CURRENT ISSUES OF MANAGEMENT
Demographic aging is an evolutionary process, that requires the development and implementation of the state policy of active longevity in order to improve the quality of life of the population and sustainable development of the state. The results of studies to assess the quality of life, the rule-making activities of international organizations to ensure active longevity have been summarized in the article. Based on the results of the analysis of structural demographic changes in the Russian Federation, the significance of the task to improve the quality of life of the elderly population has been substantiated. Methodological approaches to the quality of citizens` life assessment for justification of the state strategies for active longevity have been offered.
The motives, that guide travelers when choosing a tourist product, have been considered. The motives have been divided into three types, depending on the degree of interdependence of primary and secondary motives of tourists. The trends, that have a significant impact on the formation of consumer and hotel consumer motivations, have been identified. Based on the analysis of various theoretical concepts of tourist motivation (analytical, hierarchical and complex), it has been proposed to group tourist motivations into the following groups: physical motivations for recreation, cultural and natural-climatic motivations, social motivations, motivations for changes in the type of activity, motivations of status and prestige, and motivations for entertainment . A list of types of recreation has been formulated, and their interrelation with the types of tourism, that travelers enjoy the most demand has been shown.
The concept of digital marketing as targeted and interactive marketing of goods and services which is directed to improve the operating mechanism of sales of products through the application of different digital technologies has been considered. Working process with information, necessary for improvement of content of the website and optimization of sales propositions has been shown. The main indicators of web analytics, including its analytical cycle have been considered in detail. The fundamental objectives, tools and services of web analytics, allowing to organize effectively its work, have been determined.
The concept of strategic management has been substantiated. The key tasks of strategic management of the state medical institution have been defined. The urgency of implementation of strategic management in public medical institutions has been proved. The structure of the strategic management process in the state clinical hospital has been substantiated. The main stages of the project of implementation of strategic management in the state clinical hospital have been defined, described and illustrated: setting the system of main goals, development of the strategic map, defi tion of indicators and target values of strategic objectives, development of operational plans for the implementation of strategic objectives. The tasks and practical activities of the strategic Committee as a body managing the development of medical institutions have been described.
STRATEGIES AND INNOVATIONS
Four basic principles, necessary for the enterprises for successful development of space of a corporate innovative system within the fourth industrial revolution «Industry-4», have been highlighted. These include globality, openness, partnership of businessmen and network organization. It has been proved, that the hi-tech enterprises, working in Russia, already today need to create and actively develop space: standard, digital, technological, physical, ideological, organizational, in which various innovative initiatives and projects will be able effectively to work.
Scientific and practical problem, associated with the organization of longterm mutually beneficial relations between the seller and the buyer based on digital marketing has been examined. The concepts of the marketing channel as a single channel of sales, service, control, which uses diff ent formats, media tools; as well as omnichannel strategy based on the interests of the seller and the buyer have been сlarified. The results of a comparative analysis of multichannel and omnichannel strategies in marketing according to nine characteristics; author’s model “omnichannel marketing wheel” have been introduced in the article. The model reflects the specifics of the omnichannel marketing strategy. Seven main groups of elements, that provide the conditions for a «seamless» continuous mutually beneficial interaction between seller and customer, have been presented in this model.
In the last four years in the Russian Federation steps to spatial arrangement of the country are taken. One of the project directions of strategy of spatial development of the Russian Federation until 2025, namely – formation and management of development of city agglomerations has been examined in the article. The problems have been highlighted, the purposes and the mechanism of management have established, the changes made to Federal law dated October 6, 2003 No. 131-FZ «On the General Principles of the Organization of Local Self-Government in the Russian Federation» at a development stage of the studied direction of strategy have been considered and an assessment has been given them.
DEVELOPMENT OF INDUSTRY AND REGIONAL MANAGEMENT
The issues of the organization of relations in the modern Russian electric power market have been considered. Based on the analysis of the characteristics and problems of the current model of the Russian electricity market, the conclusion has been made, that it is necessary to develop and implement an additional set of measures to develop this market in order to ensure acceptable conditions of competition, which allow through application of the competitive procedures and mechanisms to increase the efficiency of the electric power production, transmission and consumption process. The characteristic of the electric power market model, possessing the properties of modern markets with developed competition, has been given. The measures for the organizational and theoretical provision of the process of further development of the electric power market have been offered.
