Abstract

The purpose of the article is to study the principles of managing staff working time to reduce costs and increase efficiency, optimize labor processes, manage and predict the workload of staff, and implement methods and tools to improve efficiency. The article describes the main prerequisites for the implementation of the Workforce Management system (WFM), which is a methodology for planning employees’ working hours, which is a component of the personnel management concept. As a metric for evaluating the effect of using WFM systems, the planned or actual number of employees` hours per month is used – a comparison of the planned schedules before and after using the system is made. The effect of implementing WFM is as follows: increased staff efficiency, improved service level, revenue growth as a result of lower costs and more competent traffic coverage, increased staff involvement and saving management time.

Abstract

The article gives the results of a study of managers and ordinary employees of Russian organizations on the problem of identifying sources of conflicts and stress factors affecting the functioning of companies. The paper analyses in detail and presents the answers of respondents to the questionnaire about the frequency of the confrontation; on the impact of collisions on staff productivity and on the development of unfavorable mental states of workers; on the role of management and ordinary employees in the emergence of conflicts; about the main reasons for the conflict confrontation; on the system of conflict and stress management, including measures to prevent and resolve them. The results of the survey showed that both the company’s management and ordinary personnel are involved in conflicts, and the leading source of confrontation, according to the majority of respondents, is the individual psychological characteristics of employees. At the same time, the conflicts themselves act as stress factors, having a direct adverse effect on the efficiency of activities and causing specific unwanted emotional reactions. Among other things, the results of the survey showed that the organizations where the respondents work do not have a well-functioning system of conflict management. The research results are practice-oriented.

Abstract

Digital globalization is regarded as the environment for the functioning of the 21st century’s university. Problems of digitalization of industries, globalization of markets, growing instability and uncertainty of the environment, increased social inequality, networking, platformization of business models predetermine the importance of university marketing as management focused on global resource markets. The trends in the development of holistic marketing in the era of digital globalization are presented – digitalization and globalization of operations, individualization and democratization of solutions, artificial intellectualization, networking, platformization of activity, co-creation of value with consumers and stakeholders, the growing importance of consumer experience. The guidelines for the development of university marketing in line with digital transformation at the internal and external levels of university management have been proposed: the transition from university rankings to the ranking of people (employees and university students) as a response to the trends of individualization, personalization and networking, the emphasis on intra-university marketing in comparison with external one, the strengthening of intellectual knowledge-valuable promotional tools in comparison with advertising. New guidelines for transformation of management and marketing of the university were defined.

Abstract

The article considers ways to use the technology of radio frequency identification of data in retail companies. The author studies the traditional directions of using RFID technology, such as identification of data on the goods carried out at its acceptance, tracking the movement of goods along the supply chain, accounting of commodity units when loading into the vehicle and when picking the order, inventory of the goods. The paper also considers promising, but at the moment little common areas of application of technology in retail: personal digital assistants for managing the placement of goods on the shelves of the store, “smart fitting,” systems for automatic payment of goods and some others. Today, RFID technology can also be used for marketing research, to prevent theft in stores, to organize an improved customer service, to create inventory management systems. The author highlights the advantages received by retailers when applying RFID technology, and the barriers that prevent its active implementation.

Abstract

At emergence of crisis conditions rendering state support to the organizations, which products or services are important for functioning of national economy or a single region in the current period and in terms of strategic development, assumes formation of the list of the systemically important organizations. Different techniques of formation of such lists, the indistinct and extremely simplified criteria and estimated indicators ignoring branch specifics are used at the level of both country, and certain regions, therefore the formed lists do not answer the stated purpose – identification of the organizations, significant for the economic system. At present, the problem remains unresolved in theoretical and applied aspects. For its decision the author offers a new approach to the formation of the list of the systemically important organizations – proceeding from conditionality of inclusion of the organization in the list by the importance of this organization for this system measured by a contribution of the organization to multicriteria assessment of the system’s condition. The basis of the offered approach is the consideration of the economic system as a structure, the development of which is aimed at improving its inherent system parameters.

