Abstract

The principles of ESG in management as the basis of sustainable development of the company, industry and economy in general are considered in the article. The authors deal with the issue, whether the rupture of economic links and financial schemes, as well as the exception of the Russian companies from the international ESG-ratings can lead to refusal of the ESG-principles in management. The features, peculiar to each of the ESG aspects in the conditions of the anti-Russian sanctions in 2022 are considered. The problems and strengths of the Russian companies, the degree of prevalence of the ESG principles among the Russian entrepreneurs are revealed. According to the data of analyst companies, research and polls, the authors conclude, that the enterprises applying the ESG-principles have more chances to recover from the current crisis successfully.

Abstract

The article deals with the development of conservatism in modern Russian society. The current socio-political situation indicates that Russian society refuses to accept liberal Western values, giving preference to values of a conservative nature. There is an obvious demand for conservative projects to consider the values of social justice, the greater social orientation of the state, the rules and orders that are significant for people and have been with them for decades. The Russian elites are still poorly aware of the possibilities of reflecting such a request and remain within the framework of their usual ideological and conceptual approaches. The article outlines the main problem areas of Russian conservatism, which include the lack of a conservative view on the economy, a certain degree of closeness of conservatism to society, and an upset balance between renewal and preservation. Modern Russia needs to develop a new traditionalist-conservative doctrine as a possible methodology for the development of the entire Russian society, a new, broader, Russian conservatism. It is necessary to develop own “language”, taking into account civilizational, cultural and socio-historical features.

Abstract

The purpose of the study is to analyze the Russian practice of assessing the digital competence of civil servants and substantiate proposals for improving approaches to assessing and developing the competencies under study. The article presents an analysis of the existing requirements for the competence of Russian civil servants, officially fixed and the compliance of such requirements with the current and promising areas of activity of state bodies and the development of modern society in the context of digital transformation. The authors studied approaches to the formation and application of civil servants’ digital competence models, including on the basis of the job regulations content analysis. In the course of the study, the authors conclude that there is sufficient uniformity of approaches in the executive authorities regarding the content of qualification requirements, which is predetermined by the implementation of the methodological tools of the Ministry of Labor and Social Protection of the Russian Federation. But professional knowledge and skills in the field of information and communication technologies, in fact, duplicate the basic qualification requirements and do not reflect the use of information and communication technologies specifics in various industries and the differentiation of employees’ functionality depending on categories and groups of positions. The authors substantiate proposals regarding the formation of a model of digital competence, namely, the need to take into account the division of requirements into basic and professional ones, the reflection of differentiation into categories and groups of civil service positions.

Abstract

The authors propose a methodological approach to quantitative assessing the level of organizational culture of a university of a humanitarian profile. This assessment methodology was tested on scientific and pedagogical workers who took part in an expert survey. The results of an expert interview are given in the article. Not only employees of humanitarian universities, but also employees of universities of a natural and technical profile, having education in the field of social (humanitarian) sciences acted as experts. The purpose of the study was to identify the features and patterns in the formation and implementation of the organizational culture of the university of humanitarian profile. The authors propose an original methodology, which allows assessing the level of organizational culture simultaneously from three positions – past, present and future (desired) state. The level of organizational culture is determined on the basis of an integral (generalizing) indicator, which, unlike analogues developed by other researchers, is calculated as the geometric mean of the integral indexes of groups of indicators, which makes it possible to determine the median value, which is the closest to the average value.

Abstract

The article substantiates the need for a unified approach to the study of such economic phenomena as corporate social responsibility, business ethics, corporate culture and sustainable development. The author proposes to develop A. Carroll’s ideas on the gradual increase in the level of social responsibility of business as it develops on the basis of the renewability principle of economic and non-economic benefits. The objective nature of business participation in the production of not only economic, but also non-economic resources is substantiated. Risks for businesses of prematurely taking on excess obligations are noted. The article explains the need for an existential choice of the enterprise management to take responsibility for the consequences of its activities as a condition for implementing the concept of corporate social responsibility. The implementation of this choice occurs at a certain level of development of the individuals involved in the business.

