Abstract

Project management is an important part of all business processes, as the future of the enterprise depends on the success of the implementation of project activities. The article discusses the main methods of project management used in production organizations: Agile, Kanban, Waterfall and Scrum. The following general scientific research methods were used: analysis, generalization, classification, description. The purpose of the article is to popularize the application of the project approach in the manufacturing sector of the economy by systematizing the main methods of project management for their further use by companies. Examples of the methods application in Russian production organizations – JSC “Litmashdetal” and the publishing house “MIF” are presented. The main digital project management tools used in production and companies are demonstrated, with the help of which the effective implementation of the project approach is possible. Such an approach can be implemented in production if the principles of the method used are observed in the process of its realization in the company.

Abstract

Market development trends that occur continuously provoke the emergence of new approaches, concepts and forms of management of business entities. Special attention should be paid to enterprises and small businesses that are the most flexible and adaptive to external and internal development factors, which is especially relevant at present for the ongoing transformational processes of the economy, market and digitalization of society. The purpose of the study is to improve the management system in small businesses through the new digital solutions for automating marketing in modern conditions. The study examined the prerequisites, prospects and practical experience of using digital solutions for automating marketing activities in the management system of small forms of entrepreneurship in Russia. The research methodology is based on scientific methods of cognition: methods of analysis and synthesis, a comparative method, and is also via the mathematical and statistical methods. The possibilities and potential of applying modern digital solutions by Russian small businesses entities in the country considered in the work will be an important direction for the development of entrepreneurship in the context of digital processes for managing the production and economic activities of domestic enterprises and companies.

Abstract

The activity of any state is impossible without tools for the development of territories. At the moment, special economic zones, technoparks, scientific and educational centers, etc. operate on the territory of many subjects of the Russian Federation. However, problems related to territorial development remain unresolved. In this article, an analytical review of existing tools for the development of territories (herein-after – IRT) in the Russian Federation is carried out, their significance is shown, the history of their appearance is touched upon. The purpose of the study is to identify problems related to the tools of territorial development in Russia and to develop proposals for their solution. The objectives of this work are next: to conduct a comparative characterization of territorial development tools by 7 indicators, to calculate the percentage of IRT in each macroregion and district, to study foreign experience in implementing tools on the example of the People’s Republic of China, to develop proposals for improving IRT in Russia. The results of the study can be useful for seeing the overall picture of existing tools for the development of territories, for eliminating problems and developing measures to improve the operation of these tools or the emergence of new ones.

Abstract

The object of this article is a study of the ESG agenda for Russian business in the changed geopolitical conditions. The statistical data used in the study were collected by the authors from open sources posted on the Internet and printed publications. The main purpose of the study was to identify ESG strategies of companies, their development, and to define key drivers of the development of the ESG agenda in Russia. During the research, the authors used general scientific methods such as synthesis, system and comparative analyses. The authors of the article identified the key drivers of the ESG concept development which will contribute to the growth of not only a single company, but also of the country’s economy as a whole. Based on the results of the study the authors have developed recommendations for the implementation of the ESG strategy in the current geopolitical circumstances.

Abstract

This article discusses the problems of urbanization and the development of megacities against the backdrop of the decline of medium and small towns in the Russian Federation. For the assessment, materials from the official website of Rosstat, as well as expert data and materials from consulting companies for 2021-2022 were used. In the course of the study, it was found that megalopolises receive predominant development in modern conditions, as evidenced by the practice of construction. The existing instruments of state support for the development of medium and small towns are either of little use or ineffective. Based on the results of the study, it is concluded that it is necessary to change the situation for the development of medium and small towns in Russia, to develop new approaches and to apply complex solutions to the existing problem. The author proposes various tools of an economic, managerial, organizational nature to overcome a crisis situation.

Abstract

The subject of the study is the process of reindustrialization in the old industrial region, where the main development resources are preserved, but the activity level of innovative processes is insufficient.

The purpose of the study is the possibility of applying foresight methods in the implementation of neoindustrialization projects in the region.

The methodology includes a monographic study of the industrialization processes dynamics, a comparative analysis of procedures for changing the structure of industrial production, and a foresight conducting methodology.

The main result of the study is the substantiation of the choice of the most effective method of applying foresight, as well as the construction of a reindustrialization roadmap on the example of the Voronezh region. The application of these results is possible in other territorial entities (region, municipal unit) involved in the implementation of foresight projects for the development of industry.

