CURRENT ISSUES OF MANAGEMENT
The article presents the results of an analysis of the demand for labor of personnel management specialists in Moscow according to the state as of July 2021. It provides a brief overview of the leading world and Russian employment sites. The correctness of using the HeadHunter website (hh.ru) for analysing the demand for HR specialists in the Moscow labor market has been substantiated. Based on the results of a preliminary analysis of positions offered to HR specialists in Moscow, a sample of 250 vacancies has been formed, on which the requirements of employers to applicants have been assessed. The analysis has been carried out for three large groups: for managers (directors) for personnel, chief (leading) specialists and specialists (assistants). A Box Plot diagram has been constructed and analysed based on the salary proposals.
The article discusses the specific features of risk management in Russian design organizations. The advantages of implementing a risk management system in such structures in the short and long term have been shown. A review of the methodological base of project risk management, formed by the efforts of Russian and foreign scientists, has been performed. The article presents typical problem situations caused by the implementation of risks inherent in design organizations that threaten its stable operation. The key reasons for the formation of risk factors have been considered. The negative consequences of passive risk management have been diagnosed. Prerequisites for the deployment of a risk management system in design organizations have been presented. The stages of implementation of the risk management system have been described. It has been concluded about the effectiveness and efficiency of the risk management system in the design organization.
The article considers the value management concept in the context of the changing epochs of postmodernism and metamodernism, as well as the challenges of the Economy 5.0. The main elements of the concept of value management and their relationship with the ideas of postmodernism and metamodernism have been revealed. The strengths and weaknesses of value management in modern companies have been determined. The role of institutions of the micro-, mesoand macrolevels in changing the values of economic activity has been recognized. The authors concluded that there is a cumulative, accumulative relationship between technological, value, institutional and economic changes. The potential of value management of organizations in the Economy 5.0 in the context of the era of metamodernism has been clarified.
STRATEGIES AND INNOVATIONS
The COVID-19 epidemic forced most employers to transfer employees to a remote format, and after the restrictions were lifted, many companies retained this regime. Therefore, an urgent topic today is the discussion of the question of whether the hybrid or online format will remain as established forms of interaction between people. The purpose of the study is to identify the main problems in corporate governance that arose during the forced transfer of some of the personnel to a remote work format and to show the possibilities of their solution based on digital tools. Coordination of work in a team affects not so much the productivity of each employee as the formation of a general vision of the situation, the quality of setting and solving problems, the presence of informal communications and the stability of horizontal ties, and the support and adaptation of new team members. To substantiate the choice of a hybrid office, expert assessments and the method of analysing hierarchies have been applied. The article provides a list of tools that ensure the operation of a hybrid office, formulates their advantages and development prospects. The possibility of assessing the effectiveness of such decisions using the total cost of ownership methodology on the example of introducing a biometrics system in a bank has been shown.
The problems and prospects of transport and logistics industry have been considered. The most common innovative technologies used by transport companies have been highlighted. The analysis of factors that hinder the digitalization of the transport and logistics industry, as well as factors that affect the development and implementation of innovative technologies has been carried out. The state policy in the field of development of digital technologies of transport logistics has been studied. The shape of the digital space of transport logistics in the near future has been determined. The influence of digital technologies, which are used in the global transport and logistics infrastructure on the activities of companies, has been considered. It has been concluded, that the use of innovative technologies by transport companies, which is currently dictated by the conditions of digitalization of the economy, directly affects its competitive advantages in the industry.
The implementation of innovation policy at the regional level requires a strategic approach, and the formation of effective strategic responses to suddenly emerging external threats and challenges is particularly important now. In the article the author reflects the results of the study of the specifics of the strategic aspects of the implementation of the innovation policy of the Khabarovsk region in modern conditions and concludes that it is necessary to improve the mechanisms for adjusting the strategic goals of innovative development at the regional level in a rapidly changing external environment. The purpose of the study is to form the current strategic priorities for the implementation of innovation policy in the region on the example of the Khabarovsk region. As the main methods, the author used SWOT analysis, a polygon of alternatives, and goal tree have been used.
The purpose of this study is to examine the role of modern digital methods in promoting museum services through websites and social networks. The website of the state museum-reserve M. Sholokhov and social networks used by the museum to promote their services were used as an information base. The technologies that are most actively used by the museum have been determined, the effectiveness of using the main instruments of audience attraction has been analysed, and the trends of using of remote technologies during the COVID-19 pandemic have been identified. The forecast for the development of the museum services market taking into account new online practices has been done, a number of practical recommendations have been substantiated. Trends of application of the remote and digital technologies in the context of increasing the innovation level of museum services formats in the post-quarantine period have been indicated.
