CURRENT ISSUES OF MANAGEMENT
A comprehensive analysis of legal and economic measures aimed at state support for small and medium-sized businesses during the COVID-19 pandemic is presented, as well as the relevant regulatory legal acts regulating certain aspects of credit anti-crisis support are studied in detail. Conclusions are presented on the state of the small and medium-sized business sector based on statistical data during the crisis period, and specific negative trends associated with the impact of the pandemic are highlighted. The emphasis is made on a detailed study of foreign experience in the field of anti-crisis measures to support small and medium-sized businesses. Within the framework of the article, such scientific research methods as analysis and generalization were used. It was noted, on the one hand, the high efficiency of anti-crisis support programs, on the other, its problems, including limited and insufficient budget funding.
The domestic and foreign practice of project conflict management and resolution is analysed. The concepts of “conflict” and “contradiction” are differentiated. The modern point of view on the essence of the conflict is revealed, suggesting that the conflict does not always have negative consequences. In some cases, it is necessary to increase the effectiveness of the project implementation, so sometimes managers are required to stimulate its development (escalation of the conflict). The specific features of the escalation of the conflict and its relevance in a particular conflict situation are determined. The psychological features of the conflict escalation are analysed, which are manifested in the reluctance of domestic leaders to take the problem higher because of the fear of not being able to cope with the management of the conflict. Strategies for managing project conflicts are highlighted, and a conceptual model for managing them is proposed.
Modern organizations are forced to adapt to the conditions of market relations and competition. The factors that determine success in the market are also factors for the survival of the organization. Achieving competitive advantages in accordance with the resource approach is possible as a result of using unique resources, one of which is human resources. The most significant areas of interaction between the organization and the personnel within the framework of both the world community and the Russian Federation are considered in the article. A study of the provision of enterprises of the Penza region with human resources was carried out and an assessment of the effectiveness of the human resources management system in a pandemic was carried out using an expert method. Based on the results of the study, recommendations were developed for the organization of personnel management in conditions of uncertainty.
The texts of the strategies of socio-economic development of the constituent entities of the Russian Federation are analyzed. The studied database includes 240 strategic documents approved in the period from 1997 to 2020. Based on the analysis of the selected strategic documents, the prerequisites for their actualization are identified. Based on the results of studying the dynamics of the approval of strategic documents, the author’s periodization of the “waves of interest” in the development of socio-economic development strategies is proposed: from the year of the introduction of a new type of planning document to the current stage of development strategies. General ideas about the individualization of strategies for the socio-economic development of territories of different levels are founded.
STRATEGIES AND INNOVATIONS
The participation of the Russian Federation in international environmental conventions and agreements as the successor of the USSR and as a new subject of the international law of the XXth century is considered. Environmental problems arise due to the excessive anthropogenic impact on nature. Rational use of natural resources requires the development and purposeful application of environmental and legal instruments for the protection of the natural objects and systems that are not included into the jurisdiction of individual countries and are not the national heritage of a particular state. The efficiency of the norms of the international environmental law is low since they come into conflict with the economic interests of states. Nature continues to be considered as the basis of the economy, and participation in international agreements means restrictions on certain economic activities, therefore, a number of countries do not ratify international environmental conventions for economic reasons, neglecting environmental consequences. Another reason for the refusal of ratification is the desire to hide from the public information about the deterioration of the environment, which is a violation of the interests of civil society and a risk to human health.
The modern economy with all the variety of its structural elements, which every year is increasingly immersed in a hyper-connected digital space, new conditions of institutional functioning caused by both a change in technological patterns and innovative forms of thinking, needs to adjust the basic, established principles and models of economic growth. If earlier the material productive factors was played a key role, today their importance is to some extent offset by the increasing role of non-material factors of production, the most important of which should include reputation capital. The purpose of the article is to comprehend and theoretically support this scientific problem. The need to revise some principles of building models of economic dynamics and strategic management of the region based on the use and revision of structural, logical and evolutionary views on the construction of this process is substantiated in the article. Based on the results of systematization of the evolution of methodological approaches to assessing the effectiveness of regional socio-economic development of territories / regions, the position is substantiated, according to which, in modern economic conditions, the effectiveness of territorial development should be based on research and strengthening of reputation capital.
The Russian universities have to be demand among potential foreign applicants in the context of tightening competition in the global higher education market for resources, personnel and students. The possibility of attraction talented young people from other countries appears through the implementation of the education export in the context of the knowledge economy and global competition. In addition, interaction with foreign students contributes to the academic development of universities, knowledge diplomacy and international cooperation. The experience of the National Research University of Information Technologies, Mechanics and Optics and the Peoples’ Friendship University of Russia in the field of increasing and applying indicators for assessing international competitiveness has been analysed. The correlation and regression analysis of the dependence of the number of foreign students studying in Russia on the number of Russian universities in the world university rankings has been carried out. The assessment of changes in the work of universities to attract foreign students during the COVID-19 pandemic has been performed.