The structure of the algorithm for building a system of payment interaction of enterprises of the fuel and energy complex has been off red. The necessity to include such intangible components as trust, business reputation, transparency of economic relations in the assessment of the value of assets of the fuel and energy complex enterprises has been highlighted. The possibility of wider application of mechanisms of non-monetary trade in the conditions of economy of “distrust” and political and economic crisis has been designated. The peculiartities of cooperation between the enterprises of the fuel and energy complex in the conditions of sanctions pressure, turning into a trade war have been revealed. The possibilities of activation and development of resource trade as one of the main factors of increasing the security of the fuel and energy complex and the Russian economy as a whole have been discovered.
The issues of development and regulation of transport infrastructure of Moscow from the point of view of the experience of the world’s megacities have been considered. The advantages and disadvantages of the city transport system of Moscow have been adduced, and the necessity of its improvement has been substantiated. The importance of state regulation in this sphere has been emphasized. Successful foreign experience of the European Union, Japan, New Zealand, China, Singapore, the USA and others megacities in the context of its application in large cities of Russia has been examined.
The urgency of the development of transport communications and the need to optimize their work, to develop a methodology for the study of transport as a specific industry has been substantiated. The issues of emergence and evolution of methods of economic research in transport in the context of general scientific methodology at various historical stages of development of domestic and foreign science have been considered. The characteristic of views of domestic and foreign scientists and experts on formal and substantial-essential methods of research has been given. The basic principles of a systematic approach to solving complex scientific and practical problems in the fieldof transport have been outlined.
ECONOMICS: PROBLEMS, SOLUTIONS AND PROSPECTS
The conditions for ensuring national economic growth, as reflected in the works of D. S. Lvov has been considered. Three groups of relevant conditions, namely: basic (determining the existence of a people and allowing generally to speak about economic activity), dynamic (determining the intensity of economic growth), and targeted (concerning the formation of the future economic order) have been described. The main scientific and ideological position of D. S. Lvov has been disclosed − the Russian people are a strategic factor of national economic growth.
Increased production and investment in order to meet growing demand are necessary for the sustainable development of the economy. Leasing, as a tool, can significantly help in the implementation of these tasks. It is a signifi factor in economic growth, contributing to an increase in the production volume of goods and services through the creation of new production capacities and the attraction of investment resources. A comparative characteristic of leasing in Russia and other countries of the world has been introduced in the article, the current situation on the Russian market and its expected development in the future is described, the diff rences between leasing and rental relationship have been revealed.
The main advantage of Russia is its huge territory, and as a сonsequence its transit potential. All the shortest trade routes, connecting Asia and Europe, pass through the Russian territory. For sustainable economic development and strengthening of Russia’s influence, it is important to realize the transport potential of the region, in which Russia will occupy a key place as a transit country. To be a full-fledged participant in world trade, Russia needs a modern transport system. The problems of the current state of the transport system of Eurasia have been considered in the article, the ways to increase the quality and competitiveness of Russian transport have been adduced.
The European Union is the largest trading partner for the Eurasian Economic Union. The multi-integration of the Eurasian Economic Union with foreign countries practically guarantees a positive result. The issues, related with non-tariff measures regulating foreign trade, have been considered in the article. For the countries of the Eurasian Economic Union and the Russian Federation in particular, in the near future, the main task should be step-by-step standardization and elimination of almost all non-tariff barriers to trade, as these values significantly aggravate the counter-trade in goods and services and hinder further integration. And this concerns, above all, the development towards the European Union.
The insufficiences of the targeting the majority of the firms of the world economy and connected with it management problems have been allocated. The diff rences in the contents and formulation of the vision mission and purposes in the contemporary competitive environment have been shown. A particular importance of the content and correct target setting in the global competition has been highlighted. Сriteria and stages of target setting and extraordinary advantages of the competitive purposefulness for the companies and society have been disclosed on examples.
FINANCE AND BANKING
By the analysis of offi documents of the Bank of Russia, the features of modern monetary policy have been determined. It has been shown that in the context of a controversial decision on the Bank of Russia refusing to conduct currency interventions during the transition to the inflation targeting mode, as well as its focus on price stability, the monetary policy can`t be recognized as eff ctive because of its insubordination the goal to develop national production through increased lending to the real sector.
A comparative analysis of the project evaluation by the German Development Bank (Kreditanstalt fuer Wiederaufbau) and the Asian Development Bank (ADB) has been conducted. Common approaches and existing differences in the evaluation of banks’ projects have been revealed, the main content of the project evaluation methodology has been determined. Both banks use financial and socio-economic indicators to evaluate projects and their activities, which allow establish the rating of projects. Project evaluation allows banks to improve their activities and achieve their strategic goals. The practical experience of the German and Asian Development Banks can be used by Vnesheconombank of Russia, that is confirmed by scientific studies of Russian authors.