The study of theoretical approaches and conceptual analysis helped to clarify the definition of “platformization” from the point of view of network interactions and technological modernization of Russian industry, which formed the basis for the model of institutional interactions platformization, based on the formation of technological alliances that promote innovations, joint value creation by network participants and breakthrough industrial development. On the basis of the dynamic approach, a matrix of positioning of the subjects of the Russian Federation has been constructed, reflecting their distribution in four quadrants, depending on the level and pace of innovative development, and allowing to identify a low share of regions, the regions that demonstrate an intensive increase in innovation activity together with a high rating and a high share of regions that are considered stable weak innovators. The definition of platformization has been formulated in the context of technological development of industry, which distinguishes the use of this category from the “digital” aspect presented in the literature.
DEVELOPMENT OF INDUSTRY AND REGIONAL MANAGEMENT
One of the producers of pollution in the natural environment and on natural and anthropogenic objects is transport, which emits harmful vapors when driving on highways. The spread of pollution occurs during the movement of transport along the air and water flow. The article investigates the level of environmental pollution from vehicles in the regions of Russia, reveals the total percentage of emissions from passenger vehicles. The analysis of emissions has been carried out based on data from the Federal Service for Supervision of Natural Resources Management (Rosprirodnadzor) using empirical and mathematical, statistical methods. A brief description of the method of calculation of evaporation from transport has been given. In the course of studies, various groups the total values of emissions for various transport groups in the regions have been identified, environmental zones have been determined. The dynamics of changes on transport over the past three years has been traced. The regions most affected by harmful emissions have been considered, measures to reduce environmental risk have been proposed. The necessity of a national project on ecology and air purification has been substantiated. Environmental problems in transport pose a great threat to the environment, it is impossible to reduce emissions immediately, but if you gradually apply measures to minimize pollution, you can improve the environmental situation in the regions.
The article analyses the economic state and prospects for the development of modern seaports in the context of the development of the transport infrastructure of the Russian Federation as a key factor in increasing the economic efficiency of public production. A review of the seaports of the Russian Federation of the Russian Federation, which includes 67 ports in five marine pools is presented: the Arctic, the Baltic, the Azov-Black Sea, the Caspian and the Far East. The main stages of development of the seaports are highlighted and the characteristic features of each marine basin are noted. The analysis of the economic indicators of the activities of marine ports is carried out: cargo turnover, volume of cargo handling and bulk vessels in the seaports of the Russian Federation. The main problems of the development of seaports in Russia are revealed, the objectives of state regulation and the system of state support are considered. The directions of increasing the competitiveness of seaports in the world market are determined.
This article presents an analysis of the steel industry in Russia. The external factors of the steel market have been studied. The results of the activities of steel enterprises for 2019 with the subsequent calculation of the market share of each participant, – have been investigated. The calculation of the main indicators of the market structure in the form of the Herfindahl-Hirschman formulas and the concentration coefficient for the three largest sellers has been carried out. The dynamics of revenue and steel production in Russia by the main producers in the industry market have been estimated, as well as changes in the level of use of average annual production capacity for a number of products have been evaluated. The structure of the country’s exports and the influence of the products of the steel industry in it, as well as the factors of its internal and external demand, – have been analysed. Factors and trends of the industry development have been considered.
Increasing the export potential of the higher education system is a strategic goal of many developed and developing countries, including Russia. At the same time, attracting foreign students to domestic universities makes it possible to attract foreign intellectual resources, develop international cooperation and diplomacy. During the study, a model of a system for managing the competitiveness of higher education in Russia has been developed, which contributes to attracting an international contingent of students to Russian universities. This system takes into account the influence of global environmental factors and state macro-environment factors. The subject of management in this system is represented by the federal, regional and university levels. For each subject level, methods have been developed to attract an international contingent of students to Russian universities. The object of management in the developed system is the level of competitiveness of higher education in Russia.
Many experts expressed their point of view about the harmful impact of the global COVID-19 pandemic on the economy. Without disputing this position, which is popular in Russian and foreign media, the authors have been conducted research on the shadow market of services in 19 regions of Russia in 2020 and 2021, and have been concluded that the global pandemic has an extremely insignificant negative impact on the shadow market of services in Russia. The majority of shadow respondents did not note a significant decrease in the level of income due to the pandemic, nor a change in professional employment, nor a significant change in the level of competition. The reasons for this state of affairs became: high social mobility, social activity, high adaptability of the shadow market to any crises and changes than in the official sectors of the economy, a high level of trust between subjects and consumers of services in this sector of the economy, a high speed of reaction of this market to the needs of customers.
