Abstract

Doing business internationally means facing a complex international business environment. The article presents a comprehensive analysis of business diplomacy in transnational corporations as a mechanism for managing complex interactions with governmental and non-governmental organizations. The purpose of the study is to develop basic recommendations for business diplomacy integration in the domestic companies’ activities based on the definition of its role in transnational corporations. The methodological basis of the study was formed by the papers of Russian and foreign scientists. The main functions that are in the area of business diplomacy responsibility have been defined. The main advantages for transnational corporations provided by business diplomacy, the importance of which is more realized in a weak institutional context, have been highlighted. Based on the parameters described by H. Ruël, T. Wolters, and R. Loohuis in “Business Diplomacy in Multinational Corporations”, the activity of Merz, which operates mainly in aesthetic medicine, has been analyzed from the point of implementing the principles and means of business diplomacy. Recommendations have been provided for multinational corporations to integrate the business diplomacy principles into their activities in order to increase its effectiveness. The authors concluded that business diplomacy strengthens a company’s position in the market, helps to expand its influence, and contributes to its development.

Abstract

Speaking about the need to create technological sovereignty in the sphere of the domestic economy production, we realize how multidimensional and costly in all types of resources is the activity that has critical time constraints. In addition to sovereignty as a concept in the broad sense, technological sovereignty is created to increase the efficiency of Russian economic activity. One of the directions of increasing the production activities efficiency is the so-called production digitalization. This notion is fundamentally different from the production processes automation of the 1970s and 1980s. With the advent of the Internet and space navigation capabilities of modern astronautics, the approach and level of tasks in organizing human life have completely changed. Wireless communication, the Internet of Things, unmanned vehicle including aircraft are the terms of the XXI century. The purpose of the study is to define the theoretical principles of digitalization in the manufacturing process for those who are interested in this issue. The authors also attempt to provide a summary of popular classifications of digital technologies by functionality and application sectors. Based on the theoretical principles of digitalization and the given classification, we identify the main directions of production digitalization.

Abstract

The purpose of the study is to examine small businesses digital transformation in the US in the context of the COVID-19 pandemic. The subject of the study is the pandemic impact on small businesses digitalization in the US. The coronavirus had a huge impact on the small business sphere, influenced the distribution of these businesses by industry, their employment ratio, the socio-demographic characteristics of small business owners, and accelerated digitalization in order to adapt to new conditions and overcome the economic crisis. It was hypothesized that the coronavirus pandemic had a greater impact on the services market than on the goods market. The authors investigate what changes occurred in small businesses as the pandemic result and what digital technologies were applied to adapt to the new conditions. The COVID-19 pandemic triggered the digitalization that had already begun earlier, increasing digital transformation in the small business sector from an average of 30 to 55 %. According to 86 % of U.S. small business owners, it was the use of technology that helped them survive the pandemic. As the study result, the authors concluded that manufacturing companies have started using digital platforms more frequently than businesses related to their services. Hence, the hypothesis put forward is not confirmed. The COVID-19 pandemic has severely impacted small businesses around the world. The American experience can help to understand what strategies and technologies were used to adapt to the new environment and retain business.

Abstract

The article studies the peculiarities of promoting art spaces as significant social and cultural objects that act as a locomotive for territorial development, attracting tourists and involving the population in cultural activities. Theoretical approaches to the marketing of art objects and art industry have been analyzed. The key functions of art spaces have been studied. It is proved that art spaces marketing has a more complex structure due to the promotion object multifunctionality than art objects marketing. The author’s art space marketing communication model has been proposed. It is based on the art spaces functions for visitors, sponsors, partners, and government agencies. This model allows differentiating targeted marketing communications for each audience, based on the functions and needs of target groups and partners. Unlike art marketing, art spaces marketing implies a complex communication with target audiences, which includes historical social and cultural, territorial, tourist, socialization, and other aspects of art space. The article substantiates the position that art space cannot be only a commercial project, but due to its social and cultural aspects should perform socialization tasks for young people. Hence, there is a need for legal regulation of art spaces in the public-private partnership framework. This requirement introduces its own adjustments in the marketing communications construction.