Abstract

The article considers the essence and role of strategic planning in the activities of organizations of the tourism industry. The paper shows that the concept of the life cycle of tourist services can serve as a justification for strategic management decisions. The authors formulate the main approaches to the study of the life cycle of tourist services. The study determines the directions of using information at different stages of the life cycle of services in the field of tourism. The article proposes approaches to the operational definition of the type of service and the stage of its life cycle, which contributes to the adoption of sound strategic management decisions that ensure the effective, stable operation of tourist organizations. The paper determines that the modern development of the tourism market should be based on a combination of regional, Federal, national, and international tourism policies that combine strategic planning with the tasks and needs of the short-term perspective.

Abstract

The paper reveals the essence of volunteer tourism, as well as the relationship between the concepts of tourist volunteering and volunteer tourism, their fundamental difference. The article studies problems of the current state of volunteer tourism, its advantages, as well as gives recommendations for improvement, proposes measures to support activities within the framework of volunteer tourism in Russia. The author gives examples of volunteer programs and directions both in Russia and in the world. The study concludes that only a good goal can not always be realized. In view of this, you should carefully consider the choice of a volunteer program. Volunteer programs are diverse, therefore it is important that the skills are used effectively and efficiently.

Abstract

Until recently, the tourism sector accounted for a significant share of the world's gross domestic product and provided about 10 % of world employment. In 2020, the global tourism industry faced a serious challenge – a crisis caused by the spread of a new type of virus (COVID-19 pandemic). International tourism has become one of the most affected by COVID-19 pandemic industries. The demand for tourism and hospitality services, which were one of the world's largest sources of foreign exchange earnings and employment in the era of pre-COVID-19, has significantly decreased. Although the future of tourism in an era of COVID-19 pandemic is very uncertain, a study of trends in the international tourism market in a crisis can be used to assess how the industry can recover and survive in the era of COVID-19 pandemic. Based on the statistical data of international organizations, the author studied indicators of international tourist flows, identified the main trends in the development of international tourism at the current stage, assessed the impact on the tourism sector of the COVID-19 pandemic and determined possibilities for its development in the context of the economic crisis, showed prospects for the development of the industry.

Abstract

The transformation of the socio-economic conditions of the functioning of service enterprises caused by the spread of the COVID-19 pandemic and the resulting economic crisis, actualize the study of the possibilities of ensuring their competitiveness. The article gives the analysis of the genesis and development of the content of the category of enterprise competitiveness in the basic concepts of economic theory. The author proposes a definition of the competitiveness of a service enterprise. The paper analyses traditional basic factors of enterprise competitiveness as well as substantiates the anti-crisis factors of maintaining the competitive maintenance of a service sector enterprise in the context of the current economic crisis related to the COVID-19 pandemic, such as: digitalization of business and the process of providing services, customer focus, virtualization of the workforce, cybersecurity, and the use of opportunities of the state anti-crisis policy.

Abstract

The article carries out a critical analysis of the traditional approach to costing. The paper reveals the problem of distortion of the cost of manufactured products from the point of view of making management decisions. The authors justify the expediency of using the ABC system for accounting and distribution of overhead costs. The study gives the interpretation of the concepts used in the functional distribution of costs. The article highlights and discloses a step-by-step algorithm for the distribution of indirect costs when using the ABC system. The paper gives the advantages of using this approach in order to generate management information about the products and activities of the company. Along with that, the authors analysed the difficulties associated with the practical implementation of the functional approach in the accounting and distribution of overhead costs, in particular with the detailed information in the context of operations and cost pools.

Abstract

The article makes an attempt to determine the primacy of the categories “migration process” and “economic crisis”. The paper analyses statistical data of the Federal State Statistic Service of the Russian Federation and the organization for Economic Cooperation and Development on migration processes in Russia. The authors study the possibility of considering the main economic directions of emigration as the reasons of economic crises. The study analyses the number of Russian citizens employed in the countries of the Organization for Economic Cooperation and Development. The article carries out a detailed study of the volume of net capital outflow by the private sector from Russia in 2019-2020. The authors make an attempt to substantiate the thesis about the root cause of migration processes in the system of global transformations. The paper justifies the need for a detailed analysis of macroeconomic indicators of development in order to build a retrospective view of the primacy of the studied processes.

Abstract

The subject of the study is major repairs of an apartment building. The authors analyse the concepts of “capital repairs of an apartment building” and “energy efficient repair”, explore the normative and methodical base. Based on the presented statistical data on the state of the apartment buildings, the paper proposes an original system of indicators for evaluating energy-efficient capital repairs. The assessment of the population by the degree of satisfaction with housing conditions is characterized by the data of a sample survey. The article uses data on the results of the implementation of regional programs of energy-efficient capital repairs in pilot regions, compares approaches to energy-efficient repairs, identifies similar parameters and regional features.