ECONOMICS: PROBLEMS, SOLUTIONS AND PROSPECTS
Scientific approaches to the study of food security at the regional level of the Russian Federation are considered. The main indicators characterizing the level of food security of the Vologda region have been analysed. The main problems in providing the population of the region with food products of their own production have been identified. The problem of the low level of production of meat and meat products in the region has been identified as a problem that requires the most careful attention of regional government bodies. It has been concluded that the strengthen state support for meat livestock enterprises of the region is necessary. The analysis of the opinions of domestic scientists on the application of the cluster approach to the development of the agro-industrial complex has been carried out. The expediency of creating a meat cluster of the Vologda region as a promising tool for solving the problem of the low level of provision of the population of the region with meat is justified. The results of the SWOT analysis of the meat cluster of the Vologda region have been presented. The general concept of the meat cluster of the region is proposed.
The problems arising in organizations during the process of investment activities have been considered. The results of financing and implementation of projects and programs have been analysed and interpreted consistently. The issues of expediency of using the profitability indicators of the capital or assets of the company, which requires for the project implementation, have been touched upon. Approaches to the possibility of using the project financing mechanism, have been substantiated. Attention has been paid to the positive and negative aspects of the application of project financing for the company investment activities. It has been noted that project financing is usually used in the implementation of large investment projects, which combine the economic interests of the state and private investors. Particular attention has been paid to the issues of project and program management within the digital environment in order to provide a unified information base. The analysis of possible risks when using the project financing mechanism has been provided and the approaches to influencing the emerging risks have been defined. The result of the study was the formation of factors affecting the effectiveness of the project financing mechanism in the implementation of investment projects and programs.
The scientifically-based classification of costs provides the formation of relevant information about the size, structure and content of the organization’s costs. The need to classify freight forwarding costs is due to the requirements of searching for reserves to minimize the costs of selling products (services). Increasing the cost-effectiveness is the most important management task. The classification of freight forwarding costs makes it possible to identify unproductive expenses in their structure and develop a system of management measures to minimize them, which will lead to an increase in profit and profitability. The existing methodological approaches to the management accounting of freight forwarding costs do not allow us to form a single scientifically based classification of these costs, to identify reserves for their reduction in the future. In this regard, the purpose of the article is to study the theoretical foundations of the classification of freight forwarding costs as an object of management accounting, identify the main problematic issues of cost classification and make proposals for its improvement. The theoretical and methodological basis of the study was the publications of Russian and foreign specialists in the field of management accounting organization. The main research methods used in writing the work were the method of theoretical system analysis and the monographic (descriptive) method.
The methods of project management in the article from the point of view of their applicability for industrial enterprises operating in conditions of economy digitalization have been analysed. One of the options for applying project management methods in industrial enterprises that fulfill the task of the production process informatization has been suggested. The use of project management methods facilitates the adaptation of enterprises to changing environmental conditions caused by active development and implementation of information technologies and society digitalization allows you to identify and make the most complete use of available resources, make effective management decisions, establish interactions between departments that perform various functions. The process of applying project management methods should be carried out with regard to the goal defined by the company’s strategy and to the trends in changing environmental conditions.
The article analyses the consequences of the COVID-19 pandemic for employment of the population in Russia. The range of issues studied is largely based on previous studies in this area and covers the problems of the spread of remote work, the growth of unemployment, the decline in wages and working hours. Special attention is paid to the sustainability of workers, as well as the state and fulfilment of their labor potential. The information base of the research is presented by a sociological survey conducted on the territory of the Vologda region of Russia in a monitoring mode. The results of the analysis are consistent with the key negative trends in employment during the pandemic: many employees have faced violations of labor rights, delays and non-payment of salaries, the need to find another job. With the backdrop of the deteriorating quality of labor potential, an increase in the pressure of work is identified, which can contribute to the exacerbation of occupational diseases. The paper concluded that it is necessary to find the optimal balance between the nation’s health and economic growth.
