CURRENT ISSUES OF MANAGEMENT
The article presents a study of human development in the United States. The dynamics of public expenditure on “human resources” is shown. An analysis is made of the changes in the US Human Development Index rankings, showing how they have evolved over the past 30 years. Data are provided on the components of the Index: life expectancy, educational attainment and gross national income per capita. The evolution of the Human Development Index is considered, and a new experimental Index, adjusted for planetary load, is presented. Data on the US labour force structure is given. The key mechanisms created in the US that allow the country to have a very high Human Development Index, are shown. In the case of Russia, the study shows the key role of the state in shaping and developing human potential.
The article proposes to consider climate security as an important factor in the sustainable development of the economy. The problems of climate risk management have been identified. Based on a literature review, a system of national climate regulation objectives have been proposed and logically justified. The main stages of their achievement have been presented. The need for a project-based approach to climate regulation has been justified. The idea of a national project at state level and three federal projects as part of it has been proposed. The author’s model for managing the country’s climate security has been presented. The standard plan for the implementation of this model at the regional level has been developed. The results can be used in national strategic management of country climate security and its constituent entities.
STRATEGIES AND INNOVATIONS
The article considers the main factors limiting the use of automatic release technology in electronic customs declarations. The directions of further development of the potential of the investigated technology in the conditions of digitalisation, automation and intellectualisation of customs administration in the Russian Federation have been proposed. In order to expand the coverage of the declaration array by automatic release technology, the main directions for improving the automation mechanism at the release of goods have been designated, trends of automation of customs operations and its influence on the development of foreign economic activity have been defined. The methodological basis of the study was fact-finding, analysis and synthesis, induction and deduction, system and process approaches, logical and statistical methods.
Digital technologies are changing customer expectations and reshaping the boundaries of industry markets forming ecosystems. At the same time, ecosystems are built on customer needs and go beyond a simple partnership between players from different industries to bring together digitally available services or products, providing an end-to-end experience for consumers. The article summarises research findings in the field of digital marketing and digital ecosystems. Theoretical and research issues of changes in marketing techniques for customer relationship management in the digital environment have been reviewed. The experience of the world’s leading ecosystems has been systematised, the main archetypes of digital ecosystems and key success factors have been highlighted.
The dynamics of indicators of innovation activities of Russia’s federal districts over 2005– 2019 has been studied. During this period, there has been an increase in the number of organisations that carried out research activities, and also in the total domestic expenditure on research and development. The number of new production technologies and the volume of innovative products produced has increased, and the payback rate on research and development costs has risen in all regions. The trends of decreasing in the innovation activities of organisations and a significant reduction in the number of personnel employed in the field of research and development have been detected. The share of new products in the total volume of products shipped remains low. This situation requires national and regional authorities to take appropriate regulatory actions.
The article examines the current characteristics of the target audience in the digital marketing. The problem of the discrepancy between the classical ways of describing audiences and the advertising inventory of digital promotion channels has been actualised. Analysis of advertising campaigns and web analytics systems has identifed six main groups of characteristics that can be used to describe the target audience for any advertising service in the digital marketing. The new features complement existing audience description methods and allow target groups to be described in terms that are understandable to different specialists, and are available on any advertising channel in the digital marketing. The result of the study will increase the effectiveness of promotion in the digital space due to more precise settings of advertising messages.
DEVELOPMENT OF INDUSTRY AND REGIONAL MANAGEMENT
The article considers a new approach to managing the development of enterprises operating in a period of digital transformations and ecosystem interaction. The concepts of sustainability and development in an economic context have been analysed. The author’s interpretation of the concept of sustainable development has been outlined and the factors that ensure the development and sustainability of enterprises have been identified. The benefits and limitations of sustainable development management, and the specific of data analysis in the digital ecosystem of the industrial enterprise as a component of sustainability and security of actors, have been defined. The components of a sustainable development framework have been identified and the effects obtained at the ecosystem level of interaction have been highlighted. Guidelines for new management approaches to the organisation of modern business processes and management decisions have been given.
The study of the Russian fishery management system aims to determine the degree of readiness of the fishing industry to implement economic processes of access to aquatic biological resources in the country’s Northern fishery basin. A comparative analysis of fishery management systems in a market economy (fishery complex of Russia) and a planned economy of the USSR has been presented. It has been determined that the allocation of aquatic biological resources for industrial fishing is managed on the basis of Russian regulatory legal acts, and the implementation of the tasks of developing the fishery sector and ensuring the country’s food security is consistent with the implementation of the Basic State Policy of Russia. Key performance indicators of the fishing industry, the system of allocation of fishing (catch) quotas for aquatic biological resources based on the “historical principle” and the “auction system” have been presented. The aim of the study is to assess the being implemented plans for the total allowable catch development, and the desire of the fishery management system and business to increase the economic potential of the Russian fishery sector.
