Abstract

The article studies evolution of main approaches to the study of regional economy. Over the past half a century, the research paradigm in the area of economic sciences has undergone significant changes: the theories of regional economics have changed, significantly evolving, complementing, and mutually reinforcing each other. The original objectives of regional economic research have changed, responding to modern challenges of the world community development and global crisis phenomena. As a result, as shown in the article, in recent years focus of research has shifted significantly towards analyzing strategic aspects and directions of regional development, as a result of which the relevant concepts have become less economics-centric. An important pattern of modernity has also become a new wave of scientific and technological progress, which determined regional innovation systems development and their subsequent digital transformation that also put a significant imprint on the paradigm of regional economy research.

Abstract

The article studies two closely related modern problems such as nuclear deterrence and nuclear security. The aim of the study is to develop and substantiate an Axiom for the scientific field of knowledge about coupled dynamic assessments of nuclear deterrence possibility and the need for guaranteed nuclear safety in the interests of the Russian Arctic region sustainable development. Actual aspects of ensuring nuclear safety and nuclear deterrence in modern conditions in the interests of the Russian Arctic region sustainable development and the Russian national security have been considered. The differentiation of countries and results of comparing the USA and Russia in the light of nuclear safety have been presented. Three stages of nuclear protection have been identified, within the framework of which it is necessary to solve issues of ensuring nuclear safety. An axiomatic approach to ensuring nuclear safety and nuclear deterrence in the interests of the Russian Arctic region sustainable development has been presented, and possibilities of its use described. Special, universal, and general scientific methods of scientific cognition were used in the work.

Abstract

The problem of quality management with the emergence of new resources and opportunities should always be associated with the processes of organizations continuous improvement, for which it is important to create sustainable value with ecosystem orientation and quality management in all areas of activity through the application of best practices, standards, methodologies, and improvement tools. The article highlights methods of building a successful organization based on the newly built EFQM model of quality. The new ideology of the improvement model has been analyzed and main components of organization’s ecosystem highlighted. The purpose of the study is to identify and formulate key areas of organizations improvement in modern world considering main characteristics of an “outstanding organization” according to the EFQM 2020 model. The authors focus on the extended model of organization management and demonstrate that integration of such a quality model as a management system with improvement models gives organizations the opportunity to obtain greater effectiveness.

Abstract

The key issue of the article is to determine readiness of HEIs to implement artificial intelligence and machine learning technologies for personalization of students’ individual educational trajectories (hereinafter – IET). In case of compliance of HEIs with the proposed groups of factors, including developed information architecture, there is an opportunity to use multidimensional structured and unstructured data more technologically to improve various types of university activities. High-tech marketing analytical tools facilitate the collection of contextual data and insights into various processes within university, as well as in-depth analysis of learners’ digital footprints. Methods of machine learning, predictive analytics, and modern generative neural networks allow to create recommendation services, with the help of which individual educational trajectories are formed by machine intelligence, simultaneously considering hundreds of parameters. Beyond the tasks of IET formation, machine intelligence can successfully solve tasks for other stakeholders of the university such as professors, researchers, and administration.

Abstract

The article studies peculiarities of project activity organization in educational organizations of higher education. The relevance of the study is determined by higher education organizations’ interest in introducing and developing project activity and using concepts related to it. The concept of project is used by higher education organizations not in its direct meaning, but to reflect students’ practical activity. The article describes peculiarities of university-based project office functioning and their tasks. Justifications for involving third-party organizations such as outsourcing to implement functions of the upper management level of project management office have been given. The authors resort to scientific literature and other official sources that confirm correctness and validity of their arguments.