DEVELOPMENT OF INDUSTRY AND REGIONAL MANAGEMENT
The results of the analysis of the equipment market for the logging industry in Russia are presented. A literary review of the domestic and foreign equipment markets is presented, the size of the market is estimated, its segmentation is carried out, consumer preferences are identified and characterized. The assessment of the key product range for the industry is carried out, the main foreign competitors are identified and the existing barriers to the entry of domestic products into the market are analysed, as well as ways to overcome them are proposed and justified. The features of the demand for products are analysed, the possibilities of import substitution of currently used logging machines are studied and the ways of their marketing promotion are presented. The directions of further development of forest engineering and the entire forest complex of Russia based on import substitution and ensuring the economic and technological security of Russia are substantiated.
Currently, questions about digitalization, namely the digital transformation of the fuel and energy complex, are often raised in the Russian Federation. The relevance of the topic lies in the importance and necessity of introducing digital tools in the oil and gas industry. The arguments, substantiating the effects of digital transformation in the oil and gas complex are presented. The interpretation of the digital transformation of the Russian fuel and energy complex is given. The statistical data of the Ministry of Energy on the assessment of the total effect of digital transformation by 2035 are presented. The influence of digital technologies is analysed on the example of the oil and gas company Public Joint Stock Company “Lukoil”. The necessity of the National Infrastructure Investment Project, the importance of creating a center for hard-to-recover reserves and the introduction of an intelligent field are shown.
Sets of high probability cycles are determined, and also a common cyclic genome for the sugar industry is identified, which together affect the indicators of sugar, sugar beet, and sugarcane production. The regularities of the cyclical dynamics of large regional structures in the sugar industry are studied. For the first time in practice, the method of detecting the cyclic genome has been implemented not only by spectral analysis, but also by forward analysis (periodograms are built based on forward analysis). It is practically confirmed that the forward analysis when constructing periodograms shows results significantly better in than the classical spectral analysis. New patterns in the displacement (mutation) of the cyclic genome of the world sugar production are revealed. Sociogenetic patterns (cycles of different nature) are determined, for example, the cycle of a group of developed countries was 8.23 years, the cycle of developing countries – 8.39, the cycle of “Third world” countries – 7.6. A cyclical drift in world sugar production is revealed: after the end of World War II it shifted from the usual 9.49 years for the XIX century – the middle of the XX century to the current value of 7.12 years.
The purpose of the article is to assess the level of sustainable development of municipalities and improve the assessment methodology by taking into account the budget sustainability index. The paper defines the concept of sustainable development of a municipality as a process of managing the ecologio-socio-economic system of a municipality that ensure the integral stability of the structure, elements and their connections. The current state of the urban districts of the Republic of Bashkortostan in dynamics in the period from 2015 to 2019 is analysed, the level of sustainability of municipal districts is assessed according to indicators of economic, environmental and social subsystems. The assessment methodology is supplemented by the following indicators of the budget subsystem: overall budget stability; budget deficit/surplus; total solvency; the ratio of accounts payable and local budget expenditures; the ratio of municipal debt and revenue; the level of budget balance.
The demand for ritual and funeral services, which substantiates the importance of the development of the ritual and funeral industry for the Moscow is considered. It is noted that the legal basis for the organization of the ritual and funeral industry has ceased to correspond to the pace and level of its development, and a new version of the basic Federal law is currently being developed. Significant shortcomings in the organization of the ritual and funeral industry and the maintenance of burial places that hinder its development are revealed. From the point of view of the assessment of these problems, the main directions of improvement of this industry are determined, including: improvement of legislation, organization of an effective system of market activities, increasing the protection of citizens in the provision of ritual and funeral services.
ECONOMICS: PROBLEMS, SOLUTIONS AND PROSPECTS
Entrepreneurship is an integral part of the market economy. However, only recently it has been possible to analyse this cluster online. The purpose of the research paper is a qualitative analysis of indicators formed by the Federal Tax Service of Russia to characterize the activities of small and medium-sized businesses. The article presents the results of a review of the indicators of information and digital resources of the Federal Tax Service of Russia that characterize the activities of small businesses: the unified register of small and medium – sized businesses; the unified register of small and medium-sized businesses – recipients of support; the unified state register of taxpayers; the state information register of accounting (financial) reporting; the “Transparent Business” service. It is concluded that the information and statistical databases of the Federal Tax Service of Russia have a significant potential for partial formation of statistical reporting data of small and medium-sized businesses, and are also acceptable for economic and statistical analysis of the activities of both a specific entity and a group of entities.