The article considers the сhallenges for small and medium-sized businesses in obtaining government support during the pandemic and post-pandemic period. The reasons preventing people from obtaining support measures, as well as tangible and non-tangible state support measures for businesses in the Moscow region and the support measures provided by banks and lending institutions have been reviewed. Data from reputable source studies on identifying the difficulties caused by state and non-state support measures, in particular the problem of banks refusing to allow small and medium-sized businesses to defer accrued interest at a concessionary rate have been presented. The problem has been the distribution of support to small and medium-sized enterprises according to the type of economic activity, as not all enterprises fit the required activities. Examples have been given of sectors that have restructured their business in the new environment. A list of support measures for small and medium-sized enterprises has been proposed.
The article analyses the digitalisation of real estate services in Russia. Empirical works of leading analytical agencies and experts’ academic papers in the field of economic sciences has been summarised and sysrematised. The development key indicators of Russian digital economy, digitalisation level of certain service sectors, digital production features and digital consumption which characterise the digital economy development, have been considered. It has been noted that at present the digital services of in real estate services are at an early stage of development due to the small number of market participants who have fully implemented digital services and online technologies in their activities. It has been revealed that most of the stages of real estate services for the sale or purchase of residential property can be partly or fully realised using digital services and online technologies. Generalised characteristics of real estate services digitalisation at present and prospects for its development have been formulated.
The aim of the study is to carry out a SWOT analysis of the impact of the spread of a new coronavirus infection on the environment and on public policy for environmental development. The main strategic planning documents defining long-term priorities, goals and objectives of public administration in the field of environmental protection and ecological safety have been reviewed, the relevant domestic and foreign publications in this field have been studied, the materials of the websites of government authorities that publish information on the current situation and measures to support business and economy in connection with the COVID-19 pandemic as well as statistical and other data on the the environmental situation in Russia in recent years have been analysed. The impact of COVID-19 pandemic on the current state of the environment and the environmental effects of this impact have been shown, the main challenges and threats to environmental security have been described, opportunities have been formulated in the current situation and can be used in the development of state environmental policy. The problematic issues of waste management in the pandemic have been touched upon. Particular attention has been paid to measures to combat new coronavirus infection and to support the economy with regard to environmental management and protection issues, as well as to business support measures in relation to COVID-19 pandemic in the constituent entities of the Russian Federation. The conclusions drawn from the study indicate that there is scope for a stronger trend towards a green economy.
ECONOMICS: PROBLEMS, SOLUTIONS AND PROSPECTS
The specifics of market pricing in the Russian road freight transport market by means of correlation and regression analysis have been studied. Statistically significant factors have been highlighted, and mathematical models have been constructed. The influence of fictitious variables (body type) that improve the quality of the calculated values has been noted. Regression equations useful for determining the average market value of tariffs have been drawn up, which, when compared to actual tariffs, may indicate the adequacy of freight transactions. The results of transport companies registered in the Krasnodar region have been considered. A differentiated approach has been justified, requiring enterprises to be divided into revenue growth groups in order to identify differences in profitability and its sustainability. The limitations and shortcomings of the mathematical model, which do not allow us to make an unambiguous conclusion about the unprofitable and low-margin nature of the industry, have been considered. Areas for future research have been suggested.
The emergence of the digital economy and increased activity in cyberspace have led to the creation of new technologies and digital products such, as non-fungible tokens (NFT). The article presents the arguments that justify the need to study NFT as an object of legal relations and an object of accounting. A brief description of these items has been given; their types and market of circulation have been studied, and, also the current legal provisions, Russian accounting standards and international financial reporting standards have been analysed. To define NFT as an accounting object, the types of accounting objects enshrined in Federal Law No. 402-FZ “On Accounting” have been considered and the criteria for their attribution in relation to NFT have been analysed. The legal and accounting problems associated with the emergence of a new object have been highlighted and the ways for further research in the field of creating an accounting methodology for NFT as a specific and highly promising digital product have been defined.
The main interpretations of terms, development trends, foreign and domestic experience within the concept of sustainable development of territories have been considered. The importance of cooperative interaction and cooperation between actors in the same area in the context of existing constraints, barriers and opportunities for the deployment of the processes under consideration, has been confirmed. A statistical comparative analysis of the dynamics of changing trends in the interaction between research organisations and industrial enterprises of the regions has been carried out in comparison with Russian and global trends. The interrelationships between the key factors relating to financial support processes, infrastructure capacity and the research and education component have been revealed and their impact on territorial development has been highlighted. Scientific research methods such as analysis and generalization and correlation analysis were used within the framework of the article.
The current processes of globalisation and digitalisation, the use of cloud technologies, artificial intelligence capabilities, robotics, big data and tools that allow large amounts of information to be processed in a short period of time by economic actors in their practical activities affect the conceptual basis of theoretical and methodological approaches to the organisation of the accounting system, fill the concept of “accounting” with new meaning. The purpose of this research paper is to assess the transformation of elements of accounting method under the influence of innovative digital technologies being introduced in the accounting process. The research methodology is based on the dialectical and empirical method. The article is devoted to the analysis of domestic and global trends in the accounting system development under the conditions of digitalisation of the processes of collection, consolidation and analysis of information on the activities of economic entities. The article considers the impact of the information potential of the existing economic space on the transformation of the methodological basis of accounting. In this regard, the modification of the theoretical and methodological approach of building an accounting system is a necessary step in the further development of accounting and in maintaining its relevance in competition with modern information systems.