Abstract

The article analyzes specifics of training personnel in innovation management in Russia. The object of the study is the direction of the Innovation training, which implements the methodology of training specialists in innovation management in all spheres of economy. The purpose of the article is to assess compliance of the training methodology in innovation management with the requirements of the modern concept of practice-oriented education and conducting fundamental and applied research in universities that are in demand in innovative economy. The objective is to formulate the problem of implementing such requirements for higher education system as adaptability of graduates and their ability to implement projects and facilitate innovative development. The research is based on the application of Basadur’s simplex method to solve non-standard management problems and forms of comprehensive understanding of training personnel problems and use of professional competencies of innovation manager in the project education methodology for entrepreneurial university model implementation. As a result, the task of forming a technical universities collaboration with a pool of technological uncommercial startups has been formulated, as well as with universities that train innovation managers as specialists in promoting a startup to market.

Abstract

Project-based learning methodology development and implementation at the State University of Management have contributed to development, coordination, and efficiency of research and students’ project activities. The university has created a concept of project-based learning ecosystem adapted for students and aimed at developing their entrepreneurial abilities. The article emphasizes on the opportunities that the project method offers to improve the content and quality of learning process in higher education institution. The method also helps to increase motivation in learning. Project-based learning is provided in all educational programs. The possibilities of consultations on project-based learning in the Foreign Language course have been considered, the increase of students’ interest in this form of learning activity and foreign language learning in general during the study also have been noted.

According to the Ministry of Labor and Social Protection of the Russian Federation, there is an opinion among leading employers that only 8 % of professional educational organizations graduates are fully prepared to perform their job duties. Modern economy, especially in the stage of import substitution and sanctions, requires a strong and highly qualified competitive employee. Modern vocational education has special requirements, it needs transformation. Professional competencies of modern graduates continue to be the center of attention. Continuous development of techniques and technologies requires mobility, flexibility, and timely actualization from professional education. The study analyzes experience of Law project training of students as a way to increase the demand for law graduates in labor market. The analysis has been conducted on legal specialists training.

Abstract

The relevance of the study is conditioned by the following facts. The gas industry is an important structural component of the Russian economy. It not only contributes significant funds to the federal budget, but also affects economic growth rate, production potential, and development of scientific and technological progress. In the situation when anti-Russian sanctions are imposed, it becomes necessary to preserve the revenues received, projects underway and switch to new markets, analyzing the totality of risks that companies may face. In this regard, it is particularly important to study impact of sanctions on the Russian gas industry development and prospects for it in the current realities. The subject of the article is main trends in the gas industry development under sanctions. The purpose of the research is to study the specifics of the sanctions impact on the Russian gas industry development. The methodology used was the analysis of Internet resources corresponding to the research topic, statistical data, its synthesis, and generalization. The main results of the research are studying trends, specifics and prospects for the gas industry development in the context of introducing anti-Russian sanctions and defining the sanctions risk as one of the most important ones. The results obtained can be applied in assessing future development trends of the Russian gas industry considering the current situation, as well as in educational process. The prospects for further research on this topic include studying specifics of various risks impact on the Russian gas industry development and forming recommendations for hedging and managing them.

Abstract

The article discusses the role and functions of agents in the context of entrepreneurial ecosystem development. Theoretical aspects of agent role have been reflected and main functions that agents perform in entrepreneurial ecosystem of region highlighted. The article highlights importance of agents as key players that ensure functioning of ecosystem. The research methodology is based on the methods of assessing fulfillment of agent functions by means of ranking analysis in the context of the proposed indicators. A comparative assessment of agents’ functioning in entrepreneurial ecosystems of regions has been carried out in the Republic of Tatarstan, the Chelyabinsk Region, the Tomsk Region, the Trans-Baikal Territory, and the Amur Region. The analysis of regional ecosystems in comparison with the reference region (Tatarstan) made it possible to identify dysfunctions in the work of agents in underdeveloped regions. It has been revealed that functions of supporting start-ups and research and innovation functions are not fully implemented in some regions.

