Abstract
The principles of formation of a digital organization and the main steps of transformation of customer experience in the field of public services on the basis of omnichannel have been defined. The basis for the implementation of digital principles should be changes in personnel management, including a focus on engagement, motivation, result orientation, team building understanding of the client. The results of assessing the demand for technological trends that can be used to expand the composition of digital services of the public service have been presented in the article. The task of rapid implementation of digital interaction of public services in the simplification of the procedure of registration of documents has been highlighted separately. The key areas for improving the processes of interaction between citizens and the civil service, which can be created in digital form primarily, have been determined. The main principle of the selection of priority areas of application of technologies was the readiness of citizens to innovative changes (digital maturity), as well as the sufficiency of resource support for transformative processes.

Abstract
The methods of forming students’ communicative competences as an important component of the Manager’s professional activity have been considered. The purpose of the article is to present the results of the study of the components of the Manager’s competencies and ways of their formation. Communicative competences and methods of their formation have been emphasized. The features of the preparation and holding of the meetings have been shown. The peculiarity of writing business letters to prevent the development of conflict situations has been revealed. The papers on the preparation of duty regulations, as well as negotiations and negotiations with the use of technical means to improve their effectiveness have been highlighted. The Department of Management Theory at the State University of Management has been working for a number of years to develop communication skills based on the use of active learning methods in the form of business games in all major forms of communication.

Abstract
The aim of the study is to analyse the effectiveness of personnel social development management tools. The essence of social policy, social guarantees, social programs has been considered in the article. The importance of managing social development of personnel for large companies has been substantiated, the functions and tasks of social management have been highlighted. The implementation of the functions considered will help to attract and retain more qualified and talented employees, improve the effectiveness of professional interaction in the team and, accordingly, increase the efficiency of the staff and the enterprise as a whole.The influence of the level of planning social programs on increasing the level of employee loyalty to the organization, the growth of labor productivity, social activity, creativity, rationalization of activities have been noted. The role of management of the personnel social development, the social working conditions and social infrastructure has been argued. The most important tools for managing social development of enterprise personnel have been highlighted.

Abstract
A mathematical model of the level of development of digital leadership in leading scientific and technological sectors has been proposed. The assessment is proposed to be carried out in five main areas, each of which includes both quantitative (for example, the share of modern (digital) training areas in the total number) and qualitative criteria (for example, the speed and effectiveness of interaction between the organization’s departments).Using the lower level of the hierarchy, the criteria of one direction are compared in pairs by the strength of their influence on the key direction as a whole. As a result, a matrix of pairwise comparisons is created. The level of development of digital leadership is characterized by an aggregated indicator calculated on the basis of the normalized matrix vector. The assessment methodology can be used both by organizations in the scientific and technical sectors (universities, institutes, research centers, etc.), and by government bodies responsible for the implementation of activities related to digitalization.

Abstract
The features and problems of using information technologies in the national economy of the Russian Federation have been analysed. It has been proved that the aforementioned technologies, acting as an urgent need and a mandatory requirement of modern state regulation of national business in the digital age, include various types of breakthrough technologies in the Russian economy, its production and social spheres, increasing their competitiveness, contributing to strengthening the country’s position in the world community in the long term. It is proved that these technologies are a chance for the national economy of Russia to take a leading position in the world ranking in the conditions of the country’s membership in the World Trade Organization. The purpose of the article is to explain the author’s position regarding the increase of the efficiency of the national economy of the Russian Federation as the result of the implementation of digital technologies in the business model of domestic enterprises.

Abstract
The coronavirus epidemic 2019-nCoV in China has already led to a slowdown in the country’s economic growth and the fall of the yuan exchange rate on the stock exchanges. The Russian government has banned visa-free tourist trips between Russia and China and the issuance of work visas to Russia for Chinese citizens; Australia, New Zealand, Japan, Pakistan, and Italy have imposed similar bans. Great Britain, South Korea, Singapore and New Zealand have imposed quarantine for arrivals from China. Military aircrafts of Russia, India and Thailand take their citizens out of China. The US authorities have declared public health emergency and ban on the entry of all foreign citizens who have visited China over the past two weeks. This article gives forecast, how these measures of the governments will affect on global academic mobility and economic growth.

Abstract
The experience of using digitalization indexes to assess the digitalization level of the economy has been summarized: it is advisable to use interval indexes that allow us to divide countries into groups according to the digitalization level. Using the linear regression model developed by the authors has made it possible to establish a direct statistical relationship between the I-Desi digitalization index and per capita Gross Domestic Product for a number of developed and developing countries: more developed countries carry out digitalization faster. It has been concluded that the digitalization of the economy and the implementation of fintech are based on innovative methods of obtaining, processing and transmitting information, that allows you to use the digitalization index methodology for assessing the digitalization of economic processes in development banks, and new indexes are needed to assess the level of fintech implementation in development banks.