Abstract

In the context of the economic landscape dynamic transformations, the values and behavioral characteristics of an economic agent undergo changes. The head of the organization faces new challenges: how to manage the behavior of the consumers and employees in modern reality, what methods of motivation to use to maximize the economic efficiency of the enterprise. The individualistic concept, based on the neoclassical economic paradigm with the assumptions of complete rationality of agents, does not always give the desired results and needs to be revised taking into account the cross-cultural characteristics of the country. The purpose of the work is to identify the key motivating factors of the individual, to determine the personal and collective prerequisites in the behavior of a group member using the example of a group of students. The article presents empirical work carried out by the comparative, observational and psychometric research methods, using synthesis and a systematic approach. The author reveals the characteristics of the personalities of the collective subgroups on a psycho-emotional basis using the R. Cattell method, the specifics of group segments and reveals social motivation in achieving a common group goal.

Abstract

In scientific studies, three approaches are used to identify experts in organizational research: sociological, behavioral, and cognitive. In the sociological approach, the emphasis is on the socio-political status of a person. The behavioral approach focuses on how choices are made in situations of uncertainty. In the cognitive approach, the subject of the thought process is considered directly. The article shows the limitations of each of the approaches. Methods for identification of experts in organizational research in domestic and foreign scientific studies are given. Methods are considered: social acclamation, political influence, problem situation, personal involvement, external cues, self-ratings, past performance, knowledge tests, psychological traits. The advantages and disadvantages of each method are shown. Expert identification methods provide a set of opportunities for researchers of organization and organizational behavior, depending on the need for: expert judgment or expert knowledge; expert evaluation procedures or the product of professional activity; knowledge of a topic, a problem, highly specialized markets or representation of the interests of specific actors, groups, ideas, concepts. The author uses general logical research methods: induction, deduction, analysis, synthesis, scientific abstraction, comparison and contrasting.

Abstract

Digital technologies are becoming an integral part of the modern society. They penetrate into all spheres of life and activity of mankind. Customs is no exception. The purpose of the study is to identify the problems and prospects for the introduction of digital technologies in the activities of the customs authorities of the Russian Federation. The methodological basis of the study is a set of measures of scientific knowledge, including general scientific methods of analysis, synthesis, induction and deduction, as well as private scientific methods: system analysis, logical method. The study argues that customs operations are directly related to the extent to which digital technologies are developed and implemented in the activities of customs authorities. Despite all the obvious prospects for further digitalisation in the field of customs, there are certain problems. In the article, the author identifies the key issues of the Russian Federation customs authorities digitalisation. Based on the identified limitations, recommendations are made for their elimination, taking into account the current economic and geopolitical situation.

Abstract

The article is devoted to the issue of taking into account the environmental factor in the evaluation and selection of infrastructure projects that are financed with the involvement of funds from the Russian National Wealth Fund. The purpose of the study is to improve the scientific and methodological base for the assessment and selection of infrastructure projects in the face of modern environmental challenges and threats. The work used universal and general scientific methods, methods of empirical and theoretical scientific knowledge, as well as special methods, due to the essence of the object and subject of research. The developed scientific and methodological foundations and proposals for the legal regulation of the assessment and selection of infrastructure projects, taking into account the environmental factor, are presented.

Abstract

The presence of large amounts of data in information and analytical systems makes it necessary to study them using machine learning and artificial intelligence methods. These models require the definition of tuning parameters related to the specifics of the subject area. The article presents a Cox regression model to solve the problem of customer churn. Cox regression is recognized as a model with high accuracy of predictions in healthcare. Therefore, it is interesting to use the model in other industries. The paper presents the results and comparative analysis of calculations on the Cox model using three tools: Statistical Package for the Social Sciences, programming language R and Russian software – analytical platform Loginom. A distinctive feature of the developed probabilistic model is the determination of the risk of event occurrence in conditions of incomplete data, as well as the identification of indicators that have a significant impact on the degree of its manifestation.