Abstract

The article studies the main domestic and foreign models of brand formation and management. The purpose of the study is related to the key brand elements identification presented in the existing brand identity models, which are necessary for understanding the elements underlying a higher education institution brand. The existing brand models have been studied as part of the university brand formation analysis. The literature critical analysis method on the research problem has been chosen as the main research method. A number of general scientific research methods were used in the course of achieving the set goal such as analysis, problematization, generalization, synthesis, deduction, and induction. According to the empirical study outcome, the author presents the identity considered models analysis result. The presented models do not fully reflect the brand formation process, do not include all the necessary elements of the brand. Common thing to all models is the presence of a number of components such as values, brand personality, attributes, and benefits. To develop a higher education institution brand formation model, it is necessary to consider all the elements affecting its brand. Recommendations for further research related to brand formation have been given.

Abstract

Housing commissioning in the Far Eastern Federal District of the Russian Federation was low until 2019, which resulted in housing availability lower than the national average. The Government of the Russian Federation implemented the program on preferential mortgage lending “Far Eastern Mortgage” that led to an increase in the housing availability in apartment buildings in the macro-region, purchased on credit, while stimulating price growth at a rate outpacing the increase in household incomes. The purpose of the study is to develop proposals for improving measures to support the housing construction market of apartment buildings in the Far Eastern Federal District. The data on the volume and structure of multifamily housing under construction, the main factors of construction cost formation in the macro-region have been analyzed. The mechanism of mortgage influence with state support on the supply growth has been described. It is shown that the dynamics of supply is insufficient to achieve the average Russian values on housing provision of the population, in this connection stimulation measures require improvement. The high dependence of the housing market on mortgage lending programs with state support has been revealed. Based on the comparative analysis of the Far Eastern Mortgage program with other preferential mortgage programs, the article presents proposals for improving the measures of state support for multifamily housing construction in the Far East.

Abstract

Russia is one of the key players in Africa. The development of diplomatic, trade, cultural relations with African countries is important in creating Russian economic relations with the outside world. In 2020–2022, during the COVID-19 pandemic, the tourist flow from Russia to Tanzania increased, which led to an increased demand for service professionals who know the Russian language. The research conducted allowed to determine the historical peculiarities of relations between Tanzania and Russia and the organizational and pedagogical potential of higher education in Tanzania with the aim of implementing a model of eco-awareness formation in the Russian language. There are 9 bachelor’s, 6 master’s and one doctoral program of training specialists in the field of natural sciences, as well as management in the field of ecology and tourism. The application of the developed training programs, as well as the model of students’ eco-awareness formation will allow to get up to 10 specialists of bachelor level (with knowledge of Russian and natural-scientific terminology) within the period of mastering the basic educational program (three years); training a specialist of master level (with knowledge of Russian and natural-scientific terminology) has a planned indicator from three to five specialists within the period of mastering the basic educational program (two years); training a specialist of doctoral level (with knowledge of Russian and natural-scientific terminology) has a planned indicator from one to two specialists. The information obtained in the course of the research is of interest for the ministries and departments of the Russian Federation in terms of planning international events and cooperation.

Abstract

The labor relations culture is the foundation for industrial enterprises’ activities. The application of various methods and labor relations culture diagnostics techniques allows to get a complete picture of the role and assessment of its importance in the enterprise structure and to formulate a systematic approach to its management. The specificity of the labor relations at industrial enterprises culture managements process has been investigated and the sequence of formation and the procedure for transforming the stages of labor relations culture into an innovative type described. The authors have formed a list of control levels implementing the innovative type of labor relations culture at industrial enterprises. The leading industrial enterprises in Russia and the Orenburg region have been grouped. To assess the labor relations culture at the Orenburg region industrial enterprises, the employees were surveyed and the most significant characteristics of the indices identified, which allow to determine the employees’ behavior and improve their activities efficiency. A number of measures to improve the labor relations culture management process at the Orenburg region industrial enterprises have been proposed, since this process plays a key role in a productive and healthy labor collective formation, contributes to the production efficiency improvement and ensures sustainable development of the enterprise. Abstract

