CURRENT ISSUES OF MANAGEMENT
Gender studies of work effectiveness of male and female have being conducted for a long time. However, with the trend of the spread of equality, they become particularly relevant. It is impossible to say with certainty which manager is more effective. Both a woman and a man can be equally effective in any position. At the same time, it cannot be denied that there are significant differences between the male and female management style. They can be considered in a certain approximation, since there are always exceptions to the rules. The article examines the advantages and disadvantages of women’s management style, provides a typology of women managers, a criterion analysis of female and male management styles. And recommendations are also given on what points a female manager needs to work on in order to be more effective at work.
The article examines the problem of crisis management in conditions of continuous uncertainty. It is considered how leaders and the organisations they lead can maintain reputation, financial and operational strength, and competitive advantage in a crisis. The basics of understanding the essence of the crisis, its main factors and origins, are analysed. Leaders are judged on how they deal with the organisation’s most difficult challenges. The article presents the concepts of anti-crisis management, the principles of effective anti-crisis response. The typical mistakes are identified and the possibility of learning through mistakes is explored to reduce losses in a crisis situation.The article will be useful for heads of organisations for making management decisions.
The control and supervisory activities’ reforms in Russia are actively underway: a risk-oriented model during organising the control (supervision) is being introduced. Some control and supervisory agencies implement such model from 2015. The Federal Service for Supervision of Education, despite the lack of a legislative framework at the federal level, recommended to the regions to implement elements of a risk-based model independently. In this regard, it is important to analyse what has changed for educational organisations, what is their attitude to new forms and methodologies of control (supervision). The analysis will make it possible to more thoroughly determine the directions of state policy implementation in the field of risk-oriented model of control and supervisory activities, adjust mechanisms, and adopt appropriate recommendations.
STRATEGIES AND INNOVATIONS
The purpose of the study is to identify the specifics of the management of technological platforms, in particular, in the light and textile industries, and to evaluate the effectiveness of innovation development institutions' functioning at the meso level. The methodological basis of the study was modern scientific approaches to aevaluating the effectiveness of innovation development institutions' functioning, evaluating the effectiveness of technology platform management systems: descriptions, structural-functional and system analysis, cause-and-effect relationships, cluster and factor analysis. To achieve this goal, a simulation of evaluating the effectiveness of technological platforms has been carried out, because of which 3 types of Russian platforms were revealed, the management of the development of which requires a differentiated approach. Since the technological platform “Textile and Light Industry” occupies a leading position in the rating of Russian technological platforms, the industry development's dynamics, allowing to evaluate the impact of communication platform functioning on Russian industrial complex development, was studied. To assess the effectiveness, it was planned to form a comprehensive indicator of of light industry development based on the results of factor analysis (by the method of principal components). It has concluded that the creation and development of a technological digital environment contribute to the effective interaction between various sectors of the economy and market entities, which is based on regulatory and legal regulation, ensuring information security, developing innovative infrastructure, providing highly qualified personnel in the industry.
The article considers the process of digitalisation of the nuclear industry on the example of State Atomic Energy Corporation Rosatom and foreign companies. The purpose of the study is to identify the digital competitive advantages of Rosatom and analyse global competitors. The main prospects and trends in the development of the state corporation have been identified. The article describes the problems faced by the process of digitisation of the industry. The current digital products of Rosatom and its developments have been considered. The positive effects of the Lean Smart Plant project, the introduction of electronic document management have been described. The process of digital transformation includes the introduction of artificial intelligence, a digital twin, the Internet of things, which also changes the methodology of enterprise management and production, the infrastructure sector, high-tech modeling, automation of design and construction. It is stated that digital transformation has a multiplicative effect. The complex use of digital technologies and platforms allows you to reduce logistics costs, increase labor productivity, reduce the level of labor intensity of production and increase KPI. The main conclusions of this article are that there are a number of problems on the way of implementing digitalisation in the nuclear industry that should be overcome using current, modern, including foreign digital services that can positively affect changes due to transformational digital shifts.
This study examines the problem of individualisation, individualisation of cities and its relationship with human capital. The strategies of Russian cities put human capital in one of the key positions, but the use of outdated methods of attracting the population has practically exhausted itself. In this regard, the authors put forward a hypothesis about a close connection between the individualisation of urban strategies and the preservation of human capital. Foreign approaches to the individualisation of cities have been considered. A mechanism for implementing individualised strategies of Russian cities by creating a city brand has been proposed as well as the key points of this process have been highlighted. The characteristic features of the formation of the brand of territories for different types of cities have been determined. It has been concluded that the manifestation of their individuality will help Russian cities in preserving human capital, as well as in attracting resources for their development.