Abstract

In the context of global changes in the world socio-economic system, the formation of an international educational research space, in the technological platform of the education system, the widespread use of distance learning technologies it is extremely relevant to conduct a comparative analysis of the involvement of Russian and foreign students in the educational process in Russian universities. The article provides the results of an electronic questionnaire survey of 760 foreign and 2,280 Russian students at universities located in 38 regions of the Russian Federation in all federal districts. Russian and foreign students assessed their level of involvement in the educational process in distance and face-to-face learning according to the parameters of four types of involvement: emotional (affective), behavioral, cognitive and academic. Involvement in the educational process during the distance learning decreases among all students, while for foreign students it is to a greater extent than for Russian students, which is due to the linguistic, cultural, mental characteristics of this category of students. Organizational, technical, psychological and emotional barriers were identified as problems that reduce the involvement in the educational process in the distance learning format of Russian and foreign students.

Abstract

The article examines the main factors affecting the effectiveness of promotion in the digital marketing. The problems of determining the advertising media and the distribution of the budget in the media plan for the digital environment are examined in the article. Four main factors influencing effectiveness of digital promotion are revealed through the analysis of advertising campaigns and web analytics systems. Based on the results of the study, the actual advertising media for the digital marketing is determined, an advertising hypothesis, consisting of the characteristics of the audience, advertising message, channel and format of the advertising message is described. It is between advertising hypotheses that the author recommends distributing the budget when planning digital advertising campaigns. In conclusion, directions for the development of the topic raised are set and the need to study the topic of site conversion and its dependence on advertising channels is emphasized.

Abstract

In order to achieve operational and strategic goals, a technical service enterprise, with the help of management principles, affects management facilities, resources, equipment, machinery, technologies, personnel, customers and partners. Despite the relative stability of the content and structure of the principles of enterprise management, they can be implemented in various ways and are subject to changes depending on the state and trends of environmental development. The article is devoted to clarifying and supplementing the number and interrelationships of management principles of technical service enterprises. It uses methods of analysis and synthesis, induction and deduction, as well as classification, and the tools are binary matrices that provide for the joint use of qualitative features of the studied management principles and their dichotomies. The results obtained make it possible to reduce costs, time, as well as lost profits in the field of technical service due to a clear structuring of management principles by levels of enterprise management and positions provided for by its staffing schedule.

Abstract

The subject of the study is the foreign trade turnover between Russia and the G7 countries (USA, Canada, France, Germany, Italy, Japan, Great Britain), in particular, its structure. The purpose of the work is to identify the degree of influence of Russia’s cooperation with the countries considered in the work in the field of trade in goods on the national economy of Russia. The theoretical and methodological basis and information base of the study are the works of Russian and foreign authors devoted to the issues of interaction between Russia and the G7 countries. While writing this article the authors also referred to official Russian sources, in particular, to the data provided by the Federal Customs Service of Russia, the Federal State Statistics Service (Rosstat), and the Ministry of Finance of the Russian Federation. It is concluded that Russia’s cooperation with the G7 countries in the sphere of foreign trade is generally effective for Russia. However, it should be noted that the Russian Federation is actively implementing an export-oriented policy, the main products of which are oil products, which undoubtedly contributes to the increase in the rate of economic development, the inflow of foreign capital and the increase in gross domestic product. But due to the imposed sanctions, as well as dependence of the Russian Federation on oil and gas revenues, it is necessary to direct the vector of development to other industries, pay special attention to the development of domestic products and diversify the economy. The results obtained in this paper can be used for forecasting the economic position of the country in the global arena, analyzing the further interaction of the Russian Federation with its key trading partners, and assessing the feasibility of an effective partnership.