Thе article presents a set of methodological approaches to forecasting the spatial heterogeneity of transportation migration flows in Russia. The purpose of the study is to develop a methodological basis for forecasting the migration flows spatial heterogeneity. The scientific novelty of the article lies in the presentation and systematization of methodological approaches specific to studying socio-economic factors affecting migration flows considering spatial heterogeneity in the context of the Russia. The study has potential practical value for developing effective migration policies and strategies of spatial development in the country. The study uses general scientific methods of cognition and system-structural analysis and theoretical research method. In the course of the work, a literature review was conducted and forecasting methods applicable in studying migration flows in the ratio of transport accessibility, which are based on the real data analysis, have been analyzed. The results of the study showed that it is possible to study migration flows by spatial autocorrelation methods, and the main explanation of this process is socio-economic factors. Regression analysis revealed a significant correlation between migration flows and such factors as income level, development of transportation infrastructure, accessibility, education and other factors calculated in absolute units. The Moran index application to the migration flows analysis is a scientifically new method that allows us to study the migration spatial aspects in more depth and to identify their characteristics and interrelationships at a new level. The methods base obtained can be useful for calculations and further informed decision-making aimed at reducing spatial inequalities and stimulating sustainable spatial development.

Abstract

Russian society is a complex social system, the functioning of which is conditioned by socio-economic policy, the development process of which requires a comprehensive economic analysis of virtually all spheres of social interaction. The interdisciplinary scientific approach to economic analysis, which makes it possible to consider the impact on socio-economic development of various aspects of the state and society functioning, is inherent in institutional economic theory. However, the problem of its application to the Russian state and society analysis is that institutionalism developed by American scientists is based on analyzing the political and legal system of the United States of America, which differ significantly from the political and legal system of Russia. The purpose of the study is to determine the conditions for institutionalism application in the process of economic analysis of political and economic subsystems of Russian society and socio-economic policy development that meets the requirements of the time. The relevance of the study is conditioned by the impossibility of applying the neoclassical economic paradigm to conduct a comprehensive economic analysis of the social system, as well as by the institutionalism dynamic development, which applies an interdisciplinary approach to economic analysis. The study proposes measures aimed at adapting institutionalism to the conditions of Russia and its population development, formulates the author’s approach to the universal definition of its basic concepts. The study contributes to institutionalism development, promotes a unified institutional economic theory creation and the conditions for its application for the interdisciplinary economic analysis of various aspects of the Russian society development as a complex social system.

Abstract

The article presents a study on assessing tax payments to budgets and the regional budgetary policy formation effectiveness related to the negative impact of the COVID-19 pandemic and sanctions on the revenue side of the budget. The review of economic papers studying the problem of forming regional budget policy has been presented, the goals and objectives of the study e formulated. The purpose of the study is to assess the formation of the budget revenue part at the regional level (on the example of the Orenburg region of the Russian Federation). The estimation of the filling of the budget revenue part at the expense of tax payments has been carried out, the analysis of domestic and foreign scientists, who participated in studying this problem, methodology has been carried out. The study pays attention to the indicators that characterize budget policy formation effectiveness in Russian regions. Logical and statistical methods and techniques have been used. Based on the assessment of the stable level of forming dynamic indicators of revenue and expenditure parts of the regional budget and their growth, the stable instability of tax revenues from the profit of organizations has been shown. Based on the research and scientific studies, the article concludes that in the future the transformation regional budget effective formation should continue. The budget forecast for the future period with high accuracy has been made. The impact of multidirectional factors on the Russian fiscal policy in the medium term increases the uncertainty of its implementation conditions.

The article is devoted to the problem of improving interaction in B2B markets. By analyzing the literature on the issues under study, the authors have identified a trend in the customer management development in B2B markets towards a unique experience creation along the entire path of interaction between an account and a company. This is a business marketing strategy aimed at understanding, engaging and providing customized services and content to target accounts. The strategy involves using marketing techniques to engage the entire organization by targeting multiple stakeholders within a single potential account. The use of CJM as a methodology currently used in B2C markets has been justified and recommendations for its application in B2B made. CJM allows companies to align their business processes and resources with the needs of accounts, ensuring smooth teamwork. Engagement tools used in account engagement management have been systematized, helping to effectively shape the account experience; engagement performance metrics have been identified. The engagement tools implementation provides the cross-functional integration needed to engage with larger accounts, aligning marketing with sales and service. The article focuses on personalizing engagement with decision makers. The research analysis also revealed the features and trends of content customization within the ABM programs.