The research is aimed at building a functional model ofmarket launch process of innovative mechanical engineering products. The subject of the study was the innovative process of a machine-building enterprise. The research methodology includes a comparative analysis and analysis of dynamic series, the concept of DCOR modeling, and IDEF0 methodology. As a result of the study, the patterns of innovative development of machine-building industries in Russia have revealed. The decomposition of the DCOR model of market launch process of innovative products adapted to the machine-building industry has proposed. The levers of successful market launch of innovative products have offered. A functional model of market launch process of innovative mechanical engineering products has developed. The model has formalised in the IDEF0 notation, which in general can contribute to the opening and use of a “window of opportunity” for the implementation of breakthrough innovation. The formulated conclusions contribute to the development of the theory of innovation in the context of machine-building industry and can be applied in planning and forecasting the innovative development of industrial enterprises.
DEVELOPMENT OF INDUSTRY AND REGIONAL MANAGEMENT
The article defines the ways of using the resources of an industrial enterprise as a result of the transformation of business processes occurring in the context of interactions within the ecosystem. The approaches to the use of resources aimed at ensuring the resource potential and determining the chains of creating “value” in the resource model, the development of which was carried out in the blocks “production” – “Logistics” – “Interaction” – “Infrastructure”, have been analysed. It has been proposed to identify resources according to the parameters of the value of use, complementarity, the possibility of substitution and the benefits received from the use by economic entities as a result of ecosystem interaction. An assessment of the resource requirements has been presented, taking into account the level of automation of operations in business processes that make up the economic benefits of use and utility.
The article performs a strategic analysis of the functioning of an industrial enterprise, presents the results of the PEST – analysis of the industrial sector, considers measures to improve the financial stability of the enterprise of “KAMPO identifies and characterises the factors affecting the activity of the studied enterprise (SWOT – analysis), analyses its stability in the current market as a whole. Special attention has been paid to the key goals of this enterprise in various fields, as well as possible ways to improve the efficiency of “KAMPO”. In the final part of the article, it is concluded that there is a constant need to study enterprises in modern market conditions, their products, because the active participation of commodity producers in trade makes it possible to use available resources more effectively, join international achievements of science and technology, and allows identifying the existing strategic directions of their activities.
The article examines the problems of Russia’s cooperation in the gas sector within the Eurasian Economic Union, and on the world stage. With the advent of the new millennium, many states began to face more and more questions of their energy security and energy supply. Russia, as one of the world leaders in reserves, production and export of hydrocarbons, constantly faces increased competition at the regional and international levels. As the result, our state has to respond to such a volatile situation in foreign markets by establishing close mutually beneficial cooperation with both producers and consumers of energy resources. Therefore, the incessant changes in the international arena and the emergence of new circumstances leading to problems in the energy sector, makes this study very relevant.
The article discusses the specific features of the risk management of internationalisation of Russian small and medium-sized companies operating in the high-tech sector of the economy. International expansion has been considered on the example of the countries of the Visegrad Group – Poland, Czech Republic, Slovakia and Hungary. A review of the methodological base of foreign economic risk management, formed by the efforts of Russian and foreign scientists, is carried out. Possible export risks have been described and assessed on the basis of scenario modelling and factor analysis. The essence of the identified risks and the key reasons for their formation are disclosed. Methods, measures and possible actors within the risk strategy's passport to affect the identified risks, are proposed. Conclusions about the effectiveness and performance of the proposed toolkit for export risk management, are made.
ECONOMICS: PROBLEMS, SOLUTIONS AND PROSPECTS
The purpose of the study is to determine the degree of deterioration in marketing activities in Syrian hotels during and after war. It was found that the territorial electronic marketing programmes followed by the state and hotels after the war resulted in higher hotel occupancy and higher revenues. However, there is still a large gap between the modern marketing methods used around the world and the marketing approach used in Syrian hotels today. The article analyses the effectiveness of 4 and 5 star hotels of the Syrian Ministry of Tourism. The marketing techniques, which were used over the past 5 years to meet customer needs, occupancy and revenue, are defined. The model and recommendations, which will have helped to Syrian hotels to use better modern electronic territorial marketing method are presented. It will have affected the hotel’s overall performance.