Prospects: research development - creation of a model methodology for the use of foresights in the implementation of large-scale complex projects at the regional level.

Conclusions: the use of foresight in determining the prospects for the revival of the high-tech industry will help to increase the efficiency of decisions to attract resources to the development of priority benchmark, industrial production.

Abstract

This article discusses the historical prerequisites for the emergence of tourism in Europe and analyzes its historically determined features. The authors show the characteristic national aspects of the tourism industry in France and Germany. The historical and cultural background and prospects of European tourism are also studied against the backdrop of political, economic and cultural processes in modern Europe. The article also shows the main elements of the tourism business in the countries under consideration, including their hotel component. Travel promotes cultural exchange and education, enhances the quality of life, strengthens health and supports the cohesion of people. The COVID-19 pandemic has dramatically changed people’s desire to travel. Before the pandemic, the German tourism industry planned to raise the profile of this sector of the economy, since 4 % of the value added in Germany is directly related to tourism. The economics of the tourism industry also has an impact on other sectors of the economy such as the mobility sector. Tourism is a key driver of regional development in many regions of the world, including Germany and France. The overall goal may be to use this influence wisely and create additional value for tourists and for the local population.

Abstract

The basis of the successful sustainable development of the country is based on the design and development of the principles of sustainable development by the largest companies. The issue of searching for options for changing and improving the mechanism for sustainable development of oil and gas companies  and the development of their methodological and legal support is acute on the agenda of the management of the companies themselves, as well as in the framework of research at the state level. In connection with the growing geopolitical threats, the increasing pressure of oil-producing countries on pricing and production levels, participation in the development of the Arctic shelf, as well as the internal problems of the Russian Federation and the companies themselves, which are strategically important in the country’s economy, the necessity and need for the development and improvement of the sustainable development mechanism are relevant and justified. Purpose of the study – to determine the place occupied by oil and gas companies among other industries of the Russian Federation in the field of sustainable development and the level of disclosure of their financial and non-financial statements. Research objectives; to analyze the results of the reports of the main rating agencies of the Russian Federation; to identify bottlenecks – strengths and weaknesses of oil and gas companies. Consider the possibility of improving the sustainable development mechanism. Research results are as follows. Based on the analysis of the existing theoretical framework in the field of sustainable development , as well as the results of the main national ratings, bottlenecks were identified in the publication of oil and gas companies reports. A variant of improving the mechanism of sustainable development of the functioning of oil and gas companies is proposed.

Abstract

The process of transport clustering is a tool for the regional spatial development of the country, since it contributes to the elimination of infrastructural constraints, increasing the availability and quality of the main transport infrastructure and increasing the competitiveness of the territory. The choice of a territory for the creation of a transport and logistics cluster (hereinafter - TLC) is an important stage in the development of the clustering process, but there is no methodology that assesses the conditions of the region for the creation of a TLC. The aim of the work is to develop a methodology for assessing the readiness of the territory to create a TLC. To achieve this goal, the following tasks were completed: indicators were developed that characterize the conditions for the creation of a TLC; mathematical tools of the methodology were developed; three groups of regions were identified according to the value of assessing readiness for the creation of a TLC; the methodology was tested in the regions of the Russian Federation and subjects ready to create a transport cluster were identified. As a result of the methodology approbation the regions of the Russian Federation were assessed according to the degree of readiness for transport clustering, which forms the basis for the spatial development of the territory.

Abstract

The article is devoted to the analysis of the changes that are taking place in the global oil refining industry under the influence of the current recession in the world economy. Despite the recovery of the global economy after the pandemic, nevertheless, the risks of an intensification of the geopolitical conflict have led to an unprecedentedly difficult situation in the energy markets. Newly emerging restrictions in international trade, including in the form of sanctions, have led to risks of unstable development of the oil refining industry. In turn, the uncertainty in the dynamics of world oil prices, as shown in the article, as well as the trends in the transition to a low-carbon economy, make it difficult to predict the development of the oil and gas industry, including oil refining. The serious changes observed in the structure of fuel production and consumption in the United States will have a significant impact on the development of the industry under study in the future, where there is already a shortage of refining capacity and unstable dynamics of prices for petroleum products. The introduction of additional capacities in the world oil refining, as noted in the article, will not have a significant positive impact on the oil product markets in the short term.