Based on data from the Russian Export Centre, Federal Service for Supervision of Consumer Rights Protection and Human Welfare (Rospotrebnadzor) the article analyses the state of hightech exports of the Russian Federation under restrictive measures related to the spread of coronavirus infection. High-tech exports for the period January 2013 to August 2021 and the number of coronavirus infections for the period March 2020 to August 2021 were used as baseline data. The dynamics and volumes of high-tech exports have been considered, the leading and trailing regions in terms of this indicator have been highlighted. A correlation between the number of coronavirus infection cases and the volume of high-tech exports of the regions of the Russian Federation has been revealed, from which it can be concluded that high-tech exporters have so far managed to adapt to the current coronavirus environment.
Approaches to the methodology for calculating key performance indicators for development institutions as part of their contribution to national development goals achievement has been reviewed. It has been shown that, depending on the methodology used, the value of this indicator can vary by up to 5 units, with each approach being relevant for a particular task. Using the example of an indicator in one of the areas of the national project “Small and Medium-Sized Business” (training activities) as an example, an integrated approach has been proposed to balance solution of the objectives of optimal spending of the federal budget and increasing the public outreach of its results.
The article presents a solution to the problem of integrating risk minimisation methods in the process of forming the optimal range of treadmill models in a retail enterprise. The problem of multi-criteria optimisation was solved using the generalised criterion method. The formulated problem was therefore broken down into a number of specific tasks, each of which was solved by selecting specific methods. Risks were minimised by mathematical methods, taking into account the economic performance of the enterprise. Recommendations were also offered for customers wishing to purchase one of the treadmill models chosen from the analysis and the best option for ordering via the online shop with home delivery.
FINANCE AND BANKING
Quarantine and self-isolation have become a new challenge for the Russian economy, changed many areas of our life, revealed new weaknesses in the banking system and monetary regulation of the economy, and also become a good test for the post-crisis financial system. In this article using a systematic approach to the study of information, analytical and graphical methods the dynamics of the Russian banking sector during the development of the coronavirus pandemic and the specifics of recovery from the crisis have been investigated. The innovations and improvements brought about by the pandemic have been studied. The Central Bank of Russia’s monetary policy instruments used to mitigate the impact of the pandemic on the real economy in general and on the banking sector in particular have been reviewed. The features of anti-crisis measures taken by the monetary authorities in our country have been revealed.
SOCIAL TECHNOLOGIES AND PROCESSES
The article considers the restaurant business from the point of view of not only the entrepreneurial aspect, but also the service aspect, which is fundamental. The reasons why people visit restaurants have been revealed. In addition to physical need, restaurants are an element of cognition and a way of experiencing positive emotions. The importance of the restaurant business in shaping people’s positive emotional state has been formulated. Two forms of emotional labor of an employee and the influence of emotional states on work performance have been highlighted. The role of emotional intelligence and communicative competence in customer satisfaction with a restaurant visit has been determined. The importance of developing emotional intelligence has been concluded. Recommendations for its development has been formulated.
In contemporary research on organisational effectiveness, the concept of culture is gaining ground. Not only organisational and/or national culture is considered, but also the whole range of local subcultures: professional, personal, age, etc., which also need to be analysed and taken into account. This circumstance affects the micro- and macro-level functioning of the organisation in the cultural code. The article studies the phenomenology of conflict from the perspective of an organisation’s conflictological profile, which is a reflection of its cultural identity. A typological cross-section of the conflict, its operational, strategic and symbolic types has been revealed. They have individual characteristics and have an impact on the functioning of the organisation, shaping its unique conflictological profile.
The article considers a number of factors that influence the use of psychoactive substances by young people in Russia: psychological, social, economic, medico-biological, spiritual and moral and others. The main reasons for psychoactive substance use among this age group are: neglect by parents, psychoactive substance use by parents and other relatives, abuse by parents and guardians, low family income, conflicts and lack of understanding of the age-specific characteristics of adolescents by parents, low motivation to study, low status among peer groups, youth informal groups. In addition to risk factors, protection factors – circumstances that reduce the likelihood of a person becoming involved with psychoactive substances have also been identified: a strong family, with a healthy and supportive psychological atmosphere, success in educational activities, parental involvement in the life of their children, etc.
CURRENT TRENDS IN PSYCHOLOGY
The relevance of the problem under study stems from the interest that social representations have in modern science, as well as the role of students in the development of the modern world. The aim of the article is to present the results of the study of the structure of social perceptions of culture among Russian and American students, statistical and qualitative analysis of the results obtained. The findings suggest that there are differences in the concepts that American and Russian students are willing to designate as categories reflecting their perceptions of world culture. Both groups of students include the general concept of art in the content of the scheme of social representation of world culture, but Russian students are most active in indicating components that focus on revealing the inner world of an individual. The notions given by American students about world culture reflect its importance as an area for active intercultural communication. The materials of this article may be useful for further research into the main factors of globalisation processes, as well as for understanding the subsequent development of the content and structure of young people’s social perceptions.