The purpose of the article is to develop a theoretical model of effective self-marketing with the allocation of specific blocks, factors and results of career development. Currently, there is no system model of the self-marketing process within the framework of existing concepts, which limits the possibilities of developing scientifically based proposals for its effective technology. The formation of the model consists of three stages. Stage I – “Self-orientation”, takes into account the individual psychological characteristics of the individual, which relates to the sphere of the subject of labor and is implemented through introspection, career strategy planning and self-organisation. Stage II – “Orientation to career conditions”, takes into account the requirements of the sphere of professional activity and is implemented by analysing the conditions of the career environment and career space. Stage III – “Self-expression in the career space”, taking into account the requirements of the professional sphere and one’s own identity, involves managing an individual image, and self-presentation of the subject of labor. It is proposed to evaluate the result of self-marketing on the basis of a combination of objective and subjective criteria: the degree of achievement of the set goals of professional activity and the experience of satisfaction with its results.
Despite the optimism associated with new technologies, labour productivity indicators have shown moderate and even negative dynamics over the past two decades. Therefore, the introduction of the latest technologies does not cancel management efforts to improve the efficiency of the human factor, which still remains extremely important. At the same time, a special role is played by the “new” quality of the management team, which has not only the highest professional qualities, but also a special corporate culture based on the new model of the “owner-management” relations. The article proposes the original method of the development of the effective corporate culture that in the dialogue with new technologies can provide a significant breakthrough in improving labour productivity and business competitiveness.
The article considers the regulatory mechanism of remuneration of teachers, the specifics of the economic component of remuneration in higher educational institutions of the Russian Federation. The fundamental differences between economics and legal regulation of incentive payments to teachers of higher education have been investigated, aspects of compensation payments have been analysed. A number of problems of an economic, regulatory and law enforcement nature have been identified, which can reduce the motivation of the pedagogical community and negatively affect the quality of training of graduates of higher school. For each problem area, proposals have been developed to improve the provision of incentive and compensation payments in higher education institutions. The proposals are designed to increase the demand for pedagogical work and the competitiveness of domestic universities and enterprises.
A brief analysis of the Tambov region’s labor market and the factors, determining its digital transformation, are presented. The attractiveness of large cities as a destination for labor resources is constantly increasing due to high demand and wages in the labor market. In recent decades, the region has been losing significantly labor resources and worsening its economic situation and competitiveness in the ranking of regions. Qualitative transformation of regional socio-economic development by identifying key conditions for training digital economy personnel in the region, improving the system of investment and innovation activities for the development of labor resources, building a system for monitoring population employment and individual development trajectories and a system for regulating the employment of graduates in order to respond in a timely manner on migration flows, will have prevented migration from the region and will have stimulated economic growth.
The article is devoted to the development of complex adaptation mechanisms in the field of financial planning of the organisation of marketing activities in a turbulent economic model, in which large economic systems have a certain asymmetry of the relationship between the dynamics of the growth of the size of the economy and the transformation of degrees of freedom within the organisation of economic activity. The authors clarified the concept of “planning in marketing activities” in terms of issues related to its adaptation to changing environmental conditions, which made it possible to introduce a modern concept: “flexible digital marketing”. An extensive classification of changes in the field of marketing has been given depending on the level of scale of changes in marketing activity plans at different time stages of planning. The authors propose an updated approach to the organisation of marketing activity planning processes based on network modeling, which is presented as a complex set of knowledge on the transformation of developed strategies and plans of marketing activities to abrupt changes. A classification of network planning methods in the field of marketing activities has been compiled, taking into account hypothetical changes in objects within the framework of developed marketing strategies.
The article summarises the system of indicators characterising the development of the information society. A generalising characteristic of the subjects of the Russian Federation was given for each of the 23 indicators, which made it possible to identify regions with different fluctuations of the trait. All indicators have been formed into four factors: human capital, innovation potential, information and communication infrastructure and access, and the economic environment. According to the indicators included in each group, the corresponding subindexes have been calculated. Ratings of regions according to the value of sub-indices have been compiled. Based on the values of the sub-indices, the integral indicator characterising the development of the information society has been calculated. The leading and lagging subjects of the Russian Federation in terms of its significance have been identified. In order to identify regions that are homogeneous in terms of the level of development of the information society, their grouping has been carried out.