Abstract

The article presents an analysis that contains functioning features of industrial enterprises and complexes in the conditions of transformation of their activities caused by the fourth industrial revolution. The purpose of the study is to determine the significance of structural changes in industry and the role of industrial policy in the implementation of structural transformations that contribute to the sustainable development of the economy. During the set goal, the objectives of the study were identified, which are necessary to coordinate industrial development programs in related sectors of the economy, modernization of infrastructure that promotes industrial development on a platform basis and the effectiveness of industrial policy implemented at the state level. When studying the task, methods of system and structural analysis, a structural-functional approach to the analysis of structural change problems were used. As a result of the study, it was revealed that the currently implemented programs of enterprise development should be coordinated with the strategies for the development of industries, which will allow them to coordinate and determine the levels and ways of interaction of economic entities. The directions of structural changes are proposed as a response to the digitalization of production processes and a way of rational organization of economic activity of subjects.

Abstract

This article is devoted to the relevant topic of reducing the concentration of greenhouse gases in the Earth’s atmosphere. The relevance of the article is confirmed by the fact that within the framework of the Paris Agreement, a number of countries, including the Russian Federation, have undertaken obligations to implement measures entailing the achievement of this goal. Among such activities the development and implementation of carbon dioxide capture and storage projects (hereinafter referred to as CCUS projects) are important, one of the conditions for the development of which is to achieve a certain level of public approval of such projects. The article presents an overview of Russian and foreign sources of information on both the prospects for the development of projects for the capture, storage and utilization of carbon dioxide and the problems of prevalence of information about such projects. A study of four of the most popular social networks in the Russian Federation for the presence of video content and communities on topics such as “CO2”, “Greenhouse gases”, “CO2 capture”, “CO2 Utilization”, “CO2 emission” and a number of others was conducted. It was revealed that some of the topics are not represented in social networks at all, and the rest is rarely traced. Recommendations to increase the level of public awareness about CCUS projects are given.

Abstract

The article is devoted to the study of the system of long-term care for senior citizens. The purpose of the article is to analyze the current state of the sphere of social services of the population, as well as to consider the essence, tasks, advantages and disadvantages of the introduction of a long–term care system on the territory of Russian Federation. According to the study results, the authors conclude that the introduction and development of a system of longterm care for senior citizens is one of the foreground and socially significant tasks of Russian Federation. The authors propose to use public-private partnership as one of the tools to provide senior citizens with the necessary level of availability of qualified and permanent assistance in the long-term care system. In the process of writing the article, the authors used such research methods as analysis, synthesis, a systematic approach, methods of displaying and processing the information received.

Abstract

The subject of this study is to identify social problems among the poor in the process of digitalization of the economy and to develop proposals for their elimination. The scientific novelty lies in the presentation of the position that in order to involve the poor population in the digitalization of the economy, who need state social assistance, it is not enough to provide its traditional types – due to the lack of legally prescribed duties and (or) economic incentives necessary to perform certain actions. One of these types of state social assistance to the poor is its socio-economic stimulation – combining both state social assistance and economic incentives. An approximate sequence of measures for the socio-economic simulation of the poor population regarding its involvement in the processes of digitalization is presented. The methodological basis of the research consists of general scientific methods – analogies, analysis, synthesis, formal-logical, as well as special methods – comparative and descriptive analysis, and other methods. The relevance of the topic is due to the lack of norms in legislation regulating public relations regarding the participation of the poor in digitalization.

Abstract

The purpose of the study is to develop strategic priorities for the development of the business sector of Tajikistan based on the analysis of the structure of the economy of the republic and its dynamics, as well as the use of economic and mathematical modeling of the object under study. The article identifies the main obstacles to the development of the business sector, including: inefficient functioning of management institutions and the market; insufficient development of human capital; underdeveloped industrial and social infrastructure, as well as the legal framework governing the relations of the state, business, labor, etc. Based on the use of statistical methods of analysis, in particular the method of principal components, two important strategic vectors of development of the business sector aimed at economic diversification have been identified. The first direction involves the development of industry and construction with the participation of the state in the form of public-private partnership, increasing the production of import-substituting goods based on its own resources. The second direction should be the modernization of social and industrial infrastructure, including energy. The measures aimed at improving the business climate, overcoming regional and sectoral fragmentation of the economy of Tajikistan, ensuring its sustainable and balanced development are proposed. The results of the study can be used in the development of the state strategy for the development of entrepreneurship in the Republic of Tajikistan, as well as in the process of state regulation of spatial development.