Abstract

The article summarizes scientific ideas about essence of Russian regions and regional markets as actively transforming systems of economic relations in complex geopolitical and socio-economic conditions. The authors propose a process-role model of Russian regional markets functioning, consider relationship and dependence of median number and age structure of the country’s population, highlight the dominant problem of aging and decline in the number of able-bodied population. The researchers propose to consider combinatorics of the generations theory factors within the framework of Russian regional markets development. The research achievement consists in theoretical and methodological provisions development justifying amplification of market development factors considering different archetypes of consumer generations, consumer triggers presented, as well as regulatory aspects of regional policy aimed at strengthening the all-Russian civil identity and social stability in society. Methods of scientific research: system analysis, synthesis, economic and statistical method, methods of abstraction and inductive logic. The purpose of the study is to determine the content of regional markets meaning on the basis of the analysis of Russian regional markets regularities of transformations and corresponding regional specifics, to develop a process-role model considering existing paradigms of regional economy, realizing the dilemma of contradictions of consumers generations, business and state in the demands, values, and space of the market, entailing causal relationship of amplification of Russian markets transformation factors. The scope of application of the results obtained is multifaceted – from market infrastructure organizations to state structures. The latter will find the results useful in implementing state programs.

Abstract

The article studies the problem of spatial heterogeneity of employment in Russian regions. Despite the rather high indicators for Russia and their positive dynamics, the situation in the regions is strikingly different. Heterogeneity of employment distribution between regions can be intensified as a result of the influence of some territories on others. The purpose of the study is to assess spatial heterogeneity and spatial autocorrelation effects between Russian regions in terms of employment. As the main research method, the paper applies Moran’s methodology to calculate local and global spatial autocorrelation indices and Anselin’s methodology to form a spatial matrix. The results of the study demonstrate that among Russian regions there is a high potential for clustering by the number of employed people. At the same time, a group of western regions is clearly distinguished, which have greater territorial cohesion characterized by pronounced spatial mutual influence. The results of the study can be used in formulating strategies for Russian regions development, in particular, the Far Eastern regions, as well as in determining priority development goals.

Abstract

Oil and gas industry development is influenced by global trends, which are mostly negative and restrictive in nature. Improvement and applied use of scientific resources are some of the key factors that allow us to respond to the challenges. The relevance of knowledge-intensive business segment development is noted by the industry expert community. The current versions of the Energy Strategy and the Strategy for Scientific and Technical Development of Fuel and Energy Sector Industries include tasks of developing import-substituting technologies and equipment, conducting R&D for this purpose, and improving scientific competencies. These tasks are translated into the strategies of individual vertically integrated oil and gas companies, and, therefore, there is a need to analyze the place and role of knowledge-intensive business segment of such companies in order to assess its ability to ensure their strategic sustainable development. According to the analysis results, importance of knowledge-intensive business segment for strategic sustainable development of oil and gas companies has been confirmed. The need to actualize the tools and methods of strategic planning for knowledge-intensive segments development in order to align activity to create scientific results with formalized goals and challenges of company development has been identified.

Abstract

The article studies impact of personnel policy on regional development. Analysis, deduction, and description were used as general scientific methods of research. The authors studied the factors affecting availability and formation of personnel in the region, and analyzed relationship between supply and demand in labor market of the region. The innovative direction of regional economy formation and its connection with personnel policy has been emphasized. An important aspect is the development regulations, standards and qualification characteristics. The authors conclude that external and internal environments significantly affect the content of regional personnel policy. As a result of the study, principles and directions of effective regional personnel policy formation have been proposed. It is necessary to develop an effective human resources policy based on the general strategy of regional development with the inclusion of prospective goals for the use of human resources and improvement of infrastructure for developing human resources potential.