The purpose of the study is to identify the essence of digitalization for business. The theoretical and methodological relevance of the article consists in the fact that the issue of publicity of digitalization processes for small and medium-sized businesses have not until now considered by economists. The lack of development of these issues predetermined the relevance and practical significance of the study. The scenario of digitalization implementation has been considered on the example of Perm, where digitalization is carried out in accordance with the approved “Concept of digital economy development in the Perm Region”. The task of determining the economic effect of business processes digitalization in the city economy was solved. The following methods were used in the study: methods of statistical information processing, the general scientific method of cognition of the problem, the method of system analysis, the theory of digitalization of systems, computational and experimental methods for modeling the digitalization of property, as well as methods based on the theory of functional specialization and the theory of restructuring. It has been concluded that the introduction of digital technologies into public life allows businesses to take part in this and develop themselves.
The article considers the relevance of the problem of assessing the gross value added created by enterprises belonging to the oil and gas sector of the Russian Federation. There is no unified system of statistical indicators in the world that determine the boundaries and characterize the economy of the oil and gas complexes of the countries of the world. The World Bank’s calculation of the share of oil rents in the gross domestic product of the Russian Federation has adopted as one of the simple indicators for assessing the role of the oil and gas complex in the country’s economy. It has been noted that the oil rent is reflected only as a part of the primary income arising from the extraction of oil and gas, their processing, transportation and further use. The expediency of taking into account the entire value chain created in the oil and gas sector of the economy has been justified. The methodological difficulties of a number of interrelated problems have been highlighted in detail: measuring the added value created by service sector enterprises related to the oil and gas sector; complexly organization of production structures (vertically integrated companies); transfer pricing in the oil and gas industry; reflecting taxes and subsidies on products of the oil and gas sector. The conclusion has been made about the expediency of calculating the share of the oil and gas sector in the gross domestic product of the Russian Federation.
FINANCE AND BANKING
The article considers the economic nature of the new form of Russian money, the issue of which, in addition to the already existing cash and non-cash money, was announced by the Bank of Russia in October 2020. The issues of the influence of the digital ruble on the activities of commercial banks have been investigated. Based on the analysis of the structure of the banking sector’s liabilities to legal entities and individuals, it has been determined that the launch of the digital ruble will provoke an outflow of about 15 % of funds from the current accounts of customers, which, given the use of stable balances on these accounts as a source of financing of income generating assets, will cause the need for banks to increase their interest rates on the credit market.
Financial planning and forecasting are important functions of financial managers, analysts and are important in making management decisions. Long-term growth and strengthening of the company’s position in the market are impossible without high-quality financial planning. Improving the quality of forecasting requires a thorough analysis of the application of various methods and techniques. The article considers the methodological problems of forecasting key financial indicators related to forecasting the final results of the company. The algorithm for creating refined factor predictive models of financial indicators has been presented and tested. Based on the combined application of various economic and mathematical methods, the forecasting method has been improved, which makes it possible to reduce the forecast error, which in turn allows us making more accurate financial decisions.
The article considers theoretical issues and problems of practical application of the Enterprise Resource Planning System (ERP) as the basis of financial management for companies in Vietnam. The introduction of the ERP system improves the quality of information and supports analysis the management of the company, contributes to the organization of a financial management based on an innovative and long-term perspective, and increase the efficiency of the system as a whole. The article analyses the using of the ERP system in the process of enterprise management, lists the most famous domestic and foreign ERP systems, compares existing systems in Vietnam today, indicates the difficulties in deploying in the company. SOCIAL TECHNOLOGIES AND PROCESSES
The article considers the social policy of the state in the field of labor relations of Russian mothers with preschool children and the main challenges faced by mothers in this area. The author of the research paper analyses such problems as female unemployment, occupational segregation, discrimination; issues associated with the functioning of a socially fair system for designed to protect working mothers, problems associated with combining family obligations and raising children with labor activity. The article is based on the results of the author’s sociological study of representatives of this category conducted by the author in the spring of 2020. The suggestions of respondents for solving the problems under consideration are outlined.
The socio-psychological mechanisms of the influence of public opinion on the formation of the “I-image” of the State Traffic Inspectorate employee as a factor of regulation of official behavior have been investigated. The article considers the problem of forming a positive “I-image” of the State Traffic Inspectorate employee and the search for the optimal psychotechnology for its successful manifestation in the regulation of official behavior in relation to the fact that the decline in the authority of the above-mentioned service in the eyes of the public does not allow us to fully form a positive “I-image”. The psychodiagnostic methods used in the study and the empirical base have been described. The results of the study have been processed and interpreted using descriptive statistics, correlation and factor analysis. Purposeful psychological influence contributes to the formation of a positive “I-image” of the State Traffic Inspectorate employee, which has been proved by an empirical study.
