. The functions of the organizational culture, its type, the nature of the interaction between employee and organizational elements have been considered and the estimated components of the efficiency of the organizational culture have been identified. The ideology of a competitive product of an industrial enterprise in the future has been considered conceptually.
ECONOMICS: PROBLEMS, SOLUTIONS AND PROSPECTS
The explanation of the essence of the method of lean production has been given and its goals. The question has been answered, why the method will work successfully not only in the production sector, but also in the service sector. It has been supposed, that the method of lean production can be actively implemented in the provision of warehousing services. A number of measures for the organization of warehousing on the basis of the principles of lean manufacturing has been offered, among which are allocated the following: improving the reliability of the collection of orders for shipment, optimization of warehouse space, reducing the number of warehouse operations and time to perform these operations.
Based on a critical analysis of existing scientific papers in the field of assessing the quality of customs services and the activities of customs authorities as a whole, the need to develop a methodological approach to a comprehensive assessment of the quality of customs services has been revealed and substantiated. At the same time, an author’s approach to an integrated assessment of the quality of customs services has been proposed, which includes the principles of assessment, assessment directions, the method for calculating the overall integral quality assessment and specific indicators, which can be used to evaluate each of the directions.
Digitalization in the modern world has an impact on all spheres of life. Interactions within the company are also changing. For the company to remain flexible, a special approach to workflows and communications is required. Digital tools allow build interaction in the company at a such level, when the maximum circle of people is involved in decision-making in direct contact with customers. The latter are full partners of the company. Hierarchical organizations are being replaced by self-governing systems and new concepts of organizational behavior.
The issue of parallel import is сomplex. The problem has geopolitical nature. The price of the existing ban is billions of dollars in overpayment for imported goods per year, because of it, the structure of domestic trade in Russia is extremely monopolized: no one can supply goods other than official importers. The article analyzes the typology of import, clarifies the concept of «parallel import», studies the difference between parallel import and counterfeit, etc. It has been concluded, that in Russia parallel import is still in a semi-legal status and efforts should be made to legalize it and establish state control. The movement in this direction was the Resolution No. 8-P / 2018 of the Constitutional Court of the Russian Federation.
The controversial issues of a new approach to solving the problem of transformation of the tax system of the Russian Federation in the context of establishment of the digital economy have been considered. The problems of converting the tax system of the Russian Federation in digital reality and search for approaches to their solution have been identified. The methods of systematic approach, analysis and synthesis, as well as abstraction and generalization have been used. Due to the use of modern business models, carrying- out business activities without registration and the actual presence in the country, tax risks of tax evasion are increasing. The conclusions have been made about the need to identify new emerging economic relations and their legal consolidation, development and implementation of effective tax policy, and on its basis the transformation of the tax system.
The duality of process of accumulation, representing saving of money, behind which there are natural and material elements of the productive capital has been considered. At limitation of resources the volume of savings can be increased only by reduction of current expenses. The consequences of credit expansion, which are not supported by voluntary savings, have been analyzed. Communication between inflation and distortion of production structure of economy has been traced. Relationship of the arising disproportions and deflation has been revealed. The conclusion has been made about violation of unity of monetary and commodity flows as main reason of cyclic fluctuations.
The relationship of such key macroeconomic concepts as the monetary system and the national economy in extreme economic situations (in the “military economy”) has been di sclosed. During the process of analyzing the works of Russian scientists of the early twentieth century, the specifics of the monetary instruments of market regulation in the conditions of the “military economy” and the change in the structure of the monetary mass have been considered. It has been shown, that the classical forms of credit (military loans, taxes), due to their low efficiency, give way to credit money, which during the demonetization of gold, play the role of a financial resource (“bills of exchange for the future”).
The emergence and development of the responsibility of military men for violations of legislation on countering corruption (in the period of the XIV century up to XX century.) have been analyzed. The main regulatory legal acts, adopted by the rulers of Russia and aimed at combating corruption among officials, as well as officials of the military administration have been considered. In addition, the main conditions for the emergence and preservation of corruption in the Russian Empire have been examined. A critical assessment to the implementation of local government by appointing vicars without establishing a money allowance for them (the «feeding» system has been given.