Abstract

The article argues that the inventory category is one of the most important categories of logistics, which determines the objective need to conduct a study of the problems of inventory management and the implementation of a logistics concept. The emphasis is placed on the fact that the object of logistics study are material and related information flows, which, according to the logistics concept, are coordinated and managed between the source of supply and the end user within a single system. The logistics system of a trading enterprise is considered in the form of the following main subsystems: purchase, production and marketing. It is proposed from a logistical point of view to consider not the processes of marketing, production and supply themselves, but the movement of flows that arises in these processes. In this regard, the article proposes the system of performance indicators of logistics management inventory of retail trade enterprises.

Abstract

Value added tax (hereinafter – VAT), like other taxes, has certain functions, among which regulatory, incentive, fiscal functions are distinguished. Being an indirect tax assigned to one budget, VAT occupies a significant place in the tax revenues of the federal budget. The degree of performance of certain functions, including fiscal, depends on the level of tax administration of this tax. At the same time, the functions performed by the tax are closely interconnected: strengthening the stimulating function of the tax weakens the fiscal function and vice versa. The relevance of the research topic is due to the importance of VAT in the country’s budget system. The article analyzes the dynamics of tax revenues in general, including VAT, in comparison with the dynamics of Gross domestic product (GDP). the methods used in tax administration, including those not provided for by tax legislation are investigated. Taking into account world experience, measures are proposed to improve the tax calculation mechanism. The purpose of the study is to examine the impact of tax functions, tax administration on budget revenues.

Abstract

This article is devoted to the peculiarities of financial analysis in an environmental organization. For effective financial analysis of a particular enterprise, it is relevant and necessary to assess the specifics of its activities, which affects the specifics of financial analysis. The purpose of the research in the article is to develop a methodology for financial analysis of an environmental enterprise, taking into account the specifics of its activities, for which both general scientific and private indicators of such an assessment were used. The tasks solved in the article include: determining the factors that define the features of the financial analysis of an enterprise in the environmental sector, developing and testing the author’s algorithm for the financial analysis of the enterprise, identifying the problems of the financial situation of the company and developing recommendations for conducting a qualitative financial analysis of an environmental enterprise. To achieve the set goals and objectives, the following methods were applied: of formalization, observation, statistical and dynamic comparative analysis, and economic experiment. The result of such a study was the determination of the features of the financial analysis of an enterprise in a particular industry (using the example of the environmental company LLC «LEMVA»). As a result of the analysis of the factors influencing the assessment of the activities of an environmental enterprise, the features of such an analysis are determined, the directions that should be paid special attention to when conducting it are highlighted.

Abstract

The paper deals with the phenomenon of academic mobility in the context of internationalization of higher education in modern China. It focuses on such problems as specificity of Chinese approach to internationalization of higher education and functioning of academic mobility in the context of transformation of international educational space. It is shown that the image of the future educated China is based on the traditional project of “Great Unity” society (Datong society in Confucian concept of social ideal). At the same time the idea of a united humanity is not exceptionally Chinese, but has deep historical roots and a universal nature. Cautious about the supranational extrapolation of this idea, modern China is nevertheless expanding international cooperation and strengthening cross-national contacts, using cross-border academic mobility as one of its “soft power” tools.

Abstract

The purpose of the article is to identify the risks of geo-economic fragmentation and deglobalization of integration during the period of the sanctions economy, their manifestation at the level of national economic entities, determination of overcoming factors. The subject of the study is the processes of adaptation of Russian business to the conditions of the global crisis of the pandemic period and anti-Russian sanctions, measures of state regulation of import substitution measures and reduction of supply chain gaps and partnerships. The main risks of globalization and integration of a socio-cultural nature are identified: distrust of government institutions, cross-cultural and ethno-humanitarian gaps, economic pessimism. One of the factors of containment of deglobalization gaps has been identified, which consists in the “weak ties” of existing partnerships, their relational capital. Examples of sustainable partnerships in business, science and education led to the conclusion that it is necessary to shift the emphasis in the training of managerial personnel to meritocratic principles of corporate theory, taking into account the interests of all stakeholders of companies and public sector organizations.