Abstract
The issues of presenting the basic prerequisites for forecasting and planning tools for managing an organization based on the foresight method, – have been highlighted. The strategic planning mechanism of PJSC Gazprom has been described, the place of foresight research in the formation of a long-term strategy has been reflected, and interaction with the innovation environment has been reflected. Five stages of foresight research and their filling have been presented. The sequence of stages of foresight research has been described. A generalized picture of collecting the necessary information for conducting a foresight study and forming a pool of experts from the preliminary registry on thematic selected areas has been presented. A list of criteria for assessing the prospects of technologies, as well as the sequence of their selection in accordance with the system of prospects indexes of technological developments for further updating the organization’s strategy, – has been considered. A graphical model of the results of technology assessment for their use in the strategic planning of the organization. A digital model that makes a decision on the choice of the necessary technologies based on semantic analysis of big data – IFORA has been considered. A comparison of information input and applied methods has been made. When preparing the article, such research methods as analysis, synthesis, and generalization were used.

Abstract
The state policy of the Russian Federation in the field of development of industrial enterprises has been studied. The analysis of the share of industry in the in the gross domestic product of the Russian Federation for 2014–2018 has been carried out. Russia is ranked 4th in the ranking of countries in terms of purchasing power parity, a significant position is granted to industrial production in this case. Despite this situation, industrial sector of Russia is characterized by the presence of negative trends, the elimination of which is crucial. In order to eliminate negative trends, investment programs aimed at supporting the development of industry are being implemented in Russia. Budgetary allocations are particularly important in supporting Russian industrial production. The resuts of the analysis of the dynamics of budget allocations indicate their increase in recent years. The dynamics of labor productivity in the industrial sector, as well as the main indicators of production have been analysed.

Abstract
Manufacturing industry functioning efficiency on the territory of the Russian Federation has been analysed. Statistical data offered by the Federal Tax Service and the Federal State Statistics Service of Russia have been used for research. The object of the study is 85 subjects of the Russian Federation, the subject of the study is the type of economic activity “Manufacturing”, which operates on their territories. The methodological basis of the research were the general scientific methods of cognition. As special methods of cognition, statistical methods were chosen. The index method as a private scientific method has been used. An indicator of the effectiveness of the economic activity “Manufacturing” has been developed. The structure of tax revenues and employed population by type of economic activity in 2017 has been studied. A distribution of subjects by type of economic activity “Manufacturing” has been created.

Abstract
The issues of state property management have been considered in the study, key problems in the management of state and municipal property have been presented, measures to eliminate them have been announced. It has been revealed that the current management system is not effective and requires management decisions aimed at achieving state goals. It also has been specified that there is a weak control over the processes of managing state property and the distribution of income. Methodological approaches to assessing the effectiveness of using state and municipal property have been reviewed. The opinion that it is advisable to use the principle of a balanced scorecard has been expressed. The results of scientific research will be useful for further theoretical developments on issues of public administration theory as a whole. The applied significance of the research results is due to the prospects of their application in the process of developing state policy on managing state property.

Abstract
The national digitalization program determines the radical transformation of information support and administrative support for the implementation of the functions and procedures of managers, specialists and executives of the management apparatus. The universally declared recognition of the necessity and prospects of the developed and ongoing innovations in information support and management processes does not exclude negative reactions of personnel to their implementation and possible consequences. The study of personnel reactions to the implementation of corporate governance digitalization programs, presented by this publication, demonstrates the methods, materials, and results of identifying, analysing, and evaluating sustainable staff responses to management digitalization. As a result of research in corporations that are actively involved in information innovations, the trends that should be taken into account to improve the effectiveness of digitalization programs have been highlighted.

Abstract
The period of the late XIX – early XX centuries, which is characterized by the active development of capitalism in Russia and the emergence of a number of new industrial sectors, – has been considered. These processes were clearly manifested in Moscow, which had turned into the largest industrial center. The emergence of advanced technical industries has been shown: printing, chemical, electrical. The capitalist level of industrial development in Moscow at the beginning of the XXth century is evidenced by the processes of concentration, combination and monopolization of production in many industries. The products of Moscow enterprises were in demand both within the country and abroad. It has been shown that the Moscow factory industry acted as a conductor of the latest technology, not only for a vast area of central provinces, but also for all Russia.