Abstract

The presented work analyzes the features, problems and factors of labor capital development of the Republic of Bashkortostan based on the data of a sociological study conducted by the Institute for Socio-Economic Research of the Ufa Federal Research Center of the Russian Academy of Sciences in 2021. A number of problems faced by the able-bodied population are considered, including: a relatively low standard of living of the population, which hinders the provision of the quality of life and professional productivity of workers; gender inequality in the distribution of labor incomes of the population; the predominance of negative assessments of the able-bodied population of their physical condition, the quality of their leisure and vacations; discrepancy between the high qualification of employees and the functions performed, which does not allow them to fully realize their labor potential in the workplace. Particular attention is paid to the analysis of values that prevail in the minds of the able-bodied population and determine their labor behavior, and as a result, have a negative impact on the formation of labor capital. Thus, it was revealed that the value orientations of the population of the Republic of Bashkortostan are typical for countries of “catching up” development. In this regard, the authors substantiate the necessity of cultivating the values of rationality of financial thinking, equality, self-expression and autonomy, as well as improving institutions that support these values in society. These values act as factors in the formation of high-quality labor capital in the conditions of modern Russia

Abstract

The article provides an analysis of the digital transformation consequences for the development of the field of labor and employment. Particular attention is paid to the issues of job replacement, employment de-standardisation and structural shifts in the labor market as a whole. The information base of the research is made up of Russian and foreign literature, analyzed using general scientific methods. The results of the analysis confirmed the profound nature of the changes taking place which must be considered as an objective process of forming a new paradigm of the labor market with its advantages and disadvantages. This is most characteristically manifested in the widespread use of non-standard employment forms (platform, remote, etc.) which, among other things, carry a lot of risks for the younger generation. In turn, the threats of large-scale technological unemployment are seen as somewhat exaggerated, as evidenced by research, while the problem of polarization of the labor market is much more real. Summing up, authors have concluded that there is a need to improve public policy in the field of labor and employment to overcome challenges of the digital age.

Abstract

In the article, the author considers a set of problems associated with the unsatisfactory efficiency of tax monitoring as a form of tax control. A critical analysis of the essence, content and results of the implementation of tax monitoring is presented, which is distinguished by a risk-based approach to conducting control procedures, the active use of digital technologies and the information openness of the system participants. The objectives of the study included assessing the results of tax monitoring already achieved and reviewing the practice of implementing similar forms of tax monitoring (observation) abroad. The study revealed the low efficiency of tax monitoring procedures in the system of tax control measures in foreign countries and the lack of relevant data indicating the effectiveness of tax monitoring in Russia. The conclusion about the need for a balanced and prudent approach to the further development of tax monitoring systems is made and the need for an additional study of the tax behavior of business entities is substantiated.

Abstract

The subject of the research is the marketing strategy of persons carrying out activities in the field of customs. The purpose of the article is to develop proposals for improving the marketing strategy of customs representatives. The author used the following scientific methods: analysis and synthesis, comparison, induction and deduction. In the course of the study, the application of the theoretical design of the marketing complex 5P for the analysis of marketing strategies of participants in foreign economic activity was studied; the marketing strategies of customs representatives were compared; shortcomings of marketing strategies were identified and proposals for their improvement were developed. The scope of the results is primarily within the interests of marketing practitioners and scientists, since this specific area has not been practically studied. In addition, the results can be useful in the educational process, when teaching such disciplines as Marketing and Economic security of an enterprise participating in foreign economic activity. Based on the material presented in the article, it was concluded that the inactive marketing activities of the majority of customs representatives may lead to the termination of their activities in the face of growing competition in the market.