Abstract

The article describes economic and social problems of different countries resulting from the spread of the COVID-19 pandemic. The paper defines general and specific characteristics of economic difficulties in developed and developing countries. The authors carry out a preliminary analysis of the economic and social consequences of the coronavirus pandemic for the global economy as a whole. The study presents a comparative description of approaches to the formation of state financial support for businesses and households in developed countries of the European Union, China and Russia. The article identifies two main models of state support – push/pull, shows their differences in the amount of funds, the breadth of coverage of final recipients, the availability of benefits, and the degree of bureaucratization of procedures. The paper reveals the rules and procedures for providing state events to support businesses and entrepreneurs on the Russian market, and also uncovers shortcomings that significantly affected the economic situation of agents. The authors describe the consequences of lockdown for the economies of various countries. The study conducts a screen analysis of health systems and their mobilization response to the spread of coronavirus infection. The paper draws conclusions about the advantages of proactive social support for the population and business, the need to increase its targeting and the spread of effective practices in the future.

Abstract

The article сonsiders the assessments of attempts to improve the economic mechanism of the USSR in the late 1970s - first half of the 1980s, which are contained in the works of foreign analysts. The paper pays particular attention to their analysis of the effectiveness of the reform of the economic mechanism in 1979, as well as the brigade and collective contracts introduced in the USSR in the early 1980s, and the economic experiment of 1984. The author gives both positive and negative assessments of these transformations in the Soviet economy, notes their strengths and weaknesses. The paper shows that the estimates and data contained in foreign studies allow us correlate the modern interpretation of the economic system in the USSR of the late socialist period.

Abstract

The article considers the issue of achieving the most stable socio-economic situation in the countries of Western Europe. The paper highlights socio-economic factors that characterize states with a developed economic system. The authors make a comparative analysis of the macroeconomic indicators of countries with a developed socio-economic situation: Germany, France and the United Kingdom. The study notes the relationship between the sectors of the economy that have allowed developed countries to achieve the greatest results at present time. Based on the study, the authors identify the main provisions that stimulate the economic and social development of the considered states.

Abstract

COVID-19 pandemic has made adjustments to the development of the country’s economy in terms of changing its structure in the industry context. The business community will invest in industries that will maximize profits with low payback periods. Currently, at a time of decreasing automotive production caused by the suspension of the plants in the period of lockdown, the reduction in purchasing power of communities connected with the risk of unemployment occurrence in consequence of business failures, the decline in wages and lower vacancy rates, is foreseen reduced demand for new cars against the background of significant increase in sales volumes in the used cars market segment and, therefore, sharp increase in demand for car services performing technical servicing and repair. In a competitive environment, it is the client of the car service who will determine the direction of business development, which will be carried out on the basis of digital technologies.

Abstract

The article considers the current trends in the development of the food industry and the direction of food technology, which are based on the integration of digital technologies within the entire food chain: from farms and food production to packaging, storage, preparation and disposal of food. The purpose of this scientific paper is to study global trends, the growth rate of investments in this area and the prospects for the future. The author considers in more detail the Russian market for the delivery of ready-made rations, which is now gaining more and more popularity. The main drivers of the market are: new family values, health and nutrition standards, information technologies and the birth of new types of consumers. Only two serious competitors are currently represented in the Russian market: GrowFood and Performance Group, each with a market share of about 40 %. In the near future, a complete monopolization of the Russian market is possible, and this, of course, is a negative factor for consumers. The research area is in the early stages of the life cycle, and requires more attention and protection from institutional authorities.

Abstract

The article analyses the development of international agreements on the means of controlling financial activities, concluded to counteract the laundering of proceeds from crime and the financing of terrorism. The study was carried out by analytical methods based on domestic legislation, international agreements and regulations. As a result of thirty years of work on organizing interaction in the developing three-level financial monitoring system, a whole set of measures has developed, the main development trend of which is to reduce information uncertainty. In this regard, the fifth generation of agreements on the limitation of potentially illegal activities in the financial sector, introduced in 2020, is acquiring special importance. The legal entities covered by the restrictive and control measures now include crypto exchange platforms, virtual wallet providers, as well as firms that provide currency exchange services. In a number of areas, information is automatically exchanged about ongoing transactions, as well as about their participants – clients of banks, insurance and brokerage companies, investment funds, in order to prevent aggressive tax planning and make it difficult to access unjustified tax breaks. The paper presents the economic and organizational results of the introduced legal measures.