Abstract
The brief analysis of the development of L. V. Kantorovich's ideas in the works of his students and followers has been presented. This intellectual base can be used in solving the problems of digital transformation, digitalization, creation of digital platforms and their ecosystems in the digital economy. It has been proposed to create an active element of a new branch of knowledge economy – the digital economy – in the form of “Association of departments of applied mathematics of economic and managerial profiles of Russian Universities”, the advisability of this decision has been substantiated. The Association will allow you to simultaneously conduct research on a wide range of topical issues of the digital economy, optimally form creative teams and expert groups, carry out constant scientific communication in real time, and connect talented young people to research between the postgraduate students, graduate students, and students. Working together in the structure of the Association, the departments of higher education institutions will be able to show the effect of synergy and achieve much more results in their activities. The Association has a great educational potential, which can be effectively used to improve the various levels of personnel potential of management systems. Abstract
The trends and problems of spatial development of regions of Russia in the context of integration of the domestic economy in the transition period from the planned socialist to the capitalist system of economic relations on the example of Vladimir region have been analysed. A methodology for assessing regional differentiation has been proposed. Aspect novelty of the estimation methodology consists in a unified comparative analysis of empirical integrated indicators obtained by calculating partial values of criterion-factors by means of converging integer series using methods of limit equations in combination with the method of Lyapunov's functions in comparison with threshold values of the corresponding integrated indicators. At the same time integrated indicators meet the requirements: quantitative measurement; formation on the basis of priority basic indicators of regional development; accounting for the main components of development: institutional, environmental, economic and social.The proposed methodology is characterized by simplicity of calculation, low cost application, as well as the fact that the information base is made up of official data of state statistics bodies, which ensures their accessibility and comparability.

Abstract
The directions of improving the Russian chart of accounts in order to align it with the International Financial Reporting Standards' requirements and ensure its usability in the digital economy for reports online preparing at the official web-sites of companies, using the cloud technologies have been considered. The proposed method of preparing online reporting assumes that accounting entries will be posted on the lines of financial statements after each transaction occurs, which will enable the users to receive the information about changes in the financial statements immediately. Attention has been paid to the issues of financial statements elements estimates regulation directly by changing the accounting plan, but not by counter accounts. The necessity of abandoning the concept of “additional capital” that does not exist in international practice and an account of the same name in the Russian chart of accounts and replacing it with separate accounts to account for share premium and revaluation reserve has been substantiated.

Abstract
The aim of this article is to analyse approaches to emphasizing the essence of the sixth technological paradigm (wave of innovation). The author uses the historical research method. By examining ideas on the technological paradigms (wave, cycle, paradigm, formation, etc.), the author shows the limitation of the purely economic approach to solving technological paradigms issues. The attention is paid also on the periodization of paradigms and there is an absence of a single logical basis in it. paradigms change. This circumstance does not allow us to speak about a really theoretical description of the process of changing paradigms. The situation is being considered from a wider historical perspective of the humankind existence (as a species), as a subject not only on a planetary scale. From this point of view, the essence of the sixth paradigm and the prospects for the evolution of paradigms are more clearly identified.

Abstract
The results of a research of the stages of the life cycle of an industrial cluster and the factors that determine these stages have been presented. Examples and criteria for distinguishing a different number of stages of the cluster life cycle, various goals pursued by different authors dividing the cluster life cycle in stages have been provided. Descriptions of the criteria of the stages of the life cycle have been given , the choice of these criteria has been substantiated, and also the purpose of studying the life cycle of the cluster with the subsequent division of it into stages has been determined. The concepts of “heterogeneity” and “profile of intracluster interactions” have been introduced and their definitions have been given. Eight characteristics of interactions for constructing a general indicator of the interactions profile have been described.

Abstract
It is impossible to achieve stable growth indicators for various sectors of the economy without the use of microfinance and investment costs in systemically important infrastructure projects, since it is investment processes that affect all levels of regional management. The problems of implementing the mechanism of investment support for the development of domestic resources of the region's economy have been examined in the article; the ways to improve it using the transformation of economic relations between business entities have been proposed. The results of the research can be applied to solve problems associated with the process of reproduction of domestic resources at the regional level, in the development and implementation of investment projects in this direction, as well as in forming the strategy for socio-economic development of the region.

The development of society at the present stage is characterized by the practical implementation of digital technologies in many areas of life. The purpose of this study is to analyze the information support of the development of the digital economy in the regions of the Russian Federation. Abstract
The research of theoretical and methodological issues of assessing the quality of the economic space of Russian regions has been conducted. The concepts of economic space and its quality, institutional environment of economic space have been substantiated. In order to determine the integral indicator of the standard of living and the quality of the economic space, the method of a systematic approach has been applied, which allowed the authors to justify and identify the system-forming indicators of the quality of the ec onomic space and the features of the relationship between them. The developed method of assessing the quality of economic space at the meso-level allows you to form a rating of investment attractiveness of the subjects of the Federation and determine the integral indicator of the quality of life of the population of the regions. The results of the study can be used in the development of investment rating and typology of Russian regions, implementation of social policy and state regulation of spatial development.