SOCIAL TECHNOLOGIES AND PROCESSES
The main way to implement this principle of equality in the education of persons with disabilities and persons with disabilities (HIA) is now inclusive education at all levels of education throughout life. The basic concepts related to disability, integration of persons with disabilities into society, educational environment have been highlighted in the article, the differences in the understanding and interpretation of these concepts have been shown. The factors of adaptation of students with invalidity and disabilities have been disclosed. The formation of an inclusive educational environment in the University is impossible without improving the management of inclusive education in higher education system.
The actual problem of professional self-determination and professional strategies of student youth has been examined. Various approaches to the study of youth selfdetermination have been considered. Typologies of the professional strategies have been adduced. The division of the professional strategies into active and passive helps to describe more accurately the professional self-determination of the individual. The study of this issue will help in the formation and implementation of a competent social policy based on the interest of the younger generation.
The interpretation of the concept of «knowledge» in spiritual culture of old China has been considered. The main ways of its acquirement and use in society has been identified. The nature of tacit knowledge and one of the available ways of its transfer as a gift have been analyzed. For this purpose, specifics of a Chinese gift has been studied, an attempt of understanding the act of gifting in the cognitive sphere has been made. A conclusion about the prospects of this approach for studying the problems of sociology of the Chinese managerial culture as an important component element of the mechanism of governing the Celestial Kingdom has been made.
The role of sociological research in the strategy of planning advertising campaigns has been has been considered. Sociological research is the main supplier of data on the behavior of the target audience, its quantity, and the structure of its media consumption. On the basis of sociological data, a decision-making process is taking place on the choice of the required type of media, or media mix, the start time of the campaign and the frequency of advertising. With the assistence of sociological measurements delivered on an ongoing basis, calculate the efficiency of media indicators of advertising goods and services. One of the research areas is the evaluation of the content of advertising communication by consumers, the quality of creativity and the way of presenting information, the recognition of the key idea of advertising communication. For the needs of the advertising market, both qualitative and quantitative sociological studies are used.
CURRENT TRENDS IN PSYCHOLOGY
The analysis and systematization of psychosemantic, psycholinguistic, including phonosemantic requirements to the name of the trademark have been carried out, the problem of their unsystematic practical implementation have been considered. The article presents the results of an empirical study conducted by the author aimed at identifying the degree of psychological acceptability of the brand name actually existing on the Russian market. As a result of the analysis of the primary data, the author reconstructs the associative field of the diagnosed word-name, the specific semantic content of which proves the need for a preliminary check of the communicative efficiency of the brand name. The presented method can be used for practical purposes in the process of naming.
In order to avoid confl in an educational organization, it is necessary to be able to identify correctly the personal characteristics of employees, to understand how different characterological features of the individual affect behavior, including in conflict situations and, taking into account the knowledge gained, to choose leadership styles, communication, to develop the foundations of corporate ethics. The concept of conflict, conflict situation, pre-conflict situation and accentuations of character has been considered in the article, the main functions and causes of the conflict have been revealed. The results of an empirical study of the teaching staff of an educational organization on the influence of the characterological features of the teacher’s personality on the strategy of behavior in a conflict situation have been adduced. The interrelation of character accentuations and choice of strategy of behavior in a conflict situation has been revealed.
The socio-psychological features of elections with a weak content have been considered. The factors of interest of the electorate in such elections have been allocated. The main socio-psychological features of elections with a weak content, that determine the effectiveness of the use of political technologies have been noted. The causal typology of the features of elections with weak content, including formal, socio-psychological and political-technological features, has been presented. The process of effective information support of the election campaign has been analyzed and the conclusion has been made about the need for quality monitoring of candidates ‘ ratings in any election campaign. Conclusions have been drawn about the possibility of using the identified socio-psychological features of elections with low content in election campaigns.
On the basis of the analysis of elderly people’s tourist activity the factors determining the organization of tourist activity have been revealed. The psychological features of elderly tourists, causing their consumer behavior, both in the process of purchasing tourist permits, and the General attitude of the consumer to tourism have been considered. It has been established that stereotypes, the environment of tourist products and the emotional sphere of the elderly tourist are the main factors, on the basis of which the decision on travel or refusal to travel is made. The model of interaction process of psychological features of elderly tourists with stages of tourist activity has been presented. The dependence between the primary experience of tourism and the subsequent recreational needs refl cts the importance of studying the psychology of elderly tourists to ensure the frequency of consumption of tourist products.