A comparative analysis of three large Russian companies – PJSC “Novatek”, PJSC “Gazprom”, PJSC “Surgutneftegaz”, – is presented. The study relevance is caused by the gas industry strategic importance of the country as a whole as well as the specifics of its current situation: a large-scale drop of world gas prices, the ruble depreciation in relation to the US dollar, the introduction of sanctions on Russia. The financial and economic activities of the company PJSC “Novatek” is examined in the article. Various approaches to the analysis and identification of the company’s activities potential are studied. The investment attractiveness of competitors’ companies is evaluated. The research methodology included: complex, empirical, retrospective types of analysis (since the calculations of the companies’ financial conditions indicators are based on their consolidated financial statements data as of December 31, 2015); comparative, horizontal and vertical types of analysis; grouping method is categorization. As a result methodological principles of carrying out an economic analysis of gas producing companies’ activities are formed in order to make effective management decisions in conditions of risk and uncertainty.
The political and economic context for India based on the results of the Regional Comprehensive Economic Partnership Agreement (RCEP) signed in November 2020 is considered. The benefits of strengthening economic cooperation for the participating countries from its signing are characterized. The hypothetical advantages for India in the case of its entry into RCEP are analyzed. In connection with country’s opting out of RCEP the authors have highlighted three segments of reasons for studying (political, legal and economic) that caused such India’s decision. Among the political reasons for India’s opting out of RCEP the problem of the Indo-Chinese border conflict over disputed territory escalating is emphasized. Among the legal reasons that determined opting out of the treaty, the issues of investment policy and intellectual property outside the World Trade Organization frameworks are noted. The economic reasons offset the benefits of RCEP for India are investigated. The connection between all three segments of causes is demonstrated. The experts’ forecasts is evaluated for India’s entry into third place in the world economy in terms of the gross domestic product contribution and the prerequisites for this are studied. It is concluded about the possibility of achieving the goal if a number of conditions are met and a set of necessary measures is carried out.
INVESTMENT VALUATION
The article discusses the main problems associated with the development and implementation of investment projects at enterprises of the real sector of the economy for sustainable development. The current situation in the investment and construction sector of the economy has been evaluated and the ways of solving the main problems of investment activity in the construction industry are outlined. The issues of formation mechanism of the investment attractiveness of industries and individual organizations, production and investment activities have been consistently considered. Traditional indicators and criteria of investment efficiency have been analysed. The expediency of using indicators of the return on capital or assets of the organization necessary for the implementation of the project has been substantiated. It has been noted that in the process of developing an organization’s sustainable development strategy, it is necessary to take into account its digital transformation, within the framework of the possibility of functioning in a single digital environment in order to increase competitiveness. The applying a comprehensive assessment of the effectiveness of attracting investments for the implementation of investment programs based on the selected criteria, taking into account their functioning in the digital environment, – has been recommended.
Modern investment processes can be considered the main factor in the development of individual constituent entities of the Russian Federation. The emergence of additional jobs, the improvement of social infrastructure contribute to the growth of the quality of life of the population. However, the active use of natural resources as a raw material base for industry and agriculture has consequences: the depletion of resources and the violation of their structure and quality. Environmental protection measures are an important component of the development of regions. The article сonsiders investments aimed at protecting land and water resources in the Republic of Sakha (Yakutia). The study of the statistics of costs for the conservation and restoration of water and land using the Gatev integral index allowed us to conclude about significant changes in current costs structure. Based on the correlation and regression analysis, the ratio between the Gatev index of structural differences in costs and the share of investments in the rehabilitation of soil and water resources with a correlation of 0.85 has been obtained. It has been concluded that a decrease in the level of attracted investments entails, in aggregate, a significant redistribution of funds for measures aimed at improving the natural resources of agricultural purposes.
FINANCE AND BANKING
Modern information transparency of the results of organizations’ activities determines the use of non-standard tools of financial and economic analysis. The purpose of the article is to show the variety of such tools as the main element used to assess the reliability of a contracting organization. A non-standard approach to the analysis of the sufficiency of free cash from operating activities and the efficiency of the use of working capital, taking into account the peculiarities of the contractor’s activities, is illustrated. The object of the study is the indicators of free cash flow from operating activities. The subject of the study is the features of the activities of contracting companies that determine the possibility of using a non-standard approach in analysing financial condition of organizations of this profile. The article reveals the differences between the widely used EBITDA indicator and the considered indicator of the net cash flow of the order portfolio.