Abstract

The Shanghai Cooperation Organization (hereinafter – SCO) was established in 2001 and since then has expanded its membership and scope of activities. The purpose of the study is to analyze the economic aspects of cooperation within the SCO and the existing problems hindering further economic interaction, as well as to identify promising development areas. To achieve this goal the author used general scientific and historical methods that allow us to analyze and evaluate information such as generalization, data analysis and synthesis, method of logical and comparative analysis, comparison and contrast. The current state and prospects of economic cooperation within the SCO have been analyzed. Trade, investments, infrastructure projects, energy, and other areas of interaction have been considered. The SCO economic agenda is aimed at increasing regional trade, improving market access, promoting regional ties, and consolidating the economic potential of member states. However, unresolved territorial disputes between China, India and Pakistan impede the deepening of economic ties. In turn, the recent accession of Iran opens up new opportunities for trade and transportation corridors. Prospects for an SCO free trade zone, joint infrastructure projects, financial cooperation, and high-tech partnerships have been highlighted as strategic goals. In general, further economic integration is in line with the member states’ national interests. Eliminating internal tensions and developing effective communication mechanisms will help strengthen the SCO as an organization and realize its economic potential.

Abstract

The study assesses the public and private investment in education impact on the economic stability level in the Russian regions. The paper is based on the hypothesis of the key role of educational infrastructure development in the sustainable regional economy formation. The direct correlation between the population’s educational level and the dynamics of gross regional product, investment activity and territorial innovative development has been analyzed. The influence degree of investments in the highly qualified personnel training on the unemployment reduction, growth of average per capita income of citizens, knowledge-intensive economy sectors development has been assessed. The study is based on the analysis of the Federal State Statistics Service of the Russian Federation data, review of regional budgets for 2020–2022 and expert surveys among economists and educational workers. The correlation and regression analysis methods were applied to determine the relationship between the investment in education volume and regional economic stability indicators. The preliminary study results indicate a significant investment in education impact on the regional economic stability. In particular, the regions with higher investments in the educational sphere have lower unemployment rates, higher average income per capita and higher level of enterprises’ innovative activity.

Abstract

The purpose of the study is to develop methodological support for assessing the economic efficiency of investment when implementing projects for mineral deposits development, including investments in coal deposits development. Specific features of the content of these projects implementation process have been considered both in terms of investment result and its components, and in terms of composition and investment structure, which affect the methodology used and the corresponding methods of efficiency indicators calculation. The author’s approach and specific formulas for assessing the economic efficiency of investment when implementing projects for mineral deposits development have been outlined and substantiated. The projects are based on the use of newly created value indicator such as internal income of enterprises and organizations as a result of investment and investment activity. In its economic content it corresponds to the country’s internal national income indicator, which is the financial basis for the functioning and existence of the state. The formulas for calculating the indicators of economic efficiency of investments and capital investments in development and exploitation of mineral deposits of specific investors without considering the costs of production and social infrastructure have been given.

Abstract

According to the definition of the European Commission, public finances financial stability is the ability of a state to maintain current expenditures, conduct tax and social policy in the long term without the threat of loss of the country’s solvency to fulfill its obligations and stipulated expenditures. The subject of the study is the state of revenues and expenditures of the federal budget and budgets of the Russian constituent entities under the Western sanctions. The choice of the Ural Federal District regions (hereinafter – UFD) as the objects of the study is due to the significant share of oil and gas revenues in the federal budget revenues, the export-oriented regions place and role in the oil and gas revenues formation in the federal budget. The purpose of the study is to assess the budget system financial stability on the example of the federal budget and budgets of the Russian constituent entities, in particular, the UFD regions. The article uses generally accepted research methods, such as analysis and synthesis, generalization, grouping, tabular, etc. It has been established that the imposed sanctions have a negative impact on oil and gas revenues. Under such conditions, the budget system stability is supported by a low level of debt, especially at the federal level. The UFD export-oriented regions budget stability indicators exceed similar indicators of the Russian constituent entities budget. The budget stability risks remain the highest at the regional and local levels.