FINANCE AND BANKING
The purpose of this article is to present the economic and mathematical toolkit for the analysis of information about the shadow activity of subjects of economic crimes and visualization of the structure of the information and analytical system for monitoring the shadow cash flow. The article presents a methodological review of the main provisions of the legal framework and scientific literature in the field of counteraction to legalization (laundering) of criminal proceeds and financing of terrorism. The characteristic of initial data has been given and the algorithm of their analysis has been described. The sequence of actions of users of the developed monitoring system has been revealed, which allows to calculate the minimum value of the shadow cashless cash flow, as well as quantitatively and qualitatively characterize the shadow economy, which is prospective in solving the problems of economic security of Russia.
The problem of economic equilibrium as a theoretical basis of monetary policy has been considered. It has been noted, that it is necessary to take into account the state of imbalance in the economy and the factors of market failure. The conclusion has been made, that it is important to focus on hybrid forms of monetary policy, which means the use of different combinations of target reference points. The need is implied from this for a more flexible approach to the formation of modern policy of the Bank of Russia, which would not absolutize the regime of inflation targeting.
The methodology for introducing financial technologies (fintech) into development banks has been considered. The methodology is based on the analysis of the characteristics of financial technologies, basic operations, the project cycle of the development bank. After the introduction of fintech, the development bank has the opportunity to solve fundamentally new tasks, which is associated with innovative ways of receiving, processing and using information. The methodology has been specified on the example of the blockchain technology in the form of a sequence of stages on the example of a typical project of Vnesheconombank of Russia. The presented methodology can be used by Vnesheconombank for planning the introduction of financial technologies.
SOCIAL TECHNOLOGIES AND PROCESSES
The article has been devoted to the study of the impact of new information and communication technologies in the educational environment on the transformation of the values of student youth. It has been shown, how in the process of the evolution of values, a gap occurs between the declared values and life orientations, determining the behavior of young people. The conclusion has been made, that the worldview of modern student youth is of a synthetic nature: it contains, on the one hand, conservative values, focusing on the stability and connection of generations, on the other hand, “modernist” attitudes reflecting modern social realities. It has been shown, that potential opportunities for the inclusion of young people in the innovative development of the country’s economy are determined by the dynamic balance of traditional ethical values and the modern requirements of sociocultural dynamics.
The article has been devoted to the analysis and substantiation of the possibility of using the regularities of behavior of society and its individuals during the solar cycle, discovered by A. L. Chizhevsky, in the planning and implementation of social management. It has been proposed to exclude the negative development of events in our country during the 25th solar cycle to use the potential of the protest activity of society for the creation and development of the country, deploying the all-Russian program “Creation of modern ecological industry of Russia”, which requires the mobilization of efforts of the whole country and can create up to 10 million jobs for the youth.
The results of studies of value orientations of students of the State University of Management for the period 2001-2018 have been presented. Based on the analysis of the dynamics of values, a conclusion has been made about the peculiarities of the transformation of the value consciousness of the students of the State University of Management for the specified period. So, for students of the State University of Management, traditional value orientations are still very significant – the family, self-realization – the significance of these value orientations is increasing. At the same time, the results of a study in 2018 show the increasing importance of the values of “social altruism”.
CURRENT TRENDS IN PSYCHOLOGY
The analysis of the concept of «professional foster family» has been presented. The stages of the formation of this social phenomenon in studies of orphanhood in Western and Russian psychology have been described. The сhanging the focus of study has been noted from the characteristics of an orphan child in orphanages to his upbringing in a foster family, for the family as a whole. The process of forming a problem field and conceptualization of this concept in a historical context has been analyzed. The issue of the professional description of the activities of foster parents has been considered. Attention has been payed to the paradigm shift in the study of the foster family with a deficiency to its resourcing and resilience.