Abstract

The purpose of the article is to propose the main patterns of restructuring (structural changes) of the Russian industrial economy. The task of the study is to reveal the essence and substantiation of each of the formulated patterns. The subject of the publication is the organizational and economic relations arising during the safe restructuring of the Russian industry. The methodology of the study proceeds from objectively existing, recurring, significant dynamic, static or combined relationships and dependencies of phenomena and processes of social production, which characterize the increase in the aggregate result of the country’s industrial system functioning. The main results are reduced to the definition of nine patterns of economically safe restructuring with the justification of each of them and the specification of their essence. Their scientific understanding is quite applicable both in educational institutions of the country in the study of economic theory and security, the restructuring of the industrial economy, and the economic practice of structural changes at all government levels. A general conclusion has been formed, expressing the content of the main patterns of safe industrial restructuring as an economic concept and its objective foundations.

The article presents the results of a marketing analysis of the global and Russian markets for intelligent urban mobility, including a set of solutions that improve the quality of citizens’ life – environmentally friendly modes of transport, shared services, on-demand mobility and infrastructure for integrating technologies into the urban environment. The authors propose a characteristic of the smart mobility market, consider the main segments and identify key trends in its development. Special attention is paid to the peculiarities of the transport sharing market development. In a comparative way, the features of consumer preferences, the volume of investments in sharing products and forecasts of market development are analyzed.

Abstract

The article is devoted to the search for solutions to adapt the strategic planning of the Russian metallurgical industry to modern political and economic conditions. The sanctions restrictions mutually applied against Russia by the countries of the European Union and the United States, and escalated in 2022, led to the destruction of established trade and financial flows, which seriously complicated the work of the Russian metallurgy. Therefore, the author of the article set the task to develop mechanisms for adapting the strategies of metallurgical companies to the current economic situation. The methodological basis of the current material was the analysis of annual reports of companies in the industry, as well as a number of works by Russian researchers devoted to the topic of modern development of metallurgy. It is noted that, despite the negative consequences of the prohibitive measures, the industry has promising sales markets and opportunities to maintain production volumes. The key results of the study were the data obtained on the share of metal exports and the structure of supplies to the foreign market. Ferrous and non-ferrous metallurgy are considered separately from this perspective, which is rare in modern research. In the course of the work, the current and prospective strategic directions for the development of the metallurgical industry were determined. A potential decrease in the interest of Russian companies in the environmental component of their activities, which was largely determined by dependence on foreign markets for debt capital and sales, was noted.

Abstract

In the conditions of the modern economy, an especially important area of economic activity of any company is its investment activity, which is associated with the investment of certain funds in the implementation of both long-term and medium-term projects. Without increasing in the receipt of financial resources from various sources used for investment, it is impossible to achieve the largescale goals of innovative, technological and information development of the socio-economic sphere in Russia. The purpose of this article is to study the specifics of the management of investment resources of metallurgical and mining companies in the country, as well as the analysis of the composition, structure of their investment resources and sources of their formation. The methods of comparative analysis, a systematic approach to the study of information, graphical methods are used. This article considers the factors affecting the efficiency of investment activities of mining and metallurgical enterprises. The measures for the implementation of the strategy of sustainable development are proposed. The features of the formation of the composition and structure of investment resources of companies in the industry are revealed.

Abstract

In connection with the strengthening of Western sanctions on the Russian banking sector, the number of malefactors, who enjoy the confidence of panicking depositors and the unstable situation in the banking market, has increased dramatically. The article discusses the key issues of the application of big data analysis as a technological basis for countering fraud in the practical activities of banks. The objectives of such a struggle are to determine the operations of intruders in the flow of large volumes of statistical information with the greatest accuracy and to take preventive measures to minimize damage. The purpose of the article is to assess the possibility of using machine learning technology by banks and develop an algorithm for detecting fraudulent transactions based on programming. Particular attention is paid to the current economic environment, its impact on the financial system as a whole, and in particular, on the reorientation of the banking sector to combat fraud in the context of increased fraud activity.