The modern specifics of the temporarily free funds management on Unified Treasury Account of the Federal budget have been analysed. The assessment of the possibility and expediency of using of the income part received from the management of these funds to transfer to the Pension Fund of Russia budget as an additional factor in balancing its income and expenditure obligations, – has been made. An analysis of the current legislation has shown that the Pension Fund of Russia is not included in the number of recipients of income shares from managing balances on a single treasury account. In this regard, an estimate of the approximate amount of income from managing balances on a single treasury account based on open data has been made. It is proposed to include the Pension Fund of Russia in process of distributing these revenues since their value is sufficient to cover up to 10 % of the budget deficit of the Pension Fund of Russia.
SOCIAL TECHNOLOGIES AND PROCESSES
An empirical study of the psychological characteristics associated with attitudes towards the spread of the COVID-19 virus is presented. The attitude towards the spread of the COVID-19 virus is defined as a system of partial subjective assessments of the essential characteristics of a given situation: the potential danger of infection with the virus, information coverage of events in the media, health-preserving measures of official institutions. A classification of types of attitudes towards the spread of the COVID-19 virus is proposed based on combinations of various partial subjective assessments of the essential characteristics of the situation of the spread of the virus. The article reflects the results of an empirical study of the personality traits of respondents with different attitudes towards the spread of viral infection: significant positive and negative correlations between the types of attitudes towards the pandemic and respondents’ copping strategies, types of relationships and such personal characteristics as extraversion – introversion, attachment – alienation.
The image of a political leader through the eyes of modern youth is considered. The image of a politician is a reflection in the mass consciousness of an emotionally colored idea of politicians. A survey of young people aged 15 to 29 years who live permanently in Moscow was conducted. In order to create a portrait of an ideal political leader, respondents were offered several lists of qualities and characteristics that, in the opinion of young people, a modern politician should possess. It was determined the five main qualities of the “ideal politician”: charisma, publicity, openness of personal life, views, availability of professional education, the ability to empathize, loyal attitude to subcultures and minorities. The study of the image of the ideal political leader allows building a dialogue with the youth audience and getting the material necessary for the formation of a positive image of a real politician.
The social component of the personnel policy of Huawei Technologies is considered. As the largest international, multinational telecommunications corporation, Huawei successfully solves the problem of forming corporate unity. The directions of its effective social strategy are of scientific and practical interest. In the article, based on official data on the personnel structure, it is revealed that the principle of personality psychotypes is used in the practice of creating a stable structure, which determines the novelty of the material. One of the directions of this research is to clarify the special social rhetoric used in verbal and nonverbal communication. Since Huawei has many educational centers on the territory of Russia based on domestic universities, the authors of the article see their task to acquaint today’s students – potential employees of the company with the social policy of their future employers.
In modern society, under the influence of the widespread active introduction of innovative technologies (robotization, digitalization, etc.), ordinary employees of organizations are changing. In addition, life imposes new requirements on the heads of organizations. Managers not only solve the usual tasks, but also face the problem of the need to change the usual leadership style: psychological methods are replacing directive management methods. The emotional intelligence of the manager is especially appreciated, which means the ability to observe and be aware of their own experiences and emotions of other people, manage their own feelings and emotions of another, and build interaction on this basis. Another important quality of a manager that is in demand today is conflictological competence. Robotization and digitalization prevent some traditionally arising conflicts, but new conflicts related to the virtual nature of work also arise in organizations: the rigidity and unambiguity of verbal means of communication, provoking conflict; the conflict caused by the reduction of jobs in the organization; the digital divide, which consists in differences in digital literacy and digital competence of the younger and older generations of employees.
CURRENT TRENDS IN PSYCHOLOGY
Conflicts within the family between representatives of different generations are considered in order to identify the most common causes and topics of conflicts between members of the same family, intergenerational relations in families. Families with representatives of three generation were interviewed: children, parents and grandparents. Questionnaires, surveys, and interviews were used to collect statistical data. Recommendations on forecasting, prevention and management of conflict situations within the family are given.
The adaptability of personality of medical university students studying at different courses is investigated. Various approaches to the definition of the concept of personality adaptability are analysed, methods of its diagnosis are considered, the structure of the personal adaptability of medical students of all training courses is revealed. As a result of an empirical study it was revealed that the greatest deficiency in the structure of personality adaptability, characterized by a socio-oriented orientation, prevails in the first, second and fourth years. The adaptability of the personality of third-year students is in the zone of average values. Students of the fifth and sixth years of a medical university have the most harmoniously developed adaptability with the predominant characteristics of an autonomously oriented personality.