Abstract

The article studies program measures to support tourism industry development abroad. Experience of individual countries allows us to highlight systemic measures aimed at developing tourism infrastructure facilities and creating new jobs both in the industry itself and in related areas. The set of adopted documents in response to the consequences of the COVID-19 pandemic is aimed at multifaceted assistance to the tourism business and support of its employment. The results of generalizing the complex of program-targeted documents on the financial provision of implementing tourism support programs have been presented on the example of the experience of individual countries. The article shows that individual programs supporting the tourism industry in foreign countries with a social orientation are relevant, which allows to obtain a synergetic effect from forming a strategic approach in developing measures to support tourism through targeted programs.

Abstract

The study assesses main factors affecting successful processes of industrial production in Russian regions in recent times. It considers the unfavorable effects of the pandemic and sanctions on industrial enterprises production. The discussion centers on the examination of industrial production in modern Russia and forecasting its further development. The introduction presents a review of scientific literature of financial experts and researchers studying the phenomena of industrial production. The purpose of the study is to examine the state of industrial production development in Russia considering regional economic evolution under sanctions. An exhaustive assessment of the factors determining industrial development, as well as main economic indicators of industrial companies’ performance, has been carried out. The article also includes a study of the works of scientists who participated in assessing this issue from both domestic and foreign points of view. Special attention has been paid to the factors that characterize the industrial production cycle in Russia and its regions. In conclusion, the author summarized the results of the conducted research and review of scientific materials. The essence of this generalization is to endorse continuous transformation of regional industrial production management in the future. Proposals for sustainable development of industrial production in the long term have also been put forward.

Abstract

The article reveals methods of identifying potential threats to economic security of commercial organization, primarily the algorithm of express diagnostics of its financial and economic activities. The purpose of the study is to identify threats to economic security of commercial organization and to build an algorithm to eliminate them with the help of internal control tools. The objectives are to conduct a financial analysis of organization, to systematize main indicators subject to evaluation, to identify the most significant threats and, as a consequence, to develop measures to strengthen economic security of commercial organization. The methodology of the research consisted in generalizing existing internal control toolkit, as well as in developing recommendations to improve economic security of commercial organization. The internal control methodology developed by the authors and presented in the article to identify and eliminate threats to economic security of commercial organization differs from existing similar methods in that it supplements internal threats with a new specific type of threats, on the one hand, arising externally, and on the other hand – affecting commercial organization directly at the micro level. It has been proposed to eliminate such threats with the help of the internal control system by expanding its tools.

Abstract

The article presents a study to assess main indicators of efficiency of production process development in the manufacturing industry of the Russian Federation in recent years, related to the negative impact of the COVID-19 pandemic on industrial production and on manufacturing in general. The purpose of the study is to examine the level of manufacturing industrial production development in the Russian Federation under the conditions of sanctions. To achieve this goal, international and domestic experience of manufacturing industry economic development has been studied, which in general terms characterizes the level of competencies required for manufacturing industries effective development. A comparative assessment of such approaches has been carried out. The study used the summary and grouping methods, tabular and graphical methods of information presentation, dynamics analysis methods. The information base of the study was microdata of sample surveys of the Federal State Statistics Service. The indicators have been presented in annual periodicity for 2016–2022 for Russia. As a result of studying economic development of manufacturing industry types, their pros and cons have been established. On the basis of statistical data and sample surveys for 2022, their systematization and evaluation have been carried out. The changes that occurred in main economic indicators characterizing the manufacturing industry sphere development have been studied. The study pays attention to the indicators characterizing industry development in Russia. The article concludes that in the future it will be necessary to continue the manufacturing industry transformation on an innovative basis.

Abstract

The article briefly presents an overview of the recent situation in socio-economic sphere. The study analyzes causes and factors of citizens’ informal employment level growth, considers content of self-employment, existing realities, and emerging trends in labor market, and performs a comparative analysis of features of the choice between self-employment and individual entrepreneurship. The essence of parallel imports has been revealed, mechanism of its realization in the existing conditions of legal and economic restrictions considered, positive and negative consequences of its impact on the socio-economic development of Russia investigated. Main conclusions and provisions have been formulated, containing probable direction of the regulatory authorities’ activity, which should allow to realize to the fullest extent the potential of population employment growth embedded in self-employment of citizens through their involvement in the parallel import mechanism.