The article examines the causes and consequences of such an economic phenomenon as an economic crisis. The problem of economic crises is determined by the fact that, despite the tools created by the world community to prevent them, it is impossible to accurately predict, much less avoid, economic disasters. The article characterises the crises in Russia from 1998 to 2021. Since 1998, there have been four different causes of crisis in the new economic history. It has shown that world economic crises directly or indirectly affect the macroeconomic indicators of the Russia, cause their decrease. It has concluded that the Russian economy is more responsive to the economic macro-conjuncture due to the dependence of the ruble on the dollar, and the impact of the level of commodity prices on the income part of the consolidated budget.
FINANCE AND BANKING
Since there is an active trend of increasing derivative instruments in the Russian derivatives market, the object of this study was exchange-traded and over-the-counter derivatives in Russia, and the purpose of the study – the development of their application. To achieve this goal, such scientific research methods as analysis, comparison, description and historical method are used. The most important conclusions of the study are that the derivatives market has developed rapidly since 2013, but in 2021 it witnessed a significant increase due to the appeal of a large number of investors to invest in financial markets, and due to increased concern about the volatility of the exchange rate, due to which many dealers dealing in derivatives buy these instruments sometimes for the purpose of hedging, and at other times for the purpose of speculation or both.
SOCIAL TECHNOLOGIES AND PROCESSES
The study examines the practices and problems of online involvement of the population in the activities of non-profit sector organisations depending on socio-demographic characteristics based in statistical observation, and data from a sociological survey on the territory of the Vologda region. It has been substantiated that when implementing socially significant projects and events, it is advisable for non-profit organisations to assess the territorial features of digitalisation, the possibilities of potential and target audiences. A toolkit for assessing the involvement of the population in the activities of non-profit organisations in the digital environment has been proposed based on the analysis of three parameters: awareness, goal-setting, and the effectiveness of online platforms and its approbation has been carried out. A portrait of a user of the network resources of non-profit organisations has been presented. It has been concluded that at present society is more focused on the implementation of the practices of civic participation in real, and not in the virtual space, which is shown by the experience of non-profit organisations.
The development of digital technology, Internet communications and social media affects all areas of public life. Politics is no exception. In today’s world, social media are becoming not only a means of transmitting information, but also the habitat of millenials and zoomers. Year after year, more and more digital natives (M. Prensky’s term) are gaining the right to vote in elections. This fact cannot avoid political parties, which are beginning to adapt the use of social media to their own informational and campaigning needs. Social platforms present an opportunity to form a loyal community, which will follow the political process through the prism of the values of the preferred party, and eventually become politically active in the coming elections. The author questions whether the role of social media is so great, what determines it and whether young people engaged in politics through social media are really capable of changing the course of the political process. To answer these questions, a sociological study was conducted that included an analysis of the official accounts of political parties and their members in the main social media operating in Russia. The audience engagement index was compiled and calculated in relation to the results of the elections to the State Duma of the 8th convocation in 2021.
CURRENT TRENDS IN PSYCHOLOGY
The article considers the topical and important issue of modern higher education: problems and development of psychological services at the university. The practice of working as psychologists-consultants at the university shows the current need to discuss this issue. Students who have come from schools and colleges are used to seeing psychologists among their “helpers” to solve psychological problems, problems in communicating with peers and teachers. In addition, the students, especially undergraduates, being experiencing the impact of the environment, need support from the psychological service. The authors substantiate the need for further development of the psychological service of a higher educational institution, identify a range of problems relevant to the psychological services of universities. The functional purpose of the psychological service of the university is determined. Its purpose and objectives are indicated, and proposals on ways to improve the organisation development of psychological services in higher educational institutions are given.
The article describes the results of a longitudinal study of 1036 diary entries organised in the form of a daily description by respondents of emotional states and behavioral reactions in the first two weeks of self-isolation during the COVID-19 pandemic and exactly a year later. The analysis of the dynamics of changes in the mental state of respondents, depending on their gender and age, has been presented. Significant differences in the dynamics of mental state over the year have been revealed in the direction of improvement in the whole sample, except for 2 groups: women 18– 30 years old and 56–95 years old. Gender analysis has shown that women show a most pronounced reaction to stress, anxiety and depression at the moment and in long term perspective. Age analysis has shown that young people, students, demonstrate pronounced fluctuations in their mental state and a tendency to a negative background of experiences both at the time of the outbreak of coronavirus infection and a year later.