Abstract

Achievements in the field of new technologies, on which the formation of the modern information society is based, have led to the rapid development of the global computer network Internet. The Internet as a means of social communication has both a positive impact on the world community and has negative consequences. The relevance of protecting minors from destructive information is quite high, since in the modern world, where technology has taken a leading position in human life, including children. Researchers believe that a comprehensive solution to the problem of ensuring the information security of minors is impossible without coordinated actions of federal and regional authorities. The following regions were selected for the study: the Republic of Buryatia, Irkutsk Region, Khanty-Mansiysk District, Yamalo-Nenets District. This was not done by chance, since these regions have their own specifics: the first and main ones are located geographically far from the center of Russia, from the capital Moscow. They have their own special climatic and economic features. In terms of their territorial size, these regions are many times larger than the average regions in the central part of Russia. This specificity determines the relevance of the study of these regions. The study analyzes the legislative framework of the regions regulating the protection of minors from negative information, as well as law enforcement practice.

Abstract

The article examines the socio-cultural dynamics of semantic meaning of food and traditions of eating in different periods of civilization. The relevance of the study is due to the fact that the nutrition culture of an individual society demonstrates the basic social and cultural characteristics of the whole group, determining its specificity and mechanism of behavior in various situations. The main purpose of the study is to compare the attitude to food in the historical aspect to determine the origins of modern trends in the food culture. By the method of comparative historical analysis, the nutrition practices in rural, industrial and post-industrial types of society are considered. The result of the analysis is the statement about the transition of the vital meaning of food into the spiritual one with predominance of communicative factor. The modern trend of transformation of the food value from terminal to instrumental is revealed.

Abstract

The article presents the results of a theoretical and empirical study of the meaningfulness of life and responsibility of medical workers. The diagnostic procedures used «the test of life-meaning orientations» and «Multidimensional functional diagnostics of responsibility (OTV–110) » [2, 10]. As a result of the study it was revealed that respondents are distinguished by a high level of meaningfulness of life, perceive their own life as productive, focused on achieving goals and effectiveness. It is shown that medical workers have a holistic understanding of the essence and various aspects of responsibility, are serious about performing of difficult and important tasks, react internally to possible failures in their professional activities, are sensitive to the difficulties and problems of other people. Connections of life-meaning orientations and parameters of respondents’ responsibility are established. In conclusion, it is stated that the results of the study may be useful in predicting the improvement of the professional efficiency of medical workers and planning opportunities for their further professional growth.

Abstract

This article considers the role of emotional and cognitive aspects in modern areas of psychotherapy. It reveals long-term psychotherapeutic effects of incoherent dealing with client’s feelings and thoughts, based on actual case studies in modern psychotherapy and reflected in the literature on the subject. The analysis of psychotherapeutic texts reveals authors’ statements contradicting the general knowledge of feelings and emotions and suggests ways of eliminating such contradictions and simplifications. The article also considers how warping towards rationality can go unnoticed, to the detriment of dealing with feelings, and how the self-improvement process can lose its integrity, causing a distortion of basic psychological literacy instead of its enhancement. The article outlines and justifies two attitudes that are proposed to be developed among clients in any form and area of psychotherapy: the attitudes to live through their feelings and then release their unwanted feelings. We describe new psychological aspects in the process of living through one’s feelings in general and in the process of psychotherapy in particular. The integration of basic psychological knowledge of emotional intelligence into the theory and practice of various areas of psychotherapy can significantly improve the work of practicing psychologists and psychotherapists with clients and can effectively contribute to the convergence of different areas of psychotherapy.

Abstract

The article provides an overview the study of the problem of intrapersonal conflict, values  and strategies for overcoming stressful situations in the modern literature. The results of the author’s research identifying the psychological characteristics of students of a transport university before and after the start of a special military operation are presented. Using methods to identify the level of internal conflict A.I. Shipilov, “Strategies for overcoming stress situations SACS” S. Hobfall in the adaptation of N.E. Vodopyanova, E.S. Starchenkova; «The level of the ratio of “value” and “accessibility” in various life spheres» by E.B. Fantalova, «Freiburg multifactorial personal questionnaire FPI» by I. Farenberg, H. Zarg and R. Gampel in the adaptation of A.A. Krylov and T.I. Ronginskaya described and analyzed psychological portraits of students before the start of a special military operation and after its beginning. Before the start of a special military operation, students’ psychological characteristics are: confrontation of claims with their real potential, anxiety, entering into social contact to solve problematic situations, the value of real friends, focus on current events and male-type behavior, the desire to achieve the goals set, self-confidence, seeking social support, love, courage, and the pursuit of public recognition. The psychological portrait of students after the start of a special military operation includes a reduced critical attitude towards themselves, reduced anxiety, a decrease in the value of friends, greater aggressiveness in defending their interests, a decrease in social contacts, moral and adaptation conflict, conflict of motivation, obligation, lack of assertive actions, internal tension.