Abstract

In the current conditions, the Russian financial market has demonstrated its stability and ability to promptly respond to the ongoing changes in the geopolitical sphere, while the banks that control more than 80 % of the country’s assets are under sanctions. The article considers and analyzes the Russian consumer lending market in modern conditions. It reviews the crisis periods of the Russian financial market from 2014 to 2023 and the anti-crisis measures of the Central Bank of the Russian Federation, the domestic consumer credit market in the current realities, and loans restructuring to individuals under sanctions pressure. The purpose of the study is to determine main trends in the consumer credit market development based on the analysis of the Russian consumer credit market under sanctions pressure. The object of the study is the domestic consumer credit market in modern conditions. The subject of the study is trends in the Russian consumer credit market development under sanctions pressure. The sources of information were analytical materials and statistical reporting data of the Central Bank of the Russian Federation, laws and regulations, domestic and foreign scientific literature, and analytical and reference online resources.

Abstract

The article analyzes the dynamics of socially oriented non-profit organizations (hereinafter – SONPOs) development in the context of their role in the social service system transformation. The study is based on the data of departmental statistics for 2018–2022 for the Northwestern Federal District regions using the comparative analysis methods. The analysis revealed that in all selected federal subjects the benchmarks for the non-state providers share in the total number of social service providers have been achieved. Among them, the SONPOs share ranges from 13 to 86 %. The assessment of the SONPOs development rates for all types of socially important services contained in the official statistical information has shown that, while their number is practically unchanged, the increase in the financial support volume leads to an increase in their consumers’ number. The most noticeable expansion of the target audience is observed in the field of culture and cinematography, but in general, there is a noticeable differentiation of regions in terms of the increase rate in the socially important services volume in various spheres. The identified discrepancies in various departmental registers of SONPOs are related to their inability to adapt to new conditions and may indicate the failure to overcome barriers that prevent these organizations from participating in providing social services commissioned by the state.

Abstract

The article analyzes the regional peculiarities of modern Russian science. In the course of the research the works devoted to the training and reproduction of scientific personnel, as well as to improving the quality and efficiency of scientific activity have been studied. The general trends in the scientific personnel formation system have been revealed, and the factors and indicators that influence science development in the regions identified. A comparative analysis of scientific personnel training in Russia and abroad has been carried out, the distinctive and similar characteristics identified. The data on domestic universities publication activity have been presented. In the Russian universities subject rating the Republic of Bashkortostan universities are mainly in the third ten, which indicates the need to strengthen scientific programs financing, increase salaries and improve working conditions for researchers. An important factor in science successful development in the region is creating attractive conditions for young scientists, who play a key role in science and innovations development, as their participation is considered a scientific progress driver. The author emphasizes the importance of strengthening the science development in Russian regions, which requires not only financial investments, but also systemic changes aimed at supporting researchers and creating favorable working conditions.

Abstract

Thinking activity is realized in different forms and provides the process of cognition of objective reality and its personal determination. One of the most widespread forms of thinking activity realization, which at the same time allows to present the versatility and uniqueness of a human’s personality, is a written text. A written text can be considered as the final product of a person’s thinking activity, which reflects his personal and intellectual level of development, is a socialization indicator and serves as a kind of guide to the diverse world of personal realization and a kind of the author’s written avatar. The text has special properties that allow to “connect” several complex, multifaceted, dynamic spheres such as the surrounding reality, life and professional experience of a person, their worldview, images of the past, present, future, etc. The connection of language, speech activity and written text, as well as their possibilities to reflect the uniqueness of a person and their activity have been considered. The main communicative tools of a written text have been characterized that allow it to freely overcome time and space, providing the connection between generations and clarifying, bringing to the recipients’ consciousness the author’s personal, conceptual, aesthetic and worldview attitudes, his position, views and the described events assessment.

Abstract

The article analyzes the current situation in the Russian labor market, which affects all its participants such as employing organizations and employees of various professions, specialties, and skill levels. All participants of the labor market either justify their expectations or face the need to revise them depending on the influence of various factors. The features of labor conditions that potential employees pay attention to in newly changed conditions have been identified. These include the remuneration size, the possibility of working time rational organization and finding a balance between work time and rest time, the presence of the Diversity, Equity, Inclusion (DIE) concept in the organization environment. The tendencies of jobs creation and elimination in the labor market have been considered. The most rational ways of regulating the jobs number in accordance with the needs of the organization have been shown: job replacement – new high-tech jobs creation while eliminating obsolete existing ones. The skills of workers in high-tech positions that are most in demand from the employers’ point of view have been given. The main trends in the use of young specialists in the in-demand professions market have been considered.