Abstract

The subject of the study is the process of deindustrialization in the regions of the Central Federal District of Russia (hereinafter – CFD) and a set of causes and factors that determine industrial production reduction dynamics. The purpose of the study is to determine algorithms of industrial production recovery depending on the identified factors and causes of deindustrialization. Statistical groupings, analysis and synthesis method, comparative analysis of deindustrialization processes in the CFD regions were used as a methodology. Exclusive ways to restore industrial production in the CFD regions have been identified: innovation transfer based on the experience of techno-zones, special economic zones, territories of advanced development, and technoparks; integrated use of natural resources; modernization of high-tech industries; industrial agglomerations development in the peripheral territories of the federal subjects. The results of the study can be applied in the process of building strategic plans for revival of industrial production, first of all, when ensuring import substitution and strengthening the country’s defense capability. The process of deindustrialization is influenced by a group of factors that should be considered when establishing original sequence of strategic measures to revive industrial production.

Abstract

Anti-Russian sanctions represent a large-scale range of restrictions imposed by the coalition of countries. They include blocking financial, investment, import, and export operations with Russia. The sanctions have affected almost all economic entities, even those not directly dependent on foreign markets. The purpose of the study is to identify main areas of the sanctions impact on Russian enterprises in combination with a set of adaptation measures to the restrictions imposed. The study is based on the methods of comparative analysis, generalization, and systematization. The article considers difficulties faced by enterprises after the sanctions introduction and ways of building new business relationships with counterparties from “friendly” countries. The results obtained can be useful for enterprises of various activity spheres when solving issues of increasing commodity flows and improving economic results under the current conditions.

Abstract

The issues of improving efficiency of health care institutions are increasingly becoming the center of scientific discussions. The purpose of the study is to examine the subjective assessments of medical organizations staff regarding factors of labor productivity. Objectives of the study: to analyze the existing approaches to the study of labor productivity factors of medical personnel, to study the opinion of medical organizations staff regarding labor productivity factors, to identify the most significant of them, and to conduct a comparative analysis of the data obtained in the course of sociological research in medical organizations providing medical care to patients with cardiovascular diseases in the Kemerovo Region – Kuzbass. The authors have studied the conclusions and findings of selected foreign and domestic experts in this field of research. The presented study identifies the key factors that can increase labor productivity of all categories of personnel on the example of two medical institutions providing care to patients with cardiovascular diseases, namely: presence of a system of material (non-material) incentives, level of material and technical support, moral and psychological climate, working conditions, and regular professional development. Common and special features of two organizations have been shown. Differences in assessing labor productivity factors in different professional categories have been found. The results obtained can be used as a basis for improving personnel policy in direction of increasing labor productivity in health care and medical science institutions.

Abstract

Tobacco and tobacco products are in demand in Russian domestic market, which is characterized by shadow segment growth in recent years. Main share in Russian shadow tobacco market structure is represented by imported and counterfeit products. The article assesses the scale of illegal importation of tobacco and tobacco products into Russia from the Eurasian Economic Union countries (hereinafter – EAEU) in 2018–2022. The authors consider the factors contributing to illegal imports of tobacco products growth from the territories of the EAEU member states. The urgent problems of counteracting violation of the order of tobacco and tobacco products importation from the union states have been identified. Measures aimed at ensuring legality of mutual trade in the goods under consideration within the EAEU and reducing the volume of their illegal import into Russia from the territories of the Union member states have been proposed.