The main unresolved issues of choosing the most effective investment projects aimed at introducing innovative technologies have been considered. The traditional indicators of investment efficiency have been analysed. The expediency of using the indicator of the total reduced costs necessary for the implementation of the project has been substantiated. Attention has been paid to the possibilities of public-private partnership in innovation projects. The issues of shares distribution between participants in innovation and investment projects and the use of such objects have been reviewed. The current situation in the investment and construction sector of the economy has been assessed and ways to solve the main problems of investment activity in the construction industry have been outlined. The expediency of creating a mechanism for economic justification of the investment project implementation process, including the creation of reserve funds, has been substantiated. Abstract
The high level of differentiation of the constituent entities of the Russian Federation determines different approaches to the policy of budget investment. The purpose of the paper is to identify common regional trends in the implementation of capital investments at the expense of budget funds, interregional differences and interpret it. In the study, horizontal and vertical analysis of budget investments has been made, the lack of a significant relationship between the level of budgetary security of the constituent entity of the Russian Federation and the scales of its budget investments has been shown. It has been shown that the investment activity of the constituent entities of the Russian Federation is not a determining fac tor, but an important factor of their investment attractiveness. The materials of the article can be used as an information base for further theoretical and applied research on the expenditures of regional budgets in general and the problem of budget investment in particular.

Abstract
Since the imposition of sanctions on the Republic of Iran, no international payment system has been established in the country. As a result, Iran implemented a solution to the described problems without attracting external assistance, in particular, the Shetab payment system was created and its connection to ATM networks in Bahrain, Qatar, the UAE and Kuwait was implemented. Iran also introduced the Shetab Bank card system, which is extended to Armenia and Turkey. The impact of bilateral payment system on economic growth and increase in cash turnover between two countries, during the period of economic sanctions, has been considered in the article.

Abstract
The issue of the dual impact of innovative technologies on the sphere of spiritual culture has been considered. On the one hand, the digitalization of cultural values gives hope for their longevity, compared with traditional storage methods. On the other hand, the preservation of cultural heritage is facing new, previously unmet difficulties: the life of digital documents is short due to constant technological improvement and the rapid obsolescence of technology; not all artifacts can be digitized; when knowledge is transmitted through the media, its reduction, vulgarization occurs; finally, the person is changing, for whose sake the preservation of the cultural heritage takes place. Generations possessing clip thinking will have to deal with the fragmented, unsystematic cultural heritage, which is fraught with real cultural amnesia. The new approaches to digital information management and, specifically, digital cultural heritage have been proposed in the article.

Abstract
The problem of youth perception of alcohol consumption has been considered. The authors carried out a survey using the questionnaire method (N=620), the respondents were residents of Moscow and the Moscow region aged 14-30 years. According to the results of the study a conclusion has been made that the perception of alcohol consumption has a double, contradictory character. On the one hand, the respondents indicate a pronounced negative attitude to both alcohol consumption and consumers. At the same time, modern statistical data and a milder attitude of the respondents to personal alcohol consumption specify the superficiality of the negatively declared perception.

Abstract
The problem of adaptation to professional activity among representatives of different generations is acute. Currently, managers understand the need and importance of the adaptation process for new employees. But they do not always take into account the fact that employees belonging to different generations may not only have radically different views on the same problems, but also the process of adaptation may take place in different ways, using different socio-psychological mechanisms of adaptation. Using the example of generation X and generation Y the psychological features that make it possible to pass the adaptation period most effectively have been considered in the article. The most distinctive characteristics of representatives of different generations have been highlighted.

Abstract
The results of a study of the career orientation of university students from large and small Russian cities have been described. To conduct the study, methods were used to identify leading career orientations, the level of motivation for a career, career self-efficacy, and the projective method of “unfinished offers” was used. The differences in the career orientations of students have been presented, the features of self-efficacy, career motivation and individual ideas about it have been revealed. It has been concluded that students from large and small cities are not aimed at developing their professional competence, first of all, they are focused on “autonomy”, “management” and “stability of work”. There are significant differences in career orientations: students from big cities are more focused on “service” and “integration of life styles”. The indicators of career motivation and self-efficacy of students from small and large cities are similar and correspond to the average level. The perceptions of students from small towns about a career have both positive and negative connotations, in contrast to students from large cities who do not note a negative attitude towards career.