Abstract

The article analyzes the Chinese educational system historical formation as an instrument of human capital development. Using the historical retrospection method and hermeneutic method, the authors, based on the works of ancient Chinese thinkers, study the development and formation of management education as a core element of the Chinese educational system. Turning to Chinese prognosticism, the authors take the image of the Great Unity society, that is, social justice and equal opportunities for all citizens (“Datong”) as a basis for the future desired image, which throughout centuries of Chinese history show the universal value of education and the high status of a civil servant in such a society. The historical background of modern educational system formation has been described and one of the key problems of modern China – the gap between the huge demand for higher education in society and the difficulties in the employment of graduates – pointed out. Conclusions have been drawn about the main features of the public administration modern system, the Chinese education place in the international market of educational services and the possible contribution of Chinese public administration researchers to the solution of public problems both within the country and around the world. Strategic scenarios for the further development of Chinese society in the context of the Datong project have been outlined.

Abstract

The article considers theoretical and applied basis for analyzing tattooing phenomenon as one of the most widespread bodily practices in modern society. The patterns of attitude to this phenomenon and characteristic of modern society have been highlighted. Certain limitations of these studies and their fragmentation have been noted. The integral variant of this phenomenon analysis, including four components of the attitude to tattoo (cognitive, emotional, behavioral, and motivational) and considering peculiarities of social attitudes of the three main subjects occupying different positions in relation to tattoo (tattoo masters, their clients and a control group without tattoos) has been offered. The empirical study results have been presented, which made it possible to reveal regional specificity of the structure of attitude to the phenomenon of Perm residents (according to such parameters as cognitive component of attitude to tattoo (awareness of tattooing), emotional (assessment of tattoo as a social phenomenon; emotional attitude of relatives, close environment, and respondent to tattoo), behavioral (presence of tattoos; tattooed body parts; desire to get/remove a tattoo in the future), motivational (reasons for getting a tattoo; motives for choosing tattoo design in the future), and motivational ones (reasons for getting a tattoo; motives for getting a tattoo in the future).

Abstract

The article studies issues of Russian entrepreneurs’ philanthropic activities in retrospect. The author touches upon the historical contribution of entrepreneurs both as economic entities and as a social passionary force in Russian culture, education, and social protection development. Modern Russian entrepreneurs have different prerequisites for charitable activities based on the influence of corporate culture and corporate values. The social structure and the content of economic relations in Russia have been in the dynamics of change, but such a phenomenon as charity has not lost its significance. Charity acts as a form of entrepreneurs’ social responsibility to society. Charity in the pre-revolutionary period and at the present stage was influenced by various factors and historical circumstances. The study of this subject area involves the use of historiographical method and the study of biographies of prominent philanthropists. This allows us to understand more accurately the cause-and-effect relationships that condition the emergence and development of philanthropic practices. The results of the study show the lack of continuity between patrons of art in pre-revolutionary Russia and modern entrepreneurs, which is due to the difference in socio-cultural context. Analyzing the experience of charity is important for understanding the role of entrepreneurs in charitable activities functioning.

Abstract

The article analyzes approaches to value orientations study in Russian and foreign psychology. The definition of value orientations based on the reflection, activity, activity, determinism principles has been clarified. The features of the approach to the value orientations study in Russian psychology are represented by three directions – philosophical, concrete-scientific and psychological. The features of the value orientations study in foreign psychology have been presented, where the main attention is paid to the problems of personality typology on the basis of its value orientations and their role in the activity motivation. Each person is guided by what is considered by him as important, essential, and strives to achieve what acquires for him subjective value. Within the framework of general psychology and personality psychology, we always mean individually significant values, on which a person is oriented, – value orientations. A refined definition of value orientations as a mental dimension of the reflected objective reality in the form of subjective significance of its components, which is analyzed in the directionality of the subject’s activity and structured in accordance with the level of its spiritual and moral component, has been given.