Abstract

The article is devoted to the study of consumer expectations influence on the volume of produced spending within the framework of consumer preferences. The relevance of the study is related to the current processes in consumer market, which are characterized, on the one hand, by decrease in population income real volume, and on the other hand, by withdrawal of major international brands from Russia due to sanctions pressure. The classical theory of William Strauss and Neil Howe developed in 1991 was chosen as a methodological basis for demographic division of respondents of different generations. The purpose of the study is to analyze consumer preferences within two demographic generations (generations X and Z) related to spending due to expectation of crisis phenomena in consumer market. To test this hypothesis, a questionnaire survey was conducted among the representatives of the two generations. The respondents were students aged 17–21 (generation Z) and their parents aged 45–55 (generation X).

Abstract

The article studies mechanisms of counteracting falsification of consciousness and tools influencing constructive civic position of young people in the Russian higher education system. The determining role in this process is played by activities of Russian higher education institutions creating conditions for forming active citizenship of young people in the framework of educational, in-class, and extracurricular activities. The scientific research results obtained can be used by management of higher educational organizations in order to improve effectiveness of work in the field of organizing educational, inclass, and extracurricular activities in the process of forming active citizenship and implementing the national concept of state youth policy and patriotic education. The results allow expanding application of practices to overcome socio-cultural gap and falsifications in the international environment of student youth.

Abstract

The purpose of the study is to identify the need of children and their parents for psychological help services via the helpline and to assess its accessibility. The article is the second part of the publications devoted to methodological approaches and analysis of child helpline activities. The empirical basis of the study was the data on the records of helpline services activities in Russian regions, accumulated by the Foundation for Supporting Children in Difficult Life Situations, as well as data from official statistical records and sample surveys on socio-demographic problems of the Federal State Statistics Service. The scope and structure of child helpline activities in Russia have been studied. On the basis of empirical values, dynamics of calls to the child helpline by categories of callers and issues of treatment has been presented, and changes that have occurred characterized. In the structure of appeals and callers, groups and categories of greatest interest have been presented. The largest number of appeals come from children and adolescents, followed by other citizens, and the smallest number of appeals come from the parents of children and persons in loco parentis. The appeals structure analysis shows that the leading place among the problems addressed to child helpline is occupied by child–parent relations, children’s relations with peers, educational problems, and career guidance problems. The analysis in the article can be useful in the work of centers for psychological help to children and child helpline, as well as used in educational and practical educational institutions activities.

Abstract

The purpose of the study is to identify factors of non-involvement in youth social activities and to draw a portrait of youth social activity in the Yamal-Nenets Autonomous District. The empirical basis of the study was the survey data conducted by the author in the fall of 2020. Based on the factor and cluster analysis of the data obtained, in particular, priorities of young people in social activities, social status, and reasons for non-participation in activities and projects of their locality, five types of young people have been identified: globalists, patriots of Yamal, burghers, pessimistic infants, and realists. It turned out that main factors of non-participation in areas of social activity for young people with a high degree of participation were lack of opportunity to express themselves (57.8 %), impossibility to participate (54.3 %), and employment of conscious youth (51.7 %). For young people with a low degree of participation lack of motivation (54.7 %) is a main factor, the other factors are expressed in approximately equal degree, and only the lack of opportunity to prove themselves (45.3 %) is the least of the five factors of the degree. The measures aimed at increasing social activity of young people in Yamal-Nenets Autonomous District have been proposed.

Abstract

The article studies the relevance of the problems of emotional intelligence (EI) in the framework of PR-specialist’s career. The article presents concepts of emotional intelligence from the point of understanding specifics of the phenomenon, considers the typology of EI models, and investigates the problem of measuring emotional intelligence and prospects for developing this type of intelligence in PR-specialists. Emotional intelligence is a person’s ability to recognize and understand their own emotions, explain them, and, using the same ability, understand emotional reactions of others. The role of EI in PR-specialist’s career from the point of competence approach to professional activity has been considered. Vacancies content analysis data with employers’ requirements to the PR-specialist position have been compiled, table of references to personal qualities that can be attributed to the EI sphere made, and theoretical analysis of emotional intelligence carried out.