Abstract

In the context of global changes, Russia faces the challenges of not only countering the economic sanctions of the West, but also fulfilling its obligations to implement the Sustainable Development Goals, legislated in 2018. The purpose of the study is to critically examine the content of budget instruments, and their role in modern conditions, problems of functioning and areas of improvement. The key instrument of state financial policy is the federal budget, the resource capabilities of which make it possible to finance national projects, measures to implement the Messages of the President of the Russian Federation, 42 government initiatives. The conclusions are based on the analysis of open data of the Ministry of Finance of the Russian Federation. The study substantiates the need to transform the institute of state programs and related tax expenditures and budget expenditure reviews. It is revealed that they provide objective evidence of managerial decision-making in the field of public finance. Their further improvement is connected with the expansion of the tax independence of the sub-federal government, as well as the consolidation in the budget legislation of provisions on the formation of tax expenditures and conducting reviews of budget expenditures. The results of the study can be used by legislative and executive authorities in developing proposals for improving budget legislation, the implementation of which will contribute to the selection of relevant areas of financing, effective use of budget funds, and increased transparency of budget information.

Abstract

Today’s society faces many challenges, including those related to quality of life, level of health and living conditions in general. Now in the world there is a tendency to develop equal conditions for all people, including people with disabilities. This issue is relevant in many countries, in particular in Russia every year measures are taken to create more and more comfortable living conditions for people with disabilities. And the purpose of the article is to investigate trends in improving living conditions for people with disabilities, in particular based on historical experience and the current state of affairs. Methods of content analysis, observation and a systematic approach were used in the study. As a result, the experience of various countries in creating conditions for people with disabilities was reviewed, statistical data was given, and the current state in Russia was examined. The following trends were revealed: the disability support system is developing annually, but there are still many problems at the stage of implementation and realization in practice. There is an insufficiently developed set of measures for the creation of a supportive environment. The geography of development is not wide enough; the assistance that people with disabilities receive in large centers is not available to the population from remote areas, small settlements. Nevertheless, there are many social support programs, assistance with habilitation and rehabilitation, and measures to equip public access facilities for the convenience of people with limited mobility.

Abstract

The article looks at the specifics of living conditions in small towns in general, as well as considering their location in one of the Federal subjects of the Arctic zone of Russia. The article also justifies the necessity of developing the urban environment as a significant factor in improving the level and quality of life of the Murmansk region population. Furthermore, it raises the issue about the attitude of small towns residents in this region to the improvement of the territory. The analysis is based on the results of the sociological research conducted in 2021 among the residents of Zaozersk, Kirovsk and Kovdor towns by doing an online survey (301 respondents) and by holding a group discussion (35 participants). Despite the fact that the majority of the surveyed in these small towns represent a positive image of the town, there is an urgent need for the renewal and reconstruction of territories in residential areas, as well as the willingness of residents to directly or indirectly participate in the implementation of measures to develop the urban environment. The main results of the study concretize the needs of the small towns population for the improvement of the territory, and have an applied value for justifying applications for the competition for the best projects in urban environment development in small towns and historical settlements of Russia.

Abstract

The problem of interdisciplinary educational integration reflects the realities of the modern world. Rapidly changing technologies set new requirements for the training of specialists capable of innovation. The study of the vertical and horizontal interdisciplinary integration resources for the disciplines of the humanities and management cycle is the purpose of this work. The structure of the article includes a theoretical and methodological analysis and an empirical part, represented by two stages of research (for socio-humanitarian and management disciplines). The article presents the results of modern views on the problem of interdisciplinary integration in higher education. The results of the theoretical analysis showed a mismatch between the depth of the theoretical study of the problem and the success of their practical implementation in the conditions of modern higher professional education. The complexity of the implementation is due to the changed psychological and socio-psychological characteristics of Generation Z students. Based on the theoretical analysis, a typology of interdisciplinary competencies was proposed. The aim of the empirical part of the study was to study the resources of vertical and horizontal integration at a technical university. Based on the empirical research, the possibilities of vertical and horizontal integration of the disciplines of the socio-humanitarian and management cycle were identified. An integrative matrix is presented. A promising direction for this topic is the development of an integrative module “Management workshop”.
