The research relevance is due to the tasks set in the Concept of Sustainable Development of the United Nations. One of the state mechanisms through which the state can influence both producers and buyers to develop socially responsible behavior, which would contribute to the greening of industrial products, could be the organisational and economic mechanism of regulated procurement. The aim of the study was to reveal the specifics and assess this mechanism in relation to industrial products in terms of ensuring its environmental safety. The study was methodologically based on general scientific research methods. A set of activities that make up the specifics of organising regulated procurement are considered and technical recommendations are developed. Particular attention is paid to life cycle contracts. An original system of indicators, characterizing the current performance of the mechanism under consideration, has been formed within the framework of the generally accepted characteristics. The system of indicators developed makes it possible to comprehensively assess the industrial products’ regulated purchases, focused on ensuring their environmental safety, and analyse the effectiveness of each element of regulated procurement organisation.

Abstract

Remote work becomes an increasingly important way of organising labor, but its implementation requires significant changes both at the employees level and at the organisation level. Identification and response to key challenges organisations face when implementing remote work is now especially relevant given the significant expansion of remote working practices over the past two years. The article presents the findings from a sociological online survey conducted among Russian remote workers from various industries (N=402). The study shows that, in comparison with traditional models, remote work is estimated, in general, more positively, and is characterised by improvements in a number of characteristics important for management. The most problematic areas include: organisational and technical support for remote work, and problems related to social roles and social protection. The main factor contributing to the reduction of the severity of most problems is the accumulation of experience in working remotely. This indicates successful adaptation to the remote format both on the part of employees and on the part of the organisation.

Abstract

The article discusses the functional role of personal gardening in ensuring food security in the context of economic sanctions, the historical roots of this institution, and its future. Differences in the interests in gardening among different groups of the population, the formation of production efficiency in various types of farms, and the potential for the development of cooperation, which allows for a more efficient distribution of funds intended to support personal gardening, are analysed. The form of subsistence farming in Russia has changed several times over the last century, especially under the course of collectivisation and during transition to a market economy model. The existing economic distinction between smallholdings in rural areas and collective gardens is now more and more blurred. Compliance with the principle of justice requires appropriate changes in their institutional design. The low production level, the manual labor predominance have been noted that also require changes. The efficiency criterion for personal gardening is cost savings, which differs from the corresponding criterion in the market sector – production profitability. The authors suggest restructuring collective gardens into livable places for our fellow citizens. This requires great deal of work on water supply and sanitation, electricity supply, gas supply, repair and construction of roads, garbage disposal, etc. A successful tool for solving these problems is the experience of the Fund for the Horticultural Associations’ Infrastructure Development in Bashkiria. The creation of service centers for tillage, rental points for small equipment, cooperatives for the sale of surplus products will make it possible to turn orchards into an important source of fruits, vegetables and berries.

Abstract

The purpose of this study is to analyse the current mechanism for indexing pensions of Russian pensioners and find directions for its possible development in the context of the structural transformation of the Russian economy. To achieve this goal, a statistical and coefficient analysis of pension level indicators from the Rosstat database was carried out. Based on the results obtained, it was concluded that, all other things being equal, it is not possible to fundamentally improve the level of pension provision and it is necessary to continue to carry out significant reforms of the Russian pension system. Taking into account the new realities in which Russia found itself after February 2022, authors proposed and analysed directions in which it would be possible to further reform the Russian pension system. The proposed directions were classified into four groups: 1) measures of a general economic nature, indirectly affecting the level of pension provision; 2) changing the general parameters of the existing pension system in order to optimize it; 3) the development of a non-governmental pension insurance system to solve the problem of a low replacement rate for high-income groups of pension recipients and 4) a change in the existing mechanism for indexing pensions, which involves more radical changes to fundamentally increase the level of pension provision for Russian pensioners.

Abstract

Ensuring the stability of economic security is impossible without a sustainable budget and tax system. In this regard, the tax system, being at the same time a factor of financial security, must contribute to ensuring such economic development that creates the necessary financial resources for socio-economic development of each region, the conditions for successful counteraction to internal and external threats. The relevance and importance of regional and national economic security has increased recently due to the unfavourable political and economic environment: the imposition of economic sanctions on Russia by the West due to the events in Ukraine. This leads to a decline in production, a decrease in budget revenues. The announced embargo on oil and gas imports from Russia will directly affect the economy of export-oriented regions engaged in oil and gas production, and indirectly on the budgets of other regions due to the reduction of interbudgetary transfers from the federal budget due to the reduction in oil and gas revenues in the federal budget. Under these conditions, the issue of increasing budget revenues through changes in the tax and budget mechanism is of paramount importance.

A direct linear relationship between the monetisation level and gross domestic product has been revealed. The existence of a direct relationship between the level of inflation and the monetisation of the Russian economy has been determined. The conclusion is made about the need to increase the monetisation level of the Russian economy.