Abstract

The authors carry out a study of the influence of various factors on the content of Russian federal channels. Using content analysis of the broadcast data were obtained to identify the influence of factors, characteristic for the stage of formation of a consumer society in Russia on the content of television channels and the analysis of conformity of telecasts the authors developed, criteria that have been formed and considered together with current trends in society related to the digitalization processes, and preferences of Russians. Television is an important social institution that should not only reflect the current situation in society, but also broadcast certain behaviors, culture and values. Television content requires a lot of attention, because now there are significant changes in the individual in the new conditions of digital communication. Modern television content should move away from the simple model of mass culture, which is based on a standardized approach based on entertainment content. Content should take into account modern consumer values.

The article performs an analysis of the maxim of Ancient China, according to which further life, changes can be controlled if you first lift the veil of the past and present, look into the future and it is better to construct its desired image and move towards it. To this end, the author considers the traditional model of managing current changes and possible future, formed within the framework of the spiritual culture of China, which has found its modern embodiment in the technology of Chinese foresight. The paper determines the socio-cultural foundations of the model, the nature of prognostic knowledge, the features of its implementation in the form of effective inaction. The author pays special attention in the article to the understanding of the Chinese phenomenon of the future and its cosmological basis, the role of the “Supreme Ultimate” (Taiji) in the prognostic process, the latent side of the cognitive prognostic technology.

Abstract

The article describes and analyses the results of the monitoring carried out following the results of the training of specialists trained for organizations of the national economy of the Russian Federation in accordance with the state plan for the training of management personnel. The data of the last monitoring of the 2019/2020 academic years were compared with the results of previous years using general scientific and specific sociological methods. Based on the results of the analysis, the author proposes changes and innovations in the methodology for assessing the professional competence of the graduates of the Program. The assessment methodology has a clear structure, stages, uses mathematical tools to calculate the level of competence in order to exclude subjectivity in the analysis.

Abstract

The purpose of the work is to carry out the segmentation of modern Russian society by generational groups, based on the theory of modern generational segmentation. Segmentation is the first necessary step in the analysis of each generational group in terms of lifestyle and value picture of the world. In accordance with the Russian cultural and historical development the authors identified 6 generations, whose representatives live in modern Russian society: “revolutionary generation”, “military generation”, “thaw generation”, “stagnation generation” (generation X), “fracture generation” (generation Y), “digital generation” (generation Z). The article also reveals the essence of the category “generation” from the point of view of sociology.

The article is devoted to the importance of the state youth policy in the modern social policy of the state. The paper shows that the state youth policy is an imperative in the current situation in the country. The authors also determine the relevance of the study by the expansion of the geography of state youth policy and the increasing number of its main subjects. The main purpose of the work is to reveal the content of the state youth policy and determine the directions of social work for its implementation. The subject of the research is the directions of social work with young people as a special social group for the implementation of the state youth policy. The paper shows the tools for implementing the state youth policy, reveals the directions for involving young people in active social and political practice, and in what forms it is carried out and it is advisable to conduct it. Focusing on the emerging trend of young people`s orientation towards achieving personal success and personal growth allows us to use psychological means of regulating youth activity in involving this important social stratum in solving the problems facing the country.

Abstract

Blue-collar self-employment occupies about 23 – 25 % in the structure of the Russian economy and is the most difficult for sociological analysis due to its isolation from the outside world. The most acceptable methods of sociological analysis of the self-employed in the field of physical labor are observation, observation is included, an unstructured interview in a relaxed atmosphere, since they are very closed and careful, understanding the secrecy and illegality of their employment. The blue-collar self-employed demonstrate a specific “kulak” mentality that combines hard work, social flexibility, a low horizon for strategic planning of personal and work life, adventurism, mobility, self-exploitation, greed, mercantilism, and socio-cultural limitations. By their stratification nature, the blue-collar self-employed are reviving the archaic Russian urban class with its specific mentality, habits, and way of life. The blue-collar self-employed exhibit a hedonistic, prestigious form of consumption. Thanks to their income, they have made physical labor in the form of free self-employment very prestigious in the modern Russia.
